Abstract

In January 2014, BPJS Kesehatan launched the National Health Insurance (JKN) program, which brings together several previously fragmented health insurance programs, including Askes (covering public formal sector employees), Jamsostek (private formal sector workers), and Jamkesmas. In the JKN roadmap, Universal Health Coverage (UHC) was expected to be achieved by 2019, but UHC was not achieved until 2024. One of the targets is the same package of medical and non-medical benefits (class of care). This is also stated in Article 23 Paragraph 4 of UU No.40 of 2004 concerning the National Social Security System (SJSN) which mandates standard class treatment for JKN-KIS participants who require hospitalization in the hospital. In July 2023 Madiun Regency will have Universal Health Coverage (UHC) reaching 95.81%. The issuance of PP No. 47 of 2021 concerning Hospital as an implementation of Law No. 11 of 2020 concerning job creation, has an impact on bed rules in hospital inpatient services for JKN participant patients. The abolition of the class-based inpatient concept was replaced by the Standard Inpatient Class (KRIS) service with 12 indicators that must be met according to the Decree of the Director General of Health Services No. HK/02.02/I/1811/2022, where hospitals owned by the central and regional governments must provide at least 60% of all beds as standard inpatient rooms (KRIS). RSUD Dolopo has a capacity of 195 beds, with KRIS hospitalization of 86 TT or only 44% availability. The 44% still does not fulfill 100% of the 12 KRIS criteria. This means that Dolopo Hospital must provide at least an additional 31 TTs. If calculated according to the KRIS standard of 1 room with 4 TT, it means that RSUD Dolopo needs to provide at least 8 inpatient treatment rooms to fulfill the requirement. Based on this research, these obstacles cannot be resolved in a short time. Limitations in budget preparation and in the implementation of development must go through government procurement are obstacles for government hospitals to complete in a short time. In addition, budget availability is often a dilemma for hospitals in prioritizing budget use. In addition to the above, limited human resources in inpatient services are also often a major obstacle. The procurement of employees in government agencies must follow the rules and the number is very limited. In addition, the availability of budget in meeting the qualifications of Human Resources for training is more or less an obstacle. Another obstacle faced by Dolopo Hospital and hospitals in general is inconsistent regulations. There have been three changes in the implementation of the Standard Inpatient Room regulation. Starting in December 2020, it was postponed again on January 1, 2023 and finally on June 30, 2025.

Abstract

This study aims to analyze the influence of pricing, Brand Image, service quality, and promotion on consumer purchasing decisions at JNE Bantul Branch Courier Services. The population of this study was consumers of JNE Bantul Branch, with sampling using the non-probability sampling method, precisely the accidental sampling technique. Data analysis was carried out using multiple linear regression. The results of the study showed that the variables of Pricing, Service Quality, and Promotion did not affect Purchasing Decisions. While Brand Image has a positive effect on purchasing decisions. The value of Adjusted R is 0.288, indicating that 28.8% of purchasing decisions can be explained by the independent variable Brand Image. While the remaining 71.2% is explained by other causes that are not examined in this study and are not the variables of Pricing, Service Quality, and Promotion. Which means that these three variables are not important concerns/considerations for customers.

Abstract

Penelitian ini mengkaji tentang pertanggungjawaban PT Pertamina Hulu Energi pada tumpahan minyak di Kepulauan Seribu dalam perspektif hukum Indonesia dan Convention on Civil Liability for Oil Pollution Damage 1992. Tujuan penelitian ini adalah untuk menganalisis penerapan hukum tanggung jawab mutlak (strict liability) dalam pencemaran laut, kemudian menganalisis pertanggungjawaban PT Pertamina Hulu Energi dalam kasus tumpahan minyak Offshore North West Java serta menganalisis peran Corporate Social Responsibility (CSR) dan Analisis Mengenai Dampak Lingkungan (AMDAL) dalam pencegahan dan penanggulangan pencemaran laut. Metode penelitian ini menggunakan metode yuridis normatif. Hasil temuan menunjukkan baik hukum nasional dan Convention on Civil Liability for Oil Pollution Damage 1992 menganut prinsip strict liability, tetapi penerapan praktisnya di Indonesia masih menghadapi hambatan dalam aspek penegakan hukum dan pemberian kompensasi. Oleh karena itu, penyelarasan ketentuan internasional dan nasional menjadi langkah penting dalam membangun sistem pertanggungjawaban yang efektif atas pencemaran laut oleh kegiatan migas.

Abstract

Penelitian ini bertujuan untuk mengkaji implementasi etika bisnis Islam dalam meningkatkan kinerja karyawan di PT Tunggal Griya Sakinah, sebuah perusahaan properti syariah di Bondowoso. Etika bisnis Islam merupakan prinsip moral yang berakar pada nilai-nilai keislaman seperti kejujuran, tanggung jawab, keikhlasan, dan keadilan yang diterapkan dalam kegiatan bisnis. Karyawan sebagai garda terdepan dalam operasional perusahaan memiliki peran penting dalam menjaga reputasi dan keberlangsungan usaha. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa PT Tunggal Griya Sakinah telah mengimplementasikan nilai-nilai etika bisnis Islam dengan cukup baik dalam berbagai aspek, mulai dari proses penjualan yang transparan hingga pembinaan moral dan spiritual karyawan. Implementasi ini berdampak positif terhadap kinerja karyawan yang tercermin dari peningkatan penjualan properti dari tahun ke tahun. Etika bisnis yang diterapkan mampu meminimalisasi potensi fraud serta meningkatkan loyalitas dan motivasi kerja karyawan. Penelitian ini menyimpulkan bahwa keberhasilan perusahaan tidak hanya bergantung pada strategi bisnis, tetapi juga pada etika dan moralitas pelaku usahanya. Oleh karena itu, penerapan etika bisnis Islam bukan hanya menjadi kewajiban religius, tetapi juga merupakan strategi manajerial yang efektif untuk mencapai keberkahan dan keberlanjutan bisnis.

Abstract

Zakat is a mandatory form of charity given to certain groups at predefined times. According to studies, scholars differ in their opinions regarding the law on assets obtained from salary or profession. The Jumhur ulama' (most contemporary fiqh scholars) stated that zakat is required for assets obtained from the profession and employees. However, others stated that assets obtained from profession and salary are not obligatory to pay zakat. There is also disagreement regarding the nisab of assets obtained from profession and salary. Some stated that the nisab for assets obtained from an employee profession and salary is the same as the nisab for zuru' (crops), namely 5 ausuk or 653 kg of rice or wheat. Meanwhile, others stated that nisab for professional and employee salaries are the same for gold and silver, namely 20 mitsqal dinars (gold) or 200 dirhams (silver).

Abstract

This study aims to analyze the term of office of village heads according to Law Number 3 of 2024 and examine the legal politics behind the extension of the term of office. The change in the term of office from six years and three periods to eight years and two periods has raised pros and cons in the community, as well as raised questions about the direction of national legal policy. This research uses a normative juridical approach with a descriptive-analytical method, through a literature study of laws and regulations, legal documents, and scientific literature. The results of the study show that the policy of extending the term of office of village heads is more political than based on objective evaluation. Pressure from the village head association became the dominant factor in the legislation process, which showed the strong influence of group interests in the formation of laws. In theory, this policy is contrary to the principles of power limitation and constitutional democracy. In addition, the extension of the term of office has the potential to weaken community supervision, hinder leadership regeneration, and increase the risk of abuse of authority at the village level. Thus, the extension of the term of office of the village head not only has legal consequences, but also has an impact on the quality of local democracy. A critical evaluation of the political direction of law formation is needed so that it remains based on the principles of the state of law, democracy, and the protection of the interests of the village community.

Abstract

This study examines the legal protection of medical personnel who commit negligence in medical procedures within the framework of Law Number 17 of 2023 concerning Kesehatan. Legal conflicts involving medical professionals often create destructive and counterproductive impacts on the overall health service system, making it essential to understand the balance between accountability and protection. The objective of this research is to analyze the types of legal sanctions applicable to negligent medical personnel, as well as the scope of legal protection granted to them under Indonesian health law. The research applies a normative legal approach, utilizing deductive and inductive reasoning, and employs both conceptual and statutory methods. Primary, secondary, and tertiary legal materials are used to support the analysis. The findings indicate that negligent medical personnel may be subject to administrative, civil, or criminal sanctions. Civil liability, especially when patient harm occurs, is prioritized through alternative dispute resolution mechanisms outside the court (Article 308 paragraph (1) of Law No. 17/2023). Criminal liability is applicable when medical personnel are proven to have engaged in unlawful conduct, but it requires a recommendation from a professional discipline panel appointed by the Minister of Health. Importantly, Article 273 paragraph (1) letter a affirms that medical personnel are entitled to legal protection provided they perform their duties in accordance with professional standards, service standards, operational procedures, medical ethics, and patient health needs. In conclusion, the law aims to establish legal certainty that ensures accountability while safeguarding medical personnel from unjust criminalization. This framework strengthens professional integrity, enhances patient protection, and fosters public trust in the healthcare system.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dampak Pembelajaran Mata Kuliah Creative Technopreneurship terhadap skill dan jiwa kewirausahaan mahasiswa Universitas Sarjanawiyata Tamansiswa Yogyakarta (UST). Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif yang bertujuan untuk melukiskan secara sistematis fakta atau karakteristik populasi tertentu atau bidang tertentu secara faktual dan cermat. Data dalam penelitian ini berupa data primer berupa hasil wawancara mendalam (depth interview) dan observasi. Data sekunder dari sumber kepustakaan dan referensi-referensi yang lain, seperti artikel, jurnal, ataupun dokumentasi yang relevan. Penelitian ini membuktikan bahwa Creative Technopreneurship compatible untuk menjadi sarana menumbuhkan jiwa kewirausahaan. Penelitian ini masih menyisakan keterbatasan yaitu alat analisis kualitatif yang membutuhkan ketajaman dan kejelian dari peneliti. Waktu penelitian yang hanya dua bulan, tidak menutup kemungkinan banyak menyisakan kekurangan juga. Meski begitu, penelitian ini bisa berkontribusi pada Mata kuliah Creative Technopreneurship secara khusus, dan Mata Kuliah Kewirausahaan secara umum.Kata Kunci: Creative Technopreneurship, Wirausahawan, Wirausahawan Pemula, Jiwa kewirausahaan.

Abstract

The purpose of this research is to improve the learning achievement of Permutations and Combinations using the Jigsaw learning model in class XII Electrical Engineering students of SMK Negeri 1 Bangil, Pasuruan Regency, 2017/2018 academic year. This research was conducted because of the low average value of learning achievement scores of class XII permutations and combinations of electricity at SMK Negeri 1 Bangil, Pasuruan district. This research is a classroom action research consisting of two cycles, in one cycle there are four stages, namely planning (planning), implementation / action (action), observation (observation), and reflection (reflection). The use of the Jigsaw learning model is intended to foster motivation and achievement in learning permutations and combinations in mathematics lessons for class XII SMK. After an evaluation was conducted through a written test, the data obtained, namely in the first cycle, the average grade value was 69.72 and from 36 students there were 22 students (61.1%) who had achieved a completeness score that was > 70. While in the second cycle the evaluation results obtained an average The average class is 79.58 and there are 34 students (94.4%) who have achieved a completeness score > 70. Thus, the use of the Jigsaw learning model can improve the learning achievement of permutations and combinations
