Abstract

High population density and mobility in Jakarta have triggered persistent traffic congestion. The impacts are not only on time and cost but also on deteriorating air quality. Government efforts to provide alternative public transportation have not been fully effective, due to low public interest caused by inadequate facilities and limited accessibility. The solution is evident in the JakLingko Program, an initiative that integrates the public transportation system. To ensure the success of this program, the Jakarta Transportation Agency collaborates with public transportation modes and relevant businesses. Through this synergy, it is expected that public interest in using public transportation will increase, reducing the use of private vehicles, thereby alleviating traffic congestion and improving air quality in Jakarta. This research employs the collaborative governance model proposed by Ansell and Gash, encompassing four dimensions: initial conditions, institutional design, facilitative leadership, and collaboration processes. The research methodology is qualitative-descriptive. The research results indicate that collaborative governance in managing the JakLingko Program in Jakarta is fairly optimal, but not yet fully so.

Abstract

This research explores the role of social media as a strategic communication tool in developing and promoting ecotourism enterprise. The research was conducted by studying five social media used by Ecoethno Leadcampsite, an ecoturism site located in Pengalengan, West Java runned by a Small and Medium Enterprise (SME). This study assesses how social media is used to strengthen the visibility of these destinations, facilitate engagement with tourists, and promote sustainable tourism practices. The research findings show that not all social media are used effectively, and they tend to highlight certain aspects of strategic communication, including tourism activities, resource utilization, and environmental orientation. Strategic communication aspects of travel expenses, timetables, and customer care are relatively not covered in the marketing communications messages. Insights from this research have implications for tourism stakeholders, policymakers, and society in general, demonstrating the need for a paradigm shift towards integrated use of digital technology to promote and build sustainable ecotourism.

Abstract

The purpose of this study is to determine online innovation in Dindukcapil Banjarnegara, the successful elements of online innovation, government, private sector, sustainability community and local wisdom value. It is for the purpose. Revision of writing qualitative methods, data collection, interviews, and documentation. The information providers are the villages, youth, Dundukcapil and the ADMINISTEK services in the private sector, the village employees, the deputy statement area and the Dandukcapil operator, Dindukcapil's manager. The results of this study indicate that the introduction of innovation is progressing steadily. There is a support for support and local autonomy for potential elements, but it is not perfect yet, but the private sector and the potential and values communities are not yet perfect. There are still private parts that do not want to cooperate, but the local value of wisdom is used as the basis of innovation stability.

Abstract

The digital transformation of Micro, Small, and Medium Enterprises (MSMEs) in Pangandaran Regency faces several challenges, including limited technological understanding, market access constraints, and financial limitations. To address these challenges, state-owned enterprises (BUMN) and private sector entities have initiated training and coaching programs to empower digital-based MSMEs. However, comparative studies on the effectiveness of these initiatives remain limited. This study aims to (1) assess the impact of training and coaching on the performance of MSMEs supported by BUMN, (2) evaluate the impact of similar programs on MSMEs assisted by the private sector, and (3) analyze the differences in their effectiveness. Employing a descriptive comparative method with a quantitative approach, this study surveyed two MSME groups: those assisted by BUMN and those supported by private enterprises. The findings indicate that training programs conducted by BUMN significantly enhance MSME performance, while private sector training has a positive but statistically insignificant impact. Conversely, coaching activities provided by private companies exhibit a stronger influence on MSME performance compared to BUMN. Although differences exist between the two groups, they are not statistically significant. These findings highlight the need for optimizing training and coaching methodologies across sectors to maximize MSME empowerment. Future research should explore additional influencing factors and incorporate qualitative approaches for deeper insights.

Abstract

This study examines the relocation of labor-intensive industries from the Jabotabek region to Central Java, focusing on bonded zone facilities in the ex-Residency of Pekalongan, including Brebes Regency. Using a qualitative research design, data were collected through in-depth interviews with company managers and customs officials, supported by regulatory documents and statistical records. Findings indicate the main drivers of this industrial shift are cost advantages, particularly lower regional minimum wages (UMR). In Jabotabek, wages average around IDR 4.5 million monthly, while in Central Java, they remain around IDR 2–2.5 million, with Brebes at IDR 2.018 million (2023). For factories employing over 9,000 workers, this gap leads to potential savings of more than IDR 270 billion annually. Additional factors include cheaper land prices for factory sites and improved infrastructure, especially the Trans-Java toll road, which facilitates logistics and access to ports. Economically, 36 bonded-zone companies in the region employ 67,559 workers, with 41,268 in Brebes alone. However, this represents only about 3% of Brebes’s productive-age population, showing that industrialization alone may not resolve unemployment fully. Poverty rates have declined slowly from 17.43% in 2021 to 15.78% in 2023, highlighting a limited immediate impact. Although industrial expansion stimulates local economies by supporting informal sectors like food services, housing, and transportation, there are concerns about fostering a narrow “labor mentality” that limits entrepreneurship and shifts youth away from agriculture. The study concludes that while industrial relocation offers economic opportunities, a balanced policy is needed to ensure sustainable development, improve local welfare, and support economic diversification in Central Java.

Abstract

After the Covid-19 outbreak, there was a decline in various sectors in Indonesia, including the economic sector. Various efforts have been made to restore stability to the Indonesian economy. Fiscal policy is one of the government's efforts to restore the economy. Fiscal policy will have a significant impact on the Indonesian economy and bring major changes to Indonesia's development system. This fiscal policy is mainly determined by the government's involvement in economic activities. This is based on the government's role in achieving a prosperous society, one of which is the use of appropriate policy instruments. The research method uses qualitative research using a literature review method by collaborating with various literature related to Fiscal Policy in Indonesia. The data sources in this research are secondary data in the form of journals, articles, books and other relevant references. The results show that the government made a strategy by implementing fiscal policy on state revenues and expenditures with the aim of restoring the country's economy and stabilizing the community economy. However, with the impressive growth rate of the Indonesian economy, the government also needs to review and pay attention again and ensure that the assistance provided by the government can be allocated on target. And there is also a need for innovation in fiscal policy regulations that can create a new balance between business actors, including entrepreneurs, society and government. Abstract

Film is a subsector of the creative economy experiencing significant growth in Indonesia, with a rate of 10.28%, and is also included in the eight development agendas of the National Long-Term Development Plan (RPJPN) for 2025-2045. Current film studies predominantly focus on the arts, culture, social issues, gender, communication, history, technical production, and film technology. However, research on film from the perspective of public management is still relatively scarce. This study aims to discover, understand, and explore the concept of strategic management practices for the development of the creative economy in the film sector, specifically within the design of a film curriculum module for students in Banyumas Raya. This is implemented using the collaborative concept of the quadruple helix. The goal is to contribute essential outputs as a repository for themes related to the creative economy in film, an area that remains underrepresented in the literature. Additionally, this study seeks to offer a reference model that can be adopted or modified by other regions in terms of film human resource capacity, accessibility to film education for students, and the practice of collaborative concepts. This research employs a qualitative approach grounded in the new public services paradigm to explore interactions, engagement, roles, contributions, and the dynamics of the helix implementation process among various stakeholders. Data were collected through participant observation, snowball sampling techniques, in-depth interviews with five key informants, and document analysis. Triangulation of data and sources was used to ensure the validity of the data, while naturalness served as a measure of reliability. The findings indicate that the strategic management of film development aims to enhance early critical awareness among young audiences, which in turn strengthens the quality of the film industry, contributing to a healthier film ecosystem in Indonesia's future. The collaborative process has progressed smoothly, without significant obstacles, under the quadruple helix collaboration model. A limitation of this study is the inability to measure the success of this strategy at this time, as the initiative is still in its early stages. Ongoing monitoring and future research are necessary to assess the long-term outcomes of this strategy.

Abstract

This article examines the reconstruction of stakeholder confidence in the collaborative governance process for the sustainability of child-friendly cities in new industrial communities. Research problems are due to the implications of the growth of new industrial societies, differences and conflicts of interest between stakeholders, child growth and development problems, high stunting, juvenile delinquency, street children, and parenting patterns that are not by needs. This study aims to analyze the reconstruction of stakeholder trust in creating awareness and shared commitment to collaborative governance processes to realize the sustainability of child-friendly cities. The research method is qualitative, research data is collected through in-depth interviews and focus group discussions (FGD). The results of the study show that collaborative governance processes are faced with different interest gaps that result in a lack of trust and commitment to realizing a child-friendly city. A joint forum among stakeholders in the child-friendliness campaign efforts has been organized but shows no signs of effectiveness. The lack of synergy between local governments and industry players is present, therefore efforts to rebuild trust in realizing the sustainability of a child-friendly environment need to be optimized through communication, openness, social responsibility, and supervision of local governments.

Abstract

This research is motivated by the SATRIA CSR (Corporate Social Responsibility) Forum in Banyumas Regency which involves various parties such as local governments, companies, academics, NGOs, and mass media that collaborate in supporting regional development through CSR. Therefore, this paper aims to describe in-depth the governance of the SATRIA CSR Forum in Banyumas Regency in the perspective of collaborative governance. This research uses a qualitative method with a phenomenological approach. The research location was in Banyumas Regency, with the target of the research consisting of government elements, private elements, mass media elements, NGOs, the community, and academics. The selection of informants was carried out using purposive sampling and snowball sampling techniques. The data analysis method used is the interactive analysis. The results found that the existence of internal and external dialogue was good initial progress in the governance of the SATRIA CSR Forum. Even so, there are still some aspects of CSR Forum governance that have not been maximized, such as stakeholder's commitment and the business community's understanding of CSR regulations. Therefore, efforts are needed to get the business community involved in the SATRIA CSR Forum. In this case, the role of local government is one of the keys for the business world to be involved, including by providing understanding to the business community regarding CSR regulations. The results of this study contribute to an understanding of the implementation of collaborative approaches in the context of CSR programs at the local level.
