Abstract

This article is part of an international relations study conducted by the authors. This study aims to illustrate the extent to which Indonesia can get out of the “entanglement” of the COVID-19 pandemic, especially in the tourism industry sector. Another purpose of writing this article is to analyze the Indonesian government’s role in using the term “new normal” and its relation to sustainable tourism during the COVID-19 pandemic has not ended. Tourism during the COVID-19 pandemic is the focus of the discussion of this article because it is one of the industries most harmed by this pandemic. Globally the loss of world tourism reaches US$22 billion. This figure will continue to increase as long as this pandemic cannot be controlled through vaccines and drugs. No exception for Indonesia, which lost the country’s original income from this sector, reaching tens of trillions of rupiah in just four months since WHO announced COVID-19 as a global pandemic. The new normal situation during the ongoing COVID-19 pandemic is an opportunity as well as a challenge for world tourism in general and Indonesian tourism in particular. The change in lifestyle and habits of the community in traveling directly or indirectly has “hit” this industry very hard. Undeniably, reactivating tourism industry activities do have considerable risk, but on the other hand, many sectors depend on this industry. Cleanliness, Health, Safety, Environment Sustainability (CHSE) strategy conducted by the Indonesian government is one of the efforts in re-mobilizing Indonesia’s tourism sector amid the COVID-19 pandemic, as well as the opportunity to apply three main principles of sustainable tourism in the new normal era, namely involving the social sector in policy engagement, maintaining the sustainability of natural resources and making sustainable development a synonym of economic growth.

Abstract

This paper examines a cross-sector collaborative model for development policy in a creative economy in a rural area setting. The creative economy based on the village’s creative potential is considered capable of contributing to the national economy, but it should be supported by public policies that are adaptive to the potential and needs of creative economy actors. The paper used a qualitative approach with case studies in Banyumas Regency, Central Java, Indonesia. This village represents one of the leading creative economy subsectors in Indonesia, which is culinary. The study found that collaboration among Penta Helix forces played multiple roles in driving rural creative actors and building rural creative ecosystems. The stages of collaboration were identified in strengthening organizational structure, program implementation, and organizational consolidation.  Organizational capability and innovation have been growing in rural creative economy actors during cross-sector collaboration implementation. This study provides insights into how Penta Helix collaborates with rural creative actors to promote the rural creative economy. From a public policy perspective, this study fills a significant gap in the literature regarding rural development models that are not covered much in the creative economy policy.

Abstract

Penelitian ini bertujuan untuk menganalisis pandangan masyarakat dan Lembaga Masyarakat Desa Hutan (LMDH) dalam merespons orientasi Perhutani yang memprioritaskan pengembangan usaha (profits/bisnis) daripada pemberdayaan masyarakat desa hutan. Pendekatan studi menggunakan studi kasus. Hasil penelitian menunjukkan bahwa LMDH tidak dilibatkan secara signifikan dalam perencanaan program pengelolaan hutan bersama masyarakat (PHBM). Lebih dari 12 tahun, Perhutani masih menjadi aktor dominan dengan kekuasaan besar menentukan pemangku kepentingan mana yang dikehendaki untuk terlibat dalam perencanaan programnya. Akibatnya, LMDH (masyarakat) merasa Perhutani tidak lagi menganggap serius peran LMDH dalam proses pengelolaan program-program PHBM. Dengan kata lain, peran LMDH hanya ada diatas kertas tetapi realitasnya tidak banyak berperan. Perhutani lebih fokus mengejar target keuntungan untuk kepentingan perusahaan tetapi di pihak lain tidak meningkatkan pembagian peran dengan LMDH sebagai mitra sejajar dalam program PHBM. This paper explores the power relations between state and society, specifically, after 12 years of implementing the policy of community-based forest management (Pengelolaan Hutan Bersama Masyarakat, known as PHBM). It investigates how villagers and its local institutions (Lembaga Masyarakat Desa Hutan, LMDH), and street-level bureaucracy (SLB) responses toward the current development of State Forest Cooperation (Perum Perhutani, SFC) orientation in generating profit rather than the people and the planet/environment. The result shows that the villagers through LMDHs are, in fact, never closely engagein planning PHBM activities. Over 12 years, the SFC is still become the dominant actor who have dominant power in determining which stakeholders that they wanted to be involved in planning PHBM activities. Consequently, LMDH feels that SFC is reluctant in taking seriously the roles of LMDH in planning the PHBM activities. SFC is pursuing their target in generating benefits merely for their own benefits without taking LMDH in as their equal partner in PHBM activities.

Abstract

Demands for health service providers in facing the free market era, including the improvement of hospital health services towards world-class hospital services. The problem of the effectiveness of customer complaints services can be seen from the number of people who use the media that has been provided to convey criticism and complaints about the services provided by hospital management. The importance of research aims to determine and analyze the achievement of the implementation of customer complaint handling services. This study uses qualitative research methods with a descriptive approach. The study was conducted at Hospital of dr. R. Goeteng Taroenadibrata Purbalingga. The informants consisted of management elements and customer determined using a purposive sampling technique. The focus of the study in this research includes the achievement of customer complaint services which include the achievement of objectives, integration of complaint handling and the adaptation of the complaint service unit to complaints submitted. Data analysis was performed using the descriptive interactive model analysis method. The results showed that the achievement of customer complaint services at the Hospital of dr. R. Goeteng Taroenadibrata Purbalingga has not been effective. Empirically the function and role of the complaint service that is the main task has been carried out, but has not been fully implemented effectively. Follow-up on complaints submitted by the community has not completely met the expectations of the community, especially concerning the timeliness and accuracy of the actions taken to resolve the problem, as well as completeness

Abstract

In the contemporary era characterized by globalization and swift democratic progress, Indonesia encounters distinctive challenges of rising political expenses. This article utilizes qualitative research methodologies to examine the consequences of increasing political costs on the dynamics of Indonesian democracy, specifically concerning accountability and financial support for political parties. The main findings suggest that the financial assistance to political parties in Indonesia has not adequately tackled the forthcoming challenges that Indonesian democracy may encounter. In contrast, political parties persist in facing challenges in accountability mechanisms for the funds they acquire. The provision of financial aid may be perceived as a feasible approach to mitigate the financial burdens associated with political campaigns. However, in the absence of adequate mechanisms to ensure transparency and accountability, there is a possibility of corruption and concerns regarding the scope of funding. This article further emphasizes the significance of political education as a fundamental obligation of political parties to uphold democratic efficacy. This study places particular emphasis on the ramifications of providing financial assistance to political parties for the future trajectory of Indonesian democracy. To ensure the continued progress of democracy in Indonesia and realize the “Golden Indonesia 2045” vision, stakeholders must possess a comprehensive comprehension of the matter and effectively tackle the obstacles that arise from the significant political expenses involved.

Abstract

Penelitian ini mengkaji implementasi program E-Government PBG di Banjarnegara dengan menggunakan kerangka teoritis Mazmanian & Sabatier. Evaluasi mengungkap aspek kritis seperti kompleksitas teknis, keragaman perilaku, kejelasan kebijakan, alokasi sumberdaya, dan ketergantungan institusional. Temuan memberikan wawasan mendalam bagi praktisi dan peneliti terkait implementasi kebijakan PBG. Rekomendasi meliputi penyederhanaan prosedur, peningkatan kapasitas personel, evaluasi alokasi dana, dan penguatan kerjasama institusional. Studi ini mendukung pengembangan kebijakan E-Government yang lebih efisien dan transparan di masa depan.

Abstract

The implementation of public services is the core business of public administration. In an effort to provide public services, local governments are required to pay more attention to public needs, one of which is the need for transportation. For this reason, accurate decision making is needed to ensure the effectiveness and efficiency of public administration. Cilacap is increasingly developing towards an industrial and service area so that community mobility is getting higher in line with economic movements. Therefore, there is a buildup and crowds in several areas that become agglomeration nodes caused by the presence of parking vehicles on the road. To prevent this buildup from increasing, local governments need to respond by providing parking building services. However, given the limited budget they have, the local government must make a decision to prioritize the construction of parking building services in the most feasible locations to be built. For this reason, this study aims to identify priority locations for special parking spaces in several Cilacap agglomeration areas, namely Majenang, Kroya and Cilacap Kota. Using by the Analytic Hierarchy Process method, results with high accuracy can be obtained in determining the priority of parking building service locations in Cilacap.

Abstract

Pada tahun 2020, Purbalingga menjadi salah satu zona merah akibat pandemi COVID-19. Data dari RSUD dr. R. Goeteng Taroenadibrata mengidentifikasi rumah sakit tersebut sebagai rumah sakit rujukan lini 2. Jumlah pasien positif COVID-19 di Purbalingga terus meningkat. Pemerintah Purbalingga berupaya keras untuk mencegah penyebaran wabah dengan himbauan seperti menjaga jarak sosial, menggunakan masker, serta praktik higienis lainnya. Namun, banyak masyarakat Purbalingga yang tidak mematuhi himbauan tersebut, sehingga jumlah pasien positif terus bertambah. Situasi ini memunculkan pertanyaan tentang peran dan keterlibatan stakeholder dalam pelaksanaan kebijakan penanggulangan COVID-19 di kabupaten tersebut. Penelitian ini bertujuan untuk menggambarkan peran dan keterlibatan stakeholder dalam pelaksanaan kebijakan penanggulangan COVID-19 di Purbalingga. Metode kualitatif digunakan dengan melakukan wawancara kepada informan yang relevan dari POLRES Purbalingga dan BPBD Purbalingga. Hasil analisis menunjukkan bahwa POLRES dan BPBD Purbalingga memiliki peran strategis dalam penanganan pandemi COVID-19. Mereka secara aktif mengarahkan perhatian masyarakat untuk mematuhi protokol kesehatan, menegakkan disiplin masyarakat, serta berkolaborasi dengan berbagai instansi untuk respons yang terkoordinasi. Langkah konkret seperti kampanye 5M, penegakan jarak sosial, dan dukungan dalam program vaksinasi menunjukkan komitmen POLRES dan BPBD Purbalingga dalam mengurangi risiko penularan dan melindungi masyarakat. Kata Kunci: Implementasi Kebijakan, COVID-19, POLRES Purbalingga, BPBD Purbalingga, Keterlibatan Stakeholder.

Abstract

Era distrupsi membuat perubahan besar-besaran di berbagai sektor kehidupan, termasuk adanya perubahan dalam sistem dan tatanan bisnis ke taraf yang lebih baru. Tetapi bersamaan dengan itu, era distrupsi menimbulkan permasalahan baru bagi kehidupan masyarakat, yakni terkait keamanan siber. Karena berbagai informasi masyarakat ada dalam big data yang dimiliki oleh pemerintah. Salah satu masalah nyata yang dialami ialah adanya kebocoran data yang dialami oleh berbagai instansi pemerintah, seperti KPU, BPJS, maupun eHAC. Tujuan dari penelitian ini adalah untuk menganalisis tindakan pemerintah dalam mengatasi kebocoran data yang terjadi dalam instansi pemerintah pada era distrupsi. Metode penelitian yang digunakan adalah pendekatan kualitatif dan deskriptif analitis. Hasil dari penelitian ini ialah (1) melakukan penguatan kepastian hukum dengan menghadirkan sebuah kebijakan tentang pengamanan pemanfaatan jaringan telekomunikasi yang didasarkan pada protokol internet, (2) mengadakan berbagai kegiatan yang akan mengembangkan prosedur dan penggunaan teknologi, diantaranya dengan melakukan workshop dan menghadirkan alat-alat evaluasi khusus, (3) meningkatkan mutu sumber daya manusia dengan melakukan penjaringan ketat pada ribuan kadidat, guna meningkatkan kapasitas keamanan siber, (4) melakukan kerjasama dengan negara lain untuk meningkatkan sistem keamanan siber, serta menghadirkan BSSN yang berfungsi untuk melaksanakan kebijakan teknis di bidang pemulihan, insiden, identifikasi, deteksi, proteksi, penanggulangan, pemulihan, persandian, dan hal-hal lain yang terkait dengan keamanan siber. Kata Kunci: siber, keamanan, data, bocor
