Abstract

Sister city is a formal understanding agreement made between two cities, which have something in common, which is set forth in a memorandum of understanding, to establish cooperation in various fields. Judging from past history, demographic conditions, social culture, and economic performance, Magelang Municipality and Breda Municipality have many similarities, namely as a City of Military Education, City of Students and Culture, City of Industry and City of Services. This similarity raises the potential for cooperation in the sister city program with the main objective of sustainable development of human, economic, socio-cultural and environmental resources. To achieve these objectives, there are 5 (five) priority programs proposed, namely urban planning, management and construction, vocational education in tourism, water and renewable energy engineering, promotion of cities and regions, and military education cooperation. Some strategic steps, starting from planning and implementation, and the control mechanism and sister city scheme are proposed in this paper as consideration for Magelang Municipality in implementing the program.

Abstract

The development of toll road and airport transportation infrastructure is considered to have a strategic role in efforts to improve the local economy. The Magelang Municipality area is a strategic place in the construction of the Bawen-Yogyakarta toll road infrastructure and the construction of the Yogyakarta International Airport (YIA). The construction of a toll road with a toll exit located in the city of Magelang and the presence of an airport whose area is adjacent to Magelang Municipality opens up opportunities for the people of Magelang Municipality to get direct and indirect impacts that can improve welfare. This study aims to analyze the strategy of the Magelang Municipality government in dealing with the infrastructure development of the Bawen-Yogyakarta toll road and Yogyakarta International Airport (YIA) so that it can have an impact on improving the welfare of the people of Magelang Municipality. This study resulted in recommendations, namely: the need for a grand design of exit toll development that accommodates the interests of the community, initiation of the Community-Based Economic Development (CBED) program to empower the community by forming several cluster centers or MSME villages, as well as increasing the role of ABGC (Academic, Business-Governmental). – community).

Abstract

Currently the condition of Magelang Muncipality is said to be a "waste emergency" considering the rate of waste production (waste volume) which continues to increase every year is inversely proportional to the rate of waste reduction programs and the decreasing capacity of TPSA. At the upstream level, various waste reduction program efforts have been carried out by the Magelang Municipality Government, including the Waste Bank program, Organic Village, Reduce, Reuse and Recycle Waste Disposal Sites (TPS3R), and Integrated Waste Processing Sites (TPST) which have been carried out since 2012 was only able to reduce waste generation by 9.3% of the total waste generated. The main problem of waste management in Magelang Municipality lies in limited land. Therefore, it is necessary to study the efforts that will be developed as far as possible that do not require a large area of ​​land but can produce optimal waste management. In addition, these efforts involve various parties, especially those that focus on community empowerment. This research uses desk research method. The results of the study explain that waste management is not only the duty and responsibility of the Regional Government but also the duty and responsibility of the community. The role of various parties, including local governments, stakeholders, and most importantly the community, is the largest producer of waste. Hereinafter known as community-based waste management or Community Based Solid Waste Management (CBSMW). CBSMW is a waste management system that is planned, compiled, operated, managed, and owned by the community. The goal is to create community independence in maintaining environmental cleanliness through environmentally friendly waste management. The principles of CBSMW are community participation, independence, efficiency, environmental protection, and integration.

Abstract

The purpose of the preparation of this policy text is to identify the factors that cause the 2015-2018 period of 2015-2018 less than optimal performance of the Magelang City of a Million Flowers (MKSB) program. MKSB is a slogan that supports the branding of Magelang City. This program has been implemented for two periods, namely the period 2012-2015 and the period 2015-2018. Evaluation results from various sources indicate that the quality of human resources for implementing the MKSB program and community participation in supporting the program is still low. After conducting a study, it was shown that the 2 obstacles were caused, among others, by the low participation of the community to support the program, so that the community might not feel they belonged to this program which had an effect on low awareness. Therefore, solutions are offered through more targeted community empowerment, the formation of industrial clusters, and the formation of flower clusters.

Abstract

Trunan is one of the biggest tahu industrial centers in Magelang. Nevertheless, the number of tahu manufacturer in this neighborhood is decreasing as the result of the unreachable price of the raw material and the lack of sawdust, which is used as the fuel. On the other side, the industry also causes environmental problem since the liquid wastes, as the side effect of tahu producing process, commonly is simply littered to the waters. As the result, the waters become polluted as well as the groundwater which is indicated by the dirtiness of the waters and stinky smell. To help solving the above problem, we hold a research with objective to make use of tahu liquid wastes as an alternative fuel. Based on some researches, liquid wastes of tahu liquid wastes as an alternative fuel. Based on some researches, liquid wastes of tahu contain methane more than 50% that makes it possible to become the raw material of biogas energy. The method used in this research is engineering method (design activity) which is not routine, thus there will be new contribution either for the process and the product/protptype. The result of the research shows that to produce 1500 liter of biogas that fulfills the average need of a household it takes 100 kg of soybean per day. Hence, for each cooking process of tahu which needs 30.000 kg of soybean produces 283,8 m3 of liquid wastes per day, which then produce 442,650 liter of biogas. Afterward, to steam 100 kg of soybean it takes 3,93 m3 of biogas, while it takes 20 kg of sawdust. Every 100 kg of soybean takes energy which costs Rp. 40.000 for 3 times cooking process and each process takes 0,2 m3 of sawdust which costs Rp. 12.500. Therefore, the efficiency reach 61,1%. Moreover, beside used as fuel to cook, biogas can also be used for other need like lights.

Abstract

ABSTRACT The objective of the study is to determine the attitudes and perceptions of tabacco farmers in Temanggung regency towards stevia and jabon cultivation as an alternative plants beside tobacco, and find out whether the social and economic factors influence the attitudes and perceptions. As the study sample are tobacco armers in the district of Bulu, Tembarak, and Waterford. It is taken 70 samples in every district consisting of 10 villages, so that it is required 210 samples wholly. As an initial step of this research activity is carrying out the socialization to the samples of both commodities offered. Next, the in-depth interviews and questionnaires filling to and by the samples are carried out. The data obtained is processed by using the method of Spearman rho. The data analysis result shows that the tobacco farmers attitudes and perceptios towards cultivation of stevia as an alternative commodity besides tobacco have a good category, while the attitudes and perceptions of tobacco farmers towards the cultivation of jabon as the alternative commodity to tobacco have and adequate category. Social statsushas a positive correlation at a significance level of 5 percent toward the attitudes and perceptions of farmers that is equal to 0,157, and economic status also has a positive correlation toward the attitudes and perceptions of farmers that is equal to 0,220.

Abstract

Magelang’s snacks cluster, “Karya Boga”, are still experiencing so many obstacles in marketing the products. The members mostly sell the product individually by offering and delivering the products directly to the customers. Therefore, the sales areas are limited, hence, the product is not known in larger scales. One of sales methods can be used to overcome this problem is on-line sales in the form of e-commerce. Nevertheless, not many cluster members know e-commerce, so that it takes a research to figure out the members’ levels of understanding and motivation on e-commerce use. After the members’ levels of understanding and motivation on e-commerce use are figured out, the next step is designing the sales system of the cluster’s product by using e-commerce. The result of the research shows that the members’ level of understanding or the level of e-commerce adoption is medium, and the variation is low. This is caused by the limited number of human resources who are able to use IT. Nevertheless, they are highly motivated in applying IT to sell their products. The motivation is there because of the members’ wish to seek new customers and to raise their income. Next, e-commerce is designed by using Content Management System (OMS) prestashop.

Abstract

Bagi para pengusaha kecil yang memproduksi kerupuk, cuaca sangat menentukan aktivitas produksinya. Pada musim kemarau untuk menghasilkan kerupuk kering umumnya dibutuhkan waktu 1-2 hari, tetapi  pada musim penghujan proses pengeringan menjadi lebih lama, dan produk yang dihasilkan kurang bagus. Hal tersebut mengakibatkan perusahaan sering  tidak berproduksi pada musim penghujan, yang berdampak pada pendapatan untuk mencukupi kebutuhan hidupnya.Sehubungan dengan hal tersebut, maka tim pengusul membantu mencarikan solusinya yaitu dengan merancang alat pengering kerupuk yang hemat energi, karena memanfaatkan gas buang hasil samping proses pemasakan, tidak tergantung pada kondisi cuaca, dan tidak membutuhkan area penjemuran yang luas. Hasil uji coba di laboratorium menunjukkan bahwa dengan rancangan alat pengering ini, maka proses pengeringan kerupuk dapat dilakukan empat jam dan dapat dilakukan kapan saja, tidak tergantung pada kondisi cuaca. Produk kerupuk yang dihasilkan dengan menggunakan alat pengering tersebut adalah 15.000 biji atau setara dengan 90 kg kerupuk kering. Diharapkan produktivitas pengusaha akan mengalami peningkatan dan diharapkan juga alat tersebut dapat bermanfaat bagi industri-industri pengolah pangan yang tergantung pada cuaca. Abstract

Penelitian ini bertujuan untuk mengungkapkan dan menganalisis tentang : bagaimana existing petani tembakau, bagaimana pelaksanaan tata niaga tembakau dan bagaimana persepsi petani tembakau tentang tata niaga tembakau di Kabupaten Temanggung. Hasilnya diharapkan dapat sebagai bahan pertimbangan yang bermanfaat bagi : a) para pemegang kebijakan dalam menentukan sistem dalam tata niaga tembakau agar mampu meningkatkan kesejahteraan rakyat khususnya para petani tembakau, b) memberikan masukan yang berarti bagi setiap pemangku kepentingan agar dapat menempatkan posisinya secara tepat dan memberikan kontribusi secara positif terhadap tata niaga tembakau di Kabupaten Temanggung. Penelitian ini merupakan penelitian lapangan (field research) di lokasi penelitian. Lokasi penelitian ditentukan secara purposive cluster sampling berdasarkan ketinggian wilayah di Kabupaten Temanggung cluster diambil satu kecamatan yang penduduknya memiliki produksi tembakau cukup banyak. Kelima kecamatan tersebut adalah : Jumo, Bansari, Tembarak, Candiroto dan Ngadirejo.Sedangkan responden diambil secara acak sederhana bertujuan (purposive simple random sampling) di masing-masing kecamatan. Adapun kriteria inklusi responden : Kepala keluarga (Bapak/Ibu), tinggal di wilayah di lokasi penelitian, petani yang membudidayakan tembakau, mempunyai atau sewa lahan untuk pertanian tembakau di desanya, memahami tentang tata niaga tembakau, mampu dan bersedia menjadi responden. Jumlah responden sebanyak 904 orang atau sebesar 7% dari populasi (12.914 orang). Adapun teknik pengumpulan data yang digunakan adalah : wawancara, observasi dan pencatatan. Sedangkan untuk mengkaji existing petani terhadap persepsi petani tentang tata niaga tembakau di Kabupaten Temanggung digunakan statistik deskriptif. Penelitian ini diperoleh tiga hal penting yaitu : a) existing petani tembakau di Kabupaten Temanggung baik secara sosial ekonomi maupun kultural masih pada kecenderungan menengah ke bawah, b) tata niaga tembakau di Kabupaten Temanggung adalah petani sebagai produsen akan dijual ke perantara (pedagang, pengepul, tengkulak, juragan) selanjutnya dibawa ke grader sebagai wakil dari pabrikan. Masing-masing grader akan membangun jaringan ke perantara baik secara ekslusif maupun tidak. Petani tidak memiliki kemampuan untuk menentukan kategori kualitas dan harga tembakau yang diproduksi. Namun ketika dalam tata niaga, penentuan kualitas dan harga di tingkat perantara sering berbeda dengan yang ditentukan oleh grader sebagai wakil pabrikan. Semua resiko ditanggung oleh petani, c) persepsi petani tembakau tentang tata niaga tembakau di Kabupaten Temanggung dianggap belum baik (92.8%) maknanya masih belum berpihak pada kesejahteraan petaniKata kunci: Existing Petani, Persepsi, Tata Niaga Tembakau

Abstract

Abstrak Limbah cair tahu mengandung bahan organik cukup tinggi, sehingga bila dibuang langsung ke lingkungan dapat menurunkan mutu lingkungan tersebut. Pengolahan limbah cair tahu secara anaerobik diharapkan dapat mengurangi pencemaran lingkungan dan menghasilkan sumber energi alternatif secara mudah dan murah. Penggunaan UASB yang dilengkapi dengan alat penangkap gas dan kran pengambilan sampel diharapkan dapat digunakan untuk mengetahui laju produksi biogas, penurunan COD, dan kenaikan pH limbah cair sehingga dapat dijadikan sebagai dasar dalam perancangan instalasi penanganan limbah yang memanfaatkan biogas sebagai energi alternatif yang diperoleh dari hasil pengolahan limbah secara anaerobik. Tujuan yang ingin dicapai dalam penelitian ini adalah mendapatkan faktor-faktor yang memberikan pengaruh terhadap kualitas biogas dari limbah cair tahu dan mendapatkan komposisi terbaik dari faktor-faktor yang mempengaruhi kualitas biogas dengan menggunakan metode Taguchi. Faktor-faktor yang diidentifikasi adalah perbandingan berat kering limbah cair tahu, suhu digester, tingkat keasaman limbah cair tahu, dan rasio C/N, sehingga diperoleh matriks 4 orthogonal standar Taguchi L (2 ) dengan fungsi tujuan semakin besar semakin baik. 8 Hasil analisis variansi (ANOVA) faktor dominan yang mempengaruhi kualitas biogas adalah tingkat suhu digester (B), sedangkan berdasarkan metode Taguchi perolehan eksperimen menghasilkan kombinasi berat kering diatur dalam perbandingan 1:1, suhu digester dijaga pada level 35C, pH limbah cair berada di kisaran 6,8 dan rasio C/N dijaga tetap tinggi.
