Abstract

Pembangunan smart city Ibu Kota Nusantara (IKN) menghadirkan tantangan baru dalam menjaga keamanan siber. Penelitian bertujuan untuk mengidentifikasi tren risiko keamanan siber sekaligus mitigasi risiko keamanan siber pada smart city dengan menggunakan metodologi Systematic Literature Review (SLR). Framework TOE (Technology, Organization, Environtment) digunakan untuk menghasilkan daftar risiko keamanan siber yang komprehensif berdasarkan kategori teknologi, organisasi, dan lingkungan. Hasil penelitian menunjukkan terdapat 58 risiko keamanan siber yang didominasi oleh risiko keamanan siber teknologi yaitu 81%. Mitigasi risiko keamanan siber dikelompokkan juga berdasarkan kategori teknologi, organisasi dan lingkungan. Standar internasional ISO 27002: 2022 digunakan sebagai metode validasi kontrol keamanan atas mitigasi risiko yang diidentifikasi sebagai bentuk best practice. Hasil penelitian ini memberikan rekomendasi kepada pemerintah dalam menyusun kebijakan keamanan dengan mendorong penggunaan kriptografi secara efektif, menyelaraskan dengan standar kebijakan yang aman dan audit berkala, serta selalu meningkatkan kualitas SDM keamanan siber sehingga dapat membantu pengembangan smart city IKN yang aman dan berkelanjutan.

Abstract

This investigation provides a critical assessment of the governance practices in project management within the development of the Single Submission Quarantine Customs (SSM QC) system at the Indonesia National Single Window Agency (LNSW). Employing the Kerzner Project Management Maturity Model (KPM3), the study meticulously compares existing management operations against the established Project Management Body of Knowledge (PMBOK) standards. It uncovers pivotal governance deficiencies that hinder the maturation of project management processes. The research sheds light on the necessity for systematic improvements, particularly in areas of risk assessment, human resources, procurement, and quality control. Recommendations from this study advocate for the adoption of robust governance frameworks and strategic management enhancements. The implementation of these recommendations is projected to significantly uplift LNSW's strategic project alignment, operational efficiency, and overall effectiveness, marking a substantial advancement in the domain of software project management and setting a precedent for future research in this area.

Abstract

Technological advances in this era can support public services to serve the public more quickly and responsively. One of the electronic public services used by citizens in Indonesia is the application for a passport. After launching to the public in early 2022, the mobile app M-Paspor is still experiencing some obstacles. This study aims to get recommendations for government consideration based on public experience as users of the M-Paspor application. This study integrates the e-Govqual model initiated by Papadomichelaki & Mentzas and End User Computing Satisfaction by Doll & Tork Zadeh. Six dimensions are used: ease of use, trust, functionality of the interaction environment, reliability, content and appearance of information, and citizen support. With the questionnaire distributed through social media, we analyzed data from 111 respondents. We conducted an analysis using SmartPLS to validate the survey. The result implied that Citizen Support, Functionality of the Interaction Environment, and Reliability significantly influence End User Computing Satisfaction of M-Paspor users

Abstract

Knowledge has become a critical aspect and asset of the organization. Thus, to gain benefits from knowledge, organizations must be able to manage that knowledge effectively. One of the processes in knowledge management is knowledge sharing. An important factor in an organization that can influence knowledge sharing is organizational culture. This research was conducted to explore aspects of organizational culture in the knowledge sharing process. This research uses the systematic literature review (SLR) method by Kitchenham to find out what organizational culture can facilitate and hinder the knowledge sharing process. Researchers found 17 journals that were used as sources in compiling a list of organizational cultures that influence knowledge sharing. Based on the research results, it was found that collaboration and top management support aspects are organizational culture factors that can improve the knowledge sharing process. Then, for the knowledge barrier aspect, time constraints were found to be the most frequently discussed factor.

Abstract

In today's digital era, effective knowledge management (KM) is vital for businesses, especially in public sector help desks where user interaction is critical. This systematic literature review (SLR) explores factors influencing KM implementation and identifies strategies to optimize help desk operations. Using PRISMA criteria and the PICO model, 25 studies from 2019 to 2024 were selected after screening 5,490 publications. Key factors impacting KM include organizational culture, leadership support, and technological infrastructure. Recommended strategies involve fostering a knowledge-sharing culture, developing knowledge bases, and utilizing AI for knowledge capture. The findings contribute theoretically by consolidating a framework for KM in help desks and practically by guiding public sector organizations. However, reliance on secondary data limits the study, as it may not fully reflect real-world KM practices. Future research could empirically validate these findings and explore emerging technologies like AI to enhance KM effectiveness.

Abstract

This study aims to identify and analyze the critical success factors (CSFs) for implementing business intelligence (BI) in nonprofit organizations in Indonesia. As the world's most generous country for seven consecutive years, Indonesia shows significant potential in its nonprofit sector, particularly in managing Zakat, Infaq, Sadaqah, and Waqf (ZISWAF). This research employs a systematic literature review (SLR) and a case study on a nonprofit organization adopting a BI system. The study identifies five categories of critical success factors (CSFs): organizational, technological, data management, human resource, and process factors. The findings aim to contribute theoretically and practically to digital transformation strategies in the nonprofit sector while guiding decision-makers in implementing effective and sustainable BI systems.

Abstract

Knowledge sharing (KS) plays is essential for improving organizational performance and innovation, enabling faster problem-solving and collaboration. However, in the public sector, participation in KS remains low, hindering organizational learning and development. As Indonesia adopts knowledge management systems in its public sector, challenges emerge in fostering knowledge-sharing behaviors. This study uses the systematic review method, following PRISMA 2020 guidelines, to identify key factors influencing knowledge-sharing intention (KSI) and propose solutions. Through a rigorous selection process, 20 relevant studies were analyzed, categorizing factors into individual, organizational, and technological groups. The results indicate that attitudes, perceived behavioral control, subjective norms, reward systems, and the perceived usefulness of technology have a significant impact on KSI. This study offers a comprehensive reference for future research on KS in the public sector and provides insights for policymakers to design initiatives that enhance organizational learning.

Abstract

To improve the quality of case handling administration, the Indonesian National Police (Polri) has implemented a technology-based platform, a Case Management System (CMS). This study employs the UTAUT model to examine the factors influencing the interest of Polri investigators in using the CMS. Data were collected through an online survey distributed to all investigators within the Polri. Multivariate analysis using PLS-SEM was conducted to identify and predict the factors significantly influencing user acceptance. The results indicate that government policies and regulations, performance expectancy, and social influence significantly influence behavioral intentions towards the system, whereas effort expectancy does not. Behavioral intentions and facilitating conditions significantly influence system usage behavior. In conclusion, the UTAUT model demonstrates valid and reliable measurements, as well as a good goodness of fit in predicting investigators’ interest or intention to use the CMS system, which can be utilized for the development of information systems in government agencies.

Abstract

Knowledge sharing is a crucial element for enhancing efficiency in the software development process. However, it proves to be a challenging and complicated task in practice, particularly due to the insufficient knowledge and experience of software developers. The aim of this research is to pinpoint key success factors in knowledge sharing behavior among software developers. Based on Social Cognitive Theory (SCT), the research divides components into three categories: behavioral, environmental, and personal. For a more complete picture, an additional organizational aspect is included. The partial least squares structural equation model was utilized to analyze the data collected from 198 software developers in Indonesia. The findings reveal that motivation, trust, social interaction, organizational culture, reward, and management support positively influence knowledge sharing behavior, while geographical distance has a negative impact. This research contributes by filling a gap in previous research that utilized SCT, broadening the model to identify determinant factors explaining knowledge sharing behavior within an organizational context.

Abstract

In an organizational context, effective knowledge sharing can provide significant benefits to the organization. Efficient knowledge sharing can enhance the quality of individuals, thereby automatically improving the overall quality and performance of the organization. This process is particularly suitable for companies engaged in activities requiring complex knowledge, such as software development. However, to implement effective knowledge sharing, a company must possess strong internal capabilities. Furthermore, the forms of knowledge sharing implementation can vary depending on the organization. This research aims to identify the influencing factors of knowledge sharing along with their practical implementations within software development in general using systematic literature review. Several studies were obtained to answer the research questions. The results reveal those 40 distinct factors impacting knowledge sharing behavior individual, organizational, and technological aspects. Additionally, 16 different implementations of knowledge sharing were discovered, with knowledge repositories and meetings as the most common practices.
