Abstract

The phenomenon of street children is one of the crucial problems that accompany the development process. The dynamics of the life of street children which are identical with the culture of poverty, are considered to deviate from the social function of children due to various activities carried out on the streets. Over the past 9 years, the Ministry of Social Affairs has implemented policies, strategies and Program Kesejahteraan Sosial Anak (PKSA) which aims to empower and meet the needs of children living on the streets, however these efforts are seen as not yet running optimally. Echoes of "Social Movements Towards a Street-Free Indonesia" as part of PKSA are still "foreign" to be heard, although statistics show a decrease in the number of street children in reality there are still many street children who carry out various activities in the corners of the city such as in traffic lights, stations , terminals and around shopping centers. This proves that protection programs and services for street children have not run effectively and are not well integrated. This study aims to determine the extent of PKSA manifestations in realizing the social welfare of street children at Rumah Singgah Anak Mandiri (RSAM) Yogyakarta. The method used in this study is a qualitative research method using descriptive analysis. After the data is collected, the data analysis technique is carried out with the stages of data selection, data presentation and drawing conclusions. So that research results can be trusted, triangulation is carried out to test the validity of research data. Based on the results of the study it can be concluded that the implementation of PKSA in Yogyakarta RSAM has a positive impact on street children. This can be seen from the achievement of the basic needs of street children who are fostered, the achievement of basic education of street children because most street children can go back to school, and the reduced time children are on the streets. Abstract

The digitalization of public administration has encouraged changes in the management of local government protocol services, yet the adaptation process often encounters structural and cultural challenges within the bureaucracy. This article aims to analyze bureaucratic capacity in adapting digital systems in local government protocol services. The study employs a qualitative approach using a literature review method by examining scientific articles, books, and policy documents relevant to digital transformation, bureaucratic capacity, and public service management. The analysis focuses on identifying key factors that influence the ability of bureaucratic institutions to respond effectively to digital change. The results indicate that bureaucratic capacity is shaped by the quality of human resources, institutional commitment, leadership orientation, organizational culture, and the availability of technological infrastructure. Limited technical competence, resistance to organizational change, weak coordination among organizational units, and insufficient capacity-building programs emerge as major constraints in the adaptation process. These conditions affect the effectiveness and consistency of digital-based protocol services. The study concludes that the success of digital adaptation in protocol services is not solely determined by technological adoption, but also by the strengthening of bureaucratic capacity through sustainable institutional development and cultural transformation. This article provides a conceptual contribution for local governments in designing strategies to enhance bureaucratic readiness in managing digital-based protocol services.

Abstract

This study examines the role of apparatus mutation as an instrument of public sector human resource management in improving local government performance. The issue of mutation in regional bureaucracy is often associated with administrative routines and political considerations, while its strategic function in strengthening organizational performance has not been optimally explored. This study aims to analyze how mutation mechanisms contribute to improving government performance from a conceptual and managerial perspective. The research employs a qualitative approach using a literature review method by analyzing scientific articles, academic books, and policy documents published within the last ten years. Data analysis was conducted through thematic analysis and critical synthesis of relevant literature related to public human resource management, bureaucratic reform, and government performance. The results of the study indicate that apparatus mutation can function as a strategic human resource management instrument when implemented based on competence, performance evaluation, and organizational needs. Properly managed mutations are able to enhance employee motivation, improve job–person fit, and strengthen bureaucratic professionalism, which in turn supports better government performance. Conversely, non-transparent and non-merit-based mutation practices tend to weaken organizational effectiveness and reduce public trust. This study concludes that apparatus mutation should be positioned as a strategic managerial policy rather than merely an administrative procedure. Strengthening merit-based systems and institutional commitment is essential to ensure that mutation policies contribute positively to local government performance.

Abstract

Penelitian ini menganalisis gaya kepemimpinan transformasional yang dapat dilihat dari idealisasi, motivasi inspirasi, stimulasi intelektual, pertimbangan individual dan implikasinya dalam memunculkan inovasi lokal dan membangkitkan partisipasi masyarakat pada sektor pembangunan Desa Purwasaba. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk mengeksplorasi secara mendalam fenomena sosial yang kompleks seperti gaya kepemimpinan, inovasi lokal, serta partisipasi masyarakat. Hasil penelitian menunjukkan bahwa Kepala Desa Purwasaba berhasil membangun kepercayaan dan keteladanan, menginspirasi masyarakat dengan visi yang jelas, serta mendorong partisipasi aktif melalui komunikasi dan pendekatan inklusif dalam proses pembangunan. Pendekatan ini turut mendorong kreativitas dan inovasi local termasuk pengembangan desa wisata, BUMDes, dan sistem pertanian terintegrasi yang berdampak positif pada kesejahteraan sosial, ekonomi, dan pelestarian budaya. Secara keseluruhan, gaya kepemimpinan ini meningkatkan partisipasi masyarakat dan menciptakan inovasi lokal dalam pembangunan desa yang berkelanjutan, inklusif, serta adaptif terhadap tantangan lokal dan global.

Abstract

Pascagempa Bantul tahun 2006, penyandang disabilitas menghadapi berbagai persoalan sosial dan ekonomi, seperti keterbatasan akses kerja, ketergantungan terhadap bantuan, serta rendahnya kepercayaan diri akibat perubahan kondisi fisik dan sosial. Kondisi ini menuntut adanya proses pemberdayaan yang tidak hanya berorientasi pada pemenuhan kebutuhan ekonomi, tetapi juga pada penguatan kapasitas, partisipasi, dan kemandirian. Penelitian ini bertujuan untuk menganalisis strategi komunikasi partisipatif yang diterapkan oleh Yayasan Penyandang Cacat Mandiri (YPCM) dalam membangun kemandirian penyandang disabilitas. Penelitian ini didukung oleh teori komunikasi partisipatif dan komunikasi pemberdayaan yang menekankan dialog setara, partisipasi aktif, serta penempatan individu sebagai subjek perubahan. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan penelitian lapangan. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Informan dipilih secara purposive sampling dengan jumlah sembilan orang yang terdiri atas pengurus yayasan dan pekerja penyandang disabilitas yang terlibat aktif dalam kegiatan kerja di Yayasan Penyandang Cacat Mandiri. Data dianalisis menggunakan model analisis interaktif. Hasil penelitian menunjukkan bahwa strategi komunikasi partisipatif diwujudkan melalui komunikasi dialogis, pendampingan kerja, pelibatan penyandang disabilitas dalam tahap perencanaan hingga evaluasi, serta penggunaan media komunikasi yang inklusif dan fleksibel. Temuan ini memperkuat teori komunikasi pemberdayaan bahwa komunikasi yang setara dan kontekstual mampu meningkatkan kapasitas individu. Dampaknya terlihat pada peningkatan kemandirian ekonomi, keterampilan kerja, kemandirian sosial, serta orientasi masa depan penyandang disabilitas. Penelitian ini menyimpulkan bahwa komunikasi partisipatif berperan penting sebagai strategi pemberdayaan dalam membangun kemandirian penyandang disabilitas, serta menjadi pendekatan komunikasi yang manusiawi dan berkelanjutan.

Abstract

Public participation is a critical component of elections, which function as indicators of state continuity. This study examines public participation and preferences for social media use during the 2024 general election in Sambirejo village. A qualitative descriptive-exploratory methodology was utilized, with data collected through observation, focus group discussions (FGDs), and interviews. Fifteen informants were purposively selected, representing youth, women, men, the village head and staff, and KPPS officers. The findings indicate that the Sambirejo community actively participated in the election, with nearly all eligible voters exercising their right to vote. This active engagement is attributed to factors such as local community characteristics, the village head's participatory leadership style, and KPPS outreach initiatives. Additionally, sa was identified as a significant source of election information; however, FGDs revealed that it is primarily used as a supplementary reference rather than the sole determinant of political decisions.

Abstract

The objective of this study is to evaluate the effectiveness of existing protection measures in safeguarding indigenous land rights in Sepaku and Samboja, East Kalimantan, within the context of the capital city of Indonesia. This study employs a comprehensive methodology, including a literature review, legal analysis, and field investigations. It examines the legal framework, institutional coordination, and impact of land use policies on indigenous communities. The data were collected via interviews and document analysis. This study reveals a pressing need to strengthen regulatory design and law enforcement to protect indigenous land tenure rights. This text highlights the challenges faced by indigenous peoples due to deforestation, land disputes, and the transformation of land for urban development. The research underscores the necessity of improved cross-sectoral authority and coordination within the Ministry of Environment and Forestry. This study provides valuable insights into the complex issues surrounding land tenure rights and indigenous communities in the context of the capital city of Nusantara. The text contributes to the ongoing discourse on environmental protection, indigenous rights, and the sustainability of land use policies in Indonesia. The findings provide practical recommendations for enhancing legal protection and mitigating deforestation in high-demand land areas, ultimately benefiting both the environment and local communities.
