Abstract

Danau maninjau digunakan sebagai tempat budidaya perikanan darat dengan menggunakan sistem keramba jaringan apung (KJA), sebagai penunjang kehidupan ekonomi masyarakat. Dalam Peraturan Daerah No.5 Tahun 2014 Tentang Kelestarian Kawasan Danau Maninjau di Kabupaten Agam menjelaskan bahwa Danau Maninjau hanya mampu menampung 6.000 keramba, namun saat ini Keramba Jaring Apung (KJA) di Danau Maninjau melebihi kapasitas Danau, pada tahun 2023 tercatat 23.500 keramba. Kualitas air Danau Maninjau semakin menurun akibat dari pakan ikan yang menumpuk didasar Danau, sehingga mengakibatkan kerugian yang mencapai 28,9 miliar pada tahun 2021 dan berdampak pada perekonomian masyarakat khususnya para petani KJA. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan Peraturan No.5 Tahun 2014 tentang Pengelolaan Kelestarian Kawasan Danau Maninjau di Kabupaten Agam. Penelitian ini menggunakan teori implementasi kebijakan Grindle dalam Jenifer (2021) yang menjelaskan bahwa keberhasilan implementasi kebijakan publik terdiri atas isi kebijakan dan lingkungan implementasi. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif dengan landasan filsafat pospositivisme, menggunakan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi Peraturan Daerah No.5 Tahun 2014 Tentang Pengelolaan Kelestarian Kawasan Danau Maninjau di Kabupaten Agam masih belum optimal. Temuan di lapangan menunjukkan bahwa semenjak tahun 2014 hanya sebanyak 80 petak KJA yang bisa dikurangi sampai dengan sekarang.

Abstract

This study examines the impact of community participation, multi-stakeholder collaboration, transparency, and accountability on village financial governance policies in Rokan Hulu Regency, Riau Province, within the framework of the New Public Governance (NPG) paradigm. This research used a mixed methods approach with a sequential exploratory design. Qualitative data were collected through semi-structured interviews, direct observation and document analysis, then analyzed using thematic techniques. Quantitative data was obtained through a Likert scale questionnaire survey involving 90 purposively selected respondents and analyzed descriptively and inferentially. The research findings show that community participation, multi-stakeholder collaboration, transparency, and accountability significantly improve the effectiveness, efficiency, and accountability of village financial governance. However, challenges such as low participation of vulnerable groups, weak synergy between informal actors, and unequal access to information are still major obstacles. The study concludes that strengthening formal collaboration, improving technical capacity through internal audit training, and adopting inclusive strategies to increase community participation are critical to advancing village financial governance. This study contributes to the theoretical development of the NPG paradigm and provides practical recommendations for designing policies for inclusive and sustainable village financial governance.

Abstract

This study aims to analyze and describe the e-KTP recording service for new voters ahead of the general election in Pekanbaru City. This study uses the service theory by Zeithaml, Berry, and Parasuraman which uses 5 indicators, namely tangible, reliability, responsiveness, assurance, and empathy. The application of the method used in this study is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The results of this study are that the e-KTP recording service for new voters ahead of the general election by the Pekanbaru City Popilation and Civil Registry Office is good with the implementation of innovayions that can increase the number of e-KTP recordings, namely outreach efforts. However, there are still several factors that need to be fixed or improved, namely the public awareness, employee accuracy, and technical and operational constraints in outreach efforts.

Abstract

This article aims to evaluate the success of the work area placement policy and identify obstacles that arise in the implementation of health quarantine surveillance activities in the Pekanbaru Sea Port work area, using the Daniel L. Stufflebeam (2017) CIPP evaluation model, namely Context to assess the suitability of program goals and objectives to the needs, Input to assess the adequacy of human resources, infrastructure, budget and regulations and Standard Operating Procedures (SOPs) that support, Process to assess the quality of programme implementation, compliance with schedules as well as staff involvement and use of facilities, Product to measure output in the form of a percentage of control of disease risk factors at the country's port of entry and outcome in the form of improved health quarantine services at the country's port of entry and region. This research uses descriptive evaluative research method using purposive sampling technique in determining informants. Data collection techniques through interviews, observations, document searches and documentation. The results of this study indicate that the policy of placement of the working area of the pekanbaru seaport has not succeeded in improving health quarantine services at the entrance to the country and region, this is due to the port relocation policy by the Ministry of Transportation not accompanied by changes in work area placement policies, limited human resources in implementing activities, lack of supporting infrastructure facilities operational and non-specific target data that makes it difficult to evaluate and planning.

Abstract

Sipintar merupakan singkatan dari Pelayanan Melengkapi Identitas Orang Terlantar yang merupakan salah satu program dari Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru dalam membantu serta memudahkan masyarakat dalam kepengurusan dokumen kependudukan sehingga masyarakat dapat mendapatkan pelayanan yang dapat diakses secara online. Pada penelitian peneliti menggunakan teori menurut Campbell (1989) dalam Mutiarin (2014) dengan 5 (lima) indikator : Keberhasilan Program, Keberhasilan Sasaran, Kepuasan terhadap program, Tingkat output dan input, Pencapaian tujuan menyeluruh. Tujuan penelitian untuk mengetahui bagaimana efektivitas Program Pelayanan Melengkapi Identitas Orang Terlantar Pada Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru dengan menggunakan metode penelitian kualitatif serta wawancara dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian pada Pelayanan Melengkapi Identitias Orang Terlantar terdapat beberapa faktor penghambat sehingga mengakibatkan pelayanan pada Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru tidak berjalan dengan efektif.

Abstract

Dumai City is one of the newly expanded cities in Riau Province, where this area was originally an administrative city with three sub-districts, and is under the main district, namely Bengkalis Regency. In the past, the geographical condition of the Dumai region was a coastal fishing settlement area that developed along its coastline. The purpose of this research is to analyze the implementation, identify the inhibiting factors in implementing the policy, and identify the efforts made by the Dumai City Government in implementing the policy for Green Open Space (RTH) in Dumai City. The form of research that the author uses in writing this research is to use a descriptive method with a qualitative data analysis approach. The result of this research is that the implementation of Green Open Space Policy in Dumai City based on the Regulation of the Minister of Public Works Number 05 of 2008 concerning Guidelines for Provision and Utilization of Green Open Space in Urban Areas is not optimal

Abstract

ABSTRACT As the world's largest archipelagic nation, Indonesia dominates vast oceans and fishing As the world's largest archipelagic nation, Indonesia dominates vast oceans and fishing grounds (rich in fish). The country is already one of the largest aquaculture producers in the world. However, like other sectors of the economy, the country has not fully exploited the potential of the fishing sector to optimize profits. The purpose of this research is 1. analysis of fisheries development policy in Benkali district, 2. It analyzes the factors influencing fisheries development policies in Benkali district. A qualitative research method was used as the research method. The results of this study are included in the Fisheries Development and Development Policy of Benkali District. This consists of transparency, the need for transparency in the organization, especially in relation to the state budget, and the aquaculture development program cannot be separated from participation. Community participation component of fisheries development policy during Benkali's reign. The factors affecting fisheries development in Benkalis consist of conflicting goals, and the Regency government, especially the Benkalis District Fisheries Department, has attempted to coordinate the goals of fisheries development with the district's fisheries management.
