Abstract

Abstract   In Indonesia Act - Act No. 37 of 1999 on Foreign Relations, Law No. 24 of 2000 on International Treaties and Law No. 32 Year 2004 on Regional Autonomy, has authorized local governments to conduct foreign relations with other countries in various fields of work together, such as trade, economic investment, tourism, agriculture, education and the environment in order to promote regional development, improve local economies and increase revenue, which in turn will bring wealth and prosperity to the area. Understand the situation and make the local authority should be more excited to be able to further enhance cooperation on overseas, and start thinking about what measures to be done in local government welcomes the challenges and opportunities in Law No. 37 of 1999 and Act No. 32 of 2004 . Abstract

Abstrak   Fenomena yang berkembang dalam pemahaman dan praktek komunikasi politik pada masyarakat kita,  cenderung mengarah  distorsi atas tujuan dari komunikasi politik. Komunikasi politik semestinya di tujukan dalam rangka mengembangkan peradaban manusia pada  ranah politik. Kenyataannya praktek-praktek komunikasi politik sangat erat dengan bentuk-bentuk politik pencitraan.Politik pencitraan inilah yang kemudian mendominasi dan menyita segenap ruang komunikasi politik publik. Politik pencitraan lebih cenderung merupakan langkah-langkah politik pengelabuhan, karena senyatanya di dalam politik pencitraan  publik ( komunikan ) dipaksa ( dipengaruhi) oleh komunikator  untuk berhadapan dengan obyek dalam satu dimensi dan warna yang telah di tentukan oleh komunikator. Komunikan yang menjadi sasaran komunikasi politik dengan gaya politik pencitraan sengaja di berangus kesadarannya serta di batasi pemahaman dimensionalnya terhadap obyek tertentu, dan kemudian di seret ke dalam paham dan cara pandang yang dianggap baik bagi kepentingan komunikator dalam politik pencitraan.Politik pencitraan sangatlah lekat pada proses pengelabuhan serta komunikasi yang bersifat one way traffic adalah menjadi hal dominan dalam praktek komunikasi politik saat ini. Sebagai contoh , komunikasi politik terutama yang mengandalkan media televisi jika kita lihat lebih dalam, paradigmanya adalah sekedar hak jawab belaka. Kata Kunci : Distorsi komunikasi Politik , Pencitraan.

Indonesia seeks to shape perception of international Muslim society through tourism that brings Islamic value, cultural value, and universal value that is believed to be more readily accepted by the society as well as the belief that tourism is an activity that will facilitate the communication process between government and the society. The explaination of public diplomacy by Indonesian government through Halal Tourism will be done with the englighten of the Halal Tourism campaign activity and its development. By using the theory of public diplomacy and nation branding, this research make use of qualitative method with primary data document-based research and explained by descriptive method. Through analysis of Halal Tourism campaign activity, the researcher concludes that the public diplomacy by Indonesian government through Halal Tourism campaign towards the Middle East’s Muslim society was established to embed, to emerge, and to evolve the positive image of Indonesia.  In the progress, public diplomacy through Halal Tourism reinforce Indonesian position in Global Muslim Tourism Index, escalate Indonesian achievement in World’s Halal Tourism Award, and increase the number of Muslim tourist arrival.  Key word: Soft Power, Public Diplomacy, Halal Tourism, Indonesian Image

Abstract

Human trafficking is a form of modern slavery where people profit from the control andexploitation of others and diplomatic effort have been made by the Indonesian government withconduct preventive diplomasi. Almost every country in the world is affected by humantrafficking, whether as a country of origin, transit or destination for victims. The purpose of thisstudi is to determine the preventive diplomacy Consulate General of Republic of Indonesia inKota Kinabalu in the case of human trafficking against Indonesian workers in Sabah Malaysia.The conclude of this research that Workshop Trafficking in Persons as result of bilateraldiplomacy between Consulate General of The Republic of Indonesia with stakeholders inSabah. Multilateral diplomacy conducted by the International Organization such as IOM, ILO,and UNODC produced a basic training that gave recognition that the two members of citizenservice Consulate General in Kota Kinabalu entitled to declare a case as a category of humantrafficking. Through preventive diplomacy conducted Consulate General of The Republic ofIndonesia in Kota Kinabalu, Indonesian workers receive appropriate education and producegood cooperation with Sabah.Key words: diplomacy, illegal, human trafficking

Abstract

Sabah is a state in Malaysia which has a huge number of Indonesian Migrant Workers. Thepopulation of migrant workers are pretty much the responsibility of the Consulat General ofIndonesia in Kinabalu., including the issue of education is a right that must be fought by theIndonesian state irrespective of existence that are outside the territory of Indonesia. By usingthe theory of national interest, diplomacy, and nationalism, researchers conducted a study onhow the role of the Consulate General of Indonesia in Kinabalu to improving access ofeducation for the children migrant worker in Sabah. This study used a qualitative descriptivemethod using primary and secondary data., when Andhika Bambang Supeno as the ExecutingSocial and Cultural Consulate General of Indonesia in Kinabalu and Shelya Regina as ateacher of art and culture at Indonesian School in Kinabalu. Results can be concludedConsulate General of Indonesia in Kinabalu‟s role in improving access of education forchildren of migrant workers in Sabah which is done through a function representing,negotiating, and protecting not optimal because. 1. Internal factors, namely the limited financialand human resources support. 2. External factors, consent of the State Government of Sabah. 3.The lack of awareness of parents of children of migrant workers on the importance of educationalso that educational access location of residence. In the scale of international relations, therole of the Consulate General of Indonesia in Kinabalu could improve bilateral relationsbetween Indonesia and Malaysia, particularly the education of children of migrant workers.Key words: access of education, the role of the Consulate General of Indonesia in Kinabalu

Abstract

Sister city is the concept of acculturation two different city locations and political administration with the aim to establish the relationship of culture and social contract between residents. Yogyakarta city is one of the cities in Indonesia which Sister city activity is quite high. Yogyakarta City is a relatively active in Suriname Commewijne District. Sister city cooperation between the city of Yogyakarta and Commewijne District officially started with the signing of the MoU (Memorandum of Understanding) on 4 April 2011. The MoU Sister city of Yogyakarta and the Commewijne District agreed on cooperation in the fields of Culture, Tourism, Education, Agriculture, Health and Industry and Trade. Of all the areas of cooperation, the cultural sector is an area that stands out compared to other areas. This research using the theory of International Cooperation and the concept of Bilateral Relations and the research method used by researchers is the kind of qualitative research with data collection using data from interviews and literature. Researchers used primary data and secondary data.This Sister city Partnership lasted very active in the field of culture and a bridge towards improving bilateral relations. Realization of cooperation in the field of culture has been followed by the delivery of cultural delegations, both from the city of Yogyakarta to Commewijne District and viceversa. In this study the results show that cultural cooperation is to contribute in the improvement of bilateral relations and is able to promote the creative economy of Yogyakarta that having a Java character to the Republic of Suriname.Keyword: cooperation, culture, sisters city, district

Abstract

This research aims to explain how the implementation of local government cooperation withforeign countries or foreign NGO in 2012 until 2017 on around the region of Surakarta. Thedata of that kind cooperation was really hard to get in the newspaper and also by search it onthe internet, researchers want to collect all of international cooperation by local goverment onaround the region of Surakarta in 2012 until 2017. This is because, with the implementation oflocal government autonomy in Indonesian cities and region, now they can make cooperationwith foreign countries or foreign NGO but must still give priority on Indonesian nationalinterest. Researchers believe that altough we could not get it in internet, internationalcooperation between local government exist. By using the theory and concept of diplomacy,international cooperation and national interest, this research make use of qualitative methodwith primary data from the interview with local government staff in cooperation section and alsouse document-based research and explained by descriptive method. Through analysis weconcluded that local government on around the region of Surakarta already have severalinternational cooperation with foreign countries, cities or NGO in 2012 until 2017. But there arestill many obstacles in the implementation of MoU or LoI which already signed by both partiessuch as lack of coordination with national government, local goverment and also agencies whichdirectly involved with international cooperation, lack of capabilities in lobbying and negotiation,lack of english, and budgeting problems.Key words: Local Government, Diplomacy, International Cooperation, National Interest

Abstract

This research entitled "China's Foreign Policy" New Security Concept "In the China-Russia Relations In The President Hu Jintao". New Security Concept arise when the collapse of the Soviet Union that led to changes in the international political situation of bipolar becoming multipolar. China with New Security Concept trying to create security conditions in the region and make Russia a strategic partnership to meet its domestic needs, both in energy and military as well as counterbalance US hegemony in Central Asia and East Asia. This study aims to explain how the foreign policy of New Security Concept of China to the Chinese-Russian relations during President Hu Jintao. This research uses descriptive qualitative research method in which the author describes and outlines the relevant data for the study and then the data is reduced further presented and verified in order to obtain valid results related research. From these research it can be concluded that China continues to meet its national interests always forward peacefully and maintain security and stability in the region. China is also cooperating with Russia as one of the influential countries in the region to offset the hegemony of the United States so that China can stay focused on economic development in the country.Keywords: New Security Concept, Security, China-Russia relations, the US hegemony.

Abstract

Most of Indonesians speak up their inability in facing the free trade era in Southeast Asia,including the SMEs as one of the Indonesia‟s economy props. The Batik Laweyan SMEs are apart of Indonesian facing the challenges in AEC implementation and a part of Surakarta‟seconomic stability. Therefore, this thesis explained about the faced challenge and the readinessof Batik Laweyan SMEs in AEC 2015.This thesis is written by using descriptive qualitative method. There are two kinds of data usedin this research, i.e. primary and secondary data. The primary data is collected through directlyinterview to Kepala Dinas Perdagangan dan Perindustrian Kota Surakarta, Kepala DinasKoperasi dan UMKM Kota Surakarta, and two owners of Batik Laweyan SMEs. Data whichhave been collected are reducted, explained, and verified in its analysis.Based on this research, collected data show that SMEs are not only important for Indonesia, butalso ASEAN, so being the most concern in AEC. However, Batik Laweyan SMEs have not feltyet the impact of AEC. There is no significant escalation on sale. The problems faced by BatikLaweyan SMEs are the classical issues which have been happened for a long time.In this research, it can be concluded that Batik Laweyan SMEs face the challenge, such asrivalry price, minimum promotion, cultural preservation, and engagement inter-SMEs.However, Batik Laweyan SMEs have had the good readiness.
