Abstract

From this study there are several actors that hamper the implementation of Village Fund Allocation, namely Resources, Disposition of implementers, and social, political and economic conditions, obstacles to the achievement of the implementation of Village Fund Allocation with the aim of this study to find out the obstacles in the implementation of Deli Serdang Regency Regulations Number 256 of 2017 concerning Village Fund Allocation and factors for achieving policy implementation. The research location was carried out in the Perumnas Simliangkar Village, Pancur Batu District, Deli Serdang Regency. The writing design in this study uses descriptive qualitative methods. The data source used is the primary data source using the interactive interview method and secondary data by searching relevant document data regarding the Village Fund Allocation policy. The results of the study explained that the results of the study showed that in achieving the objectives, the implementation of the Village Fund Allocation (ADD) was not optimal. In addition, the aim of improving governance, development and capacity of social institutions has not been carried out optimally. Likewise, the aim of increasing community participation in community cooperation and community empowerment has not been optimal. Some of the factors that influence the implementation of Village Fund Allocation (ADD) are Resources, disposition attitudes, social, economic and political conditions.

Abstract

The tourism sector is one of the sectors that was most affected by the COVID-19 pandemic. The policy of social activities carried out by the government has an impact on the closure of tourist attractions. It has a direct impact on the sustainability of the area itself. One of the tourist attractions affected by COVID-19 is Nepal Van Java. It is located in Dusun Butuh, Temanggung Village, Kaliangkrik District, and Magelang Regency. The attractiveness is in the people's houses, which are very beautiful and interesting. In particular, this study aims to analyze regional tourism development strategies during the COVID-19 pandemic in the tourist area. The research method used is descriptive-qualitative. The results showed that the development and tourism strategy in Dusun Butuh started with analyzing its internal environment, namely promotion, accessibility, tourism area development, tourism products, human resources, and tourism awareness campaigns. Despite the various obstacles that have existed until now, such as the quantity and quality of human resources, accessibility to tourist sites, and insufficient public facilities, The strategy carried out by the manager in the regional tourism development strategy during the COVID-19 pandemic in Dusun Butuh has been quite effective. It is based on data on visitors from Nepal to Java in 2020, which continues to increase and can help local communities open additional businesses.

Abstract

A source of income tax in Indonesia, therefore, the role of taxation is very important. It gives great role of taxes in development of country, demanding the government to maximize tax income. In order to increase the amount of income from the tax sector, The Directorate General of Taxes has agreed to the rules regarding the implementation of extensification and intensification taxes. Extensification section should be able to establish good cooperation with government and private agencies. This research was conducted at Tax Office Primary Cirebon, West Java, Indonesia. This study aims to provide an overview of extensification activities which is a proactive effort of Kantor Pelayanan Pajak (KPP) Pratama Cirebon in capturing taxpayers. As a result, extensification has a significant role in recruiting a personal taxpayer. The target in 2014 as many as 5 candidate taxpayers, 12 new taxpayers, and 47 registered taxpayers. The realization always exceeded the set target. As well as an improvement in the number of registered taxpayers. Significant improvement occurred in 2014. In earlier 2013, the number of registered taxpayers reached 198.916, an improvement in 2014 reached 226.947. Incoming 2015, the president instructed to push the income from the taxation sector and until June (second quarter) in 2015 reached 240.480. This paper describes how the role of extensification increase the number of personal taxpayer through proactive efforts in increasing state revenues from taxes coordinated by the Extensification section in Tax Office.

Abstract

Program Kampung Iklim dilaksanakan dengan tujuan guna meningkatkan pemahaman masyarakat mengenai perubahan iklim dan dampak yang ditimbulkannya serta menumbuhkan kemandirian masyarakat dalam melaksanakan adaptasi perubahan iklim, termasuk di dalamnya yaitu menjaga nilai-nilai kearifan lokal. Salah satu desa yang telah mengimplementasikan ProKlim adalah Desa Sambak di Kecamatan Kajoran, Kabupaten Magelang. Maka, penelitian ini dilakukan untuk mengetahui implementasi kebijakan terkait Program Kampung Iklim (ProKlim) di Desa Sambak, Kec. Kajoran, Kab. Magelang. Peneliian ini menggunakan desain metode kualtatif deskriptif, data penelitian diperoleh dari proses wawancara, observasi, dokumentasi, dan studi literatur. Penelitian ini menggunakan teori implementasi kebijakan menurut Brian W. Hogwood dan Lewis A. Gunn serta Van Metter dan Van Horn dengan berfokus kepada aspek komunikasi dan sumber daya. Dari hasil penelitian menunjukan bahwa Program Kampung Iklim telah berjalan dengan baik meskipun masih terdapat beberapa kendala dalam implementasinya. Pembentukan Tim Pokja ProKlim Desa Sambak merupakan langkah yang strategis dalam mengatasi tantangan perubahan iklim. Akan tetapi di Desa Sambak sendiri peranan tim ini masih belum maksimal, Sarana prasarana yang dibutuhkan untuk pengembangan program belum mencukupi kebutuhan, ketersediaan sumber daya finansial dan keterbatasan akses informasi menjadi kendala serius dalam mengembangkan program-program ProKlim.

Abstract

The Kota Tanpa Kumuh (KOTAKU) policy was implemented by the Mayor of Semarang with the aim of overcoming problems related to housing and slum areas in Semarang City, especially in the Kampung Pelangi area. The implementation of the KOTAKU policy involves several actors, namely the government, the private sector, and the community with different roles. This research aims to analyze the role of actors as well as supporting factors and inhibiting factors in the role of actors in the development of Pelangi Village tourism in Randusari Village. This research uses qualitative methods through a descriptive approach and is conducted by observation and interviews based on purposive sampling techniques. The results showed that the role of actors in the development of Pelangi Village tourism, namely actors who act as policy makers, has functioned well, but to optimize the policy, the involvement of other actors is needed. Actors who act as coordinators have not run optimally. All government actors act as facilitators, both physical and non-physical. However, private actors as facilitators have not performed their roles optimally. Actors who act as implementers have not been optimal, especially for Pokdarwis and communities who experience obstacles in managing tourist attractions. Supporting actors are tasked with following the direction of the Semarang City Government. Then in developing Kampung Pelangi tourism, there are also several factors that become supporters and obstacles.

Abstract

Pendidikan menjadi aspek penting yang disoroti oleh Pemerintah Kabupaten Rembang. Dalam rangka meningkatkan Indeks Pengembangan Manusia yang masih rendah, Pemerintah Kabupaten Rembang menetapkan kebijakan Beasiswa Prestasi Pendidikan Tinggi. Penelitian ini dilakukan untuk mendeskripsikan implementasi kebijakan Beasiswa Prestasi Pendidikan Tinggi Kabupaten Rembang, dan mengidentifikasi faktor-faktor pendukung dan penghambat dalam implementasi kebijakan Beasiswa Prestasi Pendidikan Tinggi di Kabupaten Rembang. Penelitian ini menggunakan teori implementasi kebijakan menurut Daniel Mazmanian dan Paul Sabatier yang melihat implementasi kebijakan sebagai eksekusi dari kebijakan dasar berupa undang-undang dan keputusan yang dikeluarkan oleh badan eksekutif atau badan peradilan. Peneliti menggunakan teori model implementasi oleh Donald S. Van Meter dan Carl E. Van Horn untuk dapat mengidentifikasi faktor pendukung dan penghambat implementasi Kebijakan Beasiswa Prestasi Pendidikan Tinggi. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan pengambilan studi di Dinas Pendidikan, Pemuda, dan Olahraga Kabupaten Rembang. Hasil penelitian menunjukkan bahwa implementasi kebijakan Beasiswa Prestasi Pendidikan Tinggi masih memiliki banyak kekurangan. Hal ini disebabkan oleh masih ditemukannya faktor-faktor penghambat implementasi kebijakan yang meliputi sumber daya finansial yang masih terbatas, sumber daya waktu yang belum dimanfaatkan dengan maksimal, hingga lingkungan ekonomi di lingkungan Pemerintah Kabupaten Rembang yang berpotensi tidak memenuhi target pendapatan daerah. Peneliti memberikan rekomendasi kepada Pemerintah Kabupaten Rembang untuk bekerja sama dengan pihak swasta dalam meningkatkan sumber dana, menentukan tenggat waktu pengumpulan laporan pertanggung jawaban yang tegas, dan mendorong diversifikasi sektor ekonomi lokal yang potensial.

Abstract

Flooding remains an unresolved classic issue in South Tangerang City. To mitigate the resulting losses, disaster management is implemented in three phases: pre-disaster, during-disaster, and post-disaster. This study aims to analyze flood disaster management during these three phases. The research method used is descriptive qualitative, employing disaster management theory. Data collection techniques included interviews, observations, and documentation. The data obtained were analyzed using source triangulation techniques. The results indicate that pre-disaster management has been carried out through preparedness, early warning, and mitigation. Preparedness includes training, planning, and providing disaster equipment, though community participation is low due to busyness and elderly demographics. Early warning involves collaboration between BPBD and other agencies, but its reach is limited by funding and reliance on networks, with the BPBD website often experiencing downtime. Mitigation efforts include education and improving rainwater containment facilities, hindered by community awareness. During-disaster management involves evacuation and aid distribution. Evacuations are optimally performed, supported by SOPs, human resources, and equipment, though emergency aid distribution is uneven. Post-disaster management includes rehabilitation and reconstruction through collaboration with other agencies based on recommendations prepared by the Jitupasna Team. Execution is not optimal due to limited human resources, funding, and flood-prone terrain.

Abstract

The government and Pokdarwis Gendewa formulated and implemented a branding strategy as an alternative to increase tourist visits to Sojiwan Temple. The objectives of this study are, first, to describe and analyze the branding strategy to increase tourist visits to Sojiwan Temple. Second, describe and analyze the driving and inhibiting factors of branding strategies to increase tourist visits to Sojiwan Temple. This research uses qualitative methods with descriptive analysis accompanied by relevant supporting evidence. This research was conducted at the Central Java-DIY Region X Cultural Preservation Center; Klaten Regency Tourism, Culture, Youth and Sports Office; and at Kebondalem Kidul Village Hall. The results of this study are the branding strategy of Sojiwan Temple tourism through image formation by creating a slogan/tagline, namely sanjiwana, then the slogan is communicated through social media and cultural festivals. Supporting factors for the Sojiwan Temple tourism branding strategy are clear regulations, the government's vision and mission, clear targets and objectives, and an agreement through the MoU. The inhibiting factor of the branding strategy is the lack of communication between the government and related parties. The recommendations given are to create a visual design (logo) based on the tagline as the identity of Sojiwan Temple tourism, create personal social media so that branding communication is more effective, and collaboration between the government and related parties so that the implementation of branding can be done well.

Abstract

South Tangerang City is a part of the metropolitan area favored by many Indonesians, particularly commuters. Consequently, it is essential for the city to provide adequate public transportation to facilitate access to various destinations. However, only about 36.2% of the city's population is currently served by public transportation. South Tangerang City has an urban public transportation system known as Bus Trans Anggrek, implemented by the city government to enhance mobility and comply with Ministry of Transportation Regulation No. 15 of 2019, which mandates local governments to ensure the availability of public transportation for their citizens. Despite this, the service has not been able to attract significant interest from the public, as evidenced by the low number of passengers. This study employs a descriptive qualitative method to analyze the implementation of the public transportation policy for Bus Trans Anggrek in South Tangerang City, along with its driving and inhibiting factors. The findings reveal that the implementation of the Bus Trans Anggrek policy is not yet optimal due to several issues. Although the policy aligns with the objectives outlined in Article 38 of Ministry of Transportation Regulation No. 15 of 2019, it has not been fully implemented according to the specified standards. The inhibiting factors identified include inadequacies in policy, implementation, target, environment, process, and utilization.

Abstract

This research examines how the implementation of e-government policies carried out by the Semarang City Education Office. This research was conducted using a qualitative descriptive method, by collecting data through interviews and direct observation both at the Semarang City Education Office and on social media used by officers to disseminate public information. The results obtained are the factors related to policy implementation, namely Communication Factors, Resources, Disposition and Bureaucratic Structure, only there are obstacles in the resource factor, namely the lack of PPID staff who are implementers of the policy, apart from that the supporting facilities have not been fulfilled . Even though the number of staff is inadequate, implementers have expertise in implementing these policies, namely being able to operate websites and social media as a means of disseminating public information. This is one of the supports for the successful implementation of the policies carried out.
