Abstract

Success Evaluation Program for Water Supply and Sanitation is a community based program to meet the needs of local communities in need of clean water and sanitation are maintained and made independently from both government and the public and private sectors. The purpose of this study to analyze the PAMSIMAS program evaluation in the implementation and improvement effort against obstacles PAMSIMAS program through performance indicator targets of the program. This program evaluation factors concerning the implementing organizations, programs, and beneficiaries while efforts to improve the program's success factors regarding the organization's decision-making process, the requirements of the task and authority, the competence of the executive staff, the expression of the demands. The results of the study Evaluation of Success Program for Water Supply and Sanitation Community Based in Tegal regency, there are still constraints on some aspects like implementing organizations with the beneficiaries, should their relationships and communications between managers of both government and society to better public awareness for clean water still less.

Abstract

The problem admission process in SMP 3 Semarang was always about the achievement scores of the prospective students that applied to SMP 3 Semarang. This problem is getting worst and more complex by years, so SMP 3 Semarang is trying to prevent it by making a policy that oblige all prospective students that want to apply to SMP 3 Semarang by using the achievement scores to undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores as well. This research aims to identify and analyze the policy impact of school admission policy made by SMP 3 Semarang and to find out all the supporting and impeding aspects during the policy implementation/practice. The research uses descriptive qualitative. In conclusion The research showed that this policy that have been made by SMP 3 Semarang have both internal and external effects, in the form of positive responds giving by public and the Education Board itself already fully support as well the policy that oblige all prospective students that want to apply by using the achievement scores must undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores. This policy is having effect on SMP 3 Semarang as well in the form of the descent rate of fraud in the school admission process in SMP 3 Semarang, so the school quality is maintained

Abstract

The implementation of village information system policy in Kebumen Regency is an effort of regency government that aims to realize easiness of village data processing and improvement of public information disclosure at village government level. However, there are still many villages that are still not optimal in implementing such policies, especially in applying the village information system offline and online.This study aims to describe and analyze the implementation of the village information system policy in Kebumen District and to identify and analyze the factors that influence the implementation of village information system policy in Kebumen District.The researcher uses an implementation model that the researchers arrange with top-down approach based on George Edward III, van Meter and van Horn and Merile S. Grindle theory. Factors that researchers use in discussing the implementation of the policy under study are the standards and objectives of policy, communication, resources, and attitudes of the implementers.It is found that the implementation of the village information system policy in Kebumen Regencywas not optimal due to the influence of factors lack of provisions that encourage the implementer to meet the standards and objectives such as reward and punishment systems make compliance with standards and goals less attention, lack of financial resources, human resources and facilities lack of intensity of communication carried out by implementers. The researchers suggest to hold a SID management competition to increase motivation in meeting standards and objectives, increasing the number of training and SID operators, and the use of village funds to develop internet infrastructure at the village level.

Abstract

Semarang city is one of the cities receiving the most complaints compared to other regencies / cities in Central Java. Public complaints are seen as very important because the current public service paradigm has reached a responsive service, creating a great space for the community to participate in any public policy making, more democratic and provide services in line with the public interest. The Community Complaint Management Center (P3M) as the complaint management unit is established through the Mayor of Semarang's Regulation No. 31 of 2014 on the Semarang City Complaints Management Center. The Community Complaint Management Center (P3M) is expected to provide good public services and manage complaints management effectively and efficiently so as to make Semarang City better.Complaints data from January to June recorded 2978 complaints, 225 requests for information and 295 aspirations. This study aims to describe the Complaints Management Society at the Center for Complaints Management Society (P3M) Semarang City. The research method used is descriptive qualitative using management theories. Results of field research indicate that in the implementation of public services in managing complaints at the Center for Community Complaint Management (P3M) there are still many unmanaged complaints, such as timeliness.Based on the problems found in the study, the authors provide recommendations to improve existing problems include: Improving the quality of public services in managing complaints, socialization to the community about the work unit of Community Complaint Management Center (P3M) is not known to the public, in the field and make a complaint application system that can be used by all elements of the community and can monitor the complaint process.

Abstract

This paper will look at the success of a local government organization with the determination of organizational resources and the right performance management system in order to improve public services in the local government. This article aimed at finding out whether the performance management system is appropriate if it is implemented in the local government work environment. The research method used a literature study by analyzing previous research and other various reference sources, both from textbooks, national journals, and reputable international journals. As an analytical material, we provided an example of an analysis of the performance management system in Banyumas Regency Government. Based on this, it can be concluded that Banyumas Regency always strives to improve organizational performance and existing resources through the implementation of performance management practices although formally the Head of the Region has not yet established a performance management system that applies in Banyumas Regency

Abstract

In actualizing the Regional Government Budget (APBD) as an instrument for the desired social changes and in accordance to the purpose for decentralization, there needs to be the involvement of the civil society, community groups, and other stakeholders in public management to influence the policy formulation process and policy implementation which could improve public services and public accountability. The purpose of the current study was to describe the process of formulating the budgeting policy and identifying and plotting the participation of a number of actors, both formal actors and informal actors, in the process of formulating the budgeting policy in the Banten Province Regional Government. The research method employed was a qualitative research method using the NVivo 12 Pro software application. A number of the current study’s findings which were related to the budgeting process were clearly linked to the actors’ political relation which would give rise to demands and requests in the form of actvity proposals. This process would also give rise to various compromises and bargaining between the actors involved, including the value system which influences it. Moreover, the process of formulating the budgeting policy in Banten Province Regional Government in 2018, both in planning and budgeting, were done only as a procedure but not yet substantively. Therefore, budgeting policy formulation process needs to prioritize more widespread public participation, especially in discussions and collecting input or information for the government, both directly or indirectly so that a transparent and accountable process is created.

Abstract

Fisherman Village Development in Tambak Lorok is one of the maritime tourism destinations which is the step of the Semarang City Government to improve the welfare of the people in Tambak Lorok Village. This study aims to examine the implementation of tourism policies in the village of Tambak Lorok, Tanjung Mas Village, Semarang City. The method used: qualitative descriptive research methods, gathering information using observation and interview techniques, determining informants using snowball sampling technique. The results of the study: (a) The government has facilitated the establishment of marine tourism villages in Tambak Lorok (b) patterns of community behavior are difficult to change so that it can hinder development and (3) cooperation between actors in the development of maritime tourism is not optimal. The recommendations that an be given are: the need for an increase in joint commitment and subsequent researchers are advised to take a different focus from this research.

Abstract

Flood is a frequent disaster in Indonesia, so it is an important public administration problem to overcome. This study aims to determine the flood disaster mitigation policy in Lamongan Regency. By knowing and analyzing this flood disaster mitigation policy, alternative policies are prepared that can be recommendations for the Lamongan Regency Government, especially the Regional Disaster Management Agency. Determination of policy alternatives uses 5 (five) stages in policy analysis according to Brigman & Davis, namely formulating problems in policy, determining goals and objectives, determining policy parameters, seeking policy alternatives, and deciding alternative options. The purpose of this study is to formulate and determine the best policy alternatives to overcome problems in the implementation of flood disaster mitigation in the Lamongan Regency. The research method is carried out by analyzing data through supporting documents, journals, books, and other references. The study results indicate that current policy problems have not led to flood disaster mitigation, but rather 'wait' until the flood disaster occurs, then the Government and BPBD Lamongan Regency only act by assisting flood victims. The proposed alternative policy is the prevention, handling, and recovery of flood disaster mitigation in the Lamongan Regency area with community participation.

Abstract

This study aims to determine how the Manado City Religious Harmony Forum from now on known as FKUB empowers the roles stipulated in Joint Regulations Number 9 and Number 8 of 2006 by the Minister of Religion and the Minister of Home Affairs. A qualitative approach was applied to this study using the literature review method. At the same time, perform data analysis in qualitative descriptions. This is because the policy's success depends very much on the role of the government, namely the government gives the authority to FKUB managers to act as a management team to deliver information on policies formulated by the central government to cities/regions. This structured accountability system is based on the bureaucracy's compliance with the upper-level bureaucracy or the designated level of bureaucracy. Is there a smooth routine procedure and whether there are problems and the expected implementation and implementation of all existing plans and plan targets—impact (benefit). Therefore, the policy implementation process's measurement is carried out to transfer information or news from a higher organization to a lower one.

Abstract

The shift of paradigm in the government system that prioritizes the application of the principles of good governance has also been implemented in Indonesia through Government Regulation No. 68/2010. One of the tasks of the legislature in order to increase the value of government effectiveness is the function of checks and balances. If this function is carried out properly by the legislature, then at least it can increase the effectiveness of the Indonesian government. In relation to budgeting, the budgeting process starts from the discussion of the General APBD Policy (KUA), discussion of the APBD draft submitted by the regional head, to the implementation and accountability of Regional Regulations concerning the APBD. In the context of good governance, the participation of the DPRD must be realized in every process of preparing the APBD by upholding fiduciary duties. The universal principles of good governance are very precisely applied in realizing the budgeting function.
