Abstract

As the development of public services has required all ASNs to continue to improve their performance in order to meet the needs of the community. For this reason, all ASN are required to always be guided by a work culture that refers to Pancasila in order to prevent behavioral deviations. Since 2021, the Minister for Empowerment of State Apparatus and Bureaucratic Reform has issued a new policy regarding ASN Core Values and Employer Branding which requires all ASNs in Indonesia to be able to implement it from the central to the regional level. The locus of this research is at the Rembang Regency DPRD Secretariat. This research aims to analyze the implementation of Core Values and Employer Branding policies for state civil servants based on the Circular Letter of the Minister for Administrative Reform and Bureaucratic Reform Number 20 of 2021 at the Secretariat of the Rembang Regency Regional People's Representative Council as well as supporting and inhibiting factors. The method used in this research is qualitative with interviews as the instrument. The respondents were 5 employees who worked at the Rembang Regency DPRD Secretariat office, especially those related to the implementation of Core Values and ASN Employer Branding policies. The research results show that the implementation of the ASN Core Values and Employer Branding policies has gone well, marked by an impact on the organization, change and acceptance by the organization. However, it is still hampered by employee competency, infrastructure, budget systems and employee discipline that are not yet optimal. Researchers provide recommendations for the DPRD Secretariat to reform of All Civil Servant, infrastructure, budget systems and strengthening work rules.

Abstract

Stakeholder collaboration involves participation, communication, cooperation, and commitment between parties with influence or interest in a program. This study aims to analyze the collaboration among stakeholder in handling sexual violence in the city of Semarang. A qualitative descriptive approach was used with a case study method to describe how stakeholder such as the Women's Empowerment and Child Protection Agency (DP3A), the Regional Technical Implementation Unit for Women's and Children's Protection (UPTD PPA), the Semarang Police, Legal Aid Institutes (LBH), and other related institutions interact and cooperate in handling cases of sexual violence. Data were collected through in-depth interviews, observations, and document analysis, then analyzed using triangulation techniques to ensure the validity of the research findings. The results showed that the collaboration among stakeholder in Semarang has shown some progress in raising public awareness and implementing several outreach programs. However, challenges include a lack of transparency, minimal routine evaluations, and obstacles in cross-agency coordination. Recommendations include increasing transparency and inclusiveness through formal Memorandums of Understanding (MoU), strengthening facilitative leadership through education and training, and optimizing collaborative processes through the development of face-to-face dialogue. Additionally, the utilization of existing resources and capacities, the implementation of specific programs, and continuous monitoring and evaluation are proposed to enhance the effectiveness of collaboration. This study is expected to contribute to efforts to improve stakeholder collaboration in handling sexual violence and serve as a reference for policymakers in formulating more effective strategies in the future.

Abstract

Semarang City Regulation Number 2 of 2014 Article 39 paragraph (1) states that the community participates in the decision-making, implementation, and supervision processes in household waste management activities as well as similar waste management conducted by the Regional Government. Waste management can be realized through waste bank activities which require community participation. Ngudi Lestari Waste Bank is one of the waste banks in Semarang City that requires community participation, ranging from contributions to waste management responsibilities. This study aims to analyze community participation and identify the driving and inhibiting factors of community participation in waste management at Ngudi Lestari Waste Bank. Data collection techniques include observation, interviews, and documentation. The data obtained are analyzed using triangulation techniques. The results show that the community has participated in contributions, organization, roles, actions, and responsibilities, but overall, it has not been maximized due to several waste management stages carried out by waste bank officers. The biggest driving factor for community participation is internal factors such as willingness, ability, and awareness, while external factors are driven by mass media. Internal factors that do not hinder participation include employment, education, and gender, while external factors that hinder participation include mass media. It is hoped that the waste bank can make various efforts to increase community participation in the future so that waste bank activities can run smoothly and maximally.

Abstract

Penelitian ini dilakukan untuk mendeskripsikan implementasi kebijakan pengelolaan pasar tradisional di Pasar Tavip Kota Binjai Sumatera Utara, dan untuk mendeskripsikan faktor pendukung dan penghambat implementasi kebijakan pengelolaan pasar tradisional di Pasar Tavip Kota Binjai Sumatera Utara. Faktor pendukung dan penghambat implementasi kebijakan disampaikan dengan membandingan empat teori menurut Van Horn dan Van Metter, Edward III, Charles O. Jones dan Marilee Girdle. Metode penelitian yang digunakan yaitu deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa implementasi Peraturan Wali Kota Binjai Nomor 35 Tahun 2016 belum terlaksana dengan baik dikarenakan masih ditemukan permasalahan dalam memberikan arahan kepada para pedagang agar menjaga penggunaan fasilitas yang ada sesuai ketentuan yang ditetapkan belum optimal hal ini disebabkan para pengelola Pasar Tavip Kota Binjai belum melakukan sosialisasi kepada para pedagang dan belum tersedianya lokasi parkir kendaraan untuk para pedagang dan pengunjung serta fasilitas yang kurang memadai. Faktor pendukung dan penghambat implementasi kebijakan yang meliputi sumber daya manusia yang masih terbatas. Rekomendasi peneliti adalah Dinas Ketenagakerjaan, Prindustrian Dan Perdagangan Kota Binjai perlunya menyediakan lokasi khusus parkir kendaraan untuk para pengunjung pasar, perlu adanya penambahan jumlah tempat sampah serta penempatan tempat sampah yang strategis, melakukan sosialisasi kepada para pedagang dan perlunya penambahan jumlah sumber daya manusia

Abstract

This research explains the performance of the Maternal and Child Health Section of the Semarang City Health Service. Performance is an achievement that has been made by each member of the organization in carrying out the tasks assigned to him and is based on experience, hard work and ability as well as good time management. Optimal organizational performance will accelerate the achievement of organizational targets. This research aims to analyze the performance of the Semarang City Health Service in the SAN-PIISAN program as well as supporting and inhibiting factors in the performance of the Semarang City Health Service. A qualitative descriptive approach was used with the case study method to describe the performance of the relevant organization, namely the Semarang City Health Service. In analyzing performance, researchers used the duties and functions of the Semarang DKK Maternal and Child Health Section and in analyzing factors used theories from Agus Dwiyanto and Kumorotomo which were combined into productivity, service quality, effectiveness and efficiency. The research results show that the Semarang City Health Service has carried out its duties and functions in accordance with Semarang Mayor Regulation No. 93 of 2021. Supporting factors for the performance of DKK Semarang in the SAN-PIISAN program are effectiveness and efficiency. Meanwhile, the inhibiting factors are productivity and service quality.

Abstract

Kertomulyo Beach Ecotourism has a long history and eventually gained advantages over other beaches in Pati Regency. The progress of Kertomulyo Beach Ecotourism has been achieved through collaboration between the government, private sector, and the community, as stated in Regional Regulation No. 2 of 2018 concerning the Pati Regency Tourism Development Plan 2018-2025. The purpose of this study is to identify the stakeholders involved and the collaboration processes occurring at Kertomulyo Beach. The method used is descriptive qualitative. Some of the theories applied include stakeholder mapping matrix vs. interest theory and stakeholder collaboration processes. The subjects of the study were determined using purposive sampling techniques. The research results focus on the study's objectives, yielding two main conclusions.The first conclusion shows that the stakeholders involved are categorized into four groups based on their level of importance and power: crowd, contest setter, subject, and player. No stakeholders were identified in the crowd category. The contest setter stakeholder is the Pati Regency Tourism, Youth, and Sports Agency (DINPORAPAR). The subject category includes traders, the community, village administration, and mass media. Finally, the player category includes PPUP, Tresno Segoro, and Misaja.The second conclusion indicates that overall, the collaboration process at Kertomulyo Beach can be considered good in terms of the transformation of the beach from barren to green, and its official designation as a tourist spot in 2017. However, in terms of tourism, the results are not significant, as evidenced by a decline in visitor numbers and issues in the collaboration process. Recommendations include enhancing collaboration in tourism at Kertomulyo Beach. Other issues, such as synergy between managers and village administration, must be addressed promptly to support sustainable ecotourism.Keywords: Collaboration, Stakeholder, Ecotourism.

Abstract

Introduction: Although it has proven to be helpful, the attendance of pregnant mothers in Antenatal Classes (AC) was still low, so an ineffective breakthrough application of AC was needed according to the mother's wishes and interests.Objective: The study aimed to compare various models of practical AC for pregnant mothers to improve behavior prevention of high-risk pregnancies.Method: This study is quasi-experimental with a nonequivalent control group and pre-posttest design. The population of all pregnant mothers in Semarang City, with 181 samples, was divided into three groups (Extended, Virtual and Conventional). Measurements were carried out four times to see the mean score increasing, and the results of the last measurement were analyzed using the One Way ANOVA test to compare the effectiveness of these three groups.Results: There was an increase in the mean value of all dimensions of the behavior of high-risk prevention based on its measurement stages. The extended model has the highest improvement, followed by the Virtual model. Statistically, there was a better chance in all behavioral dimensions after the intervention. There were differences in all dimensions of maternal behavior between the extended and the conventional model. In contrast, only knowledge and practice differed in the virtual model but not in attitudes, beliefs, and intentions.Conclusion: Extended and virtual models of AC effectively improved high-risk prevention behaviors better than conventional models. Although the increase was not as high as the extended model, the virtual model has an excellent opportunity to be developed as a strategy to overcome time constraints for mothers and health providers.

Abstract

This study examines the public value derived from the use of the Light Rail Transit (LRT) system in Palembang City and investigates the factors contributing to its formation. Employing a descriptive qualitative approach, data were collected through interviews, observations, and text analysis. Findings reveal that the South Sumatra LRT operates on a well-organized schedule, ensuring seamless travel from Airport Station to DJKA Station and vice versa, without scheduling conflicts. The system also prioritizes passenger comfort through the presence of Crew on Trip Cleaning (OTC) officers responsible for maintaining cleanliness. Additionally, the LRT meets public expectations by offering a suitable route network, planning fleet capacity effectively, establishing consistent departure times, and ensuring high security across its operations. In conclusion, the Palembang LRT system enhances travel comfort with regular scheduling and adequate facilities, highlighting its potential as a key component of Palembang's sustainable urban transportation infrastructure with continued development.

Abstract

The performance of the creative economy in Central Java Province, based on data from the Ministry of Tourism and Creative Economy in 2021, managed to absorb a workforce of 1,410,155 people and create 3,146,702 business entities. The Creative Economy is vital in increasing community productivity and income, providing revenue for local governments, driving economic growth, and responding to various regional economic and social challenges. The Central Java Provincial Government has implemented regional regulations on creative economy development. These regulations involve a non-structural institution, the Creative Economy Committee, whose members consist of the creative economy community, academia, business, and media, to assist the Tourism Office, which has limited authority due to the decentralization of the division of concurrent affairs by the Local Government law. This qualitative research aims to analyze and measure the policy capacity of the two institutions in implementing creative economy development policies based on their duties and functions. Competencies were categorized into three general skills necessary for policy success - analytical, operational, and political - while policy capabilities were assessed at the individual, organizational, and system resource levels. The research findings show that the lack of policy capacity of the Tourism Office can be improved by collaborating with the Creative Economy Committee to improve policy capacity in developing effective and efficient creative economy policies in Central Java Province.

Abstract

To increase foreign tourist visits, one of the policies implemented by Thailand is to have a gastro diplomacy policy. This policy is related to efforts to attract tourists to visit a country through the introduction of culture, art, education and culinary. The focus of this study is on the introduction of superior cuisine owned by Thailand. This study aims to analyze the gastro diplomacy policy implemented by the Thai government by introducing culinary and identifying inhibiting factors. This study uses a literature study approach. The study results show that the Thai Government has succeeded in developing culinary by launching various programs, namely Kitchen in the World, culinary events, cooperation with domestic media, the private sector and other supporting actors. However, there are various obstacles in implementing the gastro diplomacy policy, namely negative image, globalization, lack of political support, tourism threats, political controversy, standardization and quality, infrastructure and logistics, human resources, government regulations and policies, climate change and food security. Therefore, the Thai Government must make various efforts to overcome obstacles to gastro diplomacy, including strengthening education and training, increasing public-private cooperation, campaigning for storytelling promotion, developing derivative products, and utilizing digitalization.
