Abstract

ABSTRACT Family empowerment post (Posdaya) as a development pillar concept based on multi-purpose community development should be in line with the social institutions that exist in the community. This study analyzed the family empowerment post (Posdaya) in strengthening social institutions in Kelurahan Binawidya, Tampan sub-district, Pekanbaru City. This study uses a qualitative approach. The theory used in this research includes empowerment and community empowerment strategies. The results show that even though Kelurahan Binawidya is newly established, Posdaya in Kelurahan Binawidya steers integrally enhancing social institutions and family functions, that is, synergying empowerement strategy and development planning in Binawidya, ranging from forming until carrying out working program of supporting organizational structure supporting in Kelurahan Binawidya like RT, RW, LPMK and other social institutions including Posyandu, PAUD, PKK, and MDA. The main obstacles in this process are communication that is not properly coordinated, a lack of motivation, and apathy of society. Keywords: Posdaya, empowerment, family, social institutions ABSTRAK Pos Pemberdayaan Keluarga (Posdaya) sebagai konsep pilar pengembangan pemberdayaan masyarakat yang multi fungsi, hendakanya sejalan dengan lembaga-lembaga sosial yang ada dimasyarakat. Penelitian ini menganalisis pos pemberdayaan keluarga (Posdaya) dalam penguatan kelembagaan sosial di Kelurahan Binawidya, Kecamatan Tampan, Kota Pekanbaru. Penelitian ini menggunakan pendekatan Kualitatif. Teori yang digunakan dalam penelitian ini diantaranya strategi pemberdayaan dan pemberdayaan masyarakat. Hasil penelitian menunjukkan bahwa sebagai kelurahan yang baru berdiri, Posdaya Kelurahan Binawidya mengarahkan penguatan kelembagaan sosial dan fungsi keluarga secara terpadu yakni mensinergikan antara strategi pemberdayaan dengan perencanaan pembangunan (Renbang) di kelurahan, mulai dari membentuk, menyusun hingga melaksanakan program kerja struktur organisiasi pendukung kelurahan seperti RT, RW, LPMK dan juga lembaga-lembaga sosial seperti Posyandu, PAUD, PKK, dan MDA. Kendala pokok dalam proses ini diantaranya rendahnya tingkat komunikasi, rendahnya motivasi dan sikap apatis masyarakat Kata Kunci: Posdaya, pemberdayaan, keluarga, kelembagaan sosial

Abstract

The problem of waste is homework for governments and communities to resolve. Major cities in Indonesia such as Pekanbaru city is also experiencing the same problems related to control litter. Based on the statistical data shows that there is a surge in population in the city of Pekanbaru number of 1,100,000 people per year in 2014 which led to the generation volume reached 2.750 m3assuming everyone produce waste 2.5 liters / day. When compared with the amount of waste transported in landfills (TPA) Muara Fajar currently reaches 1,667 m3 or 450 tons per day the outcomes of transporting waste service coverage Pekanbaru city is 40.91%. This study identifies the design of government policies to solve the garbage problem in the city of Pekanbaru. By using qualitative research approaches and data triangulation technique is expected to provide an overview of the draft policy prepared by the Government of Pekanbaru in overcoming this waste problem. This study shows that the shape of a policy plan by the government of Pekanbaru compiled through policy schemes Regional Action Plan for Municipal Solid Waste Pekanbaru optimize the way institutions function which is responsible for waste management, strengthen the regulatory function, and improving operational techniques of waste management.

Abstract

Based on estate statistics collected by the Ministry of Agriculture of the Republic of Indonesia, that in 2017 the total area of plantations producing Sago Islands Regency reaches 91,944 hectares and plant production of 418,802 tons. The number increased from 2 years earlier, namely in 2015 sago plant area was 83,691 ha with a production yield of 366,032 tons and in 2016 sago plant area was 89,611 ha with a production yield of 377,914. This study tries to trace the direction of the sago-based policy development Center for Small and Medium Industries in the Meranti Islands District. This research was conducted with a qualitative approach which is research that focuses on the concepts that arise from the data. The results of the analysis and interpretation of data in the form of exposure to the situation under study and then given a narrative and systematic explanation. The results showed that policies in order to encourage the development of sago-based Small and Medium Industrial Centers in the Regency of Meranti Islands including carried out with scenarios of structuring the location of activities, land use plans, efforts to map the transportation network system plans, telecommunications, electricity and clean water.

Abstract

Dayun is one of the villages in the Siak Regency. Every year, the thread of fire and haze disaster always occurs and causes economic losses and health impairment of the villagers. This Community service was in partnership with the Regional Disaster Management Agency of Siak Regency. Through the integrated Community service program for the student of Abdurrab University, collaborating with the Lecturer’s Community Service program, the students from various majors are taking action to the community service in Dayun Village. The activities were to transfer the knowledge to the community and designing an early detection system. During the program, the students were creating media designs such as videos and pamphlets. Some Informatics students were developing a web-based application for early detection. The results were presented at the Regional Disaster Management Agency of Siak Regency and acquired positive responses from the participants.

Abstract

Coronavirus (COVID-19) is an infectious disease caused by a new version of the coronavirus that was discovered at the end of 2019. Most of the disorders experienced by individuals infected with the COVID-19 virus will experience respiratory disease and most of them recover without requiring special treatment. Indonesia is currently hit by the Covid-19 pandemic. Various policies in prevention efforts have been carried out by the government, which have an impact many aspects of society. In Pekanbaru specially needs a lot of information related to Covid 19. Through Community Service in Simpang Tiga Village, Bukit Raya District, they can provide aid of information or other social aid which is a synergy of students and academics during the Covid 19 Pandemic, of course by following health protocol procedures. The results of this service are expected to assist the government and society as an effort to break the chain of spreading covid-19.

Abstract

Forest fires can occur by natural or human factors. The Siak district is one of the areas in Riau Province which has a forest with peat soil, so it has high fertility. However, in recent years, many abandoned peatlands have been dry due to the behavior of locals and extreme weather, which has caused the peatlands prone to fire. This research collaborates with BPBD Siak as a user to deliver an early detection system for forest fires. The system is developed by using the SDLC prototyping model, which emphasizes the active role of the user to be involved. The source of peatland information is from branch sensors and parent sensors which periodically send information regarding the status of monitored land to the cloud server for storage purposes. The cloud server is a source of information for the three platforms that can be leveraged for users to monitor the status of peatlands both in real-time and previous conditions, namely web applications, mobile applications, and LED boards. Based on the performed tests, all components of the system worked well and the three platforms were successful in displaying information on the real-time condition of the monitored peatlands.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menjelaskan koordinasi pemerintah daerah PT. Riau Andalan Pulp and Paper (RAPP) dalam mengimplementasikan program school improvement di Kabupaten Pelalawan. Metode penelitian yang digunakan yaitu penelitian kualitatif dengan mengurai data secara deskriptif. Teori yang digunakan adalah teori tentang Koordinasi dalam proses manajemen menurut Soewarno Handayaningrat yang terdiri dari Komunikasi, Kesadaran Pentingnya Koordinasi, Kompetensi Partisipan, Kesepakatan Komitmen dan Insentif, dan Kontinutas Perencanaan. Hasil penelitian ini menunjukkan bahwa koordinasi yang terbangun dalam pelaksanaan program school improvement antara Pemerintah Daerah, PT RAPP (swasta) dan Dinas Pendidikan dalam bidang pendidikan sudah baik. Hal ini dapat dilihat dari jalinan komunikasi antara ketiga aktor dalam kerjasama tersebut berjalan harmonis dan berlangsung secara dua arah. Dan kerjasama tersebut sudah dituangkan dalam Memorandum of Understanding (MoU).

Abstract

In 2020, one of the regencies in Riau, Siak, was the second-largest forest and land fire disaster area, which occurred by acute intercourse inspection (ISPA) patients, and reached 4321 suspected. The subject of this research was in Dayun District, Siak Regency, as a pioneering area to develop ecotourism based on disaster mitigation. The disaster mitigation system is an effort to minimize the impact caused by disasters caused by forest and land fires. Effective disaster mitigation has three main elements, namely hazard assessment, warning, and preparation. Ecotourism is a specific tourism activity that deliberates the environmental area and complies with the balance and preservation of nature principles. Ecotourism-based disaster mitigation efforts using the Penta helix model approach, namely strengthening synergy and collaboration of various related parties. The research was descriptive and qualitative by collecting the interview data by data triangulation techniques in describing the information authenticity. The results of this work showed that ecotourism-based disaster mitigation is conducted by utilizing a large and artificial pond called “embung”, as a rainwater reservoir, and also a natural public tourism facility. The government issues this policy by cooperating with Universities and companies through Corporate social responsibility (CSR) programs. Keywords: Disaster, Ecotourism, Mitigation, Forest, Synergy

Abstract

Tujuan Penelitian ini untuk mengkaji minat baca di perpustakaan umum daerah. Perpustakaan merupakan tempat untuk melayani kebutuhan informasi dan bahan bacaan bagi masyarakat dalam rangka meningkatkan dan menambah kecerdasan serta pengetahuan umum masyarakat. Peran perpustakaan sangatlah penting bagi ibukota Provinsi seperti Kota Pekanbaru. Diperlupan upaya khusus untuk meningkatkan minat baca dan kunjungan ke perpustakaan yang berada di Kota Pekanbaru. Dalam penelitian ini menggunakan metode kualitatif. pendekatan deskriptif kualtiataif dalam rangka menggali bagaimana peran dina perpustakaan dan keardipan kota Pekanbaru untuk meningkatkan minat baca masyarakat. Teknik pengumpulan data menggunakan metode wawancara, observasi dan dokumentasi. Dari hasil penelitian dapat digambarkan bahwa dinas perpustakaan dan kearsipan telah melakukan beberapa hal untuk meningkatkan minat baca antara lain : menjamin penyelenggaraan dan pengembangan perpustakaan daerah, menjamin ketersesiaan layanan perpusatakaan secara merata, menjamin kelangsungan penyelenggaraan dan pengelolaan perpustakaan sebagai pusat sumber belajar masyarakat, menggalangkan promosi gemar membaca dan memanfaatkan perpustakaan, memfasilitasi penyelenggaraan perpustakaan daerah dan mengembangkan  perpustakaan umum daerah berdasarkan keabsahan, meningkatkan mutu pelayanan perpustakaan kelililing, mempromosikan budaya membaca dengan iklan layanan masyarakat.

Abstract

After being designated as a locus of stunting in Riau Province in 2017, Rokan Hulu Regency took various policy steps. This effort was actualized by the local government's efforts to build collaborative synergy between regional government apparatus organizations in a stunting integrated This study analyzes and describes the role of cross-sectors in the convergence of the acceleration of stunting reduction in Rokan Hulu district. The approach in this research is qualitative research in the form of field research by collecting primary and secondary data sources through in-depth interviews and document review. The results showed that the Government of Rokan Hulu Regency made efforts to reduce stunting in a structured and comprehensive manner, such as identifying the distribution of stunting, conducting program availability, and constraints in implementing integrated nutrition interventions, developing activity plans to improve the implementation of integrated nutrition interventions, holding stunting, providing certainty. laws for villages to carry out village roles and authorities in integrated nutrition interventions, ensure the availability and functioning of cadres who assist village governments in implementing integrated nutrition interventions at the village level, improve stunting and intervention coverage, measure growth and development of children under five and publish rates stunting review the performance of programs and activities related to stunting periodically. The obstacles in accelerating the reduction of stunting include time synchronization in the planning and implementation of the activities of each regional apparatus organization, the non-implementation of standard budget allocations for the significant acceleration of stunting reduction, and the not yet optimal management of accuracy and data quality in accelerating the reduction of stunting in Rokan Hulu Regency.
