Abstract

This article focuses on ASEAN after the establishment of its community in a systems perspective. The problem elicited in this research is how the ASEAN Secretariat's adaptive communication is able to cope with challenges stemming from the establishment. To answer the question, a case study is applied, using data collection techniques including document analysis, interview, and observation. The findings reveal that ASEAN adaptive communication has allowed the association to grow rapidly to deal with difficulties. It is not, however, as ideal as a system proposed by Luhmann.

Abstract

Indonesia is expected to reap the benefits of a golden generation, enjoying an advanced and independent modern society in the year of 2045. However, there are great challenges ahead including problems amongst younger Indonesians which may hinder the realization of this projection. This study brings to the fore the problem of teenage marriage, defined as the marriage of two individuals under the age of eighteen, be it through coercion or through their own volition. Data show that 14.18% of married Indonesian women are younger than 16 years old (SUSENAS, 2017); with 1.459,000 teenage girls marrying per annum so that the country ranks eighth globally in terms of teenage marriage (UNICEF, 2020). Using a cybernetics communication approach and qualitative method, this article assesses teenage marriage prevention programs in Rembang, a regency in middle Java, Indonesia. This study found that prevention of teenage marriage is not part of everyday discussion in the grassroots. Public discourse has stalled at the information stage, optimal understanding has yet to be realized. With this backdrop, Rembang regency utilize a top-down approach in organizing its teenage marriage prevention programs. However, synergy and cooperation remain necessary to minimize the practice by maximizing collaboration with families, schools, health officials, religious officials, and civil servants who turn to be the most influential actors in such programs.

Abstract

Artikel ini dimaksudkan untuk memperoleh pemetaam yang komprehensif mengenai relasi struktur dan agen dalam Gerakan Pemberdayaan dan Kesejahteraan Keluarga (PKK) pasca reformasi. Dalam iklim demokrasi saat ini, menarik untuk mengkaji bagaimana Gerakan PKK, sebagai dikoordinir oleh pemerintah dari tingkat pusat sampai tingkat desa, untuk berperan sebagai agen pemberdayaan perempuan yang ideal. Argumen utama dari artikel ini adalah bahwa beberapa faktor, termasuk hierarki yang dalam, instruksi top-down, dan klientelisme yang memungkinkan PKK dieksploitasi untuk mendukung keberhasilan program pemerintahan tanpa kuasa untuk menolak atau menghindarinya, hal ini mengingat bahwa tim penggerak PKK merupakan bagian dari struktur pemerintahan. Pemetaan yang diperoleh diharapkan mampu menjadi referensi bagi revitalisasi PKK ke depan sehingga PKK mampu berperan sebagai agen pemberdayaan perempuan yang adaptif.. Data untuk artikel ini dikumpulkan menggunakan pendekatan kualitatif, dengan wawancara mendalam dan observasi partisipatif, di PKK wilayah Kabupaten Sleman.

Abstract

The purpose of this study is to determine the social capital and communication system of Ettawa goat breeders (Peranakan Ettawa/PE) Kaligesing race in Purworejo. The study used the theory of social capital and communication systems in the perspective of Niklas Luhmann. The method of this study employed ethnography. Social capital of breeders is developed within farmers’ groups (Poktan). The existing social capitals in Poktan include trust, network, and norms. Social capital of trust is seen in the management of membership dues/contribution, poktan board transparency, division of work, and goat farming with nggaduh system. Network appears in the cooperation between Poktan with other Poktan, instructors/educator, traders/markets, universities, villages and districts. Norms are seen in the agreement on the division of dues, waragan group, and the breeders who use goats as debt guarantee and youth Poktan rules that prohibit breeders to sell the goats before lambing.

Abstract

Latar belakang penelitian adalah terdapat pengadaan alat dan mesin pertanian (alsintan) oleh pemerintah, tetapi pemanfaatannya tidak efektif. Pemerintah juga menggelar sosialisasi UPJA, tetapi belum tumbuh di setiap kelompok tani (poktan). Masalah penelitian adalah tentang sintalitas Poktan Sedyo Luhur dalam optimalisasi pemanfaatan mesin tanam bibit padi. Penelitian ini bertujuan untuk menganalisis sintalitas Poktan Sedyo Luhur dalam optimalisasi pemanfaatan mesin tanam bibit padi. Metode yang digunakan adalah deskriptif secara kualitatif. Lokasi penelitian di Poktan Sedyo Luhur yang berlokasi di Desa Dibal Kecamatan Ngemplak Kabupaten Boyolali. Hasil penelitian menunjukkan bahwa Poktan Sedyo Luhur memiliki sintalitas dalam optimalisasi pemanfaatan mesin tanam bibit padi yang ditunjukkan melalui sifat sintalitas, sifat struktur, dan sifat populasinya. Sifat sintalitas ditunjukkan oleh Poktan Sedyo Luhur yang memiliki pengaruh baik bagi individu anggota maupun anggota bagian dari poktan dan poktan menjalin kerja sama dengan berbagai mitra dalam pengoptimalan pemanfaatan mesin tanam bibit padinya, tetapi jalinannya kurang baik dengan dinas pertanian. Sifat struktur poktan ditunjukkan oleh keberadaan seksi alsintan yang mengelola alsintan bertaraf UPJA dengan 75 persen anggota berperan dalam memanfaatkan alsintan tersebut. Poktan Sedyo Luhur juga mengelola mesin tanam bibit padinya yang disertai dengan batasan norma-norma. Sifat populasi poktan ditunjukkan oleh mayoritas anggota memiliki umur di atas 40 tahun dengan pekerjaan lain di luar pertanian. Poktan Sedyo Luhur harus meningkatkan hubungannya dengan dinas pertanian dan juga meregenerasi anggotanya.

Abstract

The creation f new broadcasting laws in Indonesia was hindered by tensions between reformist groups bent on fundamental changes to the broadcasting system and conservative group which wanted to continue the status quo. In comparison to the previous broadcasting regulations under the Suharto regime, the new broadcasting law is aimed to changing the television broadcasting system in Indonesia so that it would be more democratic in ideas, institution and policies. The article argues that efforts were made to implement some of the ideals of democratic broadcasting system, but in practice these were weakly supported and their future in uncertain. Fundamental change in the new broadcasting system are still unclear. A new democratic political leadership does not control there regulation and restructuring of the new Indonesia broadcasting system. Rather, the some bureaucrats have reorganised themselves into new constellations.

Abstract

Fortifying salt with iodine is one of the government's strategies to achieve food and nutritional security. Iodine deficiency can hinder mental and intelligence development, affecting the quality of Human Resources. Pati Regency can contribute to strengthening food fortification with the potential of its salt-consumption SMEs. However, the test results stated that 40.70% of the salt consumption of SMEs in Pati needed to meet standards. The fortification program is implemented and integrated into the government and private sectors. Successful fulfillment of product quality by SMEs requires effective collaboration between development institutions and business actors and good coordination between the development institutions. Institutional design contributes to the collaboration process that occurs. This research aims to analyze the institutional design and problems in collaboration with development actors to develop consumer salt SMEs in the Pati Regency. The research uses qualitative methods, collecting data through observation, in-depth interviews, document studies, and FGDs. The development of consumer salt SMEs in Pati Regency involves government institutions at the district level, namely the Ministry of Trade and Industry and Bappeda, at the provincial level, namely the Ministry of Industry and Trade and BBPOM in Semarang, as well as non-government organizations, namely the NGOs Nutrition International Indonesia and APROGAKOB. Institutional design in collaboration with actors developing iodized salt SMEs requires strengthening the dimensions of basic rules, participation, exclusive forums, and transparency. Strengthening the institutional dimension will increase collaboration so that the potential of Pati Regency can support strengthening the fortification of salt consumption

Abstract

This study explores the eco-artivism of women's art collectives for ecological sustainability by looking at actor-networks, eco-art as a non-human actor, and women's art collective negotiations. In Indonesia, eco-artivism is used to raise ecological awareness and strengthen socio-environmental protests in the ecological crisis. To explain the relationship of ecological sustainability in the artistic works of women's art collectives, we underline the connection between ecofeminism and Actor-Network Theory (ANT). We used a case study method with the Perempuan Pengkaji Seni (PPS) community, an art collective of female artists, workers, and researchers based in East Java, Indonesia. We find that the eco-artivism of women’s art collectives is an attempt to make women and nature become active subjects. These efforts can be seen in three resulting themes: the PPS network as a women's art collective, eco-art from the scars left by natural disasters to the impact of industrialization, and the negotiation of PPS as a women’s art collective for environmental sustainability.

Abstract

In the last few decades, research on communication and development has developed due to the emergence of many development theories in third-world countries. This research aims to determine the research trends in the infrastructure sector from a communication perspective and identify gaps. Papers were selected based on specific words relevant to the issue of development communication and infrastructure communication throughout Indonesia. A total of 33 papers from international and national journals were analyzed to find several paper themes, and analyzed based on categories that emerged from these themes. The analysis results showed that there were only four papers still dominated by development communication. This study also identified gaps in the literature on infrastructure communication, especially those using Niklas Luhmann's Communication Theory. This systematic research (Systematic Literature Review) used the PRISMA (Preferred Reporting Items for Systematic Review and Meta-analysis) method in which, as found, there has been no research on the theme of infrastructure in the field of communication science specifically looking at how it occurs or how communication on infrastructure communication itself really is. It is important to see the infrastructure problem entirely and cross-sectional subject in a unified system - not as the pieces of events in one research object/area. An understanding of communication issues in infrastructure development will make it easier for various parties to determine future communication.

Abstract

Abstract: The 1961 official enactment of “community service” (CS) as one of the Indonesian higher education (HE) missions aimed to improve the welfare of the Indonesian society, among others, by eradicating illiteracy and poverty. However, the method for implementing CS depended heavily on the ideological orientation of the ruling political regimes. The present article examines why CS programs became marginalized in the management of Indonesian HE during the politically tumultuous years of the 1960s and 1970s. Employing a historical method and drawing upon data from university reports, newspaper articles, and government documents, this article argues that the implementation of CS programs took place asymmetrically with the nature of CS as a social mission. Political agendas of the different Indonesian governments systematically directed away the trajectories and targets of the CS program from its original mission of developing the welfare of the people. The CS programs, in practice, reflected the pragmatic political goals of the governments. Consequently, the Indonesian HE lost its transformative role in society. Abstrak: Disahkannya “pengabdian masyarakat” (PkM) pada tahun 1961 sebagai salah satu misi pendidikan tinggi (PT) Indonesia bertujuan untuk meningkatkan kesejahteraan masyarakat Indonesia, antara lain dengan memberantas buta huruf dan kemiskinan. Namun, metode penerapan PkM sangat bergantung pada orientasi ideologi rezim politik yang berkuasa. Artikel ini mengkaji mengapa program PkM menjadi terpinggirkan dalam pengelolaan perguruan tinggi Indonesia selama tahun-tahun politik yang penuh gejolak pada tahun 1960an dan 1970an. Dengan menggunakan metode historis dan memanfaatkan data dari laporan universitas, artikel surat kabar, dan dokumen pemerintah, artikel ini berargumentasi bahwa implementasi program PkM terjadi secara asimetris dengan sifat PkM sebagai misi sosial. Agenda politik dari berbagai pemerintahan di Indonesia secara sistematis mengalihkan arah dan sasaran program PkM dari misi awalnya untuk mengembangkan kesejahteraan masyarakat. Program PkM pada praktiknya mencerminkan tujuan politik pragmatis pemerintah. Akibatnya, PT Indonesia kehilangan peran transformatifnya dalam masyarakat.
