Abstract

Since its inception in 2009, CBT has been a topic of controversy. However, the different discourses on CBT have led to many debates. Which in turn has led to the destructive impact of exploitation by the community. So it is important to analyze the discrepancy of the discourse. This study uses the frame analysis method to examine and understand how CBT in Magelang district, Indonesia, is conceptualized in media discourse. A total of 75 news articles in online media and 40 articles in print media on CBT in Magelang, published between 2017 and 2022, were selected from 9 online media and 2 print media. 5 issue frames and 4 interest groups were identified to organize the entire public discourse on CBT. Furthermore, a media framing analysis with Entman's theoretical approach was conducted on 35 articles published by Kompas Daily. This was done to understand how the main mass media selected issues, highlighted elements, and provided quality responses about CBT development in Magelang. The results of the analysis show that news related to CBT governance, CBT concept implementation, and tourism infrastructure development received more coverage than other rural tourism issues.

Abstract

Background: Understanding the concept of development communication is necessary. The study of development communication has grown and tends to be dynamic in Africa and Asia. Any communication modifications are crucial, and they can serve as the starting point for the development history. Purpose: The research aimed to develop a new perspective for studying development communication. Methods: The research used a qualitative approach. It analyzed the evolution and history of concepts that developed in the study of development communication in Africa and Asia. The data were collected through a review of literature from various journals, books, and other publications relevant to development communication studies in Africa and Asia. The researchers used a literature review as a methodology, considering that knowledge production is getting faster. Besides, the researchers complemented the study on development communication among Micro, Small, and Medium Enterprises (MSMEs) in Indonesia’s context. Results: The study showed that development communication is most relevant to developing countries such as Africa and Asia. Based on the best practice of MSME in DIY, the autopoietic system by Niklas Luhmann is essential as an innovative perspective in development communication study. The autopoietic approach emphasizes that the system will produce its components self-creation to reduce complexity. It consists of communication, evolution, and differentiation, which build up the autopoietic system. Conclusion: The logic of the autopoietic system, which negates humans, is still challenging to build awareness of communication significance as the core of development communication, not the actors. Implications: This idea suggests the impact of advancing communication studies, particularly future communication studies development.

Abstract

The Student’s Community Service (Kuliah Kerja Nyata, KKN) has become a hallmark of higher education in Indonesia. Nonetheless, the history and intricacies of the implementation of this program have been overlooked in scholarly studies. The aim of the present article was to analyze the policies, forms and debates on KKN program from the 1970s to 2000s. This article was focused on the KKN program that was carried by the university that first initiated it in Indonesia, namely Gadjah Mada University. As a pioneer, UGM has the experiences in and the most complete archival collection about the KKN program among public and private universities in Indonesia. By applying the historical method and using KKN UGM reports from the 1970s–2000s as data sources, this article argues that, along the time of its existence, the KKN program at UGM has faced ups and downs as well as pros and cons. The article shows that the policies and the forms of the KKN program continue to adapt to the current context. Its contents, target community groups, and models of evaluation are increasingly varied and established from time to time. However, the principles and ideas that underline the program are also dynamic, especially regarding its impact and relevance in a modernizingsociety.

Abstract

The waters of Dumai City, Riau Province, serve as an international transportation route with a strategic position in economic and industrial growth. Minister of Transportation Regulation No. 819 of 2018 was issued to regulate shipping zones and ensure the safety of port service users. However, this regulation has sparked numerous complaints from the public, particularly fishermen, due to livelihood restrictions that directly increase operational costs. To address these negative reactions, the Dumai Port Authority Office (KSOP) plays a significant role by implementing various measures in enforcing Ministerial Regulation No. 819 of 2018. This study aims to understand the communication strategies used by the Dumai Port Authority Office, especially in coordinating with stakeholders. This research uses a qualitative method, gathering data through observation and interviews. The results show that the Dumai Port Authority Office, along with the Class I Dumai Navigation District, PT Kilang Pertamina Internasional, and PT Wilmar Cahaya Asia, has a strategic role with the ability to influence policy direction and implementation. The Dumai Port Authority Office adopts strategies that involve collaboration with strategic partners, annual outreach programs, the distribution of social assistance and life jackets to the fishing community, and cooperation with relevant agencies and government institutions, including the Water Police, to monitor vessels violating regulations. Additionally, KSOP involves the participation of the community and companies, including the certification and standardization of maritime safety instruments. This study contributes to the discussion on the effectiveness of communication strategies in maritime policy implementation, where this approach can enhance understanding and acceptance of regulations within the maritime community.

Abstract

This study explores the meaning of public communication by Indonesia’s local governments in response to digital environment. The research aims to examine how local government public communication systems adapt through their meaning of the digital landscape. Grounded in Niklas Luhmann's social system theory, which posits meaning as a stimulus for systems to respond to environmental changes, this study views meaning as the energy that enables a system to autonomously select its needs and methods (autopoiesis) for adaptation. Autopoiesis responds to meaning through three processes: communication (social dimension), evolution (temporal dimension), and differentiation (functional dimension). The meaning stimuli in this study will be explained in terms of their potential for enabling the system to perform autopoiesis. The research employs a case study of the meaning of digital-era public communication by the Central Java Provincial Government (Pemprov Jawa Tengah). Operationally, the meaning is examined by observing how Pemprov Jawa Tengah gives meaning to the digital era and depicts its public communication landscape throughout 2018-2019. Data is collected through interviews and documentation of statements made by Pemprov Jawa Tengah in online media. The results indicate that the social dimension of giving meaning to public communication by local governments in the digital era influences the system's considerations through interactions with the political system, e-government system, information technology system, and media system. In the temporal dimension, the developed meaning will impact public communication systems in three phases: dissemination phase 1 (2018-2019), responsive phase (2020-2021), and dissemination phase 2 (2022). These three phases in the evolutionary dimension elucidate the meaning conducted by local governments, dominated by considerations of the public communication function for quickly responding to public service complaints, strengthening performance reputation, and enhancing the popularity of local government’s leaders.

Abstract

Background: Global South colleges employ public relations differently. This gap must be researched to improve these institutions’ reputations. This paper maps and analyzes university public relations research and evaluates science communication framework integration. Method: A comprehensive literature study of four main public relations journals examined publication frequency on public relations, universities, higher education, and colleges during the past 12 years. Results: Public relations research has increased, although university-related studies are scarce. Only twenty-one articles explored this sector, mostly by US scholars focusing on crisis communication. These findings reveal higher education institutions’ communication dynamics and goals when analyzed organizationally and systemically. This report discusses university branding, digital communication methods, and stakeholder participation. It also reveals temporal patterns, such as communication practice changes over time, and university communication components like crisis management and community engagement. These factors depart from public relations research’s corporate and governmental focus. Conclusion: University-specific public relations literature is lacking due to crisis communication studies and US-based authors. This emphasizes the need for further research, particularly the incorporation of the science communication framework, which is essential for understanding how higher education institutions communicate with the public on scientific matters. Implications: This study suggests universities use communication tactics that differ from commercial and government public relations studies.

Abstract

This study examines the adaptation of the Jember Fashion Carnaval (JFC) organization to the dynamic social connectivity of its environment. Utilizing a qualitative approach and digital ethnography, the research analyzes the organization's responses, interpenetration, and adaptation strategies. Findings indicate that JFC demonstrates responsiveness through innovative carnival themes and diverse communication channels. However, limitations arise from programmatic constraints and individual influences within the organization. Furthermore, JFC's interpenetration into various societal sectors, including education, economy, and culture, shapes its policies and decisions. This adaptation manifests in the evolution of fashion design, event concepts, and community-inclusive management. This research contributes to understanding organizational adaptation within a rapidly changing socio-cultural context, highlighting the interplay between organizational systems and their environment. Employing Niklas Luhmann's social systems theory, specifically the concept of autopoiesis, this study offers a unique perspective on how JFC, as an organizational system, maintains its identity while adapting to its surroundings. The results provide valuable insights for the field of development communication and challenge traditional approaches that focus on internal organizational factors by emphasizing the importance of external factors in shaping organizational behavior.

Abstract

Era Society 5.0 menempatkan teknologi sebagai sarana untuk mendorong kemajuan sosial yang berorientasi pada manusia, termasuk dalam upaya pemberdayaan kelompok rentan seperti perempuan kepala keluarga. Dalam konteks ini, ruang siber menjadi medium strategis yang dapat dimanfaatkan untuk memperluas akses informasi, meningkatkan kapasitas, serta memperkuat kemandirian sosial dan ekonomi. Yayasan Pemberdayaan Perempuan Kepala Keluarga (PEKKA) berperan sebagai wadah kolektif yang berupaya mendorong kemandirian perempuan kepala keluarga melalui berbagai program pemberdayaan berbasis komunitas. Penelitian ini bertujuan untuk menganalisis pemanfaatan ruang siber oleh Yayasan PEKKA, faktor-faktor yang memengaruhinya, serta tantangan yang dihadapi dalam penguatan kemandirian ekonomi dan sosial perempuan kepala keluarga di era Society 5.0. Penelitian ini menggunakan pendekatan kualitatif dengan menelaah pandangan, praktik pemanfaatan ruang siber, serta dinamika pelaksanaannya di lapangan. Hasil penelitian menunjukkan bahwa ruang siber memiliki potensi besar sebagai sarana transformasi sosial bagi perempuan kepala keluarga. Melalui pemanfaatan ruang digital, Yayasan PEKKA dapat mendorong peningkatan keterampilan, perluasan wawasan, serta penguatan jejaring sosial dan ekonomi. Namun demikian, pemanfaatan ruang siber tersebut belum berjalan secara optimal karena masih terdapat sejumlah kendala, baik dari sisi kapasitas sumber daya maupun akses dan literasi digital. Oleh karena itu, diperlukan penguatan strategi pemanfaatan ruang siber agar perannya dalam mendukung kemandirian sosial dan ekonomi perempuan kepala keluarga dapat berjalan lebih efektif

Abstract

Purpose: This study investigates the autonomy of art workers within the Indonesian cultural industry through a case study of two local television stations, ADiTV and Bali TV. The main objective is to examine how art workers maintain their autonomy while navigating the demands of the market and the organizational values imposed by their institutions.   Methods: This study adopts a qualitative case study approach. Data were collected through in-depth interviews with television managers, art workers, and observers. The observers interviewed in this study were individuals with a deep and long-standing concern for the dynamics of local television. ADiTV and Bali TV were selected as research sites due to their distinctive characteristics. ADiTV operates as a local television channel with an Islamic missionary orientation, while Bali TV is embedded within the Ajeg Bali cultural movement.   Findings: This study found that the autonomy of art workers in the cultural industry on local television shows a negotiated position. This study found that economic interests in pursuing profits and mass production within the cultural industry do not always harm the autonomy of art workers. Pressures on art workers actually come from non-market forces that are more cultural, such as Islamic values ​​on ADiTV or Ajeg Bali on Bali TV.   Originality: This research contributes to the debate on artists' autonomy in the local television. By taking non-economic factors into account in determining artists' autonomy, this study makes an essential contribution to the discussion on artists' autonomy in the cultural industry, which tends to emphasize commercial factors.

Abstract

Fortifying salt with iodine is one of the government's strategies to achieve food and nutritional security. Iodine deficiency can hinder mental and intelligence development, affecting the quality of Human Resources. Pati Regency can contribute to strengthening food fortification with the potential of its salt-consumption SMEs. However, the test results stated that 40.70% of the salt consumption of SMEs in Pati needed to meet standards. The fortification program is implemented and integrated into the government and private sectors. Successful fulfillment of product quality by SMEs requires effective collaboration between development institutions and business actors and good coordination between the development institutions. Institutional design contributes to the collaboration process that occurs. This research aims to analyze the institutional design and problems in collaboration with development actors to develop consumer salt SMEs in the Pati Regency. The research uses qualitative methods, collecting data through observation, in-depth interviews, document studies, and FGDs. The development of consumer salt SMEs in Pati Regency involves government institutions at the district level, namely the Ministry of Trade and Industry and Bappeda, at the provincial level, namely the Ministry of Industry and Trade and BBPOM in Semarang, as well as non-government organizations, namely the NGOs Nutrition International Indonesia and APROGAKOB. Institutional design in collaboration with actors developing iodized salt SMEs requires strengthening the dimensions of basic rules, participation, exclusive forums, and transparency. Strengthening the institutional dimension will increase collaboration so that the potential of Pati Regency can support strengthening the fortification of salt consumption
