Abstract

The tourism sector as one of the leading sectors in Pasuruan still faces many obstacles. The constraints associated with conditions that require improvement on tourist destination related to the presence of infrastructure, zoning, the gap between the tourism destination in the West and the East area, up to the level of visitation which has decreased from year to year. The aims of the studi were to describe and analyze Tourism Destination Management conducted by Department of Culture and Tourism Pasuruan at Banyu Biru and Ranu Grati object to become competitive and sustainable tourism destination. This study used a qualitative approach with a case study method locus in the Department of Culture and Tourism Pasuruan. The results of this study indicate that the tourism destination management of Banyu Biru and Ranu Grati when reviewed in terms of competitiveness, still needs a lot of improvement related to the presence of tourism facilities and the quality of employees as service providers. In terms of sustainability, it shows that the synergy between the regional government and tourism stakeholders need to be improved. The need for the establishment of cooperation with third parties in management of tourism destination in Banyu Biru and Ranu Grati, can be used to optimize the carrying capacity and tourist destination marketing system at Banyu Biru and Ranu Grati in order to compete in a competitive and sustainable way Keywords: tourism destination management, competitiveness, sustainability

Abstract

Strategic planning in public sector in Indonesia has been fully supported by the regulations, but the implementation has not been applied properly. Meanwhile, empirical evidence related to what extent strategic planning has been adopted by public sector in Indonesia in order to support the critique that a strategic planning affects what an organization is, what it does and why it does it is still limited. Under qualitative method, the study tries to explore how far strategic planning principles have been adopted in public organization by using case study in Directorate of Land and Forest Fire Controlling, Directorate General of Climate Change Controlling, Ministry of Environment and Forestry. The study focuses on analyzing the process of strategic plan arrangement. Research result shows that strategic planning principles haven’t been adopted properly on the arrangement of strategic plan document of Directorate of Forest and Land Fire Controlling (PKHL). There are several important points to be noticed, are: stakeholder analysis hadn’t been used properly and the TOWS matrix wasn’t used to formulate strategy development.

Abstract

This study aims to find out the public procurement process before and after the implementation of e-procurement in Magelang City Government and to assess whether the implementation of e-procurement has been or not improved in Magelang City Government.  This study investigates cost efficiency, time efficiency and other aspect of  efficiency in comparison with conventional procurement. This comparative study is useful to explain the procurement process before and after the implementation of e-procurement.  The implementation of public procurement using e-procurement is more efficient compared with conventional procurement. There are problems that hinder the process of public procurement. The problem in the implementation of procurement in Magelang City is human resources. These problems prevented improvements in procurement in Magelang City.

Abstract

A survey of thirteen farmers using qualitative method with in-depth interview was carried out in Malang District in order to observe farmers’ constraints and the strategy taken under the rise in beef price. The result showed that during 2010-2015, Malang District farmers had faced constraints such as difficulty in accessing cattle, poor feeding behavior, and long selling channel. Most of them had joinedcattle sharing system in order to access cattle. Based on trust and kinship, cattle sharing system allowed smallholders to gain access to the cattle. On the other hand, some farmers’ showed their interest joining farmer group in order to improve their poor feeding behavior. Farmer group could be a good solution to enhance farmers’ skill in rearing cattle with good guidance. Selling carcass to the beef seller will give higher profit to the farmer, but it has some constraints such as need particular skill to be butcher, needs government license, takes time and need a market link. This new market access must be observed further to know it’s potential.

Abstract

This study aims to examine the difference between Susilo Bambang Yudhoyono’s (known as SBY) administration and Joko Widodo’s (known as Jokowi) administration in managing the national road in Indonesia. A qualitative approach has been conducted by using primary and secondary data during 2005–2017. The result of this study has found that the pace of road development under the SBY presidency was relatively slower than the Jokowi presidency. The former focused more on the improvement of the quality of roads. Meanwhile, the Jokowi presidency focused more on constructing the new road network.

Abstract

Implementing Balanced Scorecard (BSC) in public sector’s performance management system is interesting, due to public sector’s concern for performance measurement. As one promising performance management tools, BSC was originally designed for the private sector institution, but later gaining its popularity among the public institutions. How well BSC implementation is possibly determined by some Critical Success Factors (CSFs). This study examined some CSFs in the BSC implementation in the Ministry of Foreign Affairs (MoFA) Indonesia using a qualitative study with an interactive model by Miles at al., (2014). This study found that BSC implementation brought changes in the MoFA’s performance, despite the absence of organizational changes for BSC adaptation. Top and middle management attention for the implementation and training and education are the most determining factors in the BSC implementation in MoFA. This study support the importance of the four CSFs examined in this study in implementing BSC in public sector.

Abstract

Sustainable development seeks to equitably distribute development outcomes across various groups and layers of society and among generations. The prerequisite for achieving sustainable development is environmentally sound development. It means that development is compatible with the environment so that it does not interfere with its ecological function. That function is needed for the sustainability of development, even for human survival. Identifying strategic issues can help organizations, including in the public sector, pay attention to what is really important in long-term decision making. The purpose of this paper is to study the strategic issues of sustainable development in Sampang Regency, East Java Province.

Abstract

This study aims to analyze the implementation of a program to improve birth certificate issuance services at the Population and Civil Registration Office in Madiun Regency as a mandate from Permendagri No. 9 of 2016 concerning the Acceleration of Increasing the Coverage of Birth Certificate Ownership and to know the supporting and inhibiting factors. The author uses the indicator component of PermenPAN-RB No. 38 of 2012 concerning guidelines for evaluating public service performance. The results showed that one out of three excellent programs have not yet been felt beneficial. Based on analysis of PermenPAN-RB Regulation No.38 of 2012, there are six of nine indicators in the study results that were not run optimally. Supporting factors include budget, government support, and collaboration with village officials. The inhibiting factors are geographical location, human resources, communication/coordination, community awareness, semi-online services, data management, and population event reports at the village level

Abstract

The aim of this research is to explore and analyze statistical data management and identify the role of Multi Helix in the statistical transformation process. This research uses a descriptive qualitative approach with 17 informants. to provide solutions to challenges in overcoming data problems at the national and sub-national levels as well as local government agencies. National Statistics Transformation aims to build national statistical governance and capabilities to produce quality national statistical data. The statistical data governance model used at BPS in managing BPS statistical data uses generic statistical business process model (GSBPM) to obtain quality data. At BPS, quality data and publications create a shared spirit of mutual trust that BPS is able to make publications that can be used by the wider community. Capacity for joint action requires strong understanding and harmonization between stakeholders. actors, as well as close relationships to determine the joint actions needed to achieve the desired goals.

Abstract

Water scarcity is a global issue with serious impacts on health, food security, and the environment. In West Nusa Tenggara (NTB), Indonesia, deforestation and land degradation have reduced water availability, leading to decreased agricultural productivity and increased disease risks. This study employs a qualitative approach through Systematic Literature Review (SLR) to analyze the role of NTB's local wisdom, such as Leka Dana in Dompu and Parafu in Bima, in supporting spring protection policies and contributing to the FOLU Net Sink 2030 target, which aims to make the forestry sector a net carbon sink. The SLR method involved identification, selection, and critical appraisal of scholarly articles, research reports, and other relevant sources. Findings reveal that these traditional practices have effectively maintained water resource sustainability and ecosystem balance. However, integration of local wisdom into national policies remains limited. Based on these findings, the study recommends three strategic measures, first, increasing community participation; second, strengthening customary institutions; and third, integrating traditional knowledge into modern environmental policies. Implementation of these recommendations is expected to support sustainable water resource management in NTB.
