Abstract

This research aims to implement a Multi-Attribute Decision Making (MADM) approach using the AHP–TOPSIS method to assist PT. XYZ in selecting the most suitable intern candidate for the Social Media Specialist position. The increasing number of applicants each year makes the selection process more complex, requiring a systematic and data-driven decision support system. AHP was used to determine the priority weights of five main criteria—Interview, Experience, Portfolio, Skill, and Achievement—along with their subcriteria. All pairwise comparison matrices met the consistency requirements, indicating valid weights. The TOPSIS method was then applied to calculate the preference scores of ten candidate alternatives based on the weighted normalized decision matrix, ideal solutions, and distance measures. The results show that candidate A3 achieved the highest preference score (0.9422), followed by A7 and A8, making them the top recommended candidates. This study demonstrates that integrating AHP and TOPSIS effectively supports companies in conducting objective, efficient, and accurate recruitment decision-making processes.

Abstract

Technology development encourages government services to become more effective and responsive. However, in practice, the process of submitting public aspirations in Surabaya is still carried out manually, making it prone to delays and data inaccuracies. This study aims to design and develop the Rumah Aspirasi Android application as a more structured platform for managing citizen feedback and complaints. The system was developed using the Rapid Application Development (RAD) method through two iterations, followed by evaluation using Blackbox Testing and User Acceptance Testing (UAT). The results show that all main functions run well, with the UAT achieving an average score of more than 93% for functionality, reliability, usability, and efficiency. These findings indicate that the application can improve the efficiency and quality of services in managing public aspirations in Surabaya.Keyword: Rumah Aspirasi; Deputy Mayor of Surabaya; Kotlin; Rapid Application Development AbstrakPerkembangan teknologi menuntut layanan pemerintah untuk bertransformasi menjadi lebih efektif dan responsif. Namun, dalam praktiknya, proses penyampaian aspirasi masyarakat di Surabaya masih dilakukan secara manual, sehingga rentan mengalami keterlambatan dan ketidaktepatan data. Penelitian ini bertujuan merancang dan mengembangkan aplikasi Rumah Aspirasi berbasis Android sebagai sarana yang lebih terstruktur dalam pengelolaan masukan dan keluhan warga. Metode pengembangan yang digunakan adalah Rapid Application Development (RAD) melalui dua tahapan iterasi, disertai evaluasi sistem menggunakan Blackbox Testing dan User Acceptance Testing (UAT). Hasil pengujian menunjukkan bahwa seluruh fungsi utama berjalan dengan baik, dengan tingkat kelayakan UAT rata-rata melebihi 93% pada aspek functionality, reliability, usability, dan efficiency. Hasil ini menunjukkan bahwa aplikasi yang dikembangkan mampu meningkatkan efisiensi dan kualitas layanan dalam pengelolaan aspirasi Masyarakat Kota Surabaya.

Abstract

The increasing interest of the people of East Java in mountain hiking activities has created a need for digital solutions that can integrate information, preparation, and hiking safety. This study aims to design the user interface and user experience of a mobile-based mountain hiking application called Mountzy using the Design Thinking method. The stages applied include empathize, define, ideate, prototype, and test, with a focus on the needs of hikers in East Java. The design results are realized in the form of information architecture, wireframes, and high-fidelity prototypes that include key features such as Pantau Langit, Hiking Planning, Sewa Aja (equipment rental), and Community Forum. Usability testing was conducted using Maze and the System Usability Scale (SUS). The results show a Maze score of 83 and an average SUS score of 83.20, which fall into the excellent and acceptable categories. These results indicate that the Mountzy application has good usability and is feasible for further development.

Abstract

This study aims to map and analyze the Digital Business Education (DBE) curricula across Indonesian universities, identifying thematic emphases and assessing differences between public and private institutions. It seeks to understand how well these programs align with industry needs and accreditation standards. A quantitative, descriptive study was conducted. Using Open-Government-Data from the Ministry of Education (Sept–Oct 2024), we harvested programme‐level and course-level information for all 298 DBE offerings. Cleaned course descriptions (n ≈ 19,000) underwent bilingual content analysis and Latent Dirichlet Allocation to expose latent themes. Credit loads were compared with t-tests, and a logistic-regression classifier based on topic weights predicted institutional ownership; performance was assessed with ROC‐AUC. Private universities deliver 91.8 % of DBE programmes (223 bachelor, 44 diploma), whereas public institutions offer 20 bachelor and 11 diploma tracks. Six dominant curriculum clusters emerged—Analytical Operations (marginal P = 0.198), Tech Governance (0.170), Foundational Values (0.162), Entrepreneurial Marketing (0.154), Applied Systems (0.157) and Advanced Projects (0.158). Average course credits were slightly higher in public universities (3.00 ± 1.77) than in private ones (2.81 ± 1.28). The topic-based model distinguished private from public curricula with AUC 0.82 (training) and 0.80 (validation); Entrepreneurial Marketing and Applied Systems strongly signalled private ownership, while Foundational Values and Analytical Operations typified public provision. This research is the first nation-level audit of Indonesia's DBE programs, offering crucial insights into curriculum trends and discrepancies between private and public universities. The study highlights the imbalance in emerging technologies such as blockchain engineering and UX design, urging a recalibration of curricula to enhance both labor-market readiness and ethical foundations.

Abstract

Edge computing devices are increasingly tasked with performing artificial intelligence inference under strict constraints on processing capacity and power consumption. This study evaluates magnitude-based weight pruning and dynamic quantization as practical model compression techniques for energy-efficient edge AI deployment. MobileNetV2, pretrained on ImageNet, was adapted to the CIFAR-10 classification task and compressed under three configurations: 40% L1 unstructured pruning followed by recovery fine-tuning (Prune40), dynamic INT8 post-training quantization (QuantINT8), and a sequential combination of both (Prune+Quant). All experiments were executed on a physical Intel N150 mini PC with a thermal design power of 6 watts, using PyTorch 2.1 in CPU-only inference mode. Results show that Prune40 reduced inference latency by 17.9% while simultaneously improving classification accuracy by 1.04 percentage points, attributed to the implicit regularisation effect of sparse weight removal and recovery fine-tuning. QuantINT8 yielded moderate latency savings (6.6%) with negligible accuracy loss. The combined pipeline achieved the lowest absolute latency at a marginal energy overhead. These findings establish magnitude pruning with recovery training as the most effective single-step compression strategy for low-power x86 edge platforms.

Abstract

Growing disparities in digital governance readiness across Indonesia highlight the urgency of strengthening the nation's Electronic-Based Government System (SPBE). This study conducts a systematic literature review of 34 recent studies to identify key factors that influence SPBE implementation across six architecture domains: Business (Organizational) Architecture, Data Architecture, Application Architecture, Infrastructure Architecture, Security Architecture, and Service Architecture. Drawing on the PRISMA methodology, the review uncovers recurring obstacles such as governance misalignment, fragmented system development, infrastructure limitations, inadequate data management, weak cybersecurity, and inconsistent service delivery. While these challenges inform the analysis, the proposed conceptual framework reframes each domain as a positive construct—suggesting that stronger performance in these areas contributes to greater SPBE implementation success. This framework provides policymakers with a structured lens to guide targeted digital transformation efforts. The study emphasizes the importance of policy coherence, inter-agency collaboration, human resource capacity, and integrated digital ecosystems, and invites future empirical research to validate and refine the framework through quantitative testing and in-depth case studies, particularly focusing on governance and people-centered factors.

Abstract

User reviews are a crucial element in guiding the continuous improvement of mobile applications for developers. This research aims to utilize Extract, Transform, Load (ETL) techniques using Pentaho Data Integration to analyze user reviews of government mobile applications which is ‘Sentuh Tanahku’, focusing on improving service quality through actionable data insights. The ETL process involves collecting and cleaning data from the Google Play Store to derive valuable insights that inform recommendations for app improvement. After data extraction, text preprocessing steps, such as cleansing, case folding, and keyword filtering, were applied to prepare the data for analysis. By categorizing user reviews into key aspects such as user interface, performance, bug fixes, security, compatibility and feature development this research enables the identification of most frequently discussed and complained about by users. The output of this research includes a structured dataset in Excel format. By demonstrating the effectiveness of ETL and text analysis in transforming unstructured user reviews into strategic insights, this research contributes to utilizing Pentaho Data Integration as an alternative and effective tool for processing and analyzing user reviews.
