Abstract

Badan Usaha Milik Desa (BUMDes) dibentuk dalam rangka implementasi Undang-undang nomor 6 Tahun 2014 tentang Desa. Namun demikian perkembangan BUMDES masih belum optimal sebagai penyumbang Pendapatan Asli Desa (PADes). Berdasarkan hal tersebut, dalam kegiatan pengabdian ini dilakukan pelatihan pembuatan rencana bisnis kepada BUMDes di Kecamatan Lumbir, Kabupaten Banyumas. Sebelum pelatihan, dilakukan focus group discussion dan survey untuk memetakan permasalahan dan kebutuhan peningkatan kapasitas para pengelola BUMDes. Pelatihan dilakukan dengan metode ceramah dari praktisi dan tim pengabdi serta praktik pembuatan rencana bisnis.  Pelatihan diikuti oleh 16 orang dari 10 BUMDes. Pasca pelatihan, tim pengelola BUMDes telah berhasil membuat rencana bisnis. Pengabdian ini penting sebagai dasar pengajuan unit usaha BUMDes sebagai badan hukum formal.

Abstract

Penentuan jenis usaha menjadi faktor penting dalam mengembangkan Badan Usaha Milik Desa (BUMDes). Strategi pengembangan BUMDes harus dikaitkan dengan penentuan jenis usaha apa yang akan dikembangkan. Penelitian ini mengemukakan tentang alternatif pengembangan BUMDes melalui Bank Desa. Berdasarkan hasil penelitian dapat disimpulkan bahwa pengembangan Bank Desa telah mampu memberikan kontribusi yang cukup baik bagi Pendapatan Asli Desa (PADes). Selain itu tujuan dari pembentukan Bank Desa adalah meningkatkan partisipasi masyarakat dalam pembangunan desa. Hal tersebut dilakukan melalui keikutsertaan sebagai nasabah Bank Desa. Melalui Bank Desa ternyata masyarakat tidak saja dapat melakukan peminjaman, tetapi masyarakat juga diajarkan untuk menabung, karena sistem di Bank Desa mewajibkan nasabah untuk menabungkan sebagian kecil pinjamannya. Alternatif Bank Desa sebagai strategi pengembangan BUMDes tentu menarik untuk dikaji, karena kecenderungan tingkat keberhasilannya yang cukup tinggi. Namun demikian pengelolaan Bank Desa harus secara serius dilakukan oleh pengelola, karena resiko kegagalannya juga tinggi. Berdasarkan hasil penelitian dapat diketahui bahwa faktor utama yang menentukan keberhasilan implementasi strategi pengembangan BUMDes melalui Bank Desa adalah dukungan kebijakan desa, partisipasi masyarakat, dan juga kemampuan pengelola. Abstract

The Indonesian Governments policies after the implementation of village autonomy are directed to villages business development. Village governments duties and functions are not only related to administrative matters anymore, but also in operation of villages business. This shows that there is a developing business commitment in Indonesia. The research result shows that the Business-Government Relationship in Indonesia has changed from one way to mutual interaction, as shown with the development of Public Sector Entrepreneurship and business commitment in village government environment. Both factors evidently improve the capacity of business, which begins to be developed by the Indonesian Government at all levels. The development of Public Sector Entrepreneurship is shown with the business creativity, business cooperation, and professionalism of village government in governments business management. Meanwhile, local governments business commitment is shown with support of policies, funding and human resources in governments business management. Governments business capacity is shown with efficiency, effectiveness and economy (value for money) achieved by governments business unit. In Indonesia, particularly in Banyumas Regency, village autonomy has given opportunity for the development of Business-Government Relationship at local level.

Abstract

The Indonesian Government has encouraged the development of village-owned business as an alternative utilization of village transfer fund. The trust of the Indonesian government in the village government has been seen from the transfer of funds given to the village. This fund aims to develop their village. Building village-owned business should certainly be counterbalanced with a public accountability mechanism. This research aims at describing the capacity of public governance in the accountability system performed by public sector organization. This research also explores public capacity in supporting the accountability of BUMDes management from a cultural perspective. Village communities have distinct characteristics where not all systems can operate without local wisdom. This research employs both quantitative and qualitative approaches and use questionnaire and interview guide as its instruments. This research is conducted in Banyumas and takes 41 village business units and informants consisting of village business manager, village official and villager elements as the samples. The data and information are analyzed using quantitative descriptive analysis method with support of information analyzed using interactive analysis method. The research results show that public governance capacity in the accountability of village business management is still low. The opportunity of stakeholders’s involvement in public accountability system is not yet created by public organization. This is due to the strong patrenalistic culture among Indonesian society. The village community tends to give full trust and to the village government, especially the village head. This kind of patrenalistic culture opens opportunities for not optimal accountability horizontally. Consequently, the accountability only applies vertically. This research suggests improving the capacity of public governance in the accountability system of village-owned business management through optimizing stakeholders’ role in the accountability of Village-Owned Enterprise’s management. Abstract

Penelitian ini dilatarbelakangi oleh hasil survei pada situs PDAM Tirta Satria, yang menunjukkan 508 pelanggan atau 74,5 % menyatakan pelayanan masih belum maksimal. Selain itu, terdapat 1506 keluhan hingga bulan Juli 2017. Oleh karena itu, perlu adanya penelitian mengenai manajemen keluhan pelanggan PDAM Tirta Satria beserta aspek-aspek yang mempengaruhinya. Tujuan penelitian adalah untuk mendeskripsikan manajemen keluhan PDAM Tirta Satria, dan mengidentifikasi aspek-aspek yang mempengaruhinya. Penelitian menggunakan metode penelitian kualitatif. Teknik pemilihan informan menggunakan teknik purposive sampling. Metode pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan manajemen keluhan PDAM Tirta Satria belum terlaksana secara maksimal berdasarkan teori Stauss dan Seidel. Sebagian pelanggan belum mengetahui informasi layanan Call Center dan media penyampaian keluhan lainnya. Standar operasi prosedur penanganan keluhan belum memiliki batas waktu maksimal yang jelas. Jumlah pegawai teknis terbatas sehingga terkadang sulit menangani banyak keluhan secara bersamaan. Survei kepuasan pelanggan atas penanganan keluhan belum terlaksana. Sementara itu, aspek-aspek yang mempengaruhi manajemen keluhan PDAM Tirta Satria adalah aspek sumber daya manusia, organisasional, dan teknologi informasi.

Abstract

This study aims to analyze the relationship between student assessments of sustainability, frequency of social media exposure, and student motivation for entrepreneurship to assessment of sustainability in entrepreneurship. This study uses a quantitative approach and the sample taken for this study amounted to a minimum of 299 undergraduate students. Questionnaires were created and distributed using Google Forms which were distributed online through social media. This study uses a five-scale Likert scale using a measurement of 'agree' or 'disagree' using a five-scale Likert scale. This research is a quantitative research using the SmartPLS 3.0 program. Structural equation modelling (SEM) is used to analyze the correlation or interrelationships between the variables being studied. The results showed that the assessment of sustainability, the frequency of exposure to social media, and the drive for entrepreneurship did have an effect on the assessment of student sustainability in entrepreneurship.

Abstract

The purpose of this study is to analyze the digital transformation of service quality in the health industry in the era of disruption and society 5.0. This research method is a literature review, which examines digital transformation literacy from articles in reputable international journals.Digital transformation has played a role in revolutionizing various industries, especially in the health sector. Technology in the health sector allows an individual to have a healthier life, a longer life expectancy, and a more productive life. In preparation for the era of disruption 4.0, there are still many hospitals and health care facilities that face various challenges. The main challenges are felt in terms of the ambiguity of laws and regulations and the lack of harmonization of regulations between related ministries. In addition, from internal factors, the lack of openness, motivation, and good knowledge management on the part of hospital management, medical service doctors, and IT teams in the organization also need to be addressed. Various recommendations to related parties have been formulated in the focus group discussion. Recommendations are addressed to the government, especially those authorized to issue regulations and financial support, as well as hospital management to increase implementation commitment, knowledge management of big data analysis and cloud systems, as well as empowering human resources within the organization. These recommendations are expected to be the first step in realizing a digital-based health system that is able to provide quality health services for the people

Abstract

The purpose of this study was to identify the effect of organizational citizenship behavior (OCB), budgetary, participation and information asymmetry on SMEs Performance During the Covid-19 Pandemic and VUCA Era. This research method is quantitative through online surveys through online social media. The sampling technique used was purposive sampling technique with the specified number of samples as many as 190 SMES management respondents. The quantitative data analysis technique used partial least square structural equation modeling (PLS-SEM) analysis. Based on the results of calculations using PLS-SEM software version 3.0, the results show that there is not significant relationship between organizational citizenship behavior (OCB) and SMEs Performance. , there is not significant influence between budgetary on SMEs Performance, there is not significant effect between participation and SMEs Performance, there is not significant effect between budgetary on SMEs Performance. Abstract

This study seeks to investigate in further detail the Implementation of Banyumas Regency Regulation No. 6 of 2019 on the Detailed Spatial Planning of the Purwokerto Urban Area. This study was cunducted in Banyumas Regency utilizing qualitative method with a case study approach. This study found that in the idealized policy aspect, spatial planning policies is used to regulate space utilization, spatial and environmental planning, and that includes fundamental materials for example program provisions related to buildings and the environment as a guide for the design of buildings in a region. Next in the aspect of target group, the implementation of spatial planning policies tries to engage all stakeholders through deliberative forums and public hearings. Moreover, in the implementing organization aspect, it demonstrates that the parties involved in the implementation of urban spatial planning policies are the local government of Banyumas Regency, Banyumas Regional People's Representative Council, the community, the private sector, the head of sub-district, the head of village. Lastly, in the environmental factor aspect, it was identified that the Purwekerto regency’s urban spatial planning policies was successfully implemented in terms of the social environment and the bureaucracy environment.

Abstract

Tujuan penelitian ini adalah untuk menelusuri dan mengkaji lebih lanjut bagaimana menghadirkan agenda reformasi birokrasi yang sesungguhnya dan kembali ke jalan yang sebenarnya sebagaimana amanat peraturan perundang-undangan yang ada. Penelitian ini menjadi penting mengingat agenda reformasi birokrasi masih menjadi fokus utama dalam kajian administrasi publik khususnya bagi negara-negara berkembang seperti Indonesia yang pada posisinya perlu dituntaskan dan tidak bisa diabaikan. Kebijakan reformasi birokrasi menjadi fokus utama yang penting khususnya dalam membenahi kesehatan birokrasi dan menjamin berjalannya proses pelayanan publik. Dalam mewujudkan reformasi birokrasi sebagai agenda kebijakan publik yang penting, maka harus dipastikan bahwa apa yang dicanangkan dan ditetapkan dapat dilaksanakan dengan baik oleh para aktor yang ada. Dalam kerangka yang ada, meskipun telah mampu memiliki fokus area perubahan dan hasil yang diharapkan dalam Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi 2010 – 2025, Indonesia sendiri masih dapat dikatakan belum menghasilkan hasil dan dampak yang sempurna. Hasil kajian menunjukkan bahwa terdapat beberapa aspek – aspek yang perlu diurai secara mendalam dan menjadi perhatian bersama dalam agenda reformasi birokrasi di masa kini dan masa yang akan datang. Penelusuran ini menjadi penting dalam menghadirkan kerangka pembaharuan yang dipetakan melalui tahap-tahap tertentu sebagai upaya perbaikan administrasi publik dari masa ke masa, salah satunya dengan mempertimbangkan metode omnibus law. Dengan pembaharuan yang dilaksanakan maka diharapkan dapat menjadi sarana mendidik dan memperbaiki keadaan birokrasi dan sumber daya yang ada didalamnya untuk bergerak pada area dynamic governance dengan penekanan pada 2 (dua) komponen utama yaitu kapabilitas dinamis dan budaya organisasi, sehingga mampu membentuk birokrasi yang memiliki pola pikir thinking ahead, thinking again dan thinking cross. Dengan proses yang dilaksanakan secara sistematis “berulang dan terpola” maka diharapkan dapat menjadi sarana dimana struktur memperkuat individu, dan berlanjut pada tahapan individu memperkuat struktur yang disesuaikan dalam lintas ruang dan waktu.
