Abstract

Program Pembangunan dan Pemberdayaan Masyarakat Desa (P3MD) adalah upaya mengembangkan kemandirian dan kesejahteraan masyarakat dengan meningkatkan pengetahuan, sikap, keterampilan, perilaku, kemampuan, kesadaran, serta memanfaatkan sumber daya melalui penetapan kebijakan, program, kegiatan, dan pendampingan yang sesuai dengan esensi masalah dan prioritas kebutuhan masyarakat Desa. Di Kabupaten Banyumas Provinsi Jawa Tengah, program tersebut dimulai sejak tahun 2015. Program yang berlangsung lama tersebut rupanya belum dapat mewujudkan masyarakat yang berdaya. Hal tersebut ditandai dengan masih tingginya angka kemisikinan dan masih lemahnya keterlibatan masyarakat dalam proses pembangunan. Tujuan dari penelitian ini yaitu: untuk mendeskripsikan dan menjelaskan gagalnya Program Pembangunan dan Pemberdayaan Masyarakat Desa (P3MD) dalam memberdayakan masyarakat di Kabupaten Banyumas. Penelitian ini menggunakan metode kualitatif dengan lokasi penelitian di Kabupaten Banyumas dengan lokus Kecamatan Cilongok Kabupaten Banyumas yang terdiri dari 20 desa. Kesimpulan dari penelitian ini adalah Program Pembangunan dan Pemberdayaan Masyarakat Desa (P3MD) di Kabupaten Banyumas belum berhasil dalam memberdayakan masyarakat agar bisa berpartisipasi aktif dalam perencanaan, pelaksanaan dan pengawasan pembangunan karena pendampingan yang ada baru dapat mewujudkan partisipasi yang ada masih sebatas mobilisasi, belum merupakan partisipasi yang sesungguhnya. P3MD gagal dalam memberdayakan masyarakat karena belum dapat meningkatkan kapasitas lembaga kemasyarakatan sebagai organisasi lokal di Kabupaten Banyumas dengan baik. Kapasitas organisasi lokal masih lemah karena belum pendampingan yang kurang intensif sehingga para pengurus organisasi lokal belum memiliki bekal yang cukup tentang ilmu-ilmu pemberdayaan. Abstract

Information and Communication Technology (ICT) progression has notably impacted the shift from traditional public services to digital alternatives. Among the various digital services, m-government services, provided by smartphone technology, have gained widespread popularity. Unfortunately, the broader adoption of digital technology encounters several challenges, including insufficient user interest and acceptance, as well as concerns regarding security and user privacy. The primary goal of the research is to address the existing gap in the literature by examining the factors that contribute to the effective implementation of m-government services. A mix of key components is employed, incorporating the Information Systems (IS) Success model and Technology Acceptance Model (TAM) as research variables. The research applies a quantitative approach in the form of an online survey. Furthermore, a Partial Least Square- Structure Equational Modeling (PLS-SEM) analytic approach is performed to evaluate 230 data points. The research findings support five hypotheses while rejecting three hypotheses. Significantly, the findings suggest that perceived usefulness and ease of use influence behavioral intention considerably. Additionally, constructions related to service quality significantly impact behavioral intention. Meanwhile, both system quality and information quality do not contribute to affecting behavioral intention. Furthermore, information quality exerts a substantial impact on perceived usefulness, but it does not influence perceived ease of use. Finally, it is observed that system quality significantly affects the perceived ease of use.

Abstract

Tujuan nasional tersebut tertuang dalam pembukaan UUD 1945, yang bertujuan untuk melindungi bangsa dan tanah air Indonesia, termasuk keamanan nasional. Kebijakan hukum pertahanan dan militer dalam bentuk diplomasi menjadi sangat penting untuk menghindari konflik antar negara. Khususnya di kawasan ASEAN, Indonesia semakin tidak memiliki relevansi strategis untuk keamanan kawasan, yang terlihat dari berbagai permasalahan hukum terkait kedaulatan Indonesia. Pelanggaran kedaulatan sama sekali bukan ancaman. Selain itu, semua aturan internasional dimaksudkan untuk saling melindungi dan menghindari konflik negara. Oleh karena itu sangat penting untuk menelaah militer Indonesia secara terlama sebagai alat diplomasi beserta kebijakan hukum strategis melalui beberapa perjanjian dengan negara lain untuk memperkuat militer Indonesia. Metode penelitian yang digunakan adalah penelitian hukum normatif dengan pendekatan perundang-undangan dan konseptual. Hasil penelitian ini menyimpulkan bahwa Indonesia telah menempuh diplomasi berupa perjanjian dan kerjasama dengan negara lain untuk saling menguntungkan. Sedangkan. Perjanjian kerjasama antar negara di kawasan ASEAN telah dilakukan dengan menggunakan seluruh peraturan perundang-undangan nasional dan internasional. Hasil penelitian ini menyimpulkan bahwa Indonesia telah menempuh diplomasi berupa perjanjian dan kerjasama dengan negara lain untuk saling menguntungkan. Perjanjian kerjasama antar negara di kawasan ASEAN telah dilakukan dengan menggunakan seluruh peraturan perundang-undangan nasional dan internasional. Abstract

The primary objective of this research is to investigate public transportation governance in Banyumas Regency using the New Public Management (NPM) paradigm, with the aim of enhancing efficiency and effectiveness. The study focuses on understanding the factors that influence people's preferences for public transportation modes, particularly in relation to availability, cost, comfort, safety, and environmental concerns. The research also aims to address the challenges associated with the perception of private vehicles as status symbols, recognizing their impact on economic and societal development. The study employs quantitative methods and the SmartPLS4 analysis tool to uncover significant findings regarding the positive impacts of availability and comfort on preferences and the varying influences of cost, environment, and security. The ultimate goal is to provide insights that can inform the development of transportation policies, promoting effectiveness and alignment with the community's needs in Banyumas Regency.

Abstract

This study aims to enact labor protection policy deliberations as an alternative policy innovation. By using qualitative descriptive research methods and observations of various models of labor protection policy deliberation in Banyumas Regency and a study of labor protection policy documents in the period 2021-2024, with in-depth interviews with 50 key informants, it can be concluded that two models of policy deliberation are founded. They are an elite model held by executive and legislative actors; the other is called private one handled by labour and corporate organization actors. The two models finally unified to improve the labor protection policy design process, encourage the formation of various public discussions and debates, and encourage the authentic participation of citizens, corporations, and workers. By blending them, the degree of consensus and collaboration across interests autonomously develops their potential and authority to jointly realize the target of social security participation programs. However, there are still various obstacles, including the limited budget and minimal awareness of elite actors. It is recognized that the development of more democratic labor policy deliberations shows a positive trend for regional governments in the future as the new capital for regional development. Because of the wider involvement, participation, availability of legitimate public space and wider collaboration have been proven to significantly improve the quality of labor protection policies at a local level. However, supervision and policy guidance must be carried out by all actors to improve the welfare of workers as a whole.

Abstract

Abstract This study aims to analyse and examine how global value of deliberative governance of labour policies in Banyumas local government operates with a cultural heritage. By descriptive methods through in-depth interviews, policy studies, and observations of 100 relevant key-informants, it can be concluded that labour policy deliberations are not yet fully deliberative. Otherwise, labour policy deliberations held by non-governmental organizations are actually more deliberative. Among other things, this is due to the more free, open, democratic and autonomous interaction patterns and communication flows held by non-governmental organizations. The next factor is due to the fact that the selection of policy deliberation actors has not been carried out through random selection, the discussion agenda has not discussed labour protection issues comprehensively, the supervision of post-policy deliberation proposals at the district level is very difficult to do, and the participation employers is still at the level of pseudo-participation. Based on these conditions, efforts need to be made starting from the expansion of new public spaces, increasing the deliberation budget, selection of actors based on competence and authority, dissemination, more massive information dissemination of the labour protection policy agenda, and the intensity of labour and employer meetings so that industrial relations in the labour protection agenda can run dynamically and be able to realize an increase in the number of protected workers. With policy deliberation, it is expected that a new consensus will be enhanced in order to prevent conflicts of labour more early. Abstract

This study aims to analyze the relationship between student assessments of sustainability, frequency of social media exposure, and student motivation for entrepreneurship to assessment of sustainability in entrepreneurship. This study uses a quantitative approach and the sample taken for this study amounted to a minimum of 299 undergraduate students. Questionnaires were created and distributed using Google Forms which were distributed online through social media. This study uses a five-scale Likert scale using a measurement of 'agree' or 'disagree' using a five-scale Likert scale. This research is a quantitative research using the SmartPLS 3.0 program. Structural equation modelling (SEM) is used to analyze the correlation or interrelationships between the variables being studied. The results showed that the assessment of sustainability, the frequency of exposure to social media, and the drive for entrepreneurship did have an effect on the assessment of student sustainability in entrepreneurship.

Abstract

The purpose of this study was to identify the effect of organizational citizenship behavior (OCB), budgetary, participation and information asymmetry on SMEs Performance During the Covid-19 Pandemic and VUCA Era. This research method is quantitative through online surveys through online social media. The sampling technique used was purposive sampling technique with the specified number of samples as many as 190 SMES management respondents. The quantitative data analysis technique used partial least square structural equation modeling (PLS-SEM) analysis. Based on the results of calculations using PLS-SEM software version 3.0, the results show that there is not significant relationship between organizational citizenship behavior (OCB) and SMEs Performance. , there is not significant influence between budgetary on SMEs Performance, there is not significant effect between participation and SMEs Performance, there is not significant effect between budgetary on SMEs Performance. The novelty of this research is the relationship model of organizational citizenship behavior (OCB), budgetary, participation and information asymmetry to SMEs Performance During the Covid-19 Pandemic and VUCA Era
