Abstract

Raknamo Dam is a hydraulic structure built on the Noel Puames River to store and control its flow by forming a reservoir in the upstream area. Raknamo Dam, which is categorized as non-homogeneous (zoned) earth dam, was developed to supply water for domestic purposes, irrigation, micro-hydropower, recreational object, and flood control. The essential goal of this study is to discover probable failure scenarios for Raknamo Dam. Based on the hypothetical scenarios, there are two major causes of dam failure: overtopping and piping. Dam-break analysis was carried out via HEC-RAS 5.0.7 Software using various scenarios. Overtopping Scenario produces the largest inundation area that stretches up to 5030.79 hectares. The flash flood triggered by the dam failure had devastating effects on downstream areas: affected 10200 people, damaged 2682 buildings, inundated 3340 hectares cultivated land, 140.512 kilometres roads impassable, and several others followed. The downstream area suffered Rp 1,124,903,589,268.22 loss according to the assessment via Ina-SAFE approach.Bendungan Raknamo merupakan struktur hidrolis yang dibangun pada ruas Sungai Noel Puames untuk menampung dan mengatur aliran air dengan membentuk waduk di sisi hulu bendungan. Bendungan yang dikategorikan dalam jenis bendungan urugan tanah non-homogen (zonal) ini dikembangkan dalam rangka memenuhi pasokan air domestik, pemenuhan kebutuhan air irigasi, pembangkit listrik tenaga mikro-hidro, prasarana wisata, dan pengendalian banjir. Tujuan utama penelitian ini ialah mengetahui skenario kegagalan yang mungkin terjadi pada Bendungan Raknamo. Berdasarkan hipotesis, terdapat dua skenario utama yang menyebabkan Keruntuhan Bendungan Raknamo, yaitu overtopping dan piping. Analisis keruntuhan bendungan dilakukan pada Software HEC-RAS 5.0.7 dengan berbagai pendekatan skenario. Skenario Overtopping menimbulkan genangan dengan luasan terbesar yang membentang seluas 5030.79 hektar. Banjir bandang yang dipicu kegagalan bendungan meimbulkan dampak buruk pada daerah hilir: 10200 penduduk terdampak, 2682 bangunan rusak, 3340 hektar lahan cocok tanam tergenang, 140.512  kilometer ruas jalan tidak dapat dilalui, dan beberapa lainnya. Kerugian pada daerah di hilir Bendungan Raknamo diestimasikan mencapai Rp 1,124,903,589,268.22 hasil penilaian kerugian tersebut dilakukan dengan menggunakan Metode InaSAFE.

Abstract

Urban surface flooding has become a recurrent problem in rapidly urbanizing cities in Indonesia, including Malang City. The Lowokwaru District, as an educational and residential hub, frequently experiences inundation during moderate to high rainfall events, indicating potential inadequacy in its urban drainage system. This study aims to evaluate urban drainage capacity in relation to surface flooding in Lowokwaru District through a comprehensive synthesis of empirical studies, modeling-based evaluations, and spatial analyses conducted over the past decade. A qualitative-descriptive and comparative approach was employed by reviewing and integrating results from peer-reviewed journal articles that applied hydrological–hydraulic analysis, EPA SWMM modeling, GIS-based evaluation, and eco-drainage concepts. The results indicate that a significant proportion of drainage channels in Lowokwaru are unable to convey design flood discharges for 5- to 10-year return periods due to insufficient channel dimensions, sedimentation, debris accumulation, and rapid land-use change. Several studies demonstrate that structural improvements alone are insufficient; instead, integrated solutions such as Low Impact Development (LID), infiltration wells, detention ponds, and eco-drainage strategies can reduce surface runoff and flooding by 40–70%. This study concludes that urban drainage management in Lowokwaru requires a systemic and sustainable approach that integrates hydraulic capacity enhancement with land-use control and nature-based solutions. The findings provide a consolidated scientific basis for urban flood mitigation planning in Malang City and similar rapidly urbanizing areas.

Abstract

This research intends to apply the multiplication sinus method to optimize two parallel reservoirs, namely the Tugu and Bagong reservoirs, in order to increase the efficiency of multipurpose water resource utilization for irrigation, raw water supply, micro-hydro electrical power (PLTMH), and flood control. The methodology consists of optimizing water allocation during low-flow conditions for the two parallel reservoirs with multiple purposes. For irrigation, the multiplication sinus method is used, while the other purposes are optimized using a simulation model with the objective function of maximizing the net benefit. Meanwhile, flood control under high-flow conditions is addressed through simulation by optimizing gate openings. The results show that the strategy of valve opening at the initial stage of a flood event significantly reduces the volume of flood storage required. This makes it possible to increase the reservoir water level, thereby directly increasing the potential of water energy without exceeding the river channel capacity downstream. Specifically, in the Tugu reservoir, flood storage is reduced from 1.8 million m³ to 1.3 million m³, with a peak discharge of 124.5 m³/s, which remains below the downstream river capacity (approximately 125 m³/s). Meanwhile, in the Bagong reservoir, flood storage can be reduced from 5.2 million m³ to 4.3 million m³, with a peak discharge of 41.9 m³/s, which is still safe and below the river capacity (approximately 44 m³/s). This efficiency proves that coordinated flood management between two parallel reservoirs can be carried out without sacrificing other interests. From the economic benefit perspective, the annual total value generated by the Tugu reservoir reaches a maximum of Rp. 136 milliard and a minimum of Rp. 117 milliards, with the main contribution coming from irrigation water supply. Likewise, the Bagong reservoir produces the highest annual benefit of Rp. 93.5 milliard and the lowest of Rp. 83.7 milliard, which comes entirely from irrigation.

Abstract

ABSTRAKDaerah aliran sungai (DAS) Babon merupakan salah satu DAS sistem Dolok-Penggaron yang sering mengalami banjir, salah satunya disebabkan oleh meningkatnya debit akibat perubahan tata guna lahan yang tidak sesuai dengan fungsi kawasan yang menjadi pemicu terjadinya peningkatan erosi dan sedimentasi. Studi ini bertujuan untuk menganalisis nilai laju erosi, sedimentasi, serta sebaran Indeks Bahaya Erosi (IBE) di DAS Babon sebagai dasar penentuan skenario konservasi lahan yang optimal. Metode yang digunakan dalam studi ini yaitu Modified Universal Soil Loss Equation (MUSLE) sebagai dasar perhitungan nilai sedimentasi secara langsung dan nilai laju erosi yang aktual dalam model SWAT. Metode ini mengoptimalkan ketersediaan data historis volume aliran permukaan serta citra satelit yang diintegrasikan dengan Sistem Informasi Geografis (SIG) di DAS Babon sebagai dasar dalam penyusunan arahan konservasi. Hasil analisis menunjukkan penurunan laju erosi 31,222 ton/ha/tahun pada tahun 2019 menjadi 23,305 ton/ha/tahun pada tahun 2022, namun masih terdapat sebaran IBE dari kategori sedang hingga tinggi. Dengan penerapan kombinasi konservasi vegetatif dan mekanik mampu menurunkan wilayah IBE “Tinggi” (100%) dari eksisting dan mereduksi laju erosi sebesar 21,29 % menjadi 18,465 ton/ha/tahun. hasil ini membuktikan bahwa penanganan dengan konservasi lahan efektif dalam menekan laju erosi dan menjaga stabilitas dan fungsi hidrologis DAS Babon secara berkelanjutan.Kata kunci: Erosi, Indeks Bahaya Erosi, Konservasi Lahan, Check Dam, Sedimentasi ABSTRACTThe Babon watershed is one of the watersheds in the Dolok-Penggaron system that frequently experiences flooding, which is partly caused by increased discharge resulting from land-use changes that do not align with regional functions, triggering an increase in erosion and sedimentation. This study aims to analyze the erosion rate, sedimentation, and the distribution of the Erosion Hazard Index (EHI) in the Babon watershed as a basis for determining optimal land conservation scenarios. The method used in this study is the Modified Universal Soil Loss Equation (MUSLE) as the basis for direct calculation of sedimentation values and actual erosion rate values in the SWAT model. This method optimizes the availability of historical surface runoff volume data and satellite imagery integrated with Geographic Information Systems (GIS) in the Babon watershed as a basis for formulating conservation directives. The analysis results show a decrease in the erosion rate from 31.222 tons/ha/year in 2019 to 23.305 tons/ha/year in 2022, although there is still a distribution of EHI ranging from moderate to high categories. The application of a combination of vegetative and mechanical conservation is capable of reducing "High" EHI areas (100%) from existing conditions and reducing the erosion rate by 21.29% to 18.465 tons/ha/year. These results prove that land conservation management is effective in suppressing erosion rates and maintaining the stability and hydrological functions of the Babon watershed sustainably.Keywords: Erosion, Erosion Hazard Index, Land Conservation, Check dam, Sedimentation.

Abstract

Perubahan tata guna lahan di wilayah perkotaan mengakibatkan berkurangnya kawasan resapan air, yang berkontribusi pada peningkatan risiko genangan banjir. Hal ini khususnya terjadi di Kota Malang, terutama di kawasan Dinoyo, yang sering mengalami genangan air akibat terbatasnya ruang terbuka hijau dan drainase yang tidak memadai. Program Pengabdian Kepada Masyarakat (PKM) ini bertujuan untuk mengedukasi masyarakat dan pelajar mengenai pentingnya sumur resapan dalam mitigasi genangan banjir dan konservasi air. Kegiatan ini juga melibatkan pembangunan sumur resapan di RW 05 Kelurahan Dinoyo. Metode yang digunakan adalah pendekatan kaji tindak (action research) dengan tahapan edukasi, sosialisasi, survei lapangan, pembangunan, dan pemeliharaan sumur resapan. Hasil pelaksanaan menunjukkan bahwa pembuatan sumur resapan dapat mengurangi genangan air di kawasan tersebut, meningkatkan kualitas pengelolaan air tanah, serta memberikan pemahaman kepada masyarakat mengenai pentingnya pengelolaan air hujan. Program ini diharapkan menjadi model bagi wilayah lain dalam mengatasi permasalahan serupa. Keberlanjutan proyek ini memerlukan pemeliharaan rutin dan perluasan pembuatan sumur resapan di daerah rawan genangan lainnya.
