Abstract

The current handling of corruption cases emphasizes punishing the perpetrators and recovering state financial losses caused by corruption. Since 2010, the Attorney General's Office has issued internal regulations for resolving corruption cases through a restorative justice approach. These internal regulations allow for the resolution of corruption cases in a non-punitive manner that prioritizes the saving of state losses. The problems were addressed: (1) what is the possibility of resolving corruption cases prioritizing saving state losses through the renewal of Attorney General Regulation Number 15 of 2020 concerning the Termination of Prosecution Based on Restorative Justice? (2) What is the influence and obstacle if Attorney General Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice is applied to Corruption Cases? The type of research used in this thesis was normative legal research. The research results show that: (1) Theoretically and juridically, the concept of restorative justice in corruption cases could be implemented to realize one of the objectives of punishment, which provided a deterrent effect and maximized the return/safety of state losses oriented toward the national economy and were in line with the ultimum remidium principle which could streamline the implementation of the principles of simple, fast and low-cost justice. (2) The factor that influenced and obstructed when Attorney General Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice was applied to Corruption Cases was that the process of termination of prosecution based on restorative justice in Attorney General Regulation No. 15 of 2020 did not specifically explain the termination of prosecution in corruption cases. Abstract

Background: Pre-eclampsia (PE) is a hypertensive disorder in pregnancy and a significant cause of maternal and perinatal mortality and morbidity. Failure of spiral artery remodeling due to abnormal apoptosis, triggers disturbances in the mother and the baby’s growth. This study aimed to identify the profile of apoptotic marker genes and histopathological features of the placenta in pregnancies with pre-eclampsia.Methods: This study had used case-control method. Samples were taken from normal pregnancies (n=25) and pregnant women with pre-eclampsia (n=25) using a purposive sampling method from several hospitals in Jambi. qRT-PCR was used to examine apoptotic gene expression from placental tissue and hematoxyline eosin staining to view the placenta’s microscopic appearance. The targeted genes were BCL2-associated X (BAX) and B-cell lymphoma 2 (BCL-2). Histopathological changes of the placenta observed were syncytial node, cytotrophoblast, villous edema, hypervascularization, fibrosis stroma, atherosis, infarction, and thrombosis.Results: Relative BAX genes expression were increased once in placenta pre-eclampsia compared to controls, but not statistically significant (p-value>0.05). There was no difference between the decline of BCL-2 gene expression in pre-eclampsia placenta compared to the control (p-value >0.05). Histopathological changes in the placenta were syncytial node and cytotrophoblast (25 of 25), villous edema (19 of 25), hypervascularization (24 of 25), fibrosis stroma (22 of 25), atherosis (12 of 25), infarction (17 of 25), and thrombosis (24 of 25).Conclusion: The expression of BAX genes in pre-eclampsia tends to increase compared to normal pregnancy, and the expression of BCL-2 decreases.  The histopathological features of pre-eclampsia pregnancy placenta are mostly syncytial nodes, cytotrophoblasts, stromal fibrosis, and thrombosis.

The economic growth of the Cianjur district is quite satisfactory even though previously it was down due to the Covid-19 pandemic which has occurred almost all over the world. Currently, the Cianjur regency government continues to encourage various commodity players to market intensively outside the region and even abroad. On this basis, an effective and more efficient marketing tool is needed, namely the marketplace application for business people in Cianjur Regency. Abstract

Pengabdian kepada masyarakat ini dilaksanakan di Perkumpulan Bank Sampah (PERBAS) Tangerang Selatan, dan bekerja sama dengan pengelola dan anggota dari beberapa wilayah Tangerang Selatan. Dalam kegiatan ini, tim dosen bekerjasama dengan Perkumpulan bank sampah sewilayah Tangerang Selatan untuk menggerakkan para anggota dan petugas, mensosialisasikan dan memberikan bimbingan mengenai Perpajakan Dasar kepada para pengelola dan anggota. Tujuan dari PKM ini adalah untuk membantu pengelola dan anggota memberikan pemahaman mengenal perpajakan guna mempersiapkan diri dalam memasuki tahap digitalisasi dalam bidang perpajakan. Permasalahan yang dapat ditimbulkan oleh sampah mengakibatkan banjir dan sumber penyakit hal ini dikarenakan sampah yang menumpuk tentu hal ini diperlukan kiat-kiat untuk mengolah sampah agar tidak membahayakan lingkungan dan bahkan memiliki nilai ekonomis yang memberikan manfaat bagi masyarakat kecil. Selain pengelolaan sampah diperlukan juga kemampuan pengelolaan adminstratif dalam hal keuangan terutama perpajakan. Berdasarkan hasil survey dan dari hasil pretes dan postes masih banyak para anggota dan pengelola dalam melakukan pencatatan, belum memahami akan pajak sehingga mereka tidak mengetahui tata cara dalam pembayaran pajak. Rendahnya kesadaran dan partisipasi masyarakat dalam pengelolaan dan membayar retribusi. Kegiatan pelatihan pajak bagi pengelola dan anggota perkumpulan bank sampah (Perbas) ini dimaksudkan agar mempermudah pemahaman mengenai perpajakan dasar, dimana ketika sampah yang ditabung menghasilkan pundi-pundi bisa saja tabungan diperlukan untuk membayar pajak PBB, pembayaran sampah bulanan di RT/RW setempat sehingga membantu perekonomian masyarakat setempat. Hasil sampah yang berbentuk rupiah ini bisa juga dipergunakan untuk aktivitas lainnya misalnya saja melakukan usaha kecilkecilan yang lamakelaam bisa menjadi besar, untuk itu sangat perlu dipersiapkan pengetahuan pembukuan melakukan pencatatan usaha mereka secara sederhana dan tidak kalah penting pemahaman akan pengetahuan pajak sebagai bekal untuk mempersiapkan diri dalam digitalisasi. Semua peserta antusias semangat mengikuti acara hingga selesai dan merasakan manfaat pelatihan pajak.

Abstract

Background. Police officers have the right to exercise their discretion whenever they decide to take action, and they occasionally abuse this authority. The purpose of this research is to examine the use of lethal force by law enforcement against drug trafficking, which is considered a violation of human rights. Research Method. The technique utilized in research is Normative Juridical, which combines an empirical and juridical perspective. Findings. One could argue that when police officers shoot drug dealers on the spot, they are violating their human rights. If the dealer is being shot on the spotThese drugs are not governed by the human rights and humanism principles of law enforcement; therefore, there will be flagrant abuses of human rights, as well as police efforts to disclose drug trafficking instances to prevent human rights violations. The police made an effort in several ways, including working with prior drug networks to help the National Police identify a drug network, maximizing resources that already exist in terms of human resources, can reducing the flow of drugs by carrying out raids, monitoring, and using disguise and undercover tactics. Conclusion. In situations where force is applied, violence is essentially used.

Abstract

The principle of Musyawarah Mufakat is the basis or basic law for deliberation, urun rembug or joint discussion to resolve problems to finally make decisions that are agreed upon or agreed upon or find solutions to resolve problems that are mutually agreed upon. The culture of deliberation, as a value system lived by the Indonesian people, is a spirit for each party in the deliberation to resolve conflicts, for example, will try to reduce their stance so that a meeting point that is beneficial to all parties can be reached, which leads to consensus. What is decided in the deliberation to resolve the conflict slowly develops into customary law. This research will discuss how the deliberation principle of consensus is regulated in the settlement of criminal cases to realize justice, certainty and legal benefits, and what is the urgency of the deliberation principle of consensus in the settlement of criminal cases to realize justice, certainty and legal benefits. This research uses normative juridical research methods using a statutory approach (state approach), case approach (case approach), comparative approach (comparative approach), conceptual approach (conceptual approach). Based on the results of the research, the principle of deliberation has been applied for a long time, both in the old order, the new order and at this time, although not every stage of the law enforcement process has been carried out, especially at the most crucial stage, namely investigation and prosecution. Law Number 1 of 2023 concerning the new Criminal Code has regulated the enactment of laws that live and develop in society so that it is deemed necessary and very important for the Criminal Procedure Law in the future (Ius Constituendum) to regulate the settlement of criminal cases based on the principle of consensus to follow up on the material law that has been passed and is very irrelevant to criminal law enforcement in Indonesia if Law Number 8 of 1981 concerning the Criminal Procedure Code remains in effect after the enactment and enactment of the new Criminal Code.

Abstract

Untuk mengetahui korelasi antara kadar protein Bcl-2 dan caspase-3 pada kehamilan normal dan abortus, serta kekuatan kadar protein Bcl-2 dengan caspase-3 sebagai alat ukur untuk uji diagnostik. Penelitian analitik dengan menggunakan rancangan case control terhadap 38 subjek dengan abortus dan 38 subjek dengan kehamilan normal sebagai kontrol yang memenuhi kriteria inklusi. Untuk melihat keeratan hubungan antara kadar protein Bcl-2 dan caspase-3 dilakukan analisis dengan uji korelasi Pearson, sedangkan untuk uji diagnostik digunakan kurva ROC (Receiver Operating Characteristics). Rerata kadar Bcl-2 pada subjek dengan abortus lebih rendah yaitu 7,263 (SB 1,71) ng/mL, sedangkan kehamilan normal 7,490 (SB 3,938) ng/mL (p=0,050). Rerata kadar caspase-3 pada subjek abortus lebih tinggi yaitu 112,74 (SB 152,73) mg/mL, sedangkan kehamilan normal 14,94 (SB 23,18) mg/mL (p<0,001). Tidak terdapat korelasi bermakna antara kadar protein Bcl-2 dan caspase-3 pada kehamilan normal dan abortus walaupun terlihat kecenderungan semakin meningkat kadar protein Bcl-2 semakin tinggi kadar caspase-3 (r=0,093). Bcl-2 mempunyai cut-off point >6,49 mg/mL (OR=3,58) dan caspase-3 mempunyai cut-off point >11,25 ng/mL (OR=28,63). Tidak terdapat korelasi bermakna antara kadar protein Bcl-2 dan caspase-3 pada kasus abortus (r=0,093). Bcl-2 (cut-off point >6,49 ng/mL) mempunyai kecenderungan abortus 3,58 kali dan caspase-3 (cut-off point >11,25mg/mL) mempunyai kecenderungan abortus 28,63 kali.

Abstract

Latar Belakang. Preeklampsia (PE) merupakan penyebab mortalitas dan mobirditas utama pada maternal dan perinatal. Kegagalan remodelling arteri spiralis pada sel trofoblas akan menyebabkan keadaan hipoksia dan memicu terjadinya gangguan pada pertumbuhan bayi selama di dalam rahim yang outputnya dapat berupa berat badan lahir rendah (BBLR) ataupun persalinan prematur. Tujuan Untuk mengidentifikasi profil usia ibu dan berat badan lahir bayi pada kehamilan dengan preeklampsia dan kehamilan normal di Kota Jambi. Metode Penelitian ini adalah penelitian deskriptif analitik pendekatan Case- control. Sampel data berat badan lahir bayi diambil dari 50 ibu melahirkan (25 ibu PE dan 25 ibu normal) dengan metode purposive sampling di RSUD Raden Mattaher Jambi. Identifikasi profil usia ibu dan berat badan lahir bayi dilakukan analisis data menggunakan pearson chi square. Hasil Pada penelitian ini didapatkan, berdasarkan usia ibu, kasus terbanyak pada kehamilan PE adalah usia <20 dan >35 tahun yang tergolong usia berisiko tinggi yaitu sebanyak 55,55 %. Berdasarkan berat badan lahir bayi, kasus BBLR didapatkan terbanyak pada kelompok PE yaitu sebanyak 92,30% dibandingkan dengan kelompok kehamilan normal dan bermakna secara uji statistik. Kesimpulan: Usia ibu berisiko tinggi lebih banyak pada kelompok kehamilan PE dibandingkan kelompok kehamilan normal, serta berat badan bayi lahir rendah lebih tinggi pada kelompok kehamilan PE dibandingkan kelompok kehamilan normal, dan bermakna secara statistik (chi-square<0,05).

Abstract

Hutan adat memiliki peran penting bagi masyarakat adat, bukan hanya sebagai sumber daya alam, tetapi juga sebagai ruang hidup yang terkait erat dengan budaya mereka. Konflik antara ekspansi perkebunan sawit dan pelestarian hutan menjadi isu utama di Papua, dimana hutan adat terancam konversi menjadi lahan perkebunan. Kasus PT Indo Asiana Lestari (PT IAL) menunjukkan bagaimana Analisis Mengenai Dampak Lingkungan (AMDAL) yang tidak dilakukan secara transparan dapat merugikan masyarakat adat Awyu. Penelitian ini bertujuan untuk menganalisis penerapan prinsip hukum lingkungan dalam konflik tersebut, prosedur penyusunan AMDAL yang dilakukan PT IAL, serta implikasi hukum Putusan Mahkamah Agung Nomor 458 K/TUN/LH/2024 terhadap keberlanjutan hutan adat. Metode yang digunakan adalah penelitian hukum normatif dengan pendekatan studi kepustakaan dan analisis data sekunder. Hasil penelitian menunjukkan bahwa penerapan prinsip partisipasi publik dalam penyusunan AMDAL diabaikan, yang mengarah pada ketidakadilan bagi masyarakat adat. AMDAL yang disusun PT IAL juga tidak mempertimbangkan dampak terhadap hutan adat dan tidak mengikuti prosedur hukum yang berlaku, seperti perpanjangan AMDAL yang tidak dilakukan sesuai ketentuan. Implikasi hukum dari putusan Mahkamah Agung ini menyoroti ketidakselarasan antara perlindungan lingkungan dan hak masyarakat adat, serta perlunya reformasi dalam mekanisme penyusunan AMDAL untuk memastikan keberlanjutan lingkungan dan keadilan sosial bagi masyarakat adat

Abstract

This study aims to analyze the role of banking services in supporting the growth of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia, focusing on addressing financing barriers and improving financial literacy. The issues discussed include limited MSME access to financing and low financial literacy among business actors. The research employs a qualitative descriptive analysis method using secondary data from journals, reports, and official publications. The findings reveal that banking plays a vital role in overcoming financing challenges through flexible product offerings, the use of digital banking services, and participation in MSME development programs. Moreover, financial literacy improvement is achieved through training programs, technology-based outreach, and innovative educational approaches like gamification. These solutions not only enhance MSMEs' access to banking services but also strengthen their financial management capabilities. The study concludes that banks play a strategic role in fostering MSME growth through inclusive and educational approaches. Collaboration among banks, MSMEs, and regulators is expected to sustainably address financing and financial literacy challenges.
