Abstract

This research seeks to prove the hypothesis regarding the performance of the Acting Governor of Aceh using the framework of Key Performance Indicators. The measurement variables for the Main Performance Indicators are Adaptability to Change, Financial Management, Infrastructure Development, Public Service, and Stakeholder Satisfaction. Since June 2022, Aceh Province has become a new chapter of leadership after the Helsinki MoU from the Military, this is in contrast to the message of the struggle, that the Military has a place in the hearts of the Acehnese people. So the presence of the military in the Aceh leadership system is interesting to study from its performance during its tenure. This research uses a quantitative descriptive method with data sources from questionnaires via Google Forms with 100 respondents, and data processing is carried out using Smart PLS software. The results of this research show an R Square value of 0.705, thus it can be concluded that 70.5% of the variation in the performance of the Acting Governor of Aceh can be explained by the independent variables in the regression model. R Square identifies quality in the form of strong/medium/weak categories. Several KPI variables that have a significant influence on the performance of the Acting Governor of Aceh are financial management, public service, and stakeholder satisfaction, with P Values ​​of 0.011, 0.020, and 0.035, with these results the performance of the Acting Governor of Aceh was successful in achieving the Main Performance Indicators. Meanwhile, the variables adaptability to change and infrastructure development with P values ​​of 0.405 and 0.343 do not have a significant effect on the performance of the Acting Governor of Aceh on the KPI Indicators.

Abstract

Penelitian ini menganalisis perkembangan literatur akademik bertema gerakan sosial dan feminism selama 55 tahun terakhir dengan pendekatan bibliometrik. Data diperoleh dari basis data Scopus menggunakan kata kunci social movement AND feminism, dengan filter bahasa Inggris, tipe dokumen artikel jurnal, dan tahap publikasi final. Dari 1.318 dokumen awal, sebanyak 776 artikel dianalisis menggunakan Biblioshiny (RStudio). Hasil menunjukkan puncak publikasi terjadi pada 2021, dengan subjek area dominan ilmu sosial. Namun, terdapat kesenjangan representasi geografis yang signifikan, di mana negara-negara Global North, Amerika Serikat, dan Inggris mendominasi, sementara kontribusi dari Global South sangat terbatas. Temuan kata kunci dominan seperti feminism, gender issues, dan social change memperlihatkan fokus pada isu kesetaraan, namun interseksional dan berbasis komunitas masih kurang dieksplorasi. Selain itu, literatur feminisme digital masih kurang terintegrasi dalam bidang ilmu terapan seperti teknologi informasi dan keperawatan. Studi ini menyoroti ketimpangan visibilitas pengetahuan akademik yang disebabkan oleh dominasi publikasi berbahasa Inggris dan struktur indeksasi global, serta merekomendasikan mengembangkan kajian feminisme digital yang lebih inklusif, interdisipliner, dan berakar pada epistemologi Global South.

Abstract

This study investigates the transformation of political participation in the era of digital citizenship, where information and communication technologies have reshaped how citizens engage in democratic processes. Moving beyond traditional notions of rights and obligations, citizenship is increasingly characterized by the ability to participate actively in public affairs through digital platforms. Using a bibliometric analysis of 339 Scopus-indexed articles published between 2019 and 2024, this research maps publication trends, conceptual clusters, and thematic evolutions related to digital citizenship and political participation. The findings reveal four dominant clusters: digital citizenship, citizenship, political participation, and digital transformation that organize the field, with emerging themes such as COVID-19, gender, and digital education policies shaping more recent scholarship. Results highlight the strategic role of digital technologies in enabling political campaigns, online petitions, e-voting, and social media activism while exposing persistent challenges such as misinformation, privacy concerns, and digital divides. This study contributes to the literature by offering a comprehensive mapping of global scholarship, clarifying conceptual linkages, and identifying research gaps related to inclusivity and cross-regional comparisons. Strengthening digital and media literacy is crucial to ensure more inclusive, ethical, and meaningful forms of political participation in the digital age.

Abstract

Government communication plays a strategic role in building public trust and ensuring policy legitimacy. This study aims to analyze the effectiveness of the Indonesian government's communication strategy in implementing the Public Housing Savings (TAPERA) policy. This study uses a qualitative approach with a case study method, utilizing secondary data sourced from official government documents, online media reports, public responses on social media, and academic literature. Data analysis was carried out using the Miles and Huberman interactive model, including the stages of data collection, reduction, presentation, and drawing conclusions. Three main indicators are used to evaluate communication strategies: information transparency, public engagement, and government responsiveness, which were developed from symmetrical two-way communication theory and public trust theory. The results show that only transparency indicators are partially effective, while public engagement and responsiveness show significant weaknesses, especially in the lack of participatory space and delayed response to public aspirations. Theoretically, this study confirms the relevance of participatory communication approaches in the context of social policies. In practical terms, this study recommends a more inclusive, adaptive, and dialogical communication strategy to increase public participation and reduce resistance to state policies.

Abstract

This study aims to examine the modalities of Fifian Adeningsi Mus as a candidate in the 2020 Sula Islands regional election. Using qualitative methods and a case study approach, this study employed content analysis techniques on 174 news items from seven local media outlets that reported most intensively on Fifian’s participation in the Sula Islands regional election during the reporting period from August 28, 2020, to February 28, 2021. The results, based on NVivo 12 plus analysis, indicate that social modality is the most dominant modality narrated by local media in North Maluku, compared to economic, political, cultural, and symbolic modalities. This article contributes to explaining the election of women as regional heads (especially for regions that have never had female regional heads before), supported by the accumulation of previously built modalities. However, the main contribution to women’s election comes from dynastic politics. Therefore, the presence of women in strategic positions can be encouraged through a competitive selection process and a focus on the capacity and capabilities of candidates, so that the election of women as regional heads does not rely solely on the family name (political dynasty).

Abstract

AbstractThe administrators of the state should be obliged to carry out their duties with a sense of responsibility and do not commit disgraceful acts, without strings attached either for personal, family, crony or group interests and do not expect compensation in any form that is contrary to the provisions of the legislation in force. However, Sri Hartini as the state organizer as the Regent of Klaten did it against the law. For this reason, the purpose of this research is how is the role of Sri Hartini as the Regent of Klaten Related to Corruption in Klaten Regency. This research uses descriptive qualitative research methods and data analysis techniques using the Nvivo 12 Plus software and secondary data sources from the Putusan Mahkamah Agung Nomor 55/PID.SusTPK/2017/PN.SMG. And the result is that Sri Hartini's role as a state organizer as Klaten Regent has a very dominant role in committing criminal acts of corruption, gratuity, bribery, and abuse of authority with the new SOTK changes in the Klaten District Government Environment. This can be proven by the percentage generated from the analysis using Nvivo 12 Plus, namely Gratification with a percentage of 35.27%, Network with a percentage of 45.95%, Bribery with a percentage of 38.08%, and Abuse of authority with a percentage of 37.82%.Keywords: Regents, Corruption, Gratification, Bribery, Abuse of Authority AbstrakPenyelenggara negara seharusnya berkewajiban untuk melaksanakan tugas dengan rasa tanggung jawab dan tidak melakukan perbuatan tercela, tanpa pamrih baik untuk kepentingan pribadi, keluarga, kroni maupun kelompok dan tidak megharapkan imbalan dalam bentuk apapun yang bertentangan dengan ketentuan peraturan perundang-undangan yang berlaku. Namun, Bupati Klaten sebagai penyelenggara negara melakukan yang bertentangan dengan hukum. Untuk itu tujuan dari penelitian ini adalah bagaimana peran Bupati Klaten terkait tindak Pidana Korupsi di daerahnya. Penelitian ini menggunakan metode penelitian deskriptif kualititatif dan teknik analisis data menggunakan Software Nvivo 12 Plus serta sumber data sekunder dari Putusan Mahkamah Agung dengan Nomor 55/PID.SusTPK/2017/PN.SMG. Hasil penelitian menyatakan bahwa Bupati Klaten sebagai penyelenggara negara memiliki peran yang sangat dominan dalam melakukan tindak pidana korupsi, gratifikasi, suap, dan menyalahgunaan wewenang dengan adanya perubahan SOTK yang baru di Lingkungan Pemerintah Kabupaten Klaten. Hal itu dapat dibuktikan dengan adanya presentase yang dihasilkan dari analisis menggunakan Nvivo 12 Plus, yakni Gratifikasi dengan presentase 35.27%, Jejaring dengan presentase 45.95%, Suap dengan presentase 38.08%, dan Penyalahgunaan wewenang dengan presentase 37.82%.Kata Kunci: Bupati, Korupsi, Gratifikasi, Suap, Penyalahgunaan Wewenang. АннотацияГосударственные служащие должны выполнять свои обязанности ответственно и не совершать противоправных актов, без скрытых мотив в личных, семейных, дружеских или групповых интересах и не ожидать какой-либо компенсации, противоречащей постановлениям положений действующих законов. Однако регент Klaten как государственный служащий нарушил этот закон. По этой причине целью данного исследования является определение роли Регента Klaten по отношению к коррупции в его районе. В этом исследовании используются описательные качественные методы исследования и методы анализа данных с использованием программного обеспечения NVivo 12 Plus, а также вторичные источники данных из Постановления Верховного Суда № 55/PID.SusTPK/2017/PN.SMG. Результаты исследования показали, что Регент Klaten как государственный служащий играл очень доминирующую роль в совершении коррупционного преступления, денежного предоставления, взяточничества и злоупотребления властью с новыми изменениями SOTK в Правительстве Регентства Klaten. Это может быть доказано процентом, полученным в результате анализа с использованием Nvivo 12 Plus, а именно: денежное предоставление - 35,27%, использование личных связей и знакомств - 45,95%, взяточничество - 38,08% и злоупотребление властью - 37,82%.Ключевые слова: Регент, коррупция, денежное предоставление, взятка, злоупотребление властью.

Abstract

Information and communication technology is increasingly developing, making social media an important medium for DIY tourism. The research aims to analyze the use of Instagram and Tiktok as communication media for the DIY Provincial government to promote tourism as one of the leading sectors of DIY Province to increase regional income. This research uses qualitative methods with data collection techniques of documentation and interviews. The data obtained were then analyzed using three stages of activities, namely data reduction, data presentation, and conclusion drawing. The results showed that communicators in this context, namely the DIY Provincial Tourism Office and the Communication and Information Office, convey messages in the form of content on the social media used, namely Instagram and Tiktok @visitingjogja to communicants, namely the community of Instagram and Tiktok application users to arouse someone's interest in visiting a tourist destination in DIY Province. From the results obtained, researchers complement existing research. Researchers say that the use of Instagram and Tiktok @visitingjogja can complement each other in increasing tourism promotion, so this use is very effective and has a significant effect on the tourism promotion strategy used by the government in DIY Province.Teknologi informasi dan komunikasi yang kian berkembang, menempatkan media sosial sebagai salah satu media penting untuk mempromosikan pariwisata DIY. Penelitian bertujuan untuk menganalisis penggunaan Instagram dan Tiktok sebagai media komunikasi pemerintah Provinsi DIY untuk mempromosikan pariwisata, sebagai salah satu sektor unggulan Provinsi DIY untuk meningkatkan pendapatan daerah. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data dokumentasi dan wawancara. Data yang diperoleh kemudian dianalisis menggunakan tiga tahap kegiatan, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa komunikator pada konteks ini yaitu Dinas Pariwisata Provinsi DIY dan Dinas Komunikasi dan Informasi yang menyampaikan pesan berupa konten-konten pada media sosial yang digunakan yaitu Instagram dan Tiktok @visitingjogja kepada para komunikan yaitu masyarakat pengguna aplikasi Instagram dan Tiktok tersebut untuk menggugah minat seseorang untuk mengunjungi suatu destinasi wisata yang ada di Provinsi DIY. Dari hasil yang di dapat, peneliti melengkapi penelitian yang sudah ada. Peneliti menyebutkan bahwa penggunaan Instagram dan Tiktok @visitingjogja dapat saling melengkapi dalam meningkatkan promosi wisata maka penggunaan tersebut sangatlah efektif dan berpengaruh signifikan terhadap strategi promosi wisata yang digunakan oleh pemerintah di Provinsi DIY

Abstract

The aim of this research is to analyze the role of NGO SIGAB and NGO Rifka Annisa in empowering people with disabilities, women and children affected by the Covid-19 pandemic. These two groups received less treatment from the government during the Covid-19 pandemic due to limited government resources. This research uses qualitative methods with data collection techniques using interviews and documentation. The research results found that these two NGOs carried out an empowerment and advocacy role. Empowerment is carried out by SIGAB by collecting data to channel the aspirations of people with disabilities and providing policy input to the government, educating the public and people with disabilities about Covid-19 through media that can be accessed by people with disabilities. Meanwhile, Rifka Annisa protects and advocates for groups of women affected by COVID-19, especially those experiencing violence, while providing education. The pandemic conditions which were feared to paralyze civil society during the Covid-19 pandemic, on the contrary were able to strengthen it in a spirit of solidarity. The advantages these two NGOs have are the wide network they have built and the strong group solidarity.Tujuan penelitian ini untuk menganalisa peran LSM SIGAB dan LSM Rifka Annisa dalam pemberdayaan penyandang disabilitas, perempuan dan anak terdampak pandemi Covid-19. Kedua kelompok tersebut kurang mendapatkan penanganan dari pemerintah di masa pandemic Covid-19 karena keterbatasan sumberdaya pemerintah. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data menggunakan wawancara dan dokumentasi. Hasil penelitian menemukan bahwa kedua NGO ini menjalankan peran pemberdayan dan peran advokasi. Pemberdayaan dilakukan oleh SIGAB dengan mengumpulkan data untuk menyalurkan aspirasi penyandang disabilitas serta memberikan masukan kebijakan kepada pemerintah, mengedukasi masyarakat dan penyandang disabilitas tentang Covid-19 melalui media yang dapat diakses oleh penyandang disabilitas. Sedangkan Rifka Annisa melindungi dan mengadvokasi kelompok perempuan terdampak COVID-19, khususnya yang mengalami kekerasan, sekaligus memberikan pendidikan. Kondisi pandemi yang dikhawatirkan melumpuhkan civil society pada masa pandemic Covid-19, justru sebaliknya mampu menguatkannya dalam semangat solidaritas. Keunggulan yang dimiliki kedua LSM ini adalah luasnya jaringan yang mereka bangun dan soliditas kelompok yang kuat.

Abstract

This research looks at the Pros and Cons that occur due to the use of SIPOL in the Registration of Political Parties in the 2024 Election in the mass media. What substance is being debated and how are the actors involved? Qualitative descriptive research method by means of literature studies. The research findings show that the pros and cons involved actors, namely the election organizers of the KPU and Bawaslu, then political and election observers as well as election contestants, namely political parties. Actors who are pro against SIPOL think that this is a necessity as a modernization of political parties and elections following technological advances, while those who are against SI-POL focus on transparency and openness carried out by the KPU in presenting data so that it is more transparent to the public. Penelitian ini melihat Pro dan Kontra yang terjadi  karena pengunaan SIPOL dalam Pendaftaran Partai Politik pada Pemilu ta­hun 2024 di media masa. subtansi apa yang menjadi perdebatan dan bagai­ma­na keterlibatan para aktor. Metode Penelitian deskriptif kuali­ta­tif dengan cara studi literatur. Temuan penelitian bahwan pro kontra terjadi melibatkan aktor yaitu pihak penyelenggara Pe­mi­lu KPU dan BAWASLU kemudian pihak pengamat Politik dan Pemilu ser­ta Peserta Pemilu yaitu Partai Politik. Aktor Yang Pro tehadap SIPOL menggangap ini merupakan keharusan sebagai modernisasi Partai Politik dan Pemilu mengikuti kemajuan Teknologi sedangkan yang Kontra terhadap SI­POL menitikberatkan bagaimana transparansi dan keterbukaan yang dila­ku­kan KPU dalam menyajikan data agar lebih transparan kepada publik

Abstract

This article aims to analyze Social Media Use as a platform for political participation among first-time voters in Indonesia, particularly for the 2024 election. Social Media Use as a medium of political participation among first-time voters significantly impacts the political process and elections. This research is based on a qualitative method approach using a literature approach. Data collection techniques include documents and library data relevant to the subject matter, such as journal articles, books, Google Scholar, and references from websites accessed via the Internet. The collected data is then analyzed using descriptive techniques, which involve presenting and interpreting the data in detail. The findings reveal that social media significantly influences both the political participation and political awareness of first-time voters. For the 2024 election, according to the results of the DPT determination by the KPU, the number of first-time voters or millennial generation, namely Generation Y and Generation Gen Z aged 17-30 years and have never exercised their right to vote reached 63,953,031 people or 31.23%.
