Abstract

Moore developed the strategic triangle to aid public managers in designing policies that align with public needs. The strategic triangle is a way for governments to create policies based on the values desired by citizens. This strategy includes three important elements, including public value outcomes, authorizing environment and operational capacity. Nonetheless, certain experts deem this concept to have critical limitations that require conceptual resolution. Regrettably, none of their criticisms provide a solution towards the concept's improvement. Using qualitative research with an ethnographic approach, this study aims to construct and critique a new model of the strategic triangle concept, utilizing the local wisdom of the bau lolon ritual as an alternative solution. The central focus of this research examines the relevance of moral values within the bau lolon ritual as a possible alternative means of mitigating the weaknesses of the strategic triangle concept. Bau lolon ritual is usually performed by the Lamaholot people who inhabit the eastern part of the island of Flores in the province of East Nusa Tenggara, Indonesia.The findings indicate that the implementation of bau lolon rituals can surpass the constraints of the previous model by incorporating principles of fairness, integrity, and camaraderie in the decision-making process.

Abstract

Maintaining the school environment is the responsibility of each individual to keep the environment clean and comfortable by doing waste management properly. Waste management is the activity of sorting waste according to its type, namely organic waste and non-organic waste. However, there are still many people who do not understand the importance of protecting the school environment by littering. Therefore, in this community service program, waste cleaning activities will be carried out in the SDK Lamablawa environment. The purpose of this activity is to increase the awareness and role of SDK Lamablawa students and teachers in maintaining cleanliness in the school environment. The implementation methods are observation, socialization, installation of daily picket rosters and cleanliness posters, and trash bins, as well as the action of cleaning the school environment with the students and students of SDK Lamablawa and the teachers of SDK Lamablawa who are very enthusiastic. with this activity can help them overcome the problem of waste in the SDK Lamablawa environment.

Abstract

The Wu’u Nuran ritual is a five-yearly traditional ceremony that is carried out by Balawelin community in the West Solor Sub-district, East Flores regency. This research is intended to find out the stages, values, and meaning of Wu’u Nuran ceremony, and the contribution to the role of public leadership. The research is conducted by using the descriptive qualitative method and ethnographic approach. The informants are determined by snowball sampling technique. Furthermore, the data collection is used by the interview, observation, document study, and analyzed with the qualitative descriptive technique. The result of the research shows that there are three stages. They are (1) preparation, (2) planting, and (3) Wu’u Nuran celebration. The value and meaning of the tradition include religious value, social value, educational value, and socio-cultural value, and the tradition is the medium to unite the community in the village. The Wu’u Nuran traditional ceremony still has carried out until today as a form in respecting to the ancestors of Balawelin village, also as a form of traditional customs preservation that is inherited from generation to generation.

Abstract

Implementation of Community Empowerment Learning Real Work Lecture Activities (KKNT-PPM) is a form of community service carried out by Widya Mandira Kupang Catholic University through collaboration between lecturers and students in an effort to solve social problems. The KKNT-PPM team carried out the community service in Kabuna Village, Kakuluk Mesak District, Belu Regency, East Nusa Tenggara. The Gebyar Literacy Program at the PAUD level in Kabuna Village aims to increase interest and basic literacy skills in early childhood. The implementation method includes needs analysis, program preparation, program implementation, and program evaluation. This program lasts for one week starting from February 2–10, 2023, with details of activities including visits and literacy assistance for seven PAUDs located in Kabuna Village, as well as holding literacy competitions at the preschool level. The results of the service show the development of early childhood interest and literacy skills by using attractive learning media. The development of interest and literacy skills in early childhood needs to get support from relevant stakeholders.

Abstract

The root of corruption lies in fostering an understanding of anti-corruption behaviour among students, which requires an understanding and application of anti-corruption values and principles from an early age. This issue is closely related to social control in educational and community environments, which forms the basis for prevention strategies. The younger generation is the nation's most valuable asset that will shape the future of Indonesia. This community service aims to instil the values of honesty, integrity, and social responsibility in students of SMP Negeri 3-SATAP Amarasi Selatan, as the nation's next generation, so that they develop a strong awareness of the dangers of corruption and cultivate anti-corruption attitudes from an early age. In addition, this activity aims to increase students' understanding of various forms of corruption in the school and community environment, as well as to shape characters who actively prevent and fight corrupt practices. The methods applied in this community service activity involve observation and learning through social interaction. The results of the study indicate that anti-corruption education with interactive educational methods such as presentations, group discussions, case simulations, and quizzes effectively increases students' understanding and commitment to the values of honesty, integrity, and social responsibility. It can be concluded that anti-corruption education is very important to be instilled in junior high school students from an early age. A follow-up to this activity is the importance of continuously integrating anti-corruption education into the school curriculum and extracurricular activities. Furthermore, teacher training is needed to reinforce integrity materials in teaching. Parental and community involvement is also crucial in supporting the development of children's character, free from the influence of corruption.

Abstract

Program Merdeka Belajar Kampus Merdeka (MBKM) yang dilaksanakan di Desa Ria Bao, Kecamatan Nagawutung, Kabupaten Lembata, bertujuan menjawab rendahnya partisipasi masyarakat dalam pembangunan desa, pengambilan keputusan, dan pengelolaan program desa seperti BUMDes dan Dana Desa, yang dipengaruhi keterbatasan informasi, rendahnya kepercayaan, serta hambatan struktural. Kolaborasi antara mahasiswa MBKM, pemerintah desa, dan tokoh masyarakat difokuskan untuk memperkuat keterlibatan warga demi pembangunan berkelanjutan. Kegiatan ini bertujuan meningkatkan kesadaran, keterlibatan, dan kapasitas masyarakat dalam seluruh siklus pembangunan desa, memperkuat komunikasi antara pemerintah dan warga, serta mendorong inisiatif lokal berbasis potensi setempat. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik sosialisasi partisipatif, diskusi kelompok terarah, pelatihan keterampilan, pendampingan aksi lapangan, serta penyebaran kuesioner pra dan pasca kegiatan untuk mengukur perubahan pengetahuan dan sikap. Kegiatan inti berlangsung pada 24 April 2025 di Balai Posyandu Desa Ria Bao dengan dukungan tokoh masyarakat, dan validasi data dilakukan melalui triangulasi sumber serta metode. Sampel kegiatan ditentukan secara purposif, mencakup tokoh masyarakat (BPD, tokoh adat, tokoh agama), perangkat desa, pengurus BUMDes Nogo Gunu, perwakilan PKK, pemuda Karang Taruna, serta warga pesisir yang aktif dalam konservasi penyu. Hasil menunjukkan peningkatan pemahaman partisipasi dari 40% menjadi 75% pasca kegiatan, disertai munculnya kelompok kerja berbasis lingkungan dan forum diskusi tematik. Program ini membuktikan bahwa pendekatan edukatif dan partisipatif mampu memperkuat kolaborasi antara mahasiswa, pemerintah desa, dan masyarakat, sekaligus memberikan dampak nyata bagi pembangunan berkelanjutan di Desa Ria Bao.

Abstract

Corruption remains a serious challenge in Indonesian governance, while legal-formal approaches have not been fully effective in curbing corrupt practices, particularly at the local level. This study analyzes how the Bau Lolon ritual, as Lamaholot local wisdom, can be integrated into anti-corruption policies in East Flores Regency. The research employed a qualitative method with a multi-sited ethnographic approach in Adonara, Solor, and West Flores through literature review, in-depth interviews, focus group discussions, and document analysis. Findings show that Bau Lolon functions as a living law that reinforces integrity, honesty, and accountability, thus deserving formal recognition as a public ethical institution complementing positive law. Its integration has the potential to strengthen local anti-corruption policies by embedding moral, social, and cosmic legitimacy rooted in local culture. Theoretically, this study expands the horizon of Indigenous Public Administration by presenting Bau Lolon as a model of hybrid governance, while practically, it recommends traditional oath-taking mechanisms and community-based financial oversight.

Abstract

This research aims to analyze state intervention through village government within the framework of Antonio Gramsci’s hegemony theory, focusing on the dynamics of communal solidarity (gotong royong) in Kenotan Village, Adonara Tengah District, East Flores. The study investigates how state hegemony is exercised in village development, whether traditional practices of gemohing persist or change, and the extent of community participation in the development process. A qualitative method with a case study approach was applied, using in-depth interviews, observation, and documentation. The findings show that the state plays an active role through regulations and village funds, which have supported infrastructure development and improved welfare. However, the introduction of daily wages (HOK) within village programs has shifted the meaning of gotong royong from voluntary communal work to semi-formal participation linked to financial incentives. While gemohing still exists in self-organized community activities outside state programs, its role in official projects has declined. The study concludes that state hegemony produces positive impacts, particularly in infrastructure provision, but also weakens the traditional values of social capital. Therefore, integrating state development policies with local cultural traditions is essential to ensure sustainable village development.

Abstract

Ketahanan pangan keluarga merupakan isu penting dalam pembangunan pedesaan, terutama di wilayah yang masih bergantung pada pasokan pangan dari luar. Pengabdian ini bertujuan meningkatkan pemahaman dan keterlibatan masyarakat dalam memanfaatkan pekarangan rumah sebagai sumber pangan alternatif yang berkelanjutan. Kegiatan dilaksanakan melalui sosialisasi kepada keluarga dan masyarakat di Desa Belobatang, Kecamatan Nubatukan, Kabupaten Lembata, dengan menggunakan pendekatan partisipatif berupa sosialisasi dan diskusi. Hasil kegiatan menunjukkan peningkatan kesadaran masyarakat akan pentingnya pemanfaatan pekarangan rumah sebagai sumber pangan alternatif, dengan partisipasi aktif yang berhasil meningkatkan keterampilan budidaya tanaman serta mendorong diversifikasi pangan keluarga. Masyarakat juga menjadi lebih memahami manfaat pekarangan rumah dalam memperkuat ketahanan pangan keluarga dan mulai mengaplikasikan teknik budidaya yang diperoleh dalam kehidupan sehari-hari. Dengan demikian, sosialisasi yang tepat sasaran mampu membangun ketahanan pangan berbasis rumah tangga sekaligus memberdayakan masyarakat agar lebih mandiri secara pangan.

Abstract

Literacy is the ability of learners to process and understand information when learners carry out the process of reading and writing. Lamabelawa Village in Witihama sub-district, East Flores district. This village is one of the villages chosen to carry out Merdeka Learning Campus activities, in collaboration with the Faculty of Social and Political Sciences, Widya Mandira Catholic University. Based on observations, it turns out that there is very little about the importance of literacy and about how to do learning using flash card media, so the developer uses the direct method of learning in order to build a good relationship with students. The purpose of the activity is to help students develop a better understanding delivered through image media, and enrich their understanding visually. This program started from April to June 2024. The number of students involved in the activity amounted to 12 first grade elementary school students.
