Abstract

Penerapan system administrasi laporan bulanan monitoring evaluasi (MONEV) di balai standar pengujian instrument unggas dan aneka ternak. Bertujuan untuk mreningkatkan efektivitas dan efisiensi pengeolaan datas secara tranpartansi dalam pelaporan. System ini mengintergrasikan pengumpulan, pengelolahan, dan penyusunan laporan yang akurat dan tepat waktu. Metodologi yang digunakan mencakup pelatihan pegawai, pengembangan system digital, dan evaluasi berkala. Hasil implementasi menunjukan peningkatan dalam kualitas laporan, akurasi data, dan respon terhadap kebutuhan pemangku kepentingan. Dengan demikian, penerapan system ini diharapkan dapat mendukung pengambilan keputusan yang lebih baik dan meningkatkan kinerja organisasi secara keseluruhan.

Abstract

The growth and development of Islamic religious education are critical for strengthening educational quality in Indonesia. This study aims to analyze the growth dynamics of Islamic education through the increase in the number of schools, teachers, and madrasah aliyah students, providing insights for educational improvement. Using a descriptive approach, data were collected through Google Scholar using Publish or Perish software, covering 947 articles from 2018 to 2023, supplemented by secondary data via literature reviews. Data analysis utilized Microsoft Excel and VOSviewer software, with confirmability testing ensuring data validity. Findings indicate a steady increase in madrasah aliyah schools, with an additional 311 schools in 2022 and 372 in 2023. Teacher numbers also grew significantly, with an increase of 3,747 teachers in 2022 and 18,573 in 2023. Despite a decline in student numbers by 17,259 in 2022, student enrollment rebounded with an increase of 40,408 in 2023. This dynamic growth in schools and teachers reflects a rising demand for educational resources, driven by higher enrollment opportunities. The study suggests that harnessing Indonesia’s demographic bonus through targeted strategies could optimize educational outcomes, supporting the vision of "Indonesia Emas"

Abstract

This research discusses how the policy of Presidential Decree Number 72 of 2021 concerning the Acceleration of Stunting Reduction is implemented with a research focus at the UPTD Cicurug Health Center, Cicurug District, Sukabumi Regency, which aims to find out whether the policy is implemented well and whether there are success factors or inhibiting factors in the process of implementing the policy. The method used in this research is a descriptive quantitative method. Meanwhile, the sampling technique used was purposive sampling technique and disproportionate random sampling technique by determining the sample size using the Slovin formula which then resulted in a total of 117 respondents. Measurement of policy implementation variables is carried out using a Likert scale with a questionnaire instrument, the results of which are then processed using the weight mean score (WMS) formula. The results of the recapitulation of questionnaire calculations with operationalization of variables based on the Kapioru Policy Implementation theory (2014) obtained an average score of 4.23 with a very good assessment category. This shows that the implementation of the stunting reduction acceleration program policy at the Cicurug Community Health Center UPTD, Cicurug District, Sukabumi Regency has been implemented very well, although there are still several indicators that need to be improved. The novelty of this research is in terms of the theory used and the research results which show that there is a special strategy from the implementing institution which is one of the factors in the success of implementing the policy.

Abstract

Few studies employed bibliometric analysis to examine land service quality in the public sector. Using bibliometric analysis, this research focused on identifying the topics studied, mapping the trend of studies, and presenting future research. This research extracted data from the Google Scholar database through Publish or Perish based on the keyword "land service quality". Data from this research were collected during April 2025 and yielded 992 articles published during 2020-2024. Data processing employed VOSviewer overlay visualization to map keywords and clusters of topics, the trend of topics, and the latest topics for future research regarding land service quality in the public sector. This research revealed that the most dominant topics focused more on environmental and spatial aspects than social, institutional, or administrative aspects of land service governance. This research also indicated the trend of research topics shifting from purely environmental issues to an integrative approach with aspects of land degradation, food security, arable land, evidence, and comprehensive review (data-based approaches). In addition, this research delineated studies emphasizing the land issues over the services as the core tasks of the public sector (the government). However, institutional governance, policies, public service systems, participation, and fairness of community access to land resources mainly influenced future research. This research was still limited by extracting data only from the Google Scholar database. Moreover, this research contributed as a valuable reference and literature for other researchers who have used bibliometric analysis to study the topic of land service quality in the public sector.

Abstract

Transformasi digital pada layanan peradilan menjadi agenda penting Mahkamah Agung untuk meningkatkan efisiensi, transparansi, dan aksesibilitas layanan. Salah satu inisiatif utama adalah penerapan aplikasi e-Court yang memungkinkan pendaftaran perkara, pembayaran biaya perkara, pemanggilan, dan persidangan dilaksanakan secara elektronik. Penelitian ini bertujuan mengukur tingkat kepuasan pengguna aplikasi e-Court di Pengadilan Agama Bekasi dengan menggunakan model End-User Computing Satisfaction (EUCS) yang terdiri dari lima dimensi: Content, Accuracy, Format, Ease of Use, dan Timeliness. Metode penelitian bersifat kuantitatif deskriptif dengan 100 responden yang merupakan pihak berperkara, advokat, dan staf pengadilan. Instrumen berupa kuesioner skala Likert 1–5; analisis meliputi uji validitas, uji reliabilitas (Cronbach’s alpha), analisis deskriptif, uji t (parsial), dan uji f (simultan) menggunakan SPSS. Hasil menunjukkan skor rata-rata keseluruhan 3,52 (kategori puas). Secara parsial variabel Accuracy, Ease of Use, dan Timeliness berpengaruh signifikan terhadap kepuasan pengguna (p < 0,05), sedangkan Content dan Format tidak signifikan. Secara simultan kelima dimensi EUCS berpengaruh signifikan terhadap kepuasan (p = 0,000). Implikasi penelitian ini menekankan perlunya peningkatan kecepatan respons sistem, akurasi informasi, dan kemudahan penggunaan untuk meningkatkan kepuasan pengguna e-Court.

Abstract

Waste management in urban buffer areas such as Ciawi District, Bogor Regency, has become a critical issue due to increasing population growth and the intensification of community activities. To address this challenge, the Bogor Regency Government enacted Regional Regulation Number 2 of 2014 on Waste Management. However, the implementation of this regulation has not been optimal, facing various structural and operational obstacles on the ground. This study evaluates the effectiveness of the policy implementation using George C. Edward III’s policy implementation theory, which includes four key dimensions: communication, resources, disposition, and bureaucratic structure. A quantitative survey method was employed, utilizing the Weighted Mean Score (WMS) analysis on 16 employees of the Waste Management Technical Implementation Unit (UPT) Region III and 100 residents of Ciawi District. The results show a significant disparity in assessments between implementers and the community. While officials rated disposition and bureaucratic structure very positively, residents perceived disposition as merely good and rated communication and resources relatively low. These findings indicate weaknesses in information dissemination and a lack of adequate facilities and workforce support. Therefore, improving the effectiveness of waste management policy requires enhanced participatory communication, sufficient resource provision, and stronger institutional synergy to achieve efficient and sustainable waste management in the region.

Abstract

Root cutting is speculated able to increase nutrient uptake by oil palm. The objective of this study was to investigate the effect of root trimming on the growth, flowering, and yield of oil palm. The research focused on oil palm plants aged five years old in the field. The experiment used a nested design with two key factors: root-cutting depth as the main plot and root-pruning intensity as the subplot. Results showed that root cutting at a depth of 0 to 20 cm from the soil surface followed by cutting intensities of 50% and 75% enhanced plant height at 0, 3, and 9 months after treatment. The treatments did not affect other variables including flowering and yield of oil palm trees. Keywords: bunch weight; cutting intensity; root trimming; sex ratio

Abstract

Creative Economy (Ekraf) is an economic sector that is believed to be the backbone of the nation in the future. Its nature which prioritizes ideas and human resources is a factor in why creative economy is believed to be a source of Indonesia's economy in the future. Advancing the creative economy does not only require plans and desires but also policies from the Government. In this practice, Political Communication plays a role in advancing and developing the creative economy for the realization of the 8th SDGs, namely Decent Work and Economic Growth. Through qualitative research by conducting direct observations, reading documents timeline of the journey of the Creative Economy Forum and the Bogor Regency Creative Economy Committee and analyzing the news presented in the media, this research found that the practice of Political Communication in development occurred starting from community movements who were creative economic actors, then creating collective action by forming forums. and convey aspirations directly to the Regent as Regional Head with the support of reporting provided by the Media. This practice was successful in encouraging Bogor Regency to publish political products by issuing Bogor Regent Regulation Number 38 of 2021 concerning Creative Economy Development.

Abstract

Oil palm plantations in tidal areas face complex challenges in optimizing carbon management to achieve sustainable production. This study aims to analyze the dynamics of carbon stocks across various management systems of oil palm plantations in tidal zones and to develop optimization strategies for sustainable production. The research was conducted in Menten Village, Rambutan District, Musi Banyuasin Regency, South Sumatra, employing a factorial Randomized Complete Block Design with factors including water management systems (conventional, semi-intensive, conservation, optimization) and plant age categories (3–5, 6–10, 11–15, 16–20, and 21–25 years). CO₂ emissions and sequestration were measured using the LI-COR LI-8100A system; biomass was assessed through allometric equations and destructive sampling methods, while soil and water parameters were analyzed using standard procedures. The results demonstrated that the optimized system incorporating smart drainage achieved the best performance, exhibiting the lowest CO₂ emissions (6.2 Mg C/ha/year), the highest carbon absorption (21.5 Mg C/ha/year), and a positive net carbon balance (+15.3 Mg C/ha/year) with an efficiency of 346.8%. This system also increased fresh fruit bunch (FFB) productivity from 18.5 tons/ha/year under conventional management to 26.4 tons/ha/year, with superior quality metrics (oil content: 27.2%, acid value: 1.4%, crude palm oil yield: 25.2%). Total carbon stock progressively increased from 23.7 Mg C/ha in young plants to 147.9 Mg C/ha in mature plants, with an optimal sequestration rate of 17.8 Mg C/ha/year. The implementation of smart drainage, combined with IoT technology and biochar application, effectively optimized edaphic conditions by increasing soil pH to 4.8, raising organic carbon content to 4.2%, reducing bulk density to 0.68 g/cm³, and controlling salinity at 1.2 dS/m. This study confirms that oil palm plantations on tidal lands can achieve sustainability through precision agriculture practices that integrate precision water management, biochar application, and real-time monitoring to optimize the balance between productivity and carbon conservation.

Abstract

Dalam menyusun policy paper ini penulis mengambil tema : Optimalisasi Kecepatan Pelayanan Melalui Penerapan SIMRS (Sistem Informasi Manajemen Rumah Sakit) Terintegrasi . Rumah Sakit Umum Daerah Waled sebagai rumah sakit type B pendidikan yang memiliki berbagai pelayanan kesehatan di tuntut untuk memberikan pelayanan yang baik dan dapat memberikan kepuasan kepada masyarakat. Meskipun demikian ada beberapa masalah yang dapat di telaah sebagai isu strategis yang mana tingkat capaian BOR, LOS dan TOI belum sesuai standar yang di tetapkan oleh kementerian kesehatan. BOR, LOS dan TOI belum sesuai standar ini di sebabkan oleh beberapa masalah lainnya meliputi : Kecepatan Pelayanan Rendah (Sumber Laporan Survey Kepuasan Pasien Tahun 2024), Sarana Prasarana dan alat kesehatan belum terpenuhi sesuai Standar (Sumber Aplikasi Sarana Prasarana dan Alat Kesehatan diakses Juni 2025) dan Standar Pelayanan Minimal Belum Optimal (Sumber Laporan SPM 2024), sehingga perlu adanya alternatif kebjakan yang tepat untuk mengatasi masalah tersebut. Untuk meningkatkan ketercapaian BOR, LOS dan TOI belum sesuai standar, peningkatan kecepatan pelayanan dan keterbatasan sarana dan prasarana, dengan mengingat Undang-Undang Nomor 17 Tahun 2023 Tentang Kesehatan, Peraturan Menteri Kesehatan Nomor 82 Tahun 2013 Tentang Sistem Informasi Manajemen Rumah Sakit, Peraturan Menteri Kesehatan No. 24 Tahun 2022 Tentang Rekam Medis Elektronik dan Peraturan Menteri Kesehatan Nomor 18 Tahun 2022 Tentang Penyelenggaraan Satu Data Bidang Kesehatan Melalui Sistem Informasi Kesehatan, RSUD Waled akan menerapkan SIMRS (Sistem Informasi Manajemen Rumah Sakit) terintegrasi sebagai upaya menyelesaikan masalah-masalah di atas, kebijakan penerapan SIMRS (Sistem Informasi Manajemen Rumah Sakit) terintegrasi, menyangkut kepada Direktur sebagai penentu kebijakan, SDM Tekhnologi Informasi yang akan terlibat dalam pembuatan aplikasi pendukung, para professional pemberi asuhan (dokter, perawat, bidan, petugas farmasi dan petugas Gizi) sebagai pengguna, dan para kepala Bagian/Bidang yang akan melakukan monitoring dan evaluasi keberlangsungan system yang akan di gunakan.
