Abstract

The High community participation in participating in village head elections indicates intense competition between candidates, so a strategy is needed to build communication with the community, especially by holding village head elections simultaneously and including candidates with a background of former contextual candidates. The purpose of this research is to find out the political communication model in winning Egy Sunardi Nurdin in the 2021 election for the Head of Compong Village, Pitu Riase District, Sidenreng Rappang Regency. The research method used is a descriptive qualitative method. By using purposive sampling technique. Observations, interviews. Research documents were collected and processed using the Nvivo 12 Plus data analysis technique. The results of the study show that the political communication model used by Egy Sunardi Nurdin when communicating with the public uses political communication as measured by indicators; political communicators, political messages, channels or media, goals or targets and influence or effects of political communication. All indicators have been implemented properly. In contrast to the previous context, the most dominant indicator used in the 2021 village head election is "political messages" which are conveyed by means of an approach through various activities such as being present at any time when there is grief for residents, celebrating residents, being active in building friendship and being actively involved in solving problems that arise. faced by residents and actively involved in the activities of the younger generation. This strategy has proven to be effectively used by Egy Sunardi Nurdin in winning the context of direct Village Head elections in 2021 in Compong Village.

Abstract

This study aims to map the development and research trends of e-government in village governance. The research method applied is a systematic literature review using 538 scientific articles from the Scopus database published between 2019 and 2024. The review was conducted using bibliometric analysis processed through R-Studio (Biblioshiny) and Tableau applications. The study results revealed a steady increase in publication trends, the formation of multiple author collaboration networks, and the identification of key thematic clusters such as digitalization, public service delivery, governance frameworks, trust, and technology adoption. The thematic evolution analysis also demonstrated the emergence of new research areas, including blockchain, cybersecurity, and participatory governance. The limitation of this study is that the articles used are only sourced from the Scopus database, which may not fully represent the broader landscape of global research on village-level e-government. Future research needs to incorporate scientific articles from other reputable international databases, such as Web of Science and Dimensions Scholars, to provide a more comprehensive understanding of the evolving discourse in this field.

Abstract

Land disputes that frequently occur in Kelurahan Benteng, Baranti District, Sidenreng Rappang Regency, have become a significant issue affecting social order and community stability. This study aims to identify and analyze the factors influencing the effectiveness of the village head's role in resolving land disputes. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation. The results show that the effectiveness of the village head's role is influenced by eight main factors: work quality, knowledge, creativity, cooperation, resilience, initiative, personal qualities, and work quantity. These factors interact to affect the village head's performance as a mediator in resolving land disputes. A good understanding of land regulations and effective communication skills with the community are crucial in the mediation process. Additionally, the creativity and resilience of the village head in handling social and emotional challenges from the conflicting parties are key to successful mediation. Strong cooperation between the village head and related agencies such as the National Land Agency (BPN), as well as community leaders, further strengthens the village head's role as a neutral and trusted party. This study is expected to contribute to the development of the capacity of local government officials and the more effective resolution of land disputes in the future.

Abstract

Penerapan E-Government menjadi kebutuhan mendesak untuk meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan publik, khususnya di tingkat desa. Penelitian ini bertujuan menganalisis dukungan dan kapasitas penerapan E-Government dalam digitalisasi pelayanan publik melalui aplikasi Siberas di Desa Sipodeceng. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif dan fenomenologi. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Sumber data primer berasal dari informan dengan teknik purposive sampling, sedangkan data sekunder diperoleh dari dokumen instansi terkait. Analisis data menggunakan model analisis interaktif yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dukungan pemerintah desa, terutama Kepala Desa, cukup baik, tetapi kebijakan formal yang mewajibkan penggunaan aplikasi Siberas belum ada. Kendala yang ditemukan meliputi rendahnya literasi digital masyarakat, terutama kelompok usia lanjut, serta infrastruktur teknologi yang kurang stabil. Digitalisasi melalui Siberas terbukti meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan, meskipun adopsinya belum merata. Penelitian ini merekomendasikan penguatan kebijakan, peningkatan literasi digital masyarakat, optimalisasi fitur aplikasi, serta penguatan infrastruktur teknologi untuk mendukung keberlanjutan digitalisasi pelayanan publik
