Abstract

This study examines the responsiveness capacity of local governments in higher education policy from a public policy perspective within decentralized governance systems. The research is motivated by the growing demand for local governments to move beyond administrative compliance toward adaptive and collaborative governance capable of addressing complex educational challenges. Despite the strategic importance of higher education for regional innovation, labor market alignment, and social mobility, studies on local government responsiveness have predominantly focused on basic public services, leaving higher education underexplored. This study employs a Systematic Literature Review (SLR) methodology by analyzing peer-reviewed articles published between 2013 and 2024 sourced from Scopus, Web of Science, and Google Scholar. The findings reveal that responsiveness is influenced by institutional capacity, leadership quality, stakeholder engagement, intergovernmental coordination, fiscal autonomy, and digital governance infrastructure. The study further proposes a “Hybrid Responsiveness” model integrating collaborative governance and adaptive governance approaches to explain how local governments balance administrative obligations with strategic regional innovation. This research contributes to practical standpoint, it provides a policy-oriented framework that emphasizes institutional strengthening, fiscal reform to support higher education initiatives, and multi-stakeholder coordination mechanisms, thereby enabling local governments to play a more effective and responsive role in fostering inclusive and sustainable higher education development.

Abstract

This study examines the role of environmental politics in the implementation of waste management by the West Lampung Regency Environmental Agency (DLH). The volume of waste that reaches around 120 tonnes per day, with only 70% effectively managed, presents a critical governance challenge. Using Piers Blaikie's theory of Political Ecology, this qualitative field research was conducted through in-depth interviews, participatory observation, and documentation analysis. The findings of the study show that although DLH has a clear regulatory foundation, especially Regional Regulation Number 15 of 2013 and Regent Regulation Number 48 of 2018, its implementation faces significant obstacles. These obstacles include infrastructure limitations such as lack of adequate landfills and transport fleets, inadequate budget allocation for operations and maintenance, uneven distribution of waste services between sub-districts (some remote areas are unreachable), and low community participation which only reaches 35% in sorting activities and levy payments. This low participation is exacerbated by weak environmental awareness and lack of strict sanctions. This study concludes that strengthening DLH's institutional capacity, increasing regional budget commitments in a sustainable manner, and developing participatory and ecologically fair community involvement are absolute requirements to achieve sustainable waste management in West Lampung. On top of these three pillars, the gap between policy and practice will continue to widen, threatening the environment and social justice.

Abstract

This study examines the Betimbang tradition in South Indralaya District, Ogan Ilir Regency, South Sumatra Province, and its role in constructing religious moderation. The Betimbang is a communal tradition of mutual assistance during wedding receptions that has sparked debate between those who consider it excessive and contrary to Islamic teachings and others who maintain it as valuable local wisdom. This ethnographic study employed participant observation, in-depth interviews with community members and local religious leaders, and literature review to analyze the tradition's implementation and its relationship to religious moderation. The findings reveal that the Betimbang tradition functions as a mechanism for applying Islamic values of mutual assistance (ta'āwun) and social solidarity within extended family networks. Religious moderation is constructed through the integration of local cultural practices with Islamic teachings, facilitated by local religious leaders who provide contextual religious guidance during Betimbang ceremonies. This study contributes to the understanding of how local traditions can serve as vehicles for religious moderation by demonstrating the dynamic negotiation between cultural authenticity and religious orthodoxy in contemporary Indonesian Muslim communities.

Abstract

Purpose This study aimed to reconstruct the silencing of narratives about Lampung's female heroes in historiography shaped by the coloniality of knowledge and patriarchy. Method This study used a qualitative approach with a literature study and critical historiography to analyze colonial archives, official Lampung history, writings about female figures, and literature on oral traditions containing collective memories about them. It employed decolonial feminist critique to examine the relationship between gender, memory politics, and local knowledge. Result/findings This study showed that Lampung's historiography produces narratives of masculine heroic figures. This was showed by a historiography that centered on male figures as heroes, while the contributions of women such as Poeti Alam Naisjah Moeloek, Putri Mentawai, Ratu Mas Lamban Gedung, and Hj. Inci Hindun Rauf were reduced, silenced, or marginalized to the domestic and cultural realms. Oral tradition needed to be seen as an alternative epistemic medium and archive preserving the collective memory of the role of female heroes outside of written colonial archives and state narratives. Conclusion This study concluded that silencing was read as a form of layered epistemic injustice between the coloniality of knowledge and the coloniality of gender. It also offered a framework to reconstruct Lampung's history in a more inclusive, gender-just manner, grounded in community knowledge.

Abstract

Gender equality in Muslim societies remains marked by a persistent gap between normative Islamic ideals and socio-political realities, particularly in women’s political participation and leadership. This study examines Amina Wadud’s feminist hermeneutics and its relevance to gender politics in Lampung Province, Indonesia. Employing a qualitative socio-legal approach, the research integrates textual analysis of Wadud’s major works with a critical review of literature on gender and political representation in Indonesia. Focusing on principles of contextual Qur’anic interpretation, spiritual equality, and anti-hierarchical theology grounded in tawḥīd and justice (al-‘adl), the study finds that political gender inequality stems not from Islamic doctrine but from patriarchal interpretations, masculinized institutions, and entrenched cultural norms. Despite increased visibility of women in Lampung’s political arena, participation remains largely symbolic and constrained by conservative religious readings. This study contributes to Islamic feminist scholarship and fiqh siyāsah by demonstrating that feminist hermeneutics provides a normative and epistemological foundation for advancing substantive gender equality through cultural, institutional, and theological transformation.

Abstract

This study is motivated by the gap between the ideal concept of good governance and the practice of managing school infrastructure, which remains limited in terms of participation, transparency, accountability, and the effectiveness of its implementation at the secondary school level. This research aims to analyze the application of good governance principles in the management of school infrastructure to improve educational quality. The methodology used is a qualitative case study design at Sekolah Menengah Atas Negeri 1 Terusan Nyunyai, employing interview, observation, and documentation techniques, along with data analysis that includes condensation, presentation, and conclusion drawing. The results of the study indicate that infrastructure management has been carried out in a participatory manner by involving all stakeholders in planning and evaluation, is transparent through the disclosure of budget information and the use of digital technologies such as ARKAS, and is accountable through a systematic, well-documented reporting system. In addition, school independence is reflected in its ability to make decisions based on internal needs without external intervention, and in accountability conducted in accordance with applicable regulations. The implementation of these principles has been proven to improve the effectiveness of facilities and infrastructure management and to support the continuous improvement of educational service quality. Thus, the application of good governance in school infrastructure management effectively increases efficiency, transparency, and educational quality. This study is significant as a practical model of good governance-based infrastructure management that can serve as a reference for other schools in improving educational quality.
