Abstract

Safety Management System (SMS) merupakan istilah yang digunakan untuk merujuk pada suatu sistem manajemen bisnis yang komprehensif yang dirancang untuk mengelola faktor keselamatan di tempat kerja. SMS menyediakan cara sistematis untuk mengidentifikasi bahaya dan mengelola risiko untuk memastikan manajemen resiko yang efektif. Setiap penyelenggara jasa penerbangan wajib membuat, menerapkan, mengevaluasi, dan terus meningkatkan sistem manajemen keselamatan berdasarkan program keselamatan penerbangan nasional. SMS menjabarkan ruang lingkup dan penerapan bagi penyedia pelayanan penerbangan. Sebagai bagian dari insan penerbangan, tentulah personel TNI AU di Pangkalan TNI AU Atang Sendjaja memerlukan pengetahuan mengenai keselamatan agar siap bekerja. Untuk meningkatkan pemahaman akan Safety Management System, Politeknik Penerbangan Indonesia Curug mengadakan kegiatan pengabdian kepada masyarakat berupa Pelatihan Basic Safety Management System Bagi Personel TNI AU di Pangkalan TNI AU Atang Sendjaja. Pelatihan dilakukkan secara luring dikelas dengan metode yang digunakan tidak hanya ceramah namun juga dilaksanakan group discussion serta dilaksanakan ice breaking. Hasil dari pelatihan ini menujukkan bahwa peningkatan pemahaman personil tentang keselamatan, penguatan budaya keselamatan dan meningkatkan kesadaran dan ketrampilan dalam hal manajemen keselamatan.

Abstract

This systematic literature review investigates the essential role of air traffic controllers (ATCs) in guiding air traffic and ensuring the safety and efficiency of aviation operations. The review synthesizes findings from various studies to elucidate the critical responsibilities of ATCs, such as maintaining situational awareness, managing airspace, and making prompt decisions in high-stress environments. Additionally, it explores the concept of authentic leadership within the air traffic control context, identifying how leadership qualities and practices influence operational success and team dynamics. Key traits of authentic leadership, including transparency, ethical behavior, and relational focus, are examined for their impact on communication, error reduction, and the cultivation of a safety-centric culture. The review emphasizes the importance of continuous professional development for ATCs to keep pace with technological advancements and increasingly complex airspace management demands. By integrating theoretical perspectives with practical insights, this review provides a comprehensive understanding of how authentic leadership can enhance the performance of air traffic control operations. The findings offer valuable recommendations for improving leadership practices and air traffic management systems, ultimately contributing to safer and more efficient aviation industry operations.

Abstract

: The purpose of this research is to examine the utilization of flight simulator in Aviation Vocational School and its impact on increasing the interest and talent of cadets. Simulators have become crucial devices in training prospective pilots and provide real-life experience in facing diverse and complex flying situations. A total of 20 first-year cadets were the respondents in this study. The research method used an experimental study, where performance measurements were taken during the initial test, 5, and 10 hours of simulator usage. The test results showed a linear improvement in flying performance with the duration of simulator usage (calculated t-value > table t-value ranging from 0.375 to 0.530). The respondents experienced a relatively high improvement in performance (55.8%) compared to the first hour of usage (25.2%).

Abstract

The significant changes in the international stage have raised new challenges for the aviation world. In order to cope with these challenges, the aviaton sector has been encouraged to apply innovation, both in its products and services. This article then aims to explain some factors that are influencing innovation in the aviation sector. The method used in this article is qualitative research method by focusing on the literature review. Therefore, the authors are focusing to analyze the secondary data to gain answers to research’s problems. The result shows that there are three factors influencing innovation in the aviation sector, namely human resource capability, technology advancement, and clear energy prominence. These three factors have a positive influence, so they can encourage the aviation sector to keep innovating.

Abstract

Indonesia's strategic geographical location and conditions are a result of its archipelagic status. Indeed, this significantly impacts the livelihoods of Indonesians, particularly in the area of transportation. In order to facilitate the mobility of individuals between islands, the government constructed transportation infrastructure and facilities. This will serve as a reference for government regulations that aim to reduce inequality, specifically in the development and distribution of products and services outside Java, particularly in Papua. The primary objective of this research is to conduct a connectivity analysis as an initial step towards optimizing the transportation network and determining the level of connectivity between Indonesian provinces through air transportation. Next, the researchers will study the existing air transportation network's structure to understand its characteristics clearly. It will be helpful material for formulating optimization and network management scenarios. The structuring pattern in question is the application of the hub-and-spoke network concept. The hub-and-spoke network pattern focuses on optimization problems from the perspective of economies of scale. The researchers optimized the provincial capital airport's location to establish a hub airport and subsequently refined the analysis results to enhance the efficiency of the new flight service network. The above steps will compare air travel performance before and after the network arrangement scenario. Indicators for the network connectivity level will also be present, indicating that the final product optimization is now ready for verification. The target of this research is to produce a concept or optimize the location of airport hubs through a comprehensive study taking into account geographic factors and conducting an analysis of the location of National Aviation Hub airports, which is the novelty of this research.

Abstract

This study discusses the implementation of multimodal transportation policies in Papua, as an effort to address the high cost of goods in the region with the aim of reducing logistics costs and accelerating economic growth. Shipping rates in Indonesia remain an unresolved issue, especially in the Papua region, classified as a 3T area (lagging, frontier, and outer), leading to high commodity prices. The research employs bibliometric analysis using the Scopus database as its data source. Out of a total of 5,930 articles found, a filtering process considering location, keywords, and a time range from 2009 to 2023 was conducted. As a result, 200 relevant articles were identified for analysis, and from this pool, 15 articles most aligned with relevant keywords were selected as the primary references for this study. The research findings indicate that the implementation of multimodal transportation policies in Papua has successfully reduced price disparities and improved accessibility to mountainous regions. However, challenges persist in the development of multimodal transportation in 3T areas, prompting recommendations for policies such as collaboration and logistics integration across modes, seaplane transportation, and mountain flying training to optimize logistics delivery in mountainous areas. Additionally, the use of unmanned aerial vehicles (drones) for more efficient logistics delivery is suggested. Furthermore, future research should focus on various aspects of multimodal transportation, including ride-sharing, mobility as a service, railway transportation, traffic congestion, land use, climate change, greenhouse gas emissions, traffic control, transportation costs, safety, travel time, social welfare, and expenses. This study provides insights into the positive impact of multimodal transportation policies in Papua and offers guidance for future development to address the issue of high commodity prices in 3T regions.

Abstract

This research examines the importance of Human Resource (HR) competencies in the rapidly growing aviation industry in Indonesia, highlighting the need for improved flight services and operations. HR competencies encompassing knowledge, skills, attitudes and personal values ​​are needed, with a focus on HR management functions vital to operational success. The research found that the market demand for vocational college graduates is high, especially for those with relevant licenses and certifications. Stakeholder satisfaction with the performance and quality of graduates is high, determined by the relevance of the curriculum, quality of training, and field work experience. Minimum expected skill standards include communication skills, critical thinking, leadership, safety awareness and interpersonal skills. Recommendations include aligning the curriculum with industry needs, developing soft skills, and integrating the latest technology in learning to prepare graduates for the challenges of the aviation industry.

Abstract

Pelatihan bagi personel ARFF (Aircraft Rescue and Fire Fighting) merupakan kegiatan vital untuk menjamin kesiapan dan keselamatan operasional di lingkungan bandar udara. Namun, keterbatasan jadwal pelatihan dan tingginya jumlah jenis peralatan operasional menciptakan kebutuhan akan media pembelajaran tambahan yang fleksibel dan mudah diakses. Penelitian ini bertujuan untuk merancang dan mengembangkan sistem pelatihan berbasis video dan QR Code sebagai alat belajar mandiri untuk meningkatkan pemahaman dan kesiapan personel dalam situasi darurat. Penelitian ini menggunakan pendekatan Research and Development (R&D) dengan model ADDIE (Analysis, Design, Development, Implementation, Evaluation). Sistem ini menyediakan video instruksional untuk prosedur operasi (SOP), yang dapat diakses melalui QR Code yang langsung ditempatkan pada setiap peralatan. Uji coba yang dilakukan terhadap 19 personel menunjukkan bahwa sistem ini layak dan efektif, dengan kepuasan yang tinggi terkait aksesibilitas, kejelasan konten, dan kontribusinya terhadap kesiapan operasional. Penelitian ini merekomendasikan implementasi yang lebih luas dan pengembangan fitur interaktif untuk penelitian mendatang.   Training for ARFF (Aircraft Rescue and Fire Fighting) personnel is vital to ensuring operational readiness and safety in airport environments. However, limited training schedules and the high number of operational equipment types create a need for additional, flexible and accessible learning media. This study aims to design and develop a video-based and QR Code-based training system as a self-learning tool to improve personnel understanding and preparedness in emergency situations. This study uses a Research and Development (R&D) approach with the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model. The system provides instructional videos for standard operating procedures (SOPs), which can be accessed through QR codes placed directly on each piece of equipment. A trial conducted with 19 personnel demonstrated the system's feasibility and effectiveness, with high satisfaction regarding accessibility, content clarity, and its contribution to operational readiness. This study recommends broader implementation and the development of interactive features for future research.

Abstract

This study examines the NOTAM  submission procedures at Airport Operator Units (UPBU) within the Aeronautical Information Service (PIA) in the Jakarta region. The background of the problem is the discrepancy between current procedures and the CASR 139 regulation, where errors in NOTAM submission such as typos, incorrect dates, or NOTAM content can pose a significant threat to flight safety. This research aims to analyze the impact of these errors and identify the contributing factors. Using a qualitative methodology, the study delves into in-depth information from the personnel involved to understand their experiences and challenges. The findings reveal that UPBU reporting officers do not adhere to the CASR 139 document because they have not received specific training or briefings on NOTAMs before assuming their duties. This lack of understanding leads to inaccurate NOTAM data submissions, deviating from the standards outlined in the CASR 139 document. As a solution, this study proposes the implementation of a specific training program for NOTAM reporting personnel to improve their understanding and competence, ensuring that NOTAM procedures are carried out according to the proper standards to maintain flight safety.
