Abstract

Implementation of Elimination of Heavily Damaged Area Property at the DIY Education and Training Agency. This research aims to determine the implementation of the elimination of heavily damaged BMD at the DIY Education and Training Agency based on Ministry of Home Affairs Regulation No. 19 of 2016. The process for eliminating BMD is based on Permendagri No. 19 of 2016 changed the mechanism when compared to the previous regulation. Based on research results, it shows that the process of eliminating BMD is seriously damaged at the DIY Education and Training Agency, its implementation is still focused on the DIY Financial and Asset Management Agency (BPKAD) as the leading sector for BMD management. The main obstacles that become obstacles are the incomplete documentation and the physical obscurity of the goods proposed for disposal. This was caused by several things, namely the grant process in the past which was not accompanied by documentation, inadequate supervision of heavily damaged BMD, inadequate Human Resources (HR), and the absence of Standard Operating Procedures (SOP) regarding the removal of BMD.

Abstract

Artificial intelligence technology in producing contemporary batik motif designs is an innovative phase in the creative industry. The development of technology, Natural Language Processing, allows text to be translated into images, providing an excellent opportunity to accelerate the design process while enriching creative ideas. This community service program aims to train batik artisans in adopting information technology, especially artificial intelligence, to create new, attractive motif designs. The training includes using an AI-based platform and design transfer techniques to fabric media. The result of this activity is a contemporary batik motif that targets millennials with their distinctive style. This technology provides two main advantages: 1) time efficiency in design creation and 2) broad creative inspiration through automatic exploration of motif data. Both of these advantages show that the application of artificial intelligence in batik design supports innovation and competitiveness in the modern market.

Abstract

Issues of unequal land ownership, protracted agrarian conflicts, and weak legal certainty constitute structural problems that continue to overshadow Indonesia’s national development. In response, the government established the Land Bank through the Job Creation Law and Government Regulation No. 64 of 2021, granting it a strategic mandate to acquire, manage, and distribute land for public interest purposes and agrarian reform. However, its implementation has faced criticism due to its excessive centralization, limited space for public participation, and a tendency to favor investment interests. This study aims to analyze Land Bank management strategies from a land governance perspective using a Systematic Literature Review (SLR) approach. Following the PRISMA framework, data were gathered from six international databases, yielding 22 selected articles published between 2020 and 2025 in esteemed international journals and recognized national journals. The review identifies five main themes: institutional and regulatory frameworks, digitalization of land information systems, land distribution and agrarian reform, international lessons, and implementation challenges in Indonesia. Collectively, these themes represent the foundations, instruments, objectives, references, and practical realities of land policy. The study concludes that the effectiveness of strengthening the Land Bank hinges on its integration with fair, transparent, and participatory land governance principles. Its main contribution is the proposal of an integrated governance model for the land bank as both a conceptual and practical framework for land policy formulation.
