Abstract

Realizing equal access for women and men to be actively involved in politics and the political decision making process still requires special attention from stakeholders in various countries in the world. One of the crucial problems is that there is still an imbalance in the composition of men and women in representative institutions. So far, the focus of women's rights in politics has always looked at the representation of women as candidates for legislative, executive, and even management members in political parties and very rarely discusses women's representation as election organizers such as in the General Election Commission (KPU), Election Supervisory Agency (BAWASLU), as well as the Election Organizing Ethics Council (DKPP). Women's political rights are essentially not only about the presence of women in political parties and parliaments but in the whole process of organizing elections, including election monitoring. Professional election management institutions are one of the determinants of democratic elections. The opening of access and opportunities for women to become members of the election administration is one of the indicators used to determine whether the election management body has democratically.

Abstract

Keterwakilan perempuan dalam dunia politik telah menjadi keniscayaan. Di Indonesia, paling tidak terdapat dua persoalan perempuan dalam politik, pertama, masalah keterwakilan perempuan yang sangat rendah di ruang publik dan kedua, masalah belum adanya platform partai secara konkrit membela kepentingan perempuan. Terdapat sedikit perbedaan tentang bagaimana melakukan analisa dalam kajian perempuan di lembaga legislatif dan di lembaga eksekutif, khususnya dalam jabatan kepala daerah. Dalam kajian tentang perempuan sebagai kepala daerah, perempuan merupakan pucuk pimpinan dan penyelenggara pemerintahan di daerah yang berhak untuk menentukan bagaimana arah kebijakan di daerah yang ia pimpin. Pada akhirnya, meski tidak ada jaminan bahwa kepala daerah perempuan akan lebih memperjuangkan isu-isu spesifik perempuan namun keterwakilan perempuan dalam politik sesungguhnya bukan hanya persoalan pencarian kekuasaan semata, namun merupakan pengakuan politik bahwa tidak hanya Iaki-laki yang memiliki kepentingan politik, melainkan juga perempuan.

Abstract

Women's political participation is an embodiment of the fulfillment of their citizenship rights. . Women as citizens and political entities have the right to improve their lives in the political sphere, so that women and other minority groups are not discriminated against. The tendency to give more space in the public sphere to men causes women not to have sufficient space in the ideas of statehood, including concerning the level of political participation. The research method carried out is descriptive research with data collection techniques with documentation studies. This paper aims to further analyze that the real issue of women and politics is not just the fulfillment of the 30% quota in parliament but how women can be involved in decision and policy making through various public spaces that open the widest possible access for women.In a such way, women can fully contribute to practical politics, especially with the holding of elections.

Abstract

This article explores the challenges and strategies for achieving inclusive development in Indonesia, focusing on the integration of Gender Equality and Social Inclusion (GESI) principles in rural and urban areas. It examines the disparity in development indicators across regions and the effectiveness of policies like the Desa Ramah Perempuan dan Peduli Anak (DRPPA) program. The study highlights the role of government and community in fostering equitable growth and addresses the impact of gender stereotypes and social exclusion on development efforts. By analyzing current policies and their implementation, the article provides insights into improving GESI integration for sustainable and inclusive development in Indonesia.

Abstract

Cyber sexual harassment is a common and dangerous form of aggression perpetrated against women, yet little attention has been paid to attitudes related to sexual violence in cyberspace. The increase in violence against women, including sexual violence in cyberspace, has become a global concern; this increase is in line with the development of social media in Indonesia. There is new hope since the enactment of Law Number 12 of 2022 concerning Criminal Acts of Sexual Violence (UU TPKS), which is expected to provide guarantees of prevention, protection, access to justice and recovery, as well as comprehensive fulfillment of victims’ rights which have never been obtained until now. It is hoped that this policy will also serve as a legal framework to address cybersexual violence. However, after almost two years of having passed the TPKS Law, this regulation’s implementation still faces challenges. It is not yet optimal in handling cyber sexual violence, which tends to be considered an act of sexual violence with new methods and means in line with current technological developments. This article discusses the current phenomenon of cyber sexual harassment and further explores the response of the Indonesian state/government to this phenomenon, along with its opportunities and challenges.

Abstract

This study highlights the implementation of fiscal incentive policies for the ease of investment in Singkawang City. This study analyze the factors that influence the success of policy implementation using dimensions which are expressed by Grindle by analyzing variables about the contents of the policy and the context of implementation. This study selects a qualitative method because it allows researchers to understand social phenomena in its context more comprehensively. Researchers collected data through three main techniques: interviews, observations, and documentation. This study chose to apply data analysis techniques consisting of three main steps, namely data reduction, data presentation, and drawing conclusions. The results showed that the implementation of fiscal incentive policies for the ease of investment in the Singkawang City Government in the span of 2023-2024 was not yet optimal. Weaknesses both in policy content and from the context of their implementation are identified.

Abstract

This study aims to evaluate the effectiveness of monitoring the management of School Operational Assistance (Bantuan Operasional Sekolah/BOS Funds in Indonesian) funds in Singkawang City. The main focus of this research is to measure the success of supervision based on three indicators proposed by Arifin Abdul Rachman: increasing discipline and achieving task implementation targets, reducing abuse of authority, and minimizing errors in task implementation. This study employs a qualitative approach with a case study method, involving in-depth interviews with various informants, including school principals, treasurers, auditors, and the community. The findings reveal that the monitoring of BOS fund management in Singkawang City has been relatively effective, with several significant insights. The first indicator indicates that most schools have prepared their School Activity and Budget Plan in compliance with regulations, although challenges remain in budget implementation and reporting delays. For the second indicator, no significant abuse of authority was identified, but there are still weaknesses in technical understanding, particularly regarding taxation. The third indicator highlights that administrative errors, such as asset recording and tax reporting, remain key challenges. Initiatives like the BOS Fund Clinic organized by the Inspectorate are seen as positive steps to address these issues. This study recommends enhancing technical training for school principals and treasurers, strengthening monitoring capacity through system digitization, and increasing community participation in supervision to foster better transparency and accountability. These measures are expected to optimize the management of BOS funds in supporting improvements in education quality.

Abstract

Public services in the era of Society 5.0 encourage the government to make breakthroughs in e-service. Problems with e-service quality that are not optimal in the e-service implementation process through the e-Open application, such as limited access, delays in service fulfilment, and system constraints in service application, are the background for this research. Based on these problems, an in-depth study is needed to provide a more comprehensive picture of the quality of e-service in implementing the e-Open application in Bekasi City. This research discusses the quality of e-service in population administration services through the e-Open application in Bekasi City in 2023. This research uses the e-service quality theory proposed by Parasuraman, Zeithal, and Malhotra (2005), which uses four dimensions: efficiency, fulfilment, system availability, and privacy. This research uses a mixed research method with a concurrent embedded strategy design and a purposive sampling technique. In addition, purposive and snowball techniques are used to determine informants. The results of this study indicate that research on the quality of e-service of population administration services through the e-open application based on the dimensions of efficiency and privacy is in a good category, while the dimensions of fulfilment and system availability are in the neutral category. However, the results of qualitative research indicate that there are still access limitations, service fulfilment that is often interrupted, and system constraints. The conclusion obtained from the results of this study is that although the quantitative results do not show a lousy category, the data has a medium and even high data distribution. This shows that some respondents in low numbers experience problems. However, the government also strives to provide quality e-service for the community so that this application can run and develop and be valued by the community.

Abstract

This study aims to comprehensively describe and analyze the implementation strategy of the LAPOR PAK 129 service in addressing violence against women and children in East Java Province during the 2021–2024 period. The primary focus is to explore the strategy of the LAPOR PAK 129 program, encompassing the stages of program planning, implementation, and its impact on handling cases of violence. A descriptive qualitative approach is employed to examine and interpret the empirical conditions related to the planning, execution, and outcomes of the program. This approach allows for a deep understanding of the real-life context and practices of the LAPOR PAK 129 service in the field. The data collection process combines primary data from direct observation and interviews and secondary data from relevant official documents and reports. To ensure the credibility of the findings, rigorous triangulation methods are applied by integrating various data sources, research techniques, and time frames. This methodological rigor strengthens the reliability and validity of the research results. The findings indicate that the implementation strategy of LAPOR PAK 129 is supported by a program plan with objectives that are clear, specific, measurable, relevant, and time-bound (SMART). Program implementation follows a well-structured action plan and demonstrates effective coordination among key stakeholders, including government agencies and civil society actors. The LAPOR PAK 129 service has had a positive impact, as evidenced by an increase in reported cases of violence, a high percentage of cases being followed up and resolved, and an overall improvement in public satisfaction with the service. These outcomes highlight the program’s effectiveness in strengthening the protection system for women and children in East Java.

Abstract

The city of Bandung is one of the cities with the highest open unemployment rate in West Java. One of the causes is the suboptimal absorption of job vacancies. To address this issue, the Bandung City Manpower Office (Disnaker) organizes competency-based training. However, in reality, it has not had a significant impact on solving employment problems, such as the lack of proper synchronization between the types of training and the skills needed by companies, as well as the implementation not fully adhering to the Indonesian National Work Competency Standards (SKKNI). Therefore, an evaluation is needed to assess the extent to which the objectives of this activity have been achieved. This research uses a descriptive method. Data collection techniques include observation, interviews, and documentation. The primary and secondary data used in this study were obtained from interviews with research informants. The researcher adopts the activity evaluation theory by the Organisation for Economic Co-operation and Development (OECD) as a reference in the analysis, which consists of criteria such as relevance, coherence, effectiveness, efficiency, impact, and sustainability. Based on the researcher’s findings, competency-based training has been implemented. However, improvements are still needed in several areas, including the lack of alignment between training types and company needs, incomplete adherence to SKKNI guidelines, and the absence of follow-up after the training ends. Other challenges include insufficient funding, inadequate infrastructure and technology, and the lack of participant distribution to companies.
