Abstract

Tea Small-Holder can be managed as an agro-tourism destination which becomes a very popular tourist destination in the present and future, domestically and also for foreigners; that can support Government in providing jobs in the rural area; develop the countries itself; increase regional income and rural communities, and also support the environment conservation. The objective of this research is to describe agro-tourism potential of Tea Small-Holder at Desa Pulosari, Kecamatan Pangalengan Kabupaten Bandung, and search the potential products to be developed as a main tourism object. Case study method was used in this research, whereas the informants were appointed purposely and data were analyzed by triangulating method. Several potentials of tea plantation which can be used as an agro-tourism of Kelompok Tani Neglasari and people surrounding Desa Pulosari, Kecamatan Pangalengan are as follows: a) the main facilities are already available and adequate enough and objects of tourism such as tea plantation and tourist attractions such as art and culture e.g. Singa Depok, Pencak Silat and harvest ritual; b) supplementary facilities such as culinary and lodging facilities which provided by local villagers. Tourism products which can be offered by the locals to the tourists are: Package I: lodging facility and tour of nature, culinary, knowledge (e.g. tea commodities), and culture (harvest ritual);  Package II: lodging facility and tour of nature, culinary, knowledge about tea, and in addition there are other supporting activities, e.g. tour of knowledge related to coffee and horticulture; culture, e.g. as Singa Depok performance; Package III : Package II equipped with knowledge of farm animals e.g. livestock dairy cattle, and tour of culture, e.g. harvest ritual, Singa Depok and Pencak Silat.

Abstract

Komoditas wortel telah lama menjadi andalan produksi salahsatu kelompok tani Katata yang berada di Pangalengan, Jawa Barat. Produksinya memiliki kualitas dan kuantitas yang tidak hanya baik dalam pemenuhan lokal saja, namun juga terhadap pemenuhan Ekspor. Tujuan dari penelitian ini adalah untuk mendapatkan pengatahuan daya saing dan peluang ekspor dari dampak kebijakan pemerintah pada usahatani wortel di Kelompok Tani Katata. Penelitian dilakukan di Kelompok Tani Katata, Pangalengan, Kabupaten Bandung. Data dianalisis dengan Policy Analysis Matrix (PAM), untuk menghitung keunggulan komparatif, keunggulan kompetitif dan dampak kebijakan pemerintah dengan menggunakan harga aktual dan harga bayangan. Hasil penelitian menunjukkan bahwa pengusahaan wortel di Kelompok Tani Katata memiliki keunggulan kompetitif karena nilai PCR sebesar 0,062 atau PCR kurang dari satu (PCR < 1). Hal yang sama menunjukkan bahwa wortel memiliki keunggulan komparatif dengan nilai DRC 0,060 atau DRC kurang dari satu (DRC < 1). Kebijakan pemerintah dinilai menghambat ekspor output dan adanya proteksi terhadap input lokal dibuktikan dengan nilai NPCO dan NPCI yang kurang dari satu. Secara keseluruhan kebijakan pemerintah yang berlaku saat ini masih belum mendukung dalam hal pengembangan dan peningkatan keunggulan komparatif dan keunggulan kompetitif pengusahaan komoditas wortel di Kelompok Tani Katata.

Abstract

The tea plantation area in Indonesia is still dominated by tea smallholder estate of 45,17%. This is accompanied also by the growing number of tea agroindustry which increased by 0,83% based on data from the ministry of industry period 2007 to 2013. One of the tea  agroindustry that still survive is tea  smallholder processing unit of Barokah Farmer Group in Lebak Muncang Village, District Ciwidey Regency Bandung. This study aims to analyze the internal and external factors of the tea  smallholder processing units of Barokah Farmer Group. The technique used in this research is case study with the informants include the management of the in tea smallholder processing units in Barokah Farmer Group, the government agency of Bandung Plantation Office. The technique of data collection is done by observation, in-depth interview and documentation. The analysis tools used are IFE Analysis (internal factors evaluation) and EFE (external factor evaluation). The results showed that tea  smallholder agro industry of Barokah Farmer Group has a strong internal position where the strengths that have been able to cover the weakness well but have not been able to exploit the opportunities optimally and become very vulnerable to the threat of competition so that tea  smallholder agro industry of Barokah Farmer Group is weak in facing the dynamics of the external environment.   Keywords: agroindustry, tea smallholder, tea processing unit

Abstract

Agroindustry tea smallholder who still survive until now in the area of Bandung Regency, namely agroindustry tea small holder Farmer of Group Barokah in the Village of Lebak Muncang, Subdistrict Ciwidey. This agroindustry persisted, although experiencing various problems, among others: a) have not received help from the government for the factory, the processing machine is limited, b) the lack of supply of raw materials, c) unmet condition of factory hygiene, d) no SOP (Standard Operating Procedure) written, e) the distribution of products is limited, f) marketing is not yet wide, and g) the presence of new competitors who buy raw materials higher. The purpose of this study is to describe several factors determining the sustainability of agroindustry tea small holder. The research technique was conducted through case study. The determination of informant is done purposively that is: staff of the department of agriculture, vice chairman of Farmers Group, manager agroindustry tea folk, farmer suppliers. Secondary data is collected from: documents in related institutions and journals. Data and information obtained were analyzed descriptively. The results showed that several factors determining the sustainability of agroindustry tea small holderGroups of Farmers Barokah is:  a) good product quality, b) the existence of grading process, c) the availability of raw materials continue, because the form of farmer, d) workers with a solid sense of family, e) finance is able to hire employees and buy raw materials in cash, f) customer loyalty, g) areas supportive for tea business activities, and h) promotional assistance from local government.   Keywords: case study, standard operational procedure, tea business

Abstract

ABSTRAKPeluang kelompok tani teh menjadi kelompok bisnis agroindustriteh cukup besar, ini karena tingginya dukungan pemerintah melalui program GPATN serta semakin tingginyapermintaan pasar luar negeri dan dalam negeri dalam bentuk“instant tea” (makanan, minuman, farmasi, kosmetik).Namun, kondisi tersebut belum dapat dimanfaatkan dengan baik oleh petani teh. Hal ini terlihat dari, sebagian besar petani the masih menjual produknya dalam bentuk pucuk basah. Penelitian dilakukan untuk mengkaji kendala yang dihadapi oleh petani teh rakyat dalam pengembangan agro-industri teh. Penelitian dilakukan dengan menggunakan pendekatan studi deskriptif survey. Tempat penelitian yang dipilih adalah Kabupaten: Garut (KecamataCisurupan), Cianjur (Kecamatan Sukanagara) dan Bandung (Kecamatan Pasirjambu), yang merupakan sentra teh di Provinsi Jawa Barat.Data dikumpulkan dengan cara: studi kepustakaan, dan wawancara dengan pihak terkait, yaitu pejabat pada instansi pemerintah, koperasi, pabrikan, asosiasi petani teh, kelompok tani, serta petani teh yang diambil secara acak sederhana dari setiap Kecamatan yang dijadikan sampel. Secara proposional sampel diambil berdasarkan luas wilayah sentra teh, dan setiap kecamatandiambil 30 orang petani teh. Data yang diperoleh dianalisis secara deskriptif, dengan pendekatan system thinking. Salah satu alat pendekatan system thinking yang digunakan yaitu dengan causal loop modelling, agar mudah mendeskripsikannya maka digunakan Causal Loop Diagram. Hasil penelitian menunjukkan bahwa kendala yang dihadapi dalam mengembangkan agroindustri teh rakyat, yaitu: 1) kurangnya ketersediaan pucuk the sebagai bahan baku agroindustri, 2) kurangnya pengetahuan untuk meningkatkan nilai tambah pucuk teh, 3) kurangnya kemampuan dalam penyediaan modal dan peralatan dalam mengolah pucuk teh, dan 4) masih kurangnya dukungan pemerintah dalam mempromosikan teh olahan rakyat (misal: dalam rapat-rapat atau kegiatan-kegiatan yang berlangsung di pemerintahan sebaiknya memanfaatkan produk olahan the dari petani).Katakunci: agroindustri, kendala, nilai tambah, peluang, teh rakyat, ABSTRACTThe increasing market demand, abroad and domestically in the form of "instant tea" (food, beverage, pharmaceutical, cosmetics), and also support from the higher government through GPATN program makes the oopportunitiesof tea small holder groups into tea agro-industry business is quite huge.But infact, this opportunity cannot be utilized properly bytea small holder. Most of the tea small holders still sell their products in the form of freshflush. This research was conducted toinvestigate the constrain of tea small holder in agroindustry development.The study was conducted using a survey descriptive study approach. Selected location research is located at the center of tea small holder in West Java province, i.e.District of Garut (Subsdistrict of Cisurupan), Cianjur (Subdistrict of Sukanagara) and Bandung (District of Pasirjambu). In this research, the data were collected by study of literature and interviews with relevant parties, i.e. officials at government agencies, cooperatives, manufacturers, associations of tea farmers, tea small holder groups, and tea farmers. Tea farmers are taken randomly from each subdistrict sampled. Proportionally, samples are taken based on the size area of tea central region, and from those each district about 30 tea farmers were taken. Data were analyzed descriptively, with a system thinking approach. One of the tool system thinking approaches used in this research is causal loop modeling, in particularly Causal Loop Diagram. Result of the research showed that the obstacles of tea small holder in developing agro-industrial were : 1) the lack of availability of tea flush as raw material for agro-industry, 2) the lack of knowledge to increase value added of tea flush, 3) the lack of capability in the providing capital and equipment in processing the tea flush, and 4) the lack of government support in promoting the tea small holder’s products (e.g., Doing product promotion fromthe tea small holder in the goverment meetings or activities; such as by using those products in the activities).Keywords: agro-industry, constrain, opportunity, tea small holder, value added

Abstract

Iroet Tea is a dry tea trademark owned by Koperasi Serba Usaha (KSU) Putera Mekar. Iroet tea products have been certified UTZ number two in the world and number one in Indonesia related to good plantation practices, good tea processing, environmental social issues, food safety, and quality improvement. Iroet Tea earned UTZ certificates in 2011 and 2013, but currently does not receive the certification, because there are many violations of the standard production procedures, so please note what violations that occur during the production process. The research design used in this research is qualitative with case study technique. The method used in this research is descriptive qualitative. KSU Putera Mekar has set the standard opertaion procedure since the process of picking shoots until dry tea processing process, so that if farmers and workers follow the standard procedure, then Iroet tea products produced will be good quality and get UTZ certificate. But many violations Iroet tea standard operation  procedures, from picking tea shoots, shoots at the shelter collecting the results, to the processing of dried tea is done at the factory. The results showed that there were many violations during the process of supplying raw materials to the production process, the violations committed in the form of non compliance with standard operation procedures and agreements related to raw materials needed, the process of gathering raw materials, and processing of dry tea.   Keywords: production, quality control, standard operation procedure, tea

Abstract

KSU Putera Mekar is the first cooperative to own a tea processing factory directly managed by smallholder tea farmers and produce dried tea products called Iroet tea. The beginning of Iroet Tea factory, they sell their products to PT Sariwangi AEA (Agricultural Estate Agency) and other small companies such as Agriwangi and Elinkindo, but it does not go long. PT Sariwangi broke his contract with the cooperative so that the cooperative did not have a large customer anymore. Cooperative members are decreasing because the cooperative is unable to absorb wet tea tops from farmers and can not afford to pay farmers with pay-weight system, but the agro-industry business still survives. This makes the cooperative requires the chronological know the main cause of bad business cooperatives and the reasons for cooperatives to survive. The research design used in this research is qualitative with case study technique. The method used in this research is descriptive qualitative. The results showed that the main cause of bad business cooperatives is the loss of large consumers and the absence of bailout funds. The reason for the cooperative still persists to this day because the cooperative management has a good orientation to improve the business of Iroet tea agroindustry, supported by the loyalty of cooperative members.   Keywords: agroindustry, cooperatives, loyalty, smallholder tea farmer

Abstract

Kabupaten Bandung Barat merupakan wilayah sentra produksi paprika. Penurunan kualitas dan kuantitas produksi, ketergantungan benih impor serta sulitnya akses terhadap lembaga keuangan dapat berimplikasi terhadap keberlanjutan agribisnis paprika. Tujuan penelitian ini adalah untuk menganalisis kinerja keberlanjuntan agribisnis paprika di Kabupaten Bandung Barat. Berdasarkan pengambilan sampel secara sensus, penelitian ini menggunakan kuesioner dan diskusi dengan pihak terkait dalam pengambilan data. Dimensi ekonomi, sosial, lingkungan, teknologi dan kelembagaan dianalisis dengan menggunakan indeks rata-rata persepsi petani. Hasil penelitian menunjukan bahwa kinerja keberlanjutan agribisnis paprika di Kabupaten Bandung Barat secara umum termasuk kategori cukup dengan nilai tertinggi dimensi sosial dan terendah dimensi teknologi. Kinerja keberlanjutan ini dapat meningkat dengan perbaikan setiap dimensi. Oleh karena itu di dalam perencanaan kebijakan untuk pengembangan keberlanjutan agribisnis paprika sebaiknya memprioritaskan pada peningkatan indikator yang berpengaruh besar terhadap dimensinya.

Abstract

This study aims to design a model of adaptive social capital development in the soybean farming community based on the UPSUS Pajale Program in East Lampung Regency, which was held from January to March 2019. The data used were primary and secondary data with the Mix-method research method. The sampling technique used is Proportional Stratified Random Sampling with a total sample of 140 soybean farmers who are members of a farmer group receiving 2017 UPSUS Pajale Kedelai Program in East Lampung Regency. Data processing is done qualitatively and quantitatively. Qualitatively the data is processed using descriptive analysis, while the quantitative data is processed using Structural Equation Modeling (SEM) analysis, which uses the LISREL 8.80 program. The results showed that the soybean farmer's social capital development model obtained was an adaptive implementation model developed through strengthening the program implementation process, farmer characteristics and institutional institutional performance in supporting the sustainability of the next UPSUS Pajale Program and could also be applied to other government programs. Keywords: Development Model, Social Capital, and UPSUS Pajale Program

Abstract

The declining interest of the younger generation in agriculture is the main factor of decreasing farmers in Indonesia. The decline is due to several factors, including youth’s assessment that the agricultural sector is unprofitable, less prestigious, and synonymous with poverty. It is necessary to know young farmers’ strategies who are still surviving in the agribusiness sector. This strategy can be used as a reference for young farmers individually or in groups in carrying out agribusiness activities. The Katenzo community is a farmer group in the Pangalengan sub-district consisting of young farmers. The Katenzo community has 13 members engaged in the horticulture sub-sector agribusiness, 13 members will be the informant in this case. This study aims to identify various internal and external factors that affect horticultural agribusiness development in the Katenzo Community. The research was conducted using qualitative methods with case study techniques to find out various in-depth data according to the object’s conditions and uniqueness. The research data were obtained through observation, in-depth interviews, documentation, and literature study, then be analyzed using the IFAS, EFAS, IE, and SWOT matrix. Based on the results of the IFAS Matrix, the total score for the strengths and weaknesses of the Katenzo community is 2.564. The total score of the EFAS Matrix obtained from the threat and opportunity score is 2.534. The results of the IE Matrix show that the Katenzo Community is in cell V, namely Hold and Maintain.
