Abstract

The Employee Value Proposition (EVP) represents the perceived overall deal between employer and employee. The employer offers the employee and expects contributions from the employee in return. The inducements and contributions consist of mutual obligations and promises. Inducements typically concern career progression, organisational support, fair and transparent performance management and more tangible things such as pay and holiday entitlements. Contributions related to working hours, being an employer advocate within and outside the organisation, bringing skills, enthusiasm and entrepreneurship to productive work. Importantly, within the overall deal, nested deals are operating at different organisation levels, such as the tailored, workable arrangements forged between the team leader and team members. These reflect opportunities available for employees to shape their work experience. Top-performing companies create a sustainable EVP and total rewards strategy based on the needs, demographics and preferences of their workforce. Employee value Proposition refers to the rewards and benefits an employee receives in return for his performance at the organisation's workplace. The characteristics of the EVP need to be reflected in the corporate and employer brands. This paper takes reviews the concept of employee value proposition along with the business significance of human resource management.

Abstract

Penyelenggaraan pemerintahan daerah bertujuan untuk meningkatkan pelayanan, melibatkan dan memberdayakan masyarakat, serta memajukan pembangunan daerah sekaligus meningkatkan kesejahteraan rakyat. Meningkatkan pembangunan kota yang indah harus didukung oleh masyarakat setempat dan pemerintah daerah tanpa kecuali. Pembangunan berupa fisik. Keberhasilan pariwisata dalam mengikuti aturan-aturan yang sudah disepakati memerlukan keseriusan semua pihak dalam mengikuti kesejahteraan masyarakat. Perlunya penelitian berkaitan dengan penyelenggaraan pemerintah daerah dalam peningkatan pelayanan dan pemberdayaan masyarakat, demi tercapainya tujuan Nasional dalam mensejahterakan masyarakat.

Abstract

Based on the observation that the implementation of Disaster Management in Garut Regency has not been implemented optimally. This is evident from the fact that there are still many victims when a disaster occurs so that overall handling is still necessary. The research method used is qualitative. The type of qualitative approach used is descriptive. Qualitative research is a research procedure that produces descriptive data in written or spoken words from people and observable behavior. The qualitative method was chosen considering that this method is expected to obtain accurate data and examine research problems in depth so that the expected results can be obtained. The term gotong royong cannot be underestimated in a foreign language because gotong royong is the familiar spirit of the Indonesian people to unite, cooperate, share, help each other, and feel together to achieve common goals with benefits for all. The term gotog royong is often heard, but this social spirit is starting to weaken, especially in cities. Restoring the spirit of gotong royong today is quite a challenge today. However, participation and participation in a community group are the key to life's values to carry out a strategy in life.

Abstract

The general problem of agriculture in Indonesia is the fall in prices during the main harvest season. Farmers cannot store their crops longer because they have run out of funds and do not have adequate warehouses. This condition is exploited by middlemen and moneylenders to make big profits, so that the farmers feel disadvantaged. Some of the reasons farmers sell their crops to middlemen are because middlemen are able to transport and take care of harvesting and transporting themselves. The buying process by middlemen for farmers is fairly cheap and the loyal customers of farmers are middlemen so whenever it's harvest time, farmers still entrust their sales to middlemen. The government then tried to overcome these problems through the establishment of a Commodity Auction Market, a People's Business Credit, and a Warehouse Receipt System, hereinafter referred to as a Warehouse Receipt System (SRG). Permasalahan umum pertanian di Indonesia adalah jatuhnya harga pada saat musim panen raya. Para petani tidak dapat menyimpan hasil panen lebih lama karena sudah kehabisan biaya dan tidak punya gudang yang memadai. Kondisi ini dimanfaatkan para tengkulak dan rentenir untuk mengambil untung besar, sehingga para petani merasa dirugikan. Beberapa alasan petani menjual hasil panen ke tengkulak karena tengkulak mampu mengangkut dan mengurus sendiri pemanenan hingga pengangkutan. Proses pembelian yang dilakukan tengkulak pada petani terbilang sangat murah dan pelanggan setia petani adalah tengkulak, sehingga kapan pun masa panennya petani tetap mempercayakan penjualannya pada tengkulak. Permasalahan tersebut oleh pemerintah kemudian dicoba diatasi melalui pendirian Pasar Lelang Komoditas, Kredit Usaha Rakyat, dan Sistem Resi Gudang atau Werehouse Receipt System selanjutnya disebut dengan Sistem Resi Gudang (SRG).

Abstract

Abstract This paper discusses public policy in Indonesia and the challenges in its implementation. Public policy is the means by which the government works. Society is faced with various problems ranging from social problems, health, infrastructure, environment, and others. The government through its policies offers solutions for them. However, many public policies formulated in Indonesia since independence have not provided adequate benefits for the Indonesian people because they have faced serious implementation challenges that have resulted in failure. This research uses a documentary research design and secondary sources for data collection. Some of the challenges identified by this research that hinder the implementation of public policy in Indonesia include the uncontrolled influence of international institutions in policy design and formulation, duplication of institutions involved in program implementation and administrative practices. Poor implementation/failure of development programs in Indonesia has, among other things, caused waste of important human and material resources, loss of people's trust in the government and a bad image of the country abroad. In light of these challenges, this study recommends that the government must consciously and courageously divest itself of undue influence from international institutions and their agents and involve the people/beneficiaries in every stage of development policies/programs. Abstrak Penelitian ini membahas tentang kebijakan publik di Indonesia dan tantangan-tantangan dalam implementasinya. Kebijakan publik adalah sarana yang digunakan pemerintah untuk bekerja. Masyarakat dihadapkan pada berbagai masalah mulai dari masalah sosial, kesehatan, infrastruktur, lingkungan, dan lain-lain. Pemerintah melalui kebijakannya menawarkan solusi untuk mereka. Namun, banyak kebijakan publik yang dirumuskan di Indonesia sejak kemerdekaan belum memberikan manfaat yang memadai bagi masyarakat Indonesia karena menghadapi tantangan implementasi yang serius yang mengakibatkan kegagalan. Penelitian ini menggunakan desain penelitian dokumenter dan sumber-sumber sekunder untuk pengumpulan data. Beberapa tantangan yang diidentifikasi oleh penelitian ini yang menghambat implementasi kebijakan publik di Indonesia antara lain adalah pengaruh yang tidak terkendali dari lembaga-lembaga internasional dalam perancangan dan perumusan kebijakan, duplikasi lembaga-lembaga yang terlibat dalam implementasi program dan praktik-praktik Mala Administrasi. Buruknya implementasi/kegagalan program-program pembangunan di Indonesia antara lain menyebabkan pemborosan sumber daya manusia dan material yang penting, hilangnya kepercayaan rakyat terhadap pemerintah dan citra buruk negara di luar negeri. Mengingat berbagai tantangan ini, studi ini merekomendasikan bahwa pemerintah harus secara sadar dan berani melepaskan diri dari pengaruh yang tidak semestinya dari lembaga-lembaga internasional dengan agen-agennya dan melibatkan rakyat/penerima manfaat dalam setiap tahap kebijakan/program pembangunan. Abstract

Objectives – Decision-making structures are usually associated with the logistical challenges experienced during disaster operations. However, the alignment between the operational level and the decision-making structure is usually neglected. The purpose of this paper is to provide an analysis of the suitability of the two levels and their impact on performance. Design/methodology/approach – This study uses a case study approach in Garut Regency. Through a review of disaster management policies in the region, interviews and secondary data, this paper provides an analysis of the current decision-making structure, logistics activities carried out by the authorities and the impact of alignment between the two components on  logistics support performance. Findings – The analysis shows that some of the challenges commonly associated with centralization are actually rooted in alignment with the operational level. Logistics performance is negatively affected by faulty assumptions, poorly planned procedures, inconsistent decision making, and poorly designed structures. This case demonstrates the need to align the operational level with a centralized perspective to increase responsiveness, flexibility and interaction between different organizations. Originality/value – This paper identifies the impact of misalignment between decision-making structures and the operational level on logistics performance, an area that has not been studied at this time. Moving from current arguments about appropriate decision-making structures for disaster management to identification of components for implementing an efficient and effective disaster management system. In addition, this paper provides recommendations for best practices in humanitarian logistics, namely: applicable to Garut and other regions that use a centralized decision-making approach.

Abstract

Health services in local governments are a crucial element in meeting public health needs. This research aims to explore the factors that influence the quality and accessibility of health services at the local level, with a focus on health infrastructure, human resources, financing, health technology, and community participation. This research aims to analyze the quality and accessibility of public health services in local government. This research uses a descriptive qualitative approach by collecting data from previous studies that are relevant to health service issues in local government. The data that has been collected will be processed to support a more in-depth analysis of these issues. The results of this study found that the evaluation of health infrastructure, availability of human resources, financing, and health policies play an important role in the quality and accessibility of health services in local governments. While the adoption of technology in healthcare offers great opportunities to improve efficiency and effectiveness, privacy and technology access challenges still need to be addressed. Community participation and health awareness encourage healthy behavior and play an active role in health maintenance, which in turn can support the quality of health services. This research provides a holistic and in-depth view of the health system in local government, illustrating the need for collaboration between government, health service providers, and communities in dealing with complex health issues.

Abstract

The presence of regional autonomy gives regional governments the authority to regulate their regional opinions. However, at the same time, regional development often results in a lack of ability of local governments to manage their budgets properly. This research then aims to look at how local governments manage their budgets to optimize Regional Revenue. This research was carried out using a descriptive qualitative approach.  This research then found that regional budget management is the key to optimizing revenue. In overcoming central government dependency, efficient budget management is needed. Through monitoring, planning, and evaluation, the budget is maximized. A performance-based approach strengthens resource allocation and project assessment. Increasing regional income occurs through taxation, levies, community participation, and transparency. With good management, community involvement, and a focus on results, local governments achieve fiscal independence and local prosperity.

Abstract

In the context of globalization and rapid economic change, the role of local governments in managing bureaucratic dynamics and developing strategies to encourage local economic growth has become increasingly crucial. Local businesses are the backbone of a region's economy, and the performance of local government bureaucracy and policies can have a significant impact on community welfare and potential economic growth. This research aims to analyze bureaucratic dynamics in the local business environment and local government strategies for encouraging economic growth. This research uses a qualitative descriptive method, which makes it possible to analyze bureaucratic dynamics and regional government strategies comprehensively. Research data was obtained through a literature review of research results and previous studies that are relevant to this research topic. The research results reveal that strong political support, availability of adequate resources, and cooperation between government institutions are essential supporting factors for local government strategies in encouraging local economic growth. On the other hand, obstacles such as conflicting policies, budget constraints, and economic uncertainty are challenges that need to be overcome. These conclusions provide an in-depth understanding of the complexity of the role of local government in creating a business environment that supports local economic growth and provides valuable insights for public policy and decision-making at the local government level.

Abstract

Implementing e-government has become an important strategy in increasing public transparency in the digital era. This research aims to analyze the role of e-government in increasing public transparency in the Bandung Regency Government. Using a descriptive qualitative approach, data was collected through in-depth interviews with government officials, public service users, as well as observations of official websites and e-government applications used in Bandung Regency. The research results show that the implementation of e-government in Bandung Regency has succeeded in increasing access to public information, speeding up administrative services, and increasing local government accountability. However, there are a number of obstacles faced, such as limited technological infrastructure and human resource capacity. The implications of this research indicate that strengthening information technology systems and increasing human resource capacity through intensive training is necessary to optimize the implementation of e-government in supporting public transparency. This research makes a significant contribution to understanding the relationship between e-government and transparency at the local government level, as well as offering relevant policy recommendations.
