Abstract

This research aims to provide an overview of the phenomena and opportunities for Disaster Mitigation by the Regional Command apparatus in Cianjur Regency, to further formulate an assessment model through the formulation of policies, strategies and effective disaster management steps. Data was collected through filling out questionnaires and interviews using polyphonic interviewing and oral analysis techniques, involving various relevant stakeholders. The data obtained was then analyzed through stages of reduction, classification and coding, resulting in in-depth conceptualization and thematization. The research results show that the capacity resilience of Apkowil Kodim 0608/Cianjur is in an intermediate position, which means that further strengthening is still needed in the fields of human resources and software, such as supporting regulations. This strengthening is very important to ensure effective preparedness and response to disasters. Thus, it is hoped that through this capacity increase, Apkowil can achieve the level of resilience that meets expectations, and be able to make a significant contribution in realizing a safe and resilient area against disasters.

Abstract

Penetapan Undang-undang (UU) Nomor 3 Tahun 2024 tentang Perubahan Kedua atas Undang-Undang Nomor 6 Tahun 2014 tentang Desa menuntut penyiapan dan penguatan kapasitas, baik aparatur pemerintah desa maupun masyarakatnya. Peningkatan kapasitas aparatur pemerintahan desa dan juga unsur masyarakat yang terlibat secara langsung dalam tata kelola desa menjadi suatu syarat supaya pelaksanaan UU Desa itu sendiri dapat berjalan secara optimal. Untuk meningkatkan kinerja aparatur di desa maka perlu dilakukan pengembangan dan pelatihan sumber daya aparatur dalam menyelenggarakan tugas pemerintahan atau pelayanan publik yang lebih baik di desa. Kegiatan pengabdian dilaksanakan di Desa Warnasari yang merupakan bagian dari Kecamatan Pangalengan, Kabupaten Bandung, Provinsi Jawa Barat. Kegiatan dilakukan melalui pelatihan serta Focus Group Discussion (FGD) bersama pemerintah desa, tokoh masyarakat, dan Kepala Desa Warnasari pada tanggal 9-10 September 2024 yang bertempat di Kantor Desa Warnasari. Melalui kegiatan FGD tersebut, dapat diidentifikasi bagaimana proses analisis sumber daya aparatur pemerintahan di Desa Warnasari, Kecamatan Pangalengan.

Abstract

This study aims to evaluate the quality of public services in the management of Electronic Identity Cards (e-KTP) in Parongpong District. Using a descriptive qualitative method, data was obtained through direct observation and in-depth interviews with several sources, including the Parongpong District Head, the Head of Government and Public Service Section, service staff, and two service users. The findings indicate that the quality of public services at the Parongpong District Office is still not optimal. Several aspects need improvement, such as Tangibles (physical evidence), where the facilities do not meet the standards necessary to efficiently support the e-KTP process. Additionally, there is uncertainty in the completion of e-KTPs due to a shortage of blanks and technical disruptions on the server (Reliability), as well as insufficient assurance regarding service timeliness (Assurance). This study is expected to provide insights for improving e-KTP services in the future.

Abstract

The program implemented by the government to increase the supply of clean water is the Community-Based Water Supply and Sanitation Provision (Pamsimas) program, which aims to increase the population's coverage of proper and sustainable drinking water and sanitation services. PAMSIMAS (Community-Based Water Supply and Sanitation) is a government program that aims to create clean and healthy living communities by increasing access to sustainable drinking water and sanitation and actively involving the community through the Provision of drinking water and sanitation-based water supply and sanitation programs. community which is a commitment to continue the success of achieving the target of the Sustainable Development Goals (SDGs) program. This study uses qualitative research through interviews, observation and documentation. The interview technique used in this research is in-depth interview technique in the form of semi-structured interviews, to 8 informants. The results of this study were seen from the successful implementation of the PAMSIMAS program in Mekarwangi Village by applying sustainable indicators which included aspects of ecological, economic, socio-cultural, political, security and defense indicators.

Abstract

This study investigates how public institutions apply dynamic capabilities in disaster management to strengthen adaptability and resilience. The research focuses on institutions such as BNPB and BPBD, collecting data through in-depth interviews, field observations, and document analysis using a qualitative case study approach. Grounded theory elements guide the inductive development of a conceptual framework based on three key components: sensing, seizing, and transforming. The study finds that traditional bureaucratic structures often rigid and hierarchical are poorly suited to handle the fast-paced and complex nature of disasters. Institutions that can detect early signals, coordinate strategic actions, and adapt organizational routines in real time show greater responsiveness. Key enablers of this capacity include technological integration, inter-agency collaboration, and continuous learning processes. The research contributes theoretically by contextualizing the dynamic capabilities framework within public governance, moving beyond its original business-oriented formulation. It offers insights for institutional reform by identifying adaptive patterns in disaster response that can inform more flexible, data-driven, and sustainable emergency governance models. These findings provide a foundation for improving the agility of public institutions in navigating future uncertainties and crisis environments.

Abstract

Era VUCA (Volatility, Uncertainty, Complexity, Ambiguity) telah mengubah lanskap tata kelola pemerintahan, menuntut kapasitas adaptasi dan inovasi yang lebih tinggi, khususnya di daerah otonomi baru (DOB) yang menghadapi keterbatasan sumber daya dan infrastruktur kelembagaan. Penelitian ini bertujuan untuk menganalisis tantangan dan evaluasi implementasi digital governance dalam memperkuat kinerja pemerintahan DOB, sekaligus mengidentifikasi strategi kebijakan publik yang responsif terhadap dinamika ketidakpastian. Menggunakan pendekatan mixed methods, penelitian ini menggabungkan survei kuantitatif terhadap 250 responden aparatur sipil negara (ASN) dan perangkat daerah, serta wawancara mendalam dengan 20 pemangku kepentingan kunci di tiga DOB di Indonesia bagian timur. Data dianalisis menggunakan Partial Least Squares-Structural Equation Modeling (PLS-SEM) untuk menguji hubungan antara kapasitas digital, kualitas layanan publik, dan kepercayaan masyarakat, serta analisis tematik untuk mengidentifikasi pola narasi kebijakan. Hasil penelitian menunjukkan bahwa adopsi digital governance berpengaruh signifikan terhadap efisiensi layanan dan transparansi, namun efektivitasnya terhambat oleh rendahnya literasi digital, ketimpangan infrastruktur TIK, dan resistensi birokrasi. Analisis kualitatif mengungkap perlunya model tata kelola adaptif berbasis kolaborasi multiaktor, serta kebijakan yang mengintegrasikan pembangunan infrastruktur digital dengan peningkatan kapasitas sumber daya manusia. Temuan ini memperkuat urgensi reformulasi strategi kebijakan publik di DOB untuk mengatasi risiko era VUCA melalui inovasi tata kelola yang inklusif, responsif, dan berbasis teknologi. Studi ini memberikan kontribusi pada literatur kebijakan publik dan tata kelola digital di negara berkembang, serta menawarkan implikasi praktis bagi perumus kebijakan di tingkat pusat dan daerah. Kata kunci: Daerah Otonomi Baru, Era VUCA, Digital Governance, Kebijakan Publik, Reformulasi Strategi

Abstract

Pembelajaran organisasi sangat penting untuk membangun bisnis pariwisata yang tangguh bencana. Pandemi COVID-19 memberikan kesempatan untuk menyelidiki bagaimana bencana di masa lalu memperkuat ketahanan organisasi bisnis pariwisata. Penelitian ini bertujuan mengevaluasi bagaimana bencana masa lalu menjadi pembelajaran organisasi bisnis pariwisata di Jawa Barat. Teori tentang bencana dari Cenat & Derivois dan teori tentang pembelajaran organisasi dari Popova-Nowak & Cseh digunakan sebagai acuan dalam menelaah permasalahan. Penelitian ini menggunakan metode deskriptif kualitatif, karena metode tersebut dapat memberikan deskripsi yang lebih mendalam dan kaya tentang “bagaimana” dan “mengapa” berkaitan dengan pertanyaan-pertanyaan penelitian seperti tentang pembelajaran organisasi, ketahanan organisasi dan kolaborasi pemangku kepentingan sehubungan dengan pandemi COVID-19 dan berbagai bencana lainnya di Jawa Barat. Ditemukan bahwa modal manusia dan sosial yang terbatas membatasi pembelajaran organisasi mereka, memaparkan kerentanan industri pariwisata Jawa barat terhadap peristiwa bencana di masa depan. Latihan peningkatan kapasitas pemangku kepentingan diperlukan untuk meningkatkan ketahanan bencana dalam mengelola bisnis pariwisata.

Abstract

Sumber Daya Manusia (SDM) bersifat proaktif dan penting bagi operasional organisasi mana pun, baik itu korporasi atau lembaga. Mereka merupakan aset yang tak ternilai harganya dan sangat penting bagi operasional organisasi. Pengembangan sumber daya manusia merupakan faktor penting dalam persaingan global yang ada, yang mengakibatkan meningkatnya tingkat persaingan di tengah suasana yang tidak dapat diprediksi. Sumber Daya Manusia merupakan bagian integral dalam proses pembangunan desa. Peran dalam tugas pokok dan fungsi pemerintahan juga diperlukan untuk mendukung pertumbuhan dan pengembangan potensi yang ada. Peran tersebut dekat dengan pengembangan Sumber Daya Manusia (SDM) yang meliputi koordinasi kegiatan, pemberian dukungan kompetensi, dan penerapan konsep penempatan Sumber Daya Personalia. Sumber daya manusia (SDM) harus memiliki beberapa kompetensi penting untuk memenuhi tanggung jawabnya. Kompetensi adalah konsep yang terkait dengan bakat, pemahaman, kebijaksanaan, dan disposisi yang berfungsi sebagai prinsip yang harus dipatuhi oleh karyawan organisasi terkemuka ketika menjalankan tugas pekerjaan, tanggung jawab, atau sejenisnya.
