Abstract

Education is something that is very essential in the humanitarian process in a cultured society. So in practice, every child has the right to get an education which has become his right to obtain an education that is accessible and of good quality. There are various kinds of problems to make it happen, such as education infrastructure such as school spaces that are still lacking, and the low quality of education is caused by the number of teachers who are not evenly distributed and the level of teacher welfare cannot be said to be good, especially teachers who are not civil servants. There are two problem formulations in this research, namely "How is the role of the Pekanbaru city education office in realizing equal and quality access to education and the inhibiting factors in its implementation".The research approach used is a qualitative approach. while the type of research used is descriptive. The data was collected by the author using interview and documentation techniques. The data used are primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research.The results showed that the Education Office made various efforts in order to achieve equal and quality access to education in Pekanbaru City. This is supported by increasing the role of the government, in this case the education office. Efforts are being made to use the theory of the role of government, namely (1) Role as community service, (2) Role as facilitator, (3) Role as companion, (4) Role as partner, (5) Role as funder. In carrying out its duties and functions in realizing equitable and quality access to education, the Pekanbaru City Education Office experiences several obstacles such as limited budget and human resources. Keywords: Role, Even and Quality Education, Education Office

Abstract

This research is motivated by the many obstacles encountered in the Sidomulyo Public Hospital in Tampan District, Pekanbaru City, including: (1) not all doctors work every day, while nurses also enter alternately; and (2) the absence of pulmonary, child and neurologist specialists, even though previously there were.The theory used in this study is an indicator of public service according to Menpan Number 63 of 2003, namely: service procedures, service time, service costs, service products, facilities and infrastructure, and competence of service providers. This research is qualitative research, while the data collection techniques used are interview techniques.The results showed that public services at the community health center in Inpatient Hospital Sidomulyo Tampan District, Pekanbaru in 2017 were not optimal. Inhibiting factors for public services in community health centers (Puskesmas) in Tampan Subdistrict, Pekanbaru City In 2017 there was still a lack of human resources in Puskesmas, still lack of availability of Puskesmas facilities and infrastructure, not optimal maintenance, maintenance and inspection of infrastructure facilities, and not yet optimal supervision of Puskesmas facilities and facilities by the Pekanbaru City Health Service.Keywords: Public services, Puskesmas

Abstract

research present describe the implementation of Sangkumpal Bonang markets retribution policy in Padangsidimpuan City in 2013-2015. In region autonom, the Regency Government have a authority to increase of regency saving by market retributions. In Padangsidimpuan City market retributions have based on district regulation Number 4 in 2010 about retributions of public services.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Padangsidimpuan city and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of coperation, Economic creative, industry, trade and market of Padangsidimpuan, Head of Unit Retribution Marekt, Head of section Market, staff of retribution and seller in Sangkumpal Bonang Markets.The conclution of this research are the implementation of Sangkumpal Bonang markets retribution policy in Padangsidimpuan City have done since 2009 and it’s not optimally. Some factos cause low of socialization about regulation market retributions, low of staff quantity and intensif for staff retribution, low of controlling from coperation, Economic creative, industry, trade and market of Padangsidimpuan agency, low of attention seller to pay the market retributions and, so many illegal seller in Sangkumpal Bonang that not payed the retributions.Keywords: implementation, policy, retributions and market.

Abstract

This research is based on the fact that the unemployment rate in the downstream rokan district increases every year. This is due to the economy, thinking and nature of job seekers, low education. This study aims to determine employment by the downstream district of labor offices. this research uses descriptive method with qualitative approach, observation, interview and documentation. The technique of collecting research subjects is by using purposive sampling technique, from this technique obtained key infoman, which consists of heads of information on labor distribution and training, head of labor inspection, head of industrial sector, head of labor distribution, head of personnel training section work, staff in the field of labor supervision. 1 Member of Rokan Hilir Regency DPRD, 1 person training in labor. Observations, interviews and documentation are data collection techniques conducted by researchers. the results of the research conducted through interviews and field observations and then analyzed can be concluded that the employment of the downstream Regency Manpower Office in the Category has been sufficiently optimal, for reasons including the Rokan Hilir District Manpower Office only implementing 6 activities or 6 indicators from 11 activities or 11 research indicators according to Rokan Hilir District Regulation No. 8 of 2014 concerning Managing employment and employment services must optimize the implementation of the labor market and online exchanges and for the government parties must carry out more frequent training in labor, and communicate with the private sector or companies to establish good relations. Abstract

The target of government policy is to improve the lives of the people, who are oriented towards increasing the income of the community, especially those who have economic limitations. Based on the Republic of Indonesia's Minister of Social Affairs Regulation No. 25 of 2016 concerning Business Facility Development Assistance through Electronic Warong Gotong Royong Joint Business Group the Hope Family Program states that the establishment of PKH KUBE e-Warong aims to improve the welfare of beneficiary families. The problems in this research are: First, how is the implementation of PKH's Warong KUBE Electronic Program in Pekanbaru's Rumbai Pesisir District in 2017. Second, what are the factors that hinder the implementation of PKH's Warong KUBE Electronic Program in Pekanbaru's Rumbai Pesisir District in 2017. As for the purpose of this paper, namely: First, To find out the implementation of the PKH Electronic Warong KUBE program in Pekanbaru City Rumbai Pesisir District in 2017. Secondly, To find out the factors that hinder the implementation of PKH Warong KUBE Electronic program in Pekanbaru Rumbai Pesisir District in 2017. This research is qualitative research. This research was conducted in the District of Rumbai Pesisir. The techniques used to collect data in this study are (1) Observation, (2) Interview, and (3) Documentation. The conclusions of this study indicate that the electronic implementation of PKH Warong KUBE at the Pekanbaru City Social Service has not been optimal, which is evidenced by the lack of human resources in the escort section, and there is a lack of funds in the implementation team that descends on the field. Based on the results of the research that the researchers have done, the authors make suggestions that the Prosperous Indonesian Community Cooperatives (KMIS) can be formed so that the input of food in e-Warong can be easily controlled, regaining the poor in each region, the community is wiser in utilizing assistance given so that the benefits of the program can be felt in the long term. Abstract

       LHKPN is the submission of wealth reports by state officials to the Komisi Pemberantasan Korupsi (KPK) Indonesia. LHKPN functions as a control tool and a mechanism to assess the honesty and integrity of the state administrators. The implementation of LHKPN in Pekanbaru, in accordance with Peraturan Walikota Pekanbaru Nomor 141 Tahun 2018 tentang Laporan Harta Kekayaan Penyelenggara Negara di Lingkungan Pemerintah Kota Pekanbaru, has started to implement LHKPN since 2017 by establishing the LHKPN task unit. The manager of the LHKPN program in Pekanbaru is the team that manages and coordinates the LHKPN with the establishment of an LHKPN Management Unit which is stipulated by a Mayor’s Decree. The secretariat of the LHKPN Management Unit is located at the Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Pekanbaru.     The purpose of this study was to see the implementation of the tasks of the Pekanbaru LHKPN Management Unit and to see the obstacles experienced in the implementation of the LHKPN in Pekanbaru. The method used in this study is a descriptive method with a qualitative approach. Data collection techniques with primary data collection in the form of field interviews and secondary data collection in the form of documentation and literature study.     The results showed that all LHKPN implementation was carried out by the Komisi Pemberantasan Korupsi (KPK) and carried out directly by the leadership of the relevant government institution. The implementation of LHKPN has a legal basis Undang-Undang Nomor 28 Tahun 1999 tentang Penyelenggara Negara yang Bersih dan Bebas dari Korupsi, Kolusi dan Nepotisme. In the Pekanbaru, the implementation of the LHKPN is carried out by a task unit under BKPSDM Pekanbaru. The duties of the Pekanbatu LHKPN Unit are carried out based on Peraturan Walikota Pekanbaru Nomor 141 Tahun 2018 tentang Laporan Harta Kekayaan Penyelenggara Negara di Lingkungan Pemerintah Kota Pekanbaru. The obstacles experienced in carrying out LHKPN tasks in Pekanbaru are because of too weak administrative sanctions, low levels of awareness of LHKPN reporting, limited facilities and infrastructure and busy government officials. Keywords: LHKPN, BKPSDM, LHKPN Unit Performance.

Abstract

One of the tourism potentials that has begun to be sought after in Siak Regency is nature tourism based on agrotourism in Bungaraya District. However, in the effort to develop Agro Tourism by the Tourism Awareness Group in the District of Bungaraya there were several obstacles that caused the disruption of the development of attractions. The formulation of the problem in this study are (1) What is the role of the Siak Regency Government in developing the Tourism Awareness Group in the Agro Tourism Sector in Bungaraya District in Siak Regency in 2018? (2) what are the inhibiting factors in the effort to develop agrotourism in Bungaraya Subdistrict, Siak Regency in 2018? This research aims to (1) describe the role of the Regional Government of Siak Regency in the development of tourism objects in the Bungaraya District in Siak Regency in 2018, (2) describe the inhibiting factors in the development of tourism objects in the Bungaraya District in Siak Regency in 2018. This research is a research which uses a qualitative approach with the type of qualitative descriptive research. The location of this research was carried out in the Siak Regency Tourism Office and attractions in Bungaraya District. Data collection techniques performed were through interviews and documentation. The data analysis technique used is an interactive analysis model. The results of the study concluded that the role of the Siak District Government in the development of Pokdarwis in the field of agro-tourism in the Bungaraya District of Siak Regency can be seen through its role as, motivator, facilitator, and dynamicator. In Agro-tourism development is still dominated by the role of Pokdarwis compared to the Regional government. The role of the Siak Regency Government in developing tourist objects in the Bungaraya District is influenced by internal factors such as budget constraints and inadequate human resources. While external factors such as the lack of public participation in the development of tourism objects and the low involvement of the private sector in the development of attractions. Keywords: Efforts, Tourism Development, Bungaraya Agro Tourism

Abstract

Strengthening Capabilities Regional Disaster Management Agency of Riau Province (BPBD) in tackling the haze problem in 2015. The author identifies himself as the 2015 disaster Riau province experienced tremendous smog. In addition the haze itself from 1997 is always present in the province of Riau. BPBDs itself is a government agency engaged in the disaster area have an important role in disaster management, the reality is not able to cope with this disaster. The problem of this research is How the capabilities of regional disaster management agencies Riau Province in tackling the haze in 2015 ?, and what obstacles or barriers capability of disaster management agencies in the response area of Riau Province haze in 2015 ?. INIA research purposes dalah know the capabilities of local disaster management agency Riau Province in tackling the haze in 2015 and knowing the obstacles or barriers capability of disaster management agencies in the response area of Riau Province in 2015 smog.The research method in this thesis is qualitative research. In collecting the data, researchers use interviewing techniques, observation, and documentation. By using key informants as a source of information and use some of the questions the source of information by looking at the phenomena contained in the data legally.Based on these results it can be concluded that the regional disaster management capability Agency (BPBD) of Riau Province in tackling the haze in 2015 of the four criteria of capability administrations of three criteria is not going well. While a good run capability. Abstract

Political developments brought a number of theologian involved directly or indirectly in the political scene. theologian political aspirations exploited the political parties at national and local level in each general election. As a result, theologian faced with the world of politics, as happened on the legislative elections in Bengkalis District Bantan 2014, the scholars who contribute to winning one of the first candidate in the electoral district on behalf of the District Bantan Sofyan.The formulation of the problem in this research is how the role of the theologian against Sofyan winning candidate in the electoral district I Bengkalis District Bantan and what are the factors that influence the theologian involved to winning Sofyan. The purpose of this study to know how the role played by theologian in determining victory Sofyan, as well as for know what are the factors that influence the involvement of theologian against the winning Sofyan. This type of research is descriptive with qualitative approach. Informants in this study is, legislators Bengkalis, chairman of the foundation, chairman, director of KMI, Nurul Hidayah alumni of the boarding school, and the community Bantan. Data collection techniques with interviews to know how the role of the theologian against winning Sofyan. Qualitative data analysis technique that is performed on the data, in this case in the form of qualitative data is then associated with the data information other to gain clarity on the truth.The results of this study, the involvement of theologian against the winning Sofyan done by direct and indirect, As well as for factors that affect theologian support sofyan namely becaused by sofyan is alumni of pesantren Nurul Hidayah, so that if elected will sofyan education at boarding school always gets the full attention of the government.Keywords: Elite Determinants, Theologian, Local Politics

Abstract

Pekanbaru City is in the first rank of cases of violence against women and children in Riau Province with a total of 418 cases. There was an increase in the number of cases and the peak was in 2018-2019 with 222 reports. This research problem is how the program evaluation is carried out by the Department of Women's Empowerment and Child Protection in Pekanbaru City against violence against women and children in 2018-2019 and the implementation of programs carried out by the Pekanbaru City Women's Empowerment and Child Protection Agency against violence against women and children in 2018-2019. This study aims to describe the evaluation of programs carried out by the Pekanbaru City Women's Empowerment and Child Protection Agency against violence of women and children in 2018-2019 and the obstacles to program implementation carried out by the Department of Women's Empowerment and Child Protection in Pekanbaru City against violence against women and children.  2018-2019 This research is a type of descriptive research using a qualitative approach. Data collection techniques in this study using interview techniques, observation and documentation, data analysis used is qualitative analysis. The location of the research was carried out at the Women Empowerment and Child Protection Office of Pekanbaru City, the Family Learning Center (PUSPAGA), the Pekanbaru City Children's Forum and the Riau Women's Children's Organization NGO (RUMPARI). The results of this study are based on the theoretical indicators used by the writer are: 1. Effectiveness, the activities carried out are not effective because the planned qualitative and quantitative objectives are not achieved. 2. Efficiency, the program implemented is not efficient.  This is evidenced by the use of the budget in implementing the program but not achieving the expected goals. 3. Adequacy, unavailability of adequate facilities and infrastructure and the absence of supports systems from related agencies which are the program targets of PUSPAGA. 4. Similarity, the programs implemented are not evenly distributed among all communities.  Because only a few groups of people are the program targets. 5. Responsiveness, programs implemented by the agency have not received a very good response from NGO’s.  6. Accuracy and inaccuracy in the mapping of cases carried out by the agencies.
