Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana inovasi pengembangan smart economy melalui SiBakul di Kabupaten Bantul dan Kabupaten Sleman, dan dampak inovasi pengembangan usaha bagi UMKM berbasis smart economy melalui SiBakul di Kabupaten Bantul dan Kabupaten Sleman. Penelitian ini diteliti dengan menggunakan metode penelitian kualitatif dengan teknik wawancara dan dokumentasi. Hasil penelitian ini terbagi menjadi dua dimensi  yakni inovasi pengembangan smart economy, dan inovasi pengembangan usaha dengan lima indikator yakni, produktivitas, inovasi (digital), peningkatan jumlah pelanggan, peningkatan kualitas sdm, dan peningkatan pendapatan. Berdasarkan indikator-indikator tersebut dapat disimpulkan bahwa dalam pengembangan UMKM melalui SiBakul terdapat keseimbangan di Kabupaten Bantul dan Kabupaten Sleman dan Dampak yang dari adanya inovasi pengembangan usaha bagi UMKM berbasis smart economy yakni terciptanya pembinaan yang terstruktur, terpadu, dan mudah untuk diakses sesuai dengan perkembangan zaman, hal tersebut dikemas dalam bentuk SiBakul yang merupakan bentuk digitalisasi modern sebagai salah satu upaya untuk mewujudkan smart economy.

Abstract

Sebagai salah satu desa yang mempunyai potensi baik wisata maupun industri, Desa Gendaran tak luput dari permasalahan sampah khususnya sampah rumah tangga. Sampah limbah rumah tangga menjadi perhatian utama karena dapat berdampak negatif bagi kesehatan, kebersihan, maupun keindahan lingkungan. Hal tersebut menjadi kekhawatiran karena adanya ancaman yang timbul dari sampah yang menumpuk karena dapat menyebabkan melonjaknya limbah sampah plastik dan dapat berpengaruh terhadap kehidupan sehari-hari serta berdampak terhadap ekosistem lingkungan sekitar. Oleh karena itu, tim pengabdian menawarkan sebuah solusi berupa konsep “Sedekah Sampah” yang mana untuk memobilisasi sedekah sampah plastik dari warga masyarakat Desa Gendaran. Metode pelaksanaan yang digunakan yaitu Participatory Rural Appraisal (PRA), yang mana mengajak masyarakat untuk turut berpartisipasi dalam proses pembangunan dan pengembangan sebuah kegiatan. Proses sosialisasi literasi sampah dilakukan secara kolaboratif bersama pemerintah Desa Gendaran dan turut mengundang Kepala Dusun dan masyarakat sekitar. Hasilnya 57,5% masyarakat paham dan 42,5% masyarakat menyatakan sangat paham terhadap materi sosialisasi pengelolaan sampah yang diberikan. Tim Pengabdian juga mendistribusikan enam wadah sampah yang didistribusikan ke enam titik yang ada di Desa Gendaran. Hasil dari kegiatan ini menunjukan adanya antusiasme warga yang cukup tinggi di setiap dusun, hal tersebut dibuktikan dengan tempat Sedekah Sampah yang mulai digunakan dalam keseharian masyarakat.

Abstract

Muhammadiyah sebagai organisasi Islam modernis terbesar di Indonesia memiliki peran strategis dalam dinamika sosial-politik kebangsaan. Menjelang Pemilihan Kepala Daerah (Pilkada) Serentak 2024, peran ini semakin krusial terutama di Sulawesi yang memiliki keragaman sosial-budaya dan kompleksitas politik yang tinggi. Karena itu, penguatan kapasitas kepemimpinan bagi pimpinan Muhammadiyah se-Sulawesi menjadi kebutuhan mendesak dalam menghadapi tantangan politik lokal. Dalam hal ini, intensifikasi ideologi politik dan pengembangan kapasitas kepemimpinan serta mampu menjawab tantangan lokal menjadi kunci penting. Metode yang digunakan dalam pengabdian ini adalah pendekatan Participatory Action Research (PAR) dengan tujuan untuk memberdayakan masyarakat, khususnya pimpinan Muhammadiyah di kawasan PulauSulawesi. Program ini melibatkan berbagai kegiatan seperti Focus Group Discussion (FGD) dan Pelatihan Ideologi Kepemimpinan Nasional (PIKNAS). Hasil dari pelaksanaan pengabdian ini meliputi pengembangan keterampilan kepemimpinan, komunikasi efektif, pemecahan masalah, pengambilan keputusan, dan penguatan jaringan antar-peserta. Selain itu, program ini juga menghasilkan deklarasi yang menekankan pentingnya partisipasi politik kader Muhammadiyah pada Pilkada 2024 dengan dukungan terhadap integritas, pendidikan politik yang berkeadaban, serta upaya untuk mengelola politik dan kebijakan publik yang bermanfaat bagi umat. Keberhasilan program ini diharapkan dapat memperkuat peran Muhammadiyah dalam politik praktis sesuai dengan nilai-nilai yang diajarkan dalam organisasi dan mendukung pembangunan demokrasi yang lebih berkualitas.

Abstract

The palm oil industry is a strategic sector in the Indonesian economy that plays a major role in foreign exchange earnings, job creation, and rural development. This study aims to analyze the impact of economic and political policies on the performance of Indonesia's palm oil export industry, focusing on the dynamics of regulation, incentives, exchange rates, as well as diplomatic relations and political stability. The method used is descriptive-analytical qualitative with a literature review approach and content analysis of various policy documents, scientific publications, and national statistical data. The results of the study indicate that export quota policies, fiscal incentives, and bilateral/multilateral trade agreements have a significant impact on the volume of exports and the competitiveness of Indonesian palm oil. Domestic political stability and international relations also determine the success of policies and the attractiveness of foreign investment. Considering environmental pressures and global sustainability demands, this study recommends the formulation of export policies that strike a better balance between economic growth, social justice, and environmental sustainability.

Abstract

This study aims to enhance the smart governance performance in the Papua and West Papua Governments in their current condition, especially on the website and platform X. The method of this study is qualitative with a case study approach. The data collected through the documentation technique based on the website and X account of the Papua and West Papua Governments, official government data, online mass media and previous studies literature. This study found that the smart governance in the Papua and West Papua Governments is not optimal and requires improvement in public service, transparency, and public participation indicators. Several challenges of smart governance implementation in both local governments are the infrastructure limitations, low digital literacy capability, and internet signal inclusivity. This study has several suggestions to improve the smart governance performance in the Papua and West Papua Governments. (1) The Papua and West Papua Governments must prioritize digital training for the bureaucracy to enhance digital literacy in the government. (2) The Papua and West Papua Governments are also required to improve their education curriculum to include digital skills for students. Further research is proposed to map the citizens sentimental perception about smart governance in both local governments by social media analysis

Abstract

This research examines the role of Collaborative Governance in encouraging technology adoption by MSMEs to accelerate the smart economy in Yogyakarta. MSMEs have a strategic role in the regional economy, but still face obstacles in digitalization. The Collaborative Governance approach was chosen because it allows active involvement of various stakeholders in supporting the digital transformation of MSMEs. The method used is qualitative with a case study approach. Data were obtained through interviews with the DIY Cooperative and SME Agency and Bapperida, as well as analysis of relevant documents. Data analysis was conducted using interactive model techniques and Nvivo 12 Plus software. The results show that collaboration between the government, private sector, and the MSME community plays an important role in providing digital infrastructure, training, and support for programs such as SiBakul. This process takes place through three main stages: (1) identification of barriers and opportunities, (2) formulation of digitalization strategies, and (3) implementation of technology-based programs. In technology adoption, the highest indicators are perceived benefits and ease of use, indicating MSMEs' awareness of the benefits of technology. Although MSME awareness is high, technology implementation is still constrained in intention and actual use.

Abstract

Berlakuya UU ASN merupakan salah satu bentuk reformasi birokrasi di bidang kepegawaian Indonesia. Salah satu bentuk reformasi birokrasi dibidang kepegawaian adalah mengenai pengembangan dan penentuan pejabat struktural aparatur sipil Negara. Mengingat pengembangan bagi aparatur sipil Negara sangat penting. Dalam pengembangan aparatur sipil Negara ada beberapa pola yang dilakukan oleh Daerah Istimewa Yogyakarta. Pola pengembangan aparatur sipil Negara di pemerintah Daerah Istimewa Yogyakarta mempunyai beberapa cara diantaranya adalah pendidikan dan pelatihan, mutasi, promosi, serta lelang jabatan. Dari beberapa model pengembangan yang telah dilakukan ada beberapa model baru yang bisa dikembangkan diantaranya adalah lelang jabatan. Model ini merupakan model terbaru dalam hal pengembangan Aparatur Sipil Negara terutama dalam penentuan pejabat struktural eselon II. Dengan adanya model pengembangan ini diharapkan kinerja aparatur sipil Negara bisa lebih baik dalam pemberian pelayanan kepada masyarakat.

Abstract

This article analyses the dynamics of the transport policy of the government of Yogyakarta, Indonesia, and the administration’s efforts to organise transportation for sustainability. A qualitative method with a case study approach is used in the research. For data analysis, an interactive model and NVivo 12 Plus qualitative data analysis software were used. The results suggested several initiatives that the government of Yogyakarta must undertake to implement sustainable transportation, including transportation policies, infrastructure development and public awareness. The Yogyakarta government does not yet have regulations that form the basis for the implementation of sustainable transportation in the region. Sustainable transport has only recently become a developmental priority in the 2020–2024 regional mid-term development plan, which reflects the Indonesian government’s lagging in promoting sustainable transport on a national and regional scale. For sustainable transport infrastructure, the government of Yogyakarta has operated the rapid bus system Trans Jogja for public transport. However, the implementation of Trans Jogja has been suboptimal because it is considered unable to meet the needs of the community and forces the people of Yogyakarta to use private vehicles for daily mobility. Therefore, The Yogyakarta government is currently working on electric energy-based public transportation (electromobility), which is more environmentally friendly as it does not use fuel oil and has low emissions.

Abstract

The COVID-19 pandemic has affected various sectors, one of which is the economic sector, which includes MSMEs. Government innovation is needed to bridge MSMEs so they can survive amid the COVID-19 Pandemic crisis, one of which is through the SiBakul Jogja platform. The purpose of this study is to examine the implementation of the SiBakul Jogja platform through an agile governance perspective as an innovation from the DIY Provincial Government. The research method used is a qualitative case study approach. Data collection techniques with triangulation, namely interviews and documentation. The results of the study show that SiBakul Jogja has a system that reflects the application of Agile Governance as one of the DIY UKM Diskop innovations. Some of them are Business Driven which were developed concurrently with system updates related to the Systematic and adaptive approach. However, SiBakul Jogja still has weaknesses in terms of responsiveness from public complaints, especially in the SiBakul Jogja system which is related to Human Focused. Through its various features to facilitate KUMKM data integration, in fact not all features can function optimally. In fact, one of its features, namely MarketHub and the Kotagede YIA Market Gallery, has high traffic because it is close to people's needs. The conclusion of this study illustrates that SiBakul Jogja as a Government innovation has not been fully capable of implementing agile governance.

Abstract

This research aims to determine how the smart city concept in the Visiting Jogja application is seen from Lasswell's communication theory. Advances in information technology mean that the government strives to improve the quality of public services provided to the community. The Yogyakarta Special Region Tourism Office is one of the agencies adopting smart cities to increase efficiency and effectiveness in delivering information services about tourism. The Yogyakarta Special Region Tourism Office launched the Visiting Jogja application because it is considered a medium easily accessible to its users. The features in the Visiting Jogja application are designed to be simple but make it easier for users to access information. This research uses qualitative research methods, with data collection techniques in the form of interviews and observations. The results of the research that has been carried out show that the Visiting Jogja application as a communicator has conveyed information about tourism in Yogyakarta effectively and informatively. Tourists, as communicants, provide feedback in the form of increased visits to all Yogyakarta tourist destinations. Thus, the Visiting Jogja application conveys information to users/tourists in an informative manner because the information conveyed is clear and easy to understand.
