Abstract

The purpose of this study is to look at government policies in realizing environmentally friendly public transportation, especially public transportation that is integrated with waste management. The research method uses a qualitative method with a case study approach on public transportation in the city of Surabaya. Based on the results of the study, to realize a sustainable city and reduce congestion and waste in the city of Surabaya, the government has made a policy of paying for public transportation using plastic bottle waste. The use of payments with plastic bottles greatly helps the government in breaking down existing waste and encouraging people to use public transportation in the city of Surabaya, especially for the Suroboyo Bus. In addition, to support and strengthen environmentally friendly public transportation, the Surabaya City Government has begun to replace the fleet with electric public transportation. The change in transportation modes from fossil fuels to electricity is also government support in realizing sustainable public transportation in Indonesia. The conclusion of this study is that the government has a policy to reduce waste and congestion problems, one of which is by paying for public transportation using waste. To strengthen this policy, the government also integrates all urban transportation in Surabaya, with the GoBis application. The integration of public transportation management is the seriousness of the Surabaya City Government in overcoming urban problems.

Abstract

Teknologi informasi yang ada harus dimanfaatkan oleh pemerintah dalam menjalin komunikasi maupun transparansi data. Kedua hal itumenjadi sangat penting disaat pandemic seperti sekarang ini. Mengingat platform yang bisa digunakan untuk komunikasi maupun penyajian data sangat beragam, sehingga tidak ada alasan untuk tidak terbuka terhadap masyarakat terutama dalam hal penyajian data covid-19. Metode kualitatif deskriptif dengan melakukan dengan melakukan penelusuran pada akun twitter kementerian Kesehatan RI dan Badan Nasional Penanganan Bencara RI. Selama periode 3 Maret 2020 hingga 31 Mei 2020. Kementerian Kesehatan Republik Indonesia telah melakukan segala aktivitas berdasarkan himbauan untuk mengajak masyarakat agar tetap waspada pada covid-19 yang sudah menularkan ke sebagian besar Negara-negara di seluruh dunia. Akan tetapi usaha interaksi di platform twitter tidak menurun seiring dengan semakin melonjaknya covid-19. Interaksi twitter Badan Nasional Penanggulangan Bencana Republik Indonesia diawal masa pandemic yaitu pada bulan maret tahun 2020 mempunyai nilai interaksi tweet sebesar 11.36%, dibulan april sebesar 18.72%, dan ada bulan may sebesar 17.69% yang memberikan informasi terkait dengan pandemic covid-19, berbagai aspek di situasi pandemic seperti penanggulangan, pencegahan, hingga informasi terkonfirmasinya covid-19 di Indonesia.

Abstract

This research was conducted to determine the readiness of the Special Region of Yogyakarta (DIY) Government in realizing smart mobility through Trans Jogja public transportation services. Amidst the challenges of urbanization and the increasing need for efficient mobility, this research examines the implementation of the smart mobility concept in the context of Trans Jogja as a Bus Rapid Transit (BRT) system. The research method used is descriptive qualitative, with data collection through semi-structured interviews with representatives of the DIY Transportation Agency, PT AMI, and Trans Jogja users. The results showed that the DIY Government has made efforts to develop Trans Jogja services based on smart mobility, including fleet and route upgrades, as well as the utilization of the Trans Jogja application. However, the provision of more efficient and equitable routes, the addition of bus stops, and maximizing service convenience still need more attention.

Abstract

This article examines the implementation of smart mobility policies through Heritage Bus Routes as a government strategy to strengthen sustainable tourism development in the city of Yogyakarta in the context of Society 5.0. This study analyzes how transportation innovations can be integrated with cultural heritage preservation to increase tourist participation and enhance visitor experiences in heritage cities. Using a descriptive qualitative approach, this study analyzes policy implementation, stakeholder collaboration, and user perceptions. Data were collected through in-depth interviews with key stakeholders, program users, and educators, and were supplemented by secondary data from the literature and official documents. This study was conducted between August and November at the Yogyakarta Special Region Cultural Office. Findings indicate that the heritage bus policy has largely achieved its objectives, reflected in tourist participation exceeding targets, route expansion, and consistent user satisfaction. Despite challenges such as limited fleet availability and a suboptimal reservation system, the program effectively integrates urban transportation with cultural heritage preservation along the Yogyakarta Philosophy Axis through educational tourism. Supported by strong stakeholder collaboration and positive public perception, the Heritage Bus represents an innovative model of smart mobility and provides a policy reference for other heritage cities.

Abstract

Open selection for village devices is an innovation in improving the quality of village apparatus resources. With the improvement of the quality of the village apparatus is expected to improve the public services for the community. Considering the demands of the village government at this time is increasing, especially in terms of public services and in the order of government-based good governance. This research will be conducted in two villages to perform a comparison in the implementation of open selection. Where in the implementation of research using qualitative research methods, the techniques used are in-depth interviews and documentation. The results showed that the implementation of open selection for the village apparatus was very useful and went well. However, in the implementation of open selection there is a difference between the village Sendangsari and Panggungharjo village. The implementation of open selection in Sendangsari village only uses written exams, while for open selection in Panggunharjo village using written exams, practice exams, psychological tests, and interviews. It shows that in improving the quality and competence of the village employees are very popular, but the hope remains the same that is to get the resources of the village apparatus that has competence, professional and integrity.

Abstract

This study develops an integrative framework for embedding Big Data, Internet of Things (IoT), and Geographic Information Systems (GIS) into the implementation of Strategic Environmental Assessment (SEA), with the aim of enhancing urban environmental governance in Indonesia. While SEA has been widely adopted as a policy instrument for sustainable development, its effectiveness remains constrained by limited data integration, delayed monitoring processes, and weak institutional coordination. This research addresses these limitations by proposing a data-driven approach that aligns digital technologies with environmental assessment practices. Methodologically, the study employs a qualitative research design combining document analysis, systematic literature review, and policy framework evaluation. Empirical insights are further enriched through stakeholder-oriented analysis of technology applications in urban environmental management. The findings demonstrate that the integration of Big Data, IoT, and GIS enables real-time environmental monitoring, improves predictive capacity, and supports evidence-based policymaking. Moreover, these technologies facilitate enhanced transparency and multi-stakeholder engagement, thereby strengthening the governance dimension of SEA. However, the study also identifies critical barriers to implementation, including bureaucratic inertia, limited technical capacity, fragmented data systems, and insufficient political commitment. These constraints highlight the need for institutional reform and capacity development alongside technological adoption. This research contributes to the literature by advancing a novel conceptual and operational framework that bridges the gap between digital innovation and environmental governance. It extends existing SEA models by incorporating data-driven governance principles and provides actionable insights for policymakers and urban planners. The study emphasizes that effective integration of digital technologies in SEA requires not only technological readiness but also robust data governance, inter-agency collaboration, and adaptive policy frameworks.

Abstract

Sumber Daya Manusia (SDM) merupakan salah satu hal yang cukup penting karena SDM yang nantinya akan melaksanakan dan menyelesaikan beberapa hal terkait dengan pemerintahan. Dalam pelaksanaan itu sendiri tentu perlu adanya SDM yang profesional dan berkompeten agar dapat menyelesaikan tugasnya dengan baik dan berintegritas. Undang-Undang No 5 Tahun 2014 tentang Aparatur Sipil Negara menjelaskan manajemen Aparatur Sipil Negara untuk mendapatkan pegawai yang profesional, dalam hal memenuhi apa yang sudah diatur di dalam peraturan tersebut maka Pemerintah Kabupaten Pekalongan dalam hal pengisian kekosongan Jabatan Pimpinan Tinggi Pratama (JPT) dilakukan dengan promosi terbuka. Metode yang dilakukan Pemerintah dalam hal ini yaitu melalui seleksi administrasi, assesment center, seleksi bidang yang terdiri dari uji gagasan tertulis dan wawancara. Dengan adanya penjelasan mengenai sistem merit dan juga adanya promosi terbuka yang dilaksanakan, Pemerintah berharap adanya kesesuaian penempatan jabatan berdasarkan keahlian yang dimiliki dari ASN itu sendiri sesuai dengan kompetensi yang dilakukan.

Abstract

The rise of modern shops or network shops has caused problems in the Kulon Progo community. To solve the existing problems, the Regional Government of Kulon Progo issued a policy in the form of a Regional Regulation. Regional Regulation Number 11 of 2011 concerning Protection and Empowerment of Traditional Markets and the Arrangement of Modern Shopping Centers and Stores. The special thing about this regulation is that there is a zoning system where the distance between modern shops or networking with traditional markets must be 1000 meters. Discrepancy in regulations that have been made with the reality gets a response from the Kulon Progo Regional Government by giving options such as not extending permits, being closed or taking over to the manager of the minimarket. Take Over here is defined as land acquisition so that the government does not bother to start or reopen the store under the name TOMIRA (Toko Milik Rakyat). The Kulon Progo Regent often intensified the "Bela Beli Kulon Progo" movement by utilizing the local potential of the Kulon Progo area. In grasping the Tomira program, it is assisted by the Office of Cooperatives and UMKM by providing training to cooperatives and UMKM. UMKM products that must be entered into Tomira at least 20% of all items in the store.

Abstract

First-time voters require effective voter education to develop the knowledge and readiness necessary for meaningful participation in democratic processes. This research investigates the effectiveness of voter education socialization conducted by the Bantul Regency General Election Commission during the 2024 Regional Head Election using Andre Hardjana’s communication effectiveness framework. This research employs a qualitative case study approach to examine communication targets, message content, timeliness, media, message format, and source credibility through interviews, documentation, and literature review. The findings indicate that voter education socialization was generally effective in improving basic electoral literacy among first-time voters. Its effectiveness was supported by appropriate audience targeting, relevant educational content, timely implementation, and the credibility of election organizers. However, limitations in information outreach, activity intensity, language accessibility, and participatory engagement reduced its overall impact. The study argues that communication effectiveness in voter education depends not only on message delivery but also on the accessibility and inclusiveness of communication strategies. This research contributes to the development of political communication and electoral studies by applying Hardjana’s communication effectiveness framework to the context of voter education for first-time voters in local elections. Its novelty lies in identifying how communication effectiveness indicators shape voter education outcomes and in highlighting the need for evaluation mechanisms that measure political awareness beyond electoral participation. The findings provide practical insights for designing more adaptive and effective voter education programs for young voters.

Abstract

Background: Indonesia is famous for its disaster-prone status, having been situated along the Pacific Ring of Fire which makes areas like the Special Region of Yogyakarta vulnerable to various disasters such as earthquakes, floods, and volcanic eruptions. Nevertheless, disaster preparedness is still low; community and organizational preparedness, especially related to technical capacity and cross-sector coordination, continue to be a challenge. In terms of community-based disaster preparedness, such functions from intermediary civic organizations, such as Kwartir Daerah (Kwarda) of the Indonesian Scout Movement, have not been employed effectively. Purpose of Study: It is the purpose of this study to formulate and evaluate a penta-helix collaborative disaster mitigation model for Kwarda, which would be intended to further the organization's preparedness capacity and, through cross-sector coordination, augment regional resilience. Methods: The approach of community-based research (CBR) design with Kwarda and community stakeholders placed as active co-authors of the research. It is based on the penta-helix framework, which includes five actors: government, academia, private sector, community, and media. Research stages (problem identification, participatory planning, implementation, evaluation). Program interventions include disaster preparedness education, simulation-based exercises, coordination strengthening activities, and development of contingency planning mechanisms. A pre-test and post-test design, complemented by qualitative observation, measured the test scores of 50 subjects. Results: These results include improvements in disaster preparedness capacity of the participants through improvements in knowledge score average, which increased from 58.2 (pre-test) up to 81.4 (post-test), or 39.9% increases. Moreover, qualitative findings show improved coordination capacity with faster response times, more systematic evacuation procedures, and stronger stakeholder cooperation during the simulation activities.
