Abstract

Public services are the face of a bureaucracy or organization, besides that, public services must also be followed by the latest innovations so that the work pattern of the bureaucracy can be easier and more transparent. Problems since the COVID-19 pandemic, public sector services have encountered extraordinary obstacles, so there must be innovations provided by the government to facilitate and accelerate the implementation of services to the community. In the era of the pandemic and the new normal, there are many city district governments that make the latest innovations to provide the best service for the community, including in Jakarta, Bandung, Semarang, Yogyakarta and Surabaya. These cities also received awards from the ministry with various awards from the innovation sector. The purpose of this study is to analyse a comparative study on the implementation of public service innovations in the new normal era. This research was conducted using qualitative methods and using research tools to process secondary data. The tool used in this study is Nvivo 12+, the data taken in this study is the processed result of data taken through online media in the five cities. Based on the results of the study, it can be concluded that many public service innovations have been formed in the five cities. As for how to measure innovation in the five cities using public service indicators, including providing solutions, compatibility, usefulness, sustainability, novelty, can be operated. From the results of data processing carried out, especially based on the indicators of public services used, the principle of providing solutions and benefits becomes the indicator with the highest assessment for each city. So, it can be concluded that the public services provided during the pandemic are very useful and on target. Suggestions and recommendations from the results of this study are the need for a change in the stigma for public service providers so that they can adapt quickly to the dynamics of changing conditions.

Abstract

Information technology must be utilized by the Government in establishing communication and transparency of data. Both things are very important when pandemic as they are today. Considering that the platform that can be used for communication and presentation of data is very diverse, so there is no reason not to open to the community especially in terms of data serving Covid-19. Qualitative method of descriptive by doing a search on the Twitter account of the Ministry of Health and National agency handling Bencara RI. During the period of 3 March 2020 to 31 May 2020. The Ministry of Health of the Republic of Indonesia has been doing all activities based on the call to encourage people to stay alert on the Covid-19 which has transmitted to most countries around the world. However, the interaction efforts on the Twitter platform did not decrease as the Covid-19 grew. The Twitter interaction of the National Disaster Management Agency of the Republic of Indonesia at the beginning of pandemic in March year 2020 has a tweet interaction value of 11.36%, in April by 18.72%, and there may be 17.69% that provides information related to the pandemic Covid-19, various aspects in a pandemic situation such as countermeasures, prevention, to the confirmation of Covid-19 in Indonesia.

Abstract

This study aims to examine cloud kitchens that are widely applied in the world which can be a strategy for developing the culinary business in Indonesia, especially during and post the COVID-19 pandemic. Cloud kitchens are often referred to as satellite kitchens or ghost kitchens. Cloud kitchen is a restaurant with a concept that only offers delivery services and does not provide on-site dining facilities. The method used in this research is literature review of several documents, regulations, and journals, both print and online media which are reduced to a research data that can be presented scientifically. The result is that the cloud kitchen is one of the promising businesses during a pandemic and can be developed after a pandemic. Several delivery services such as Gojek and GoFood in collaboration with the Rebel Food company have succeeded in opening several cloud kitchen locations in Indonesia, especially big cities such as Jakarta, Bandung and Surabaya. As a result, the could kitchen can help SMEs in running a business in the culinary field more effectively and efficiently. However, the problems that arise in some areas, especially marginalized and remote areas are still not reachable, this is certainly a challenge with GoFood and also the government to expand the location to reach many SMEs in Indonesia. This research is expected to contribute to the development of economics as a strategy for community economic recovery.

Abstract

Dalam melakukan kegiatan pelayanan tidak dapat dipisahkan dari kehidpuan manusia, karena pelayanan sangat dibutuhkan di berbagai aspek kehidupan, Pemerintah mempunyai peranan yang penting untuk menyediakan layanan publik yang prima bagi semua penduduknya sesuai dengan Undang-Undang. Munculnya program poros di BP3TKI ini bertujuan untuk memudahkan para calon TKI dalam mengurus dokumen sebelum keberangkatan sehingga ketika bekerja diluar negeri mereka tidak terkena masalah dokumen, karena selama ini masih banyak buruh migran yang illegal yang berangkat melalui Nunukan tanpa melengkapi dokumentasi seperti KTP, KK dan surat penting lainnya. Program poros yang dilaksanakan pada tahun 2018 ini sudah berjalan dengan baik dan sudah dikatakan efektif meskipun mengalami kendala-kendala yang berasal dari jaringan dan pemadaman listrik. Keberhasilan program sudah terlaksana dengan baik sehingga para TKI terbantu dalam mengurus dokumen keberangkatan. Metode ini menggunakan kualitatif yang memiliki karekteristik alami sebagai sumber data yang langsung perwujudan dari sebuah gejala sosial yang berada di dalam masyarakat. Teknik pengumpulan data pada penelitian ini adalah berupa wawancara dan dokumentasi, yaitu penulis melakukan wawancara dengan Kepala Dinas Tenaga Kerja dan Trasmigrasi, Kepala Balai BP3TKI, Kepala seksi Permasyarakatan dan Program dan Tenaga Kerja Indonesia yang mengurus program poros tersebut serta data melalui dokumen data melalui dokumen.

Abstract

The Covid-19 pandemic that has been going on since 2020 until now has brought many changes to several aspects. One of them is in the aspect of education, where school education is required to continue, and students can capture learning well. So, this requires good coordination between teachers, students, and parents to create learning success. During the Covid-19 pandemic, learning is carried out online and offline. However, online learning at the kindergarten level, teachers still have problems where online learning is still required to have professional competence. This is to keep creating interesting, innovative learning, able to create creativity that can be easily understood by kindergarten students. Therefore, to improve the competence of teachers, it is necessary to upgrade the skills possessed by kindergartens. The method used in this service is through the provision of training to teachers at the ABA TK Kapanewon Pajangan. This will later be used to improve competence in the field of Information Technology so that teachers can carry out online learning better and upgrade the skills of kindergarten teachers

Abstract

Berlakuya UU ASN merupakan salah satu bentuk reformasi birokrasi di bidang kepegawaian Indonesia. Salah satu bentuk reformasi birokrasi dibidang kepegawaian adalah mengenai pengembangan dan penentuan pejabat struktural aparatur sipil Negara. Mengingat pengembangan bagi aparatur sipil Negara sangat penting. Dalam pengembangan aparatur sipil Negara ada beberapa pola yang dilakukan oleh Daerah Istimewa Yogyakarta. Pola pengembangan aparatur sipil Negara di pemerintah Daerah Istimewa Yogyakarta mempunyai beberapa cara diantaranya adalah pendidikan dan pelatihan, mutasi, promosi, serta lelang jabatan. Dari beberapa model pengembangan yang telah dilakukan ada beberapa model baru yang bisa dikembangkan diantaranya adalah lelang jabatan. Model ini merupakan model terbaru dalam hal pengembangan Aparatur Sipil Negara terutama dalam penentuan pejabat struktural eselon II. Dengan adanya model pengembangan ini diharapkan kinerja aparatur sipil Negara bisa lebih baik dalam pemberian pelayanan kepada masyarakat.

Abstract

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

Abstract

Desa Hargorejo merupakan desa yang mempunyai banyak potensi, dari mulai potensi, pertanian, pariwisata sampai dengan potensi UMKM, dimana produk unggulan Desa Hargorejo yaitu wingko, jamu dan tahu. Mengingat sejak adanya pandemic covid- 19 ini banyak sekali UMKM yang berhenti untuk sementara waktu. Sehingga untuk meningkatkan pertumbuhan ekonomi dan menumbuhkan etos kerja masyarakat di sektor UMKM maka perlu inovasi dalam penggunaan teknologi informasi. Berdasarkan permasalahan yang ada maka tujuan dari adanya pengabdian ini yaitu untuk meningkatkan kembali daya saing UMKM di Desa Hargorejo melalui berbagai program diantaranya adalah sosialisasi kepada pelaku UMKM mengenai pentingnya branding dan pemasaran menggunakan teknologi informasi, pelatihan pembuatan akun media sosial bagi pelaku UMKM, pelatihan pengemasan dan pemasaran produk melalui media sosial. Metode atau konsep kegiatan yang akan digunakan dalam penyelesaian masalah dengan beberapa langkah, yaitu: Pertama, melakukan survei mengenai sector UMKM yang membutuhkan pelatihan pemasaran melalui media sosial. Kedua, melakukan sosialisasi kepada pelaku sektor UMKM. Ketiga, melakukan pelatihan pembuatan akun media sosial, Keempat, pelatihan pemasaran produk ke media sosial. Adapun pelaksanaan pengabdian masyarakat di lakukan dalam kurun waktu 3 bulan dari mulai bulan Januari sampai dengan bulan Maret. Berdasarkan pengabdian masyarakat yang telah dilakukan maka dapat ditarik kesimpulan bahwa pelaksanaan pengabdian diikuti oleh pelaku UMKM secara antusias dan serius. Hal ini tentu dapat ditunjukkan dengan terbentuknya media sosial dan berjalannya promosi produk UMKM melalui media sosial yang dilakukan oleh para pelaku UMKM sendiri. Selain itu juga pelaku UMKM saat ini juga sudah mempunyai branding dan logo yang sangat menarik untuk membantu penjualan produk UMKM secara luas. Hargorejo Village is a village that has many potentials, ranging from potential agriculture and tourism to the potential of MSMEs, where the superior products of Hargorejo Village are wingko, herbs and tofu. Considering that since the Covid-19 pandemic, many MSMEs have stopped temporarily. So that to increase economic growth and foster the work ethic of the community in the MSME sector, it is necessary to innovate in the use of information technology. Based on the existing problems, this service aims to increase the competitiveness of MSMEs in Hargorejo Village through various programs, including socialization to MSME actors regarding the importance of branding and marketing using information technology, training on creating social media accounts for MSME actors, packaging and marketing training. Product marketing through social media. The method or concept of activities will be used in solving problems with several steps: First, conducting a survey on the MSME sector that requires marketing training through social media. Second, to socialize with the perpetrators of the MSME sector. Third, conducting training on creating social media accounts; Fourth, training on product marketing to social media. The implementation of community service is carried out within a period of 3 months, from January to March. Based on the community service that has been carried out, it can be concluded that the implementation of the service is followed by MSME actors enthusiastically and seriously. This can certainly be shown by the formation of social media and the ongoing promotion of MSME products through social media carried out by MSME actors. In addition, MSME actors now also have very attractive branding and logos to help sell MSME products widely.

Abstract

Bureaucracy is a system used by the government to create a competitive state civil apparatus. One of the steps taken is by applying a merit system through position auction to select human resources who will carry out government functions. The government of Klaten Regency implemented the system after the issuance of regulations concerning filling in positions. The method applied in this research was qualitative. This method aims to find out about events or phenomena occurring in the subject of research that can take the form of behaviors, activities, applications, and thoughts described through writing and words. The participants in this research are the Head of Regional Staffing Agency Klaten Regency, the selection committee, and participants who passed the selection. The technique used in this research was interview and documentation. Based on the results of the research, the implementation of the position auction in Klaten Regency has been carried out effectively by referring to Ministry of Administrative and bureaucracy reform 14 the year 2014 where several stages of selection must be open and competitive and implement predetermined requirements, such as competency requirements, education and training, work experience and performance and including the preparation, holding competency test, inauguration, and evaluation. The suggestion for this research is to give a long time for participants to express their abilities and knowledge optimally. Furthermore, the selection committee is expected to explore the ability of the participants to get quality, competent, and professional state civil apparaturs.  Keywords : Bureaucracy, State Civil Apparaturs, Meryt SystemBirokrasi merupakan sistem yang digunakan oleh pemerintah untuk menciptakan aparatur sipil negara yang berdaya saing. Salah satu langkah yang dilakukan adalah dengan menerapkan merit system melalui lelang jabatan untuk menyeleksi sumber daya manusia yang akan menjalankan fungsi pemerintahan. Pemerintah Kabupaten Klaten menerapkan sistem tersebut setelah terbitnya peraturan tentang pengisian jabatan. Metode yang digunakan dalam penelitian ini adalah kualitatif. Metode ini bertujuan untuk mengetahui tentang peristiwa atau fenomena yang terjadi pada subjek penelitian yang dapat berupa perilaku, aktivitas, aplikasi, dan pemikiran yang digambarkan melalui tulisan dan kata-kata. Partisipan dalam penelitian ini adalah Kepala Badan Kepegawaian Daerah Kabupaten Klaten, panitia seleksi, dan peserta yang lolos seleksi. Teknik yang digunakan dalam penelitian ini adalah wawancara dan dokumentasi. Berdasarkan hasil penelitian, pelaksanaan pelelangan jabatan di Kabupaten Klaten telah dilakukan secara efektif dengan mengacu pada Reformasi Birokrasi dan PAN 14 Tahun 2014 dimana beberapa tahapan seleksi harus terbuka dan kompetitif serta melaksanakan persyaratan yang telah ditentukan, seperti persyaratan kompetensi, pendidikan dan pelatihan, pengalaman kerja dan kinerja serta meliputi persiapan, penyelenggaraan uji kompetensi, pelantikan, dan evaluasi. Saran untuk penelitian ini adalah memberikan waktu yang lama bagi peserta untuk mengekspresikan kemampuan dan pengetahuannya secara optimal. Abstract

Penelitian ini bertujuan untuk mengetahui implementasi SiBakul sebagai bentuk pemberdayaan Usaha Mikro Kecil dan Menengah (UMKM) terdampak pandemic covid-19 di Daerah Istimewa Yogyakarta. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, yaitu di DIY. Hasil dari penelitian ini menemukan beberapa fakta menarik yaitu (1) Implementasi SiBakul Jogja Free sudah memiliki manfaat, tujuan dan sasaran yang jelas bagi keberlangsungan usaha para pelaku Usaha Mikro Kecil dan Menengah (UMKM), namun kegatan sosialisasi yang dilakukan masih kurang maksimal. (2) Dukungan sumber daya manusia sangat penting bagi pelaksanaan SiBakul Jogja Free, dimana Dinas Koperasi dan Usaha Kecil Menengah masih minim sumber daya manusia untuk menjalankan SiBakul Jogja Free Ongkir sehingga melakukan perekrutan tenaga tambahan dari luar. (3) Para implementor telah memiliki disposisi yang baik. Mereka telah memiliki satu tujuan yang sama bagi keberhasilan pelaksanaan SiBakul Jogja Free Ongkir dan telah memiliki pengetahuan yang cukup terkait SiBakul. (4) Pelaksanaan SiBakul telah menjalin kerja sama yang baik dengan berbagai jasa pengiriman sehingga memudahkan dalam akses pengiriman produk-produk UMKM, serta telah memiliki buku panduan untuk memudahkan pemahaman tata cara penggunaan SiBakul
