Abstract

This study explores the potential and contribution of hotel and restaurant taxes to Regional Original Revenue (PAD) in Surabaya, Indonesia. Using a qualitative descriptive approach, data were obtained from both primary and secondary sources. Primary data came from the Regional Government of Surabaya and the Regional Revenue Agency, while secondary data included academic literature, statistical reports, and regulatory documents. Data analysis employed McNabb’s (2002) framework, which consists of grouping information by relevant constructs, identifying interpretive bases, generating generalizations, testing alternative interpretations, and refining theory from case evidence.The findings reveal that the hotel and restaurant sectors in Surabaya possess considerable growth potential, supported by increasing investment, a steady rise in tourist arrivals, and the growing public interest in the property and culinary industries. Hotel taxes have contributed an average of 4.96% of PAD annually, while restaurant taxes contributed 8.06%, reflecting their critical role in strengthening local fiscal capacity. Revenue performance has been further enhanced by the implementation of a self-assessment tax system, improvements in taxpayer compliance, and supportive local economic infrastructure. Despite these positive contributions, several challenges remain. These include unregistered lodging facilities, limited enforcement mechanisms, and a shift in consumer demand toward smaller-scale hospitality businesses, which can reduce taxable capacity. Addressing these challenges requires optimizing the hospitality tax base, expanding tourism promotion, strengthening compliance monitoring, and advancing digital-based tax management systems to ensure efficiency and transparency. In conclusion, hotel and restaurant taxes play a vital role in ensuring Surabaya’s fiscal independence and financing public welfare initiatives. Strengthening governance and adopting adaptive policies are essential for maximizing their potential contribution to sustainable local development.

Abstract

This study examines the institutional discourse and administrative practices of the Secretariat of the Regional People’s Representative Council (DPRD) in the newly established province of Southwest Papua, Indonesia. Utilizing a qualitative content analysis approach, the research analyzes a corpus of official documents produced between 2022 and 2025, with particular attention to how the principles of good governance—transparency, accountability, participation, and effectiveness—are reflected and operationalized in a transitional bureaucratic setting. The findings reveal that while procedural transparency and organizational effectiveness are relatively well-articulated in formal documents, mechanisms for accountability and citizen participation remain underdeveloped and largely symbolic. This indicates that the new administrative structures are still in the process of consolidating practices that meaningfully incorporate civic engagement. The study further identifies significant patterns of institutional isomorphism, wherein bureaucratic templates, legal frameworks, and administrative routines from older provincial governments are mimicked and reproduced. Although such imitation provides a sense of stability and legitimacy, it may come at the expense of local relevance and the incorporation of context-specific innovations. In particular, reliance on inherited bureaucratic models risks marginalizing indigenous governance traditions and community-driven practices that could enhance inclusivity and responsiveness. The analysis underscores the performative and symbolic dimensions of governance during periods of institutional formation, highlighting the tension between adopting established administrative norms and fostering context-sensitive practices tailored to the realities of frontier provinces. Methodologically, the study demonstrates the value of document analysis in capturing governance dynamics where field access is limited, politically sensitive, or constrained by security issues. The study concludes by offering practical recommendations: strengthening participatory frameworks to ensure more substantive public involvement, integrating indigenous governance values to enhance legitimacy, and designing flexible policy models that can adapt to the unique sociopolitical challenges of Southwest Papua. In doing so, the research contributes both to the broader scholarship on governance in post-conflict and frontier regions and to the practical debates on institutional development in Indonesia’s newest province.

Abstract

This study presents a systematic literature review (SLR) of public administration and policy implementation in Indonesia from 2009 to 2025, following the PRISMA framework. Drawing on 44 peer-reviewed articles indexed in Scopus, the review examines the impact of decentralization, digital transformation, and governance innovation on policy outcomes and administrative reform. The findings indicate that decentralization has enabled local experimentation and improved service responsiveness. However, it has also resulted in uneven policy capacity and governance disparities across regions. Sectoral implementation, especially in health, welfare, and food safety, remains inconsistent, largely due to institutional fragmentation, political interference, and capacity limitations. Although efforts to implement New Public Management (NPM) principles and digital tools have been made, bureaucratic inertia, coordination failures, and limited flexibility hinder reform progress. The rise of e-government and agile governance shows promise in enhancing efficiency and public participation. However, these advancements are still hampered by digital divides and regulatory uncertainties. The COVID-19 pandemic further exposed critical vulnerabilities in policy execution, underscoring the need for resilient, adaptive governance models capable of responding to unforeseen crises. This review contributes to the understanding of Indonesia’s evolving administrative landscape and offers several practical recommendations. These include strengthening intergovernmental coordination, investing in local administrative capacity, fostering participatory governance, and institutionalizing agile, collaborative practices. The study highlights the importance of integrated, inclusive, and data-driven governance to improve public sector performance and ensure democratic accountability. By focusing on these areas, Indonesia can better address the challenges of public administration and policy implementation, driving long-term sustainable development and effective governance in the country.

Abstract

This study aims to describe and analyze the policies of the Bangkalan Regency Regional Government in increasing development in the fisheries sector in coastal areas, as well as the supporting and inhibiting factors for development in the sector. Data collection techniques include interviews, observations, and documentation. Research informants are from the Bangkalan Regency Bappeda, the Bangkalan Regency Agriculture Office, the Bangkalan Regency Government in the field of development, and district and village offices. The data analysis technique uses the interactive model developed by Miles et al. (2014), namely data condensation, data presentation, and conclusion drawing. The results of the study show that the policies of the Bangkalan Regency Regional Government in increasing development in the fisheries sector in coastal areas have accommodated the interests of the community, especially in the fisheries sector, which touches all levels of society, so the development policies implemented run as planned. The process of communicating and delivering information about fisheries development policies, especially in coastal areas, is carried out through meetings between Muspika and the Fisheries Service, attended by all appointed employees to participate in socializing fisheries development policies. The efforts made by the Bangkalan Regency Regional Government in increasing development in the fisheries sector in coastal areas include utilizing fisheries experts to be involved in program implementation. The commitment of the Bangkalan Regency Regional Government in improving development in the fisheries sector in coastal areas is demonstrated by carrying out the agency's vision and mission, namely realizing the fisheries sector in Bangkalan Regency as a center for integrated fisheries economic growth and development with sustainable resource and fisheries management. The Bangkalan Regency Regional Government coordinates and cooperates with related parties in the implementation of the fisheries sector development policy. Supporting factors include institutional support in the form of donations and ideas from the community in planning, as well as support from the private sector and NGOs in community economic empowerment. Inhibiting factors include inadequate institutional facilities and infrastructure, the wide and separated target areas, and the community's mindset, which is still not responsive to development programs.

Abstract

This research aims to determine the effectiveness of the policy for implementing recess activities for council members in accommodating the aspirations of the community in East Java Province, based on the perspective of effectiveness theory. The recess is a formal mechanism designed to bring the legislature closer to the community in order to absorb input and hopes that can be integrated into the legislative and budgeting process. This study identified four main aspects of effectiveness: goal achievement, efficiency, relevance, and policy impact. Using qualitative research analysis and data collected through in-depth interviews, observation, and document analysis. The research results show that even though research is an important means for the community to convey needs, its implementation still faces obstacles, such as violations of follow-up to aspirations that have been received and a mismatch between community priorities and the development programs being implemented. This research provides encouragement for follow-up mechanisms and increasing legislative capacity in managing community aspirations so that res activities are more effective and relevant in supporting development at the regional level.

Abstract

Access to fast, easy, and humane immigration services is a major challenge amidst the dynamics of urban community needs. The Surabaya Immigration Office responded to this condition through an innovative outreach service known as Eazy Passport. This innovation is designed to reach service users who have limited time and mobility. This study aims to evaluate the effectiveness of the Eazy Passport innovation in improving the accessibility of immigration services, using Parasuraman's service quality theory approach as an analytical framework. This type of research is descriptive qualitative. Data collection was conducted through in-depth interviews, field observations, and documentation of immigration officers and Eazy Passport service users. The main research instrument was the researcher himself who played an active role in the data extraction process. Data analysis used data reduction techniques, data presentation, and drawing conclusions according to the Miles and Huberman model. The results of the study showed that the five dimensions of Parasuraman's theory—tangibles, reliability, responsiveness, assurance, and empathy—have been optimally implemented in the Eazy Passport service. This service has been proven to shorten service time, increase public satisfaction, and expand the reach of services without adding excessive administrative burdens. The conclusion of this study states that the innovation of the jemput bola service has succeeded in becoming an effective strategy in improving the accessibility and quality of immigration services in Surabaya. Further research is suggested to use a quantitative approach or mixed methods to compare the effectiveness of conventional and jemput bola services in the context of different regions or institutions.

Abstract

This research is qualitative research with descriptive analysis, data collection techniques using interviews, observations, and documentation. The informants in the study included authorized officials consisting of the Head of the Community Empowerment and Village Government Office (DPMPD) of Mahakam Regency and the Head of the Food Security and Agriculture Service of Mahakam Regency. The data analysis technique uses Miles and Huberman interactive data analysis techniques. The results of the study show that BUMDES has an active role in Community Empowerment Through the Cattle Profit-Sharing Program in Mahakam Regency. This active role is carried out by providing facilities such as cow seeds, vitamins and cage making. The participatory role of BUMDES is carried out through awareness and socialization to the village community directly. The role of BUMDES in empowerment through the cattle profit-sharing program can increase income where those who used to only rely on as farm workers now with the cattle profit-sharing program managed by village-owned enterprises (BUMDes) can now raise their own cows. Obstacles to BUMDES in Community Empowerment Through the Profit-Sharing Program in Mahakam Regency include technical obstacles in maintenance, the existence of predators that attack livestock and fluctuations in the selling price of cattle. Another obstacle is the lack of knowledge of cattle farmers in the maintenance process, this is due to the lack of special training for cattle farmers.

Abstract

This study aims to describe and analyze: Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy and Factors Inhibiting the Capacity of the Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that there are 4 (four) factors that affect the Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy. First: The communication pattern carried out by the Jombang Education Office is ineffective so that the aspirations and problems that arise cannot be accommodated properly. Second: Resources & Funding, namely the implementer (policy implementer) of the resource aspect shows that Human Resources at the Jombang Regency Education and Culture Office is supported by 266 employees. Third: Implementer Attitude (Dispositions). show a positive attitude and sufficient willingness to carry out a good secondary education program. Fourth: The bureaucratic structure is quite clear, namely the Jombang Regency Education Office, the school and the Board of Education/community leaders, but the bureaucratic procedures are still long. The factors that hinder the implementation of education policies in Jombang Regency are factors that come from within are the existence of facilities and infrastructure, the motivation of teachers and students. Then the factor that comes from outside is the school's accessibility to a variety of sources, both resources and funds

Abstract

This study aims to describe and analyze: The Implementation of Regional Regulation 19 of 2022 concerning the Authority of the Civil Service Police Unit in the Control of Street Vendors in Situbondo Regency. 2. The obstacles faced and what solutions have been carried out by the Civil Police in Controlling Street Vendors in Situbondo Regency. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Pamong Praja Police Unit in controlling Street Vendors in Situbondo Regency Based on article 19 of 2022 article 2 has been running in accordance with its duties and functions. In regulating street vendors, four policy implementation models are Communication Factors, Disposition Resources or Attitudes and Bureaucratic Structures. The obstacles faced include human resource factors, both in terms of communication skills and approaches, as well as the number of members. The solutions carried out include Improving the Quality and Quantity of Human Resources at Satpol PP. By conducting an intensive coaching program to improve the competence and expertise of Satpol PP members in collaborating with the community to create community security and increase the number of Satpol PP members who are tasked with controlling street vendors. Improve socialization programs to the community and improve themselves by taking a persuasive approach and acting elegantly by not prioritizing arrogance as a security apparatus.

Abstract

This study aims to describe and analyze: How the Regional Government of Mahakam Ulu Regency Efforts in Empowering Small and Medium Enterprises and What is the socio-economic impact of the community from the empowerment of SMEs. Data Collection Techniques include: Interviews, Observations, Documentation. The research informants were Kadin and staff of the Mahakam Ulu Regency Industry, Trade, and Cooperatives Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study showed. The empowerment program carried out by the Mahakam Ulu Regency Industry, Trade, and Cooperatives Office includes: a. Identify the potential and community empowerment programs in the economic sector. This is done with the development and Human Resources (HR) of the SMEs themselves, b. Coaching for industrial management magazines and improving entrepreneurship and c. Marketing development in an effort to increase market access through improving product quality and product marketing. Improving the quality of SME products accompanied by improving packaging quality, improving hygiene and product certification, and exhibiting small industries. Impact of SME empowerment carried out by the Mahakam Ulu Regency Industry, Trade, and Cooperatives Office: a. The productivity of MSME entrepreneurs shows optimal results. b. The impact of the empowerment of SMEs not only affects job opportunities in the surrounding community, but also has an impact on the income of the surrounding community.
