Abstract

This study aims to know and analyze of the description implementation of change management in Central Sulawesi Provincial Government. The method used in this research is descriptive. This research was conducted at work unit of local government area of Central Sulawesi Province with unit of employee analysis. . Data were obtained using observation, questionnaire and documentation. The sample of the study amounted to 308 respondents determined by stratified random sampling technique. The results show that the implementation of change management in the Central Sulawesi Provincial Government has been implemented based on the model developed by Kurt Lewin which consists of unfreezing, changing and refreezing, where the research results show that the most influential aspect in shaping change management in Central Sulawesi Province is the refreezing aspect which states that employees create / maintain change, while the weakest aspect in influencing change management is unfreezing caused employees are less ready to face changes even employees less open themselves to changes made by the organization in this case the unit of work area .

Abstract

The results can also be interpreted that with the empowerment of employees, the result of empowerment makes the decisions and actions of employees to be influential in the organization, but overall employees tend to be less empowered and trusted in carrying out their work.

Jumlah sampel penelitian 308 responden yang ditentukan dengan teknik stratified random sampling. Teknik pengumpulan data dalam penelitian ini terdiri dari observasi, kuesioner dan dokumentasi. Hasil penelitian menunjukkan keseluruhan dimensi yang diteliti, dimensi yang paling kuat dalam membentuk pemberdayaan pegawai di Pemerintah Daerah Provinsi Sulawesi Tengah adalah dimensi impact (85,6%) karena pada dimensi tersebut menyatakan bahwa keputusan dan tindakan pegawai berpengaruh dalam organisasi, sedangkan dimensi yang rendah adalah dimensi meaning (84,9%) karena dimensi tersebut menyatakan bahwa pegawai kurang diberdayakan dan dipercaya dalam pekerjaan. Hasil tersebut juga dapat dimaknai bahwa dengan adanya pemberdayaan pegawai maka hasil dari pemberdayaan tersebut membuat keputusan dan tindakan pegawai menjadi berpengaruh dalam organisasi, namun secara keseluruhan pegawai cenderung kurang diberdayakan dan dipercaya dalam menjalankan pekerjaannya.

Abstract

Selama pandemi coronavirus disease (COVID-19) bisnis Usaha Mikro Kecil dan Menengah (UMKM) di Indonesia mengalami kelumpuhan. Hal itu disebabkan oleh kebijakan pengendalian COVID-19 yang membuat operasional UMKM menjadi terganggu. Dampaknya, banyak UMKM yang memiliki penurunan pedapatan, bahkan tanpa pendapatan, namun harus membayar pengeluaran rutin seperti gaji, sewa, cicilan dan bunga bank. Kondisi tersebut harus ditanggulangi oleh UMKM agar tetap bertahan. Tujuan dari kegiatan ini adalah untuk memberikan pemahaman dan pengetahuan kepada UMKM dalam mempertahankan usahanya. Adapaun yang menjadi target kegiatan adalah UMKM yang terdampak COVID-19 di Kecamatan Bungku Tengah Kabupaten Morowali. Metode yang digunakan dalam pengabdian ini adalah sosialisasi interaktif dengan pemaparan strategi-strategi untuk mempertahankan UMKM dan melakukan tanya jawab. Strategi perencanaan yang akan disosialisasikan terdiri dari position, plan, perspective, projects, dan preparedness.

Abstract

Leadership gives its own color in organizational management. Leadership style that suits the character of the organization will contribute in the effectiveness of decision making and policy making. The college as Center of Excellent is required to be able for answer the challenges of environmental change with creating graduates who have qualities that match the demand of the labor market. Servant leadership leadership style is seen as one of the leadership styles that are able to fulfill that goal. Therefore, this study is intended to analyze the character servant leadership that is owned by the ranks of university leaders. This research was conducted by survey method to several public and private universities in Palu City to see the implications of leadership perception. The results of this study indicate that the leadership of several universities in Palu City has servant leadership character on various aspects such as trying to build relationships, maintaining group cohesiveness, and appreciating spiritual development, self-introspection, appreciating the development of professionalism, listening to others, individual persuasion, persuasive approach, striving for vision, prioritizing problem solving, believing in institutions to improve living standards, believing that members have intrinsic value, and generally being able to understand the needs of others, but in particular leaders have not fully understood the specific needs every member of the organization in the college he leads. Kepemimpinan memberikan warna tersendiri dalam manajemen organisasi. Gaya kepemimpinan yang sesuai dengan karakter organisasi akan memberi kontribusi dalam efektivitas pengambilan keputusan dan penetapan kebijakan. Perguruan tinggi sebagai The Center of Excellent dituntut untuk mampu menjawab tantangan perubahan lingkungan dengan menciptakan lulusan yang memiliki kualitas yang sesuai dengan permintaan pasar tenaga kerja. Gaya kepemimpinan servant leadership dipandang sebagai salah satu gaya kepemimpinan yang mampu memenuhi tujuan tersebut. Oleh karena itu, penelitian ini dimaksudkan untuk menganalisa karakter kepemimpinan servant leadership yang dimiliki oleh jajaran pimpinan perguruan tinggi. Penelitian ini dilakukan dengan metode survey ke beberapa perguruan tinggi negeri dan swasta yang ada di Kota Palu untuk melihat implikasi persepsi kepemimpinan. Hasil penelitian ini menunjukkan bahwa pimpinan beberapa perguruan tinggi di Kota Palu memiliki karakter kepemimpinan servant leadership pada berbagai aspek diantaranya berusaha membangaun jalinan silaturahmi, menjaga kekompakan kelompok, dan menghargai perkembangan spiritual, introspeksi diri, menghargai perkembangan profesionalisme, mendengarkan orang lain, berprasangka baik, menghargai perkembangan individu, melakukan pendekatan persuasif, berusaha mewujudkan visi, mengutamakan intuisi memecahkan masalah, percaya pada institusi untuk memperbaiki taraf hidup, percaya bahwa anggota memiliki nilai intrinsik, dan secara umum mampu memahami kebutuhan orang lain, namun secara khusus pemimpin belum sepenuhnya dapat memahami kebutuhan khusus setiap anggota organisasi di perguruan tinggi yang dipimpinnya.

Data diperoleh dengan menggunakan observasi, kuesioner dan dokumentasi. Sampel penelitian berjumlah 308 responden yang ditentukan dengan teknik stratified random sampling. Hasil penelitian menunjukkan bahwa pelaksanaan manajemen perubahan di Pemerintah Daerah Provinsi Sulawesi Tengah sudah dijalankan berdasarkan model yang dikembangkan Kurt Lewin yang terdiri dari unfreezing, changing, dan refreezing, dimana hasil penelitian menunjukkan bahwa aspek yang paling berpengaruh dalam membentuk manajemen perubahan di Pemerintah Daerah Provinsi Sulawesi Tengah adalah aspek refreezing yang menyatakan bahwa pegawai menciptakan/memelihara perubahan, sedangkan aspek yang paling lemah dalam mempengaruhi manajemen perubahan adalah unfreezing yang disebabkan oleh pegawai kurang siap dalam menghadapi perubahan bahkan pegawai kurang membuka diri terhadap perubahan yang dilakukan organisasi yang dalam hal ini satuan kerja perangkat daerah.

Abstract

Employee performance is the center of attention in all government agencies. Employee performance can be influenced by many variables such as leadership and commitment. This study aims to determine the effect of transformational leadership and commitment on the performance of the employees of the Regional Fisheries Office of Morowali District, Central Sulawesi Province. This study used quantitative methods. The population of this study was all employees of the Regional Fisheries Office of Morowali District with a total of 87 employees. The sample was determined with a census sampling technique so that all populations were sampled. Data were collected from observation, questionnaires, and written documents. Then, the data were analyzed using descriptive statistics and multiple linear regression to test the research hypotheses. The results showed that transformational leadership and commitment greatly affect the employee performance of the Regional Fisheries Office of Morowali District. The results of descriptive statistics showed that the leaders in the Regional Fisheries Office of Morowali District have a clear vision and mission; show an optimistic attitude; and can stimulate subordinates to be creative. Meanwhile, the leaders never openly corrected or criticized their subordinates. It has a low response because of the leader's closed attitude towards subordinates, especially in providing corrections and criticism. In terms of commitment, employees at this office feel that they have a high emotional bond with the organization. However, they easily leave the office as they think that what they are doing is less valuable.

Abstract

This study aims to examine the impact of the implementation of servant leadership on service quality at the Morowali Population and Civil Registration Agency. It used a quantitative approach and descriptive statistics analysis. The sample was all employees and service users (communities) at Morowali Population and Civil Registration Agency. The data were collected through observations, questionnaires, and documentation. The results show that the servant leadership has not been properly implemented causing slow, less assured, and less reponsive services at Morowali Population and Civil Registration Agency.

Abstract

Background: Ketidakmampuan secara finansial dalam kehidupan sosial masyarakat yang bermukim di wilayah Vatutela Kelurahan Tondo Kecamatan Mantikulore, tampak nyata. Salah satu ukurannya adalah ketidakmampuan pembiayaan sekolah terhadap anak-anak mereka. Banyak anak usia sekolah tidak dapat melanjutkan pendidikannya karena tidak adanya jaminan pembiayaan dari kepala rumah tangga. Wilayah Vatutela sesungguhnya mememiliki potensi alam yang cukup bagi masyarakatnya, yang dapat dikembangkan sebagai lahan pertanian, perkebunan, atau ladang. Nantinya lahan teresbeut dapat dikelola dan menjadi pekerjaan tetap bagi masyarakatnya. Beranjak dari kenyataan tersebut, kegiatan pengabdian ini bertujuan; 1) Menciptakan kerja yang menghasilkan pendapatan bagi rumah tangga; 2) Menginisiasi pengelolaan lahan yang selama ini terabaikan menjadi lahan produktif; 3) Dukungan dan pembinaan motivasi berwirausaha. Metode: Kegiatan pengabdian ini menggunakan metode pembelajaran andragogi yang bertujuan menciptakan para mitra dapat mengarahkan dirinya sendiri dan mampu menjadi guru bagi dirinya sendiri. Hasil: Tampak pada perluasan lahan garapan masyarakat oleh karena tersedianya air yang lebih dekat pada lahan perkebunan. Kesimpulan: Penguatan ekonomi rumah tangga mulai tampak dengan menghasilkan produksi perkebunan yang dapat dikonsumsi sendiri ataupun dijual di pasar seperti, jagung, kacang tanah, dan sayur-sayuran.

Abstract

The Independent-Study Campus (MBKM) policy in higher institutions has presented significant changes in the education paradigm during the COVID-19 pandemic. In response to the pandemic situation, the implementation of the MBKM program is initially based on online activities. This program does not present a colorful education atmosphere and focuses on student-centered learning, as well as makes the institution more autonomous with innovative learning culture which emphasizes creativity. The implementation of this program supports the student’s independence in the learning process in the higher education institutions and is flexible with the various outdoor learning which encourages personality changes and cultural exchange students. Transformative learning can be developed as an individual empowerment model that has a healthier social relationship, are more productive, are able to solve problems, make better decisions, perform self-management, optimally achieve goals, and act wisely and accountably
