Abstract

The rapid stream of globalization is giving a wider range of international public relations spheres. As the effects of globalization are the birth of local and international NGOs its activism is shaped from various perspectives. One of the INGOs is Sea Shepherd run based on the idea of environmentalism, especially focused on marine life protection but often accused of being violent and its movement labeled as eco-terrorism. We are using the case of Operation Milagro (2015-2018) between Sea Shepherd and the Mexican government that cooperated. This journal aims to analyze the relationship between two actors including the mechanism of cooperation in Operation Milagro to prevent the extinction of Vaquita Porpoise and the other endangered species in the Cortez Sea, Gulf of California. This article uses relative deprivation theory and transnationalism concepts to gain a new understanding of the analyzed data. We argue that the cooperation of both actors in Operation Milagro is creating a new stage of understanding between both sides through its deprivation of the Sea Shepherd and the cooperation between Mexico and Sea Shepherd. From the point of view of Sea Shepherd, it became a useful tool to reconstruct a new identity as not only an altruistic NGO but also a cooperative nonstate actor. On the other hand, Mexico provided the navy and federal police to facilitate the Sea Shepherd to reach its goal. The author uses some methods such as literature study by collecting data and facts from books, online sites, online journals, and online news. This article also provides some critiques of a problem that came from the effect of cooperation between two actors.

Abstract

The “Made in China” 2025 Initiative and Dual Circular Economy emerged as strategies to propel China towards becoming a global leader in advanced technologies. It also aims to reduce dependence on foreign technology products, particularly from the United States, since the increased geopolitical tensions and trade disputes arose between the two countries. Meanwhile, the Dual Circulation Economy can be perceived as an economic strategy emphasizing domestic and international circulation of goods, services, and technologies. This strategy prioritizes bolstering domestic innovation, production, and consumption while maintaining selective engagement with the global market. Previous research discussed the topic of Made in China 2025 and Dual Circulation separately. Meanwhile, the study shows close synergy between those strategies in achieving the same goal. This research used a qualitative descriptive method with data collection technique through library research on various sources such as books, journal articles, news, etc. The research used the hegemonic stability theory for analysis. The result reveals that the Dual Circulation Economy provides a framework for nurturing domestic innovation and production capabilities. At the same time, the Made in China 2025 initiative offers a roadmap for advancing industries critical to China's technological independence. This article examines the synergies between these policies and assesses their effectiveness in reducing China's dependence on US technology. It also discusses the implications and the shift in economic strategy to global trade dynamics and geopolitical relations. Keywords: Made in China 2025, Dual Circulation Economy, Technology, China, United States Inisiatif “Made in China” 2025 dan Dual Circular Economy muncul sebagai strategi yang diambil untuk mendorong Tiongkok menjadi pemimpin global dalam teknologi canggih. Inisiatif ini juga bertujuan untuk mengurangi ketergantungan pada produk teknologi asing, khususnya dari Amerika Serikat, mengingat peningkatan ketegangan geopolitik dan sengketa perdagangan antara keduanya. Sementara itu, strategi Dual Circular Economy dapat dianggap sebagai strategi ekonomi yang menekankan sirkulasi barang, jasa, dan teknologi domestik dan internasional, yang memprioritaskan peningkatan inovasi, produksi, dan konsumsi domestik sambil mempertahankan keterlibatan selektif dengan pasar global. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui penelitian kepustakaan pada berbagai sumber, menggunakan teori stabilitas hegemonik untuk analisis. Hasil menunjukkan bahwa Dual Circular Economy menyediakan kerangka kerja untuk memelihara inovasi dan kemampuan produksi dalam negeri, sementara inisiatif Made in China 2025 menawarkan peta jalan untuk memajukan industri yang penting bagi kemandirian teknologi China. Artikel ini mengkaji sinergi antara kebijakan-kebijakan ini dan menilai efektivitasnya dalam mengurangi ketergantungan China pada teknologi AS. Artikel ini juga membahas implikasi dan pergeseran strategi ekonomi terhadap dinamika perdagangan global dan hubungan geopolitik. Abstract

The development of media literacy can be said as a certain indicator of understanding the current situation and development of a nation. It is understandable if a focus on a certain topic that is related or discussed together with media literacy is worth observing as a parameter to catch a glimpse of a country’s citizens' level of knowledge. Questions about how the development of media literacy in Indonesia is based on related publications are important. This research examines using a literature study about the development of media literacy in Indonesia, by observing the keywords, terms, and focus on publications that correlated with media literacy in Indonesia that were recorded in Google Scholar from 2016 to 2021 and visualized by the Vos viewer program is used to visualize the data and provide a ground base for the findings. The result from this study indicates that media literacy in Indonesia is still not independent as it comes with a certain focus/trend that happens in the country. While the media literacy focus is synchronized with the real-time condition in Indonesia, it also shows that the level of knowledge from the Indonesian people is heavily driven by the media.

Abstract

During the COVID-19 pandemic, the government made various social restrictions, that affected the democratic process in Indonesia. The prohibition of crowding limited the mobilisation of the public to express their opinions. In response, many people opened up spaces for democratic discussion on digital platforms, utilizing internet of things (IoT). This research will focus on the impact of the COVID-19 pandemic in the digital democracy space. The timeframe from this study would be focused during the COVID-19 pandemic in Indonesia which began from March 2, 2020 as the date of the first announcement of COVID-19 in Indonesia until June 22, 2023 as the date when President Jokowi end the pandemic status. The method used is descriptive qualitative and the cdigital democracy concept for analysis. The data obtain by literature study. The results show that during the COVID-19 pandemic, there are more freedom of expression organized through digital platforms. This study finds COVID-19 pandemic gave significant impact towards societies, especially on the digital democracy context, as new opportunities to express aspirations towards the government. Moreover, the habit of using digital platform for aspiration sharing is still maintained when the status of pandemic ends.

Abstract

During the pandemic, several governments choose to emphasize the strict approach to immigration on their border. This approach focuses on screening, tracing, and quarantine mechanisms. One of the countries that prioritize this method rather than relying on vaccination is Taiwan. This approach is also heavily affected by information technology advancement in government. This paper will discuss the implementation of digital fencing in Taiwan, using a qualitative method and personal narrative elaboration. The informants of this study are foreigners who entered and exited Taiwan during the COVID-19 pandemic and will provide a lot of resourceful data based on their experience. The result indicates that the socio-technical approach helps Taiwan in implementing digital fencing to reduce the risk of COVID-19.

Abstract

Singapore is a country that implements a foreign direct investment policy to advance its economy. The implementation of those policies is classified as a two-pronged sword because it also ensures the privacy and security of corrupt money investments from other countries. Because of this, many Indonesian citizens are involved in money laundering through investments in Singapore. There were cases of money laundering with the value reaching at least Rp 9,427 trillion Indonesian money in Singapore in 2016 alone. The question is why Singapore tried to mute and undermine Indonesian tax amnesty? The purpose of this paper is to find the causes of the problem. Theory and the concept that will be used by the writer are Foreign Direct Investment Theory by David K. Eitemen and Money Laundering Concept itself. This paper uses an explanative qualitative method, and a literature study to obtain the data to strengthen this paper. Based on the case and the problem, the author concluded that the economy of Singapore will be threatened by the Indonesian Tax Amnesty policy, although not majorly, considering that even though they are a country of investment, they have a strong economy, to begin with.

Abstract

Numerous environmental challenges remain unresolved in Indonesia, primarily due to a lack of understanding and limited exposure to the issue. This study discusses a particular case specific about tailing waste resulting from mining activities conducted by Freeport in Papua. This issue may persist without securitization efforts from relevant stakeholders. Interestingly, the key stakeholders in this case are the local community, diverging from the stereotype dominated by NGOs and other private actors. Additionally, this study served as a response to the scarcity of discussion securitization regarding environmental concerns in Indonesia. The research employs qualitative descriptive methods supplemented by a comprehensive literature study, drawing upon publications from the Google Scholar database related to securitization in the context of environmental issues in Indonesia. The finding will be visualized by the VosViewer program. The results of this study show the need for comprehensive discussions surrounding the Freeport tailing waste case. These findings are derived from significant keywords identified in related publications, particularly those related to securitization. In conclusion, the research highlights the importance of securitization by certain stakeholders in addressing particular environmental issues, ensuring that, they receive adequate attention and resolved by responsible actors.

Abstract

Abstract. This study investigates how Wonosobo Regency—a region known for its cultural heritage and natural landscapes—navigates the complex interplay between economic development, environmental sustainability, and cultural preservation. It examines the role of the Knowledge-Based Economy (KBE) as a key enabler of glocalization, allowing the region to adopt global best practices while maintaining local identity. Through literature review and policy analysis, the study finds that KBE enhances sustainable tourism governance by fostering local knowledge production, innovation, and stakeholder collaboration. The application of ICT, human capital development, and data-driven policies contributes to more effective tourism management and cultural safeguarding. Moreover, circular economy principles and community-based tourism initiatives help balance growth and conservation. The findings suggest that integrating KBE strengthens Wonosobo’s global competitiveness without eroding its cultural uniqueness, offering valuable insights for policymakers and practitioners aiming to promote glocalization in culturally and ecologically significant regions.

Abstract

Adoption of e-government is one of the government's ongoing efforts to improve the standard of public services. Mount Merbabu National Park (BTNGMb) established an online climbing registration system and assessed the carrying capacity of the area. This is also an effort to protect natural areas for conservation. Users continue to voice complaints about the system. Therefore, the goal of this study is to determine the factors influencing the frequency of usage of the online climbing registration system available from the Mount Merbabu National Park Office. The analytical tool was the Unified Model of Electronic Government Adoption (UMEGA). In this study, associative quantitative methods and convenience sampling are employed. The questionnaire was given to one hundred participants, each of whom was registered and led a climbing group. The acquired data was evaluated using the partial least squares structural equation modeling (PLS-SEM) technique using the SmartPLS 4.1.0.3 application. The results show that the UMEGA model can predict the interest of 73.5% of respondents in using BTNGMb's online climbing registration system, while factors outside the scope of this study affect the remaining respondents. The five UMEGA variables"”user attitudes, societal influence, business expectations, performance expectations, and facility circumstances"”have a favorable effect on interest in using BTNGMb's online registration system. Perceived risk has little effect on enthusiasm in using BTNGMb's online climbing registration system in the interim. These findings can be used, particularly for the Mount Merbabu National Park Office, as evaluation material and input while developing an online climbing registration system.

Abstract

This study aims to analyze what factors support the successful implementation of Smart Villages in rural Indonesia. The research method used was a systematic literature review (SLR), by analyzing 16 selected articles from the Scopus database using strict inclusion-exclusion criteria and the PRISMA procedure. The results of the study show that five main factors drive the success of Smart Villages, namely: the provision of digital technology and infrastructure, social participation and the improvement of people's digital literacy, village digital economy transformation, leadership and adaptive governance, as well as sustainability characteristics such as precision agriculture, renewable energy, sharing economy, and social innovation. The discussion emphasized that smart village development must be based on multi-actor collaboration with a technological approach tailored to the local context. The conclusion of this study is that the success of Smart Villages depends on a combination of technological, social, economic, and institutional factors. However, the limitations of this study lie in the non-use of primary field data and the limited sources of literature in Indonesian. For further research, it is recommended to conduct field studies in various village contexts, as well as the development of integrative models that combine social, cultural, and technological approaches to support the sustainability of Smart Villages.
