Abstract

This study examines the implementation of public service digitalization to improve government accountability in Limba U1 Village, Gorontalo City, as part of broader efforts to enhance the quality of administrative services in the digital era. Despite increasing initiatives toward digital transformation, local governance continues to face challenges in infrastructure, human resource capability, and community engagement. The research aims to analyze how digitalization enhances administrative efficiency and strengthens transparency within local government operations. Employing a qualitative descriptive approach, data were collected through interviews, observations, and document analysis involving local officials and community members. The findings indicate that digitalization improves service delivery speed, data transparency, and bureaucratic accountability, while also exposing barriers related to limited technical capacity and uneven digital literacy among both staff and citizens. The study concludes that effective digital governance requires strong leadership commitment, capacity building, and inclusive public participation. Furthermore, this research provides empirical insight into the local adaptation of national digital policies within the Electronic-Based Government System (SPBE) framework, emphasizing that successful digital transformation depends on institutional readiness and community involvement. Leadership consistency and interagency coordination are also identified as critical factors for ensuring the sustainability of digital initiatives. By linking technological innovation with social inclusion and bureaucratic reform, this study underscores that digitalization should not be viewed merely as a technical adjustment but as a form of institutional transformation toward accountable and citizen-oriented governance, offering strategic implications for strengthening the capacity and responsiveness of local public institutions in Indonesia.

Abstract

This study analyzes the influence of workload on the effectiveness of public service delivery at the Gorontalo City Land Office. The research is motivated by concerns that increasing service volume, organizational constraints, and uneven digital readiness have created significant workload imbalances, potentially hindering optimal service performance. The study focuses on examining how excessive workload, limited organizational support, and partial digitalization collectively affect the timeliness, accuracy, responsiveness, and overall quality of land administration services. Employing a qualitative descriptive-evaluative design, data were collected through in-depth interviews, observation, and document analysis, and subsequently analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings demonstrate that employees experience substantial role overload, time pressure, and dual workloads due to the simultaneous execution of manual and digital tasks. These conditions directly correlate with delayed service processes, increased administrative errors, weakened coordination, and declining public satisfaction. The study concludes that workload management is a critical determinant of public service effectiveness and a fundamental element of sustainable bureaucratic reform. The findings imply the need for data-driven workload evaluation, strengthened human resource planning, digital literacy enhancement, and improved technological infrastructure to ensure the provision of responsive, efficient, and citizen-centered public service.

Abstract

This study examines the role of digital transformation policies in South Korea and Indonesia, focusing on the Digital New Deal and the Palapa Ring Project, respectively. These initiatives aim to improve digital access, reduce social inequality, and promote economic growth through technology. This study uses a descriptive qualitative method with a case study approach, utilizing secondary data from official reports and surveys. Findings show that the Digital New Deal in South Korea has accelerated the digitization of the public sector, created jobs, and improved access to services. On the other hand, the Palapa Ring Project in Indonesia has expanded internet connectivity in remote areas, but faces challenges in infrastructure quality and digital literacy. This study emphasizes the importance of collaboration between the public and private sectors and provides insights into how digital policies can promote inclusive growth and reduce inequality. The study concludes that although both initiatives show potential, addressing challenges in infrastructure and digital education remains crucial for sustainable transformation.

Abstract

Training sessions are crucial moments for trainers to help participants improve their skills and confidence. Trainers at Persona Public Speaking are responsible for enhancing participants’ speaking abilities to become more effective and impactful. One key aspect of this process is the trainer’s ability to create a strong first impression through verbal communication strategies at the beginning of the session. A positive first impression can establish a comfortable learning atmosphere, motivate participants, and strengthen the trainer’s credibility. This study aims to analyze the verbal strategies used by trainers in creating first impressions during training sessions. Using a descriptive qualitative approach, four trainers from Persona Public Speaking were involved as research subjects. Data was collected through observation and in-depth interviews, then analyzed using Miles and Huberman’s interactive model. The results show that the use of formal greetings, opening rhymes, analogies, and acronyms forms part of the verbal strategies effectively used to capture attention and foster emotional closeness among participants. Furthermore, diction adjustments based on participant profiles and the influence of role models also shape the trainers’ communication styles. These findings highlight the importance of mastering verbal communication strategies as a core competency for trainers in adult learning contexts, as well as the critical role of early verbal choices in creating positive impressions while providing practical contributions to the development of effective, communication-based training.

Abstract

This study aims to analyze parents' and teachers' perceptions of the readiness of early childhood education (ECE) schools during the transition period from ECE to elementary school (ES). The approach is descriptive and quantitative, with correlation analysis. The research population consists of parents of ECE and first-grade elementary school students, as well as ECE and first-grade elementary school teachers in Bandung City, West Java. Data were collected from 364 parents and 112 teachers. The research instrument is a Likert-scale questionnaire (1-5) covering aspects of child readiness, parent readiness, teacher roles, home routines, and school communication. Data analysis includes frequency distributions, percentages, means, standard deviations, distribution patterns, and skewness. The analysis results show an average (M) parent perception of 4.0 with a standard deviation of 0.87, and an average teacher perception of 4.31 with a standard deviation of 0.61. There are significant relationships of 0.81 between child readiness and parent readiness, and of 0.74 between parent readiness and perceptions of teacher roles. These findings emphasize the importance of collaboration between parents and schools in supporting children's school readiness.

Abstract

Abstract. The growth of Makassar City with more comprehensive trading activities indicates business activity. Fruit-sellers as a form of business on the side of the road (street vendors) still exist with the challenges of advancing other business patterns. The existence of fruit traders is caused by their ability to achieve economic benefits and better social status. This study focuses on the social mobility of fruit-sellers as indicated by their accessibility to information, business, basic needs, and social interaction. Study with a quantitative approach involving 82 respondents with various criteria that meet the research requirements. The analysis results show that the social mobility of fruit-sellers is in the high category, characterized by the ability to interact socially and fulfil the family's basic needs. In comparison, business accessibility and the use of information technology are in the medium category. They tend to be in a low category. These results indicate that fruit traders must strive to increase their business capacity in terms of expanding business space and mastering information technology.

Abstract

This study aims to analyze the effectiveness of eco-enzyme as a natural cleaning agent in maintaining the cleanliness of the House of Worship at the Church of Isa Al-Masih Tikala, Manado. The research employed a qualitative descriptive method, involving observations, interviews, and practical trials of eco-enzyme application in various church areas such as floors, toilets, windows, and worship equipment. Data was collected from church leaders, caretakers, and congregation members. The findings reveal that eco-enzymes are effective in removing light to moderate dirt and organic residues, while also eliminating unpleasant odors naturally without leaving harmful chemical traces. Compared to conventional chemical cleaners, eco-enzymes provide significant health and environmental benefits, being non-toxic, biodegradable, and safe for continuous use. Additionally, its use contributes to the reduction of organic waste, as it is made from fermented fruit and vegetable scraps. Community responses indicate positive acceptance, although further education and socialization are needed to increase awareness and consistent use.

Abstract

The phenomenon of celebrity preachers reflects the transformation of religious figures in the digital era, where they function not only as spiritual teachers but also as public figures subject to moral scrutiny and controversy. This study aims to analyze the patterns and characteristics of hate speech directed toward celebrity preachers, particularly in the viral case involving one of the celebrity preacher. The research focuses on identifying themes, forms, and targets of hate speech, as well as the ethical implications of online communication in religious discourse.The study employs a mixed-method approach combining quantitative and qualitative content analysis. Data were collected from 9,689 public comments on Twitter and Instagram related to posts discussing the controversy related to one of the celebrity preacher. These comments were categorized into three analytical dimensions: thematic (religion, morality, tradition), form (direct insult, call for violence, negative stereotype), and target (personal or group). The findings reveal that approximately 22% of total comments contain hate speech, with morality emerging as the dominant theme (32.1%), followed by tradition and religion. The most common form of hate speech is direct insult (29–47%), mostly aimed at individuals rather than groups. Twitter exhibits a higher concentration of hate speech than Instagram, indicating that platform affordances influence communicative behavior. Overall, hate speech toward celebrity preachers reflects not only emotional reactions but also deeper social tensions grounded in moral judgment and cultural values, underscoring the urgent need for ethical literacy in digital religious communication.

Abstract

The interaction between Millennial Lecturers and Generation Z students has expanded beyond the classroom into digital spaces, particularly social media, where identity and professionalism are continuously negotiated. Despite this shift, limited research explores how lecturers manage impressions in these online environments. This study aims to examine how Millennial Lecturers perform impression management on digital stages, especially social media, and how it supports their on-campus image. Using a qualitative approach within the dramaturgical framework, data were collected through in-depth interviews, observations, documentation, and source triangulation. The findings reveal that lecturers consciously curate their digital presence to balance professionalism and approachability. Social media serves as a stage for self-representation and role negotiation that influences academic relationships. The study highlights self-awareness, communicative flexibility, and digital literacy as essential in sustaining positive academic and interpersonal impressions.

Abstract

Abstract. This research examines how demographic administration services are carried out through the SIAPEL application at the Population and Civil Registry Office of Malang City, as well as the key challenges that arise during its use. The study applies a qualitative approach and follows the Miles and Huberman analysis model, which includes data collection, reduction, presentation, and conclusion verification. Findings show that SIAPEL has successfully reduced bureaucratic steps that were previously slow and complicated, making public service more practical and predictable for residents. Even so, several issues still appear, such as limited user participation, uneven readiness of supporting facilities, and gaps in officer competencies, which affect service consistency and user experience. On the other hand, the commitment of implementing staff plays a major role in keeping the system running and helping residents adapt to the digital process. The study suggests that better infrastructure support, improved officer skills, and stronger system integration across government units are needed to maximize the potential of SIAPEL as a sustainable digital service platform.
