Abstract

Islamophobia does not only occur among non-Muslims but Islamophobia is also experienced by Muslims who do not agree with their thoughts. Islamophobia is a psychological symptom that sufferers experience when they encounter Muslims. The cause could be due to an unpleasant experience experienced by the sufferer, or because they are influenced by news reporting that Islam is a harsh religion, so that they feel afraid if they must face Muslims. The aims of this research are (1) to understand the picture of Islamophobia in Germany; (2) analyze the form of Islamophobia in Germany; and (3) describe the impact of Islamophobia in Germany. Researchers used descriptive qualitative methods with primary data sources in the form of online news and supported by related journals as secondary data. The results of the research are (1) Symptoms of Islamophobia in Germany have increased significantly every year; (2) the forms of Islamophobia found were the dissolution of mosques, harassment of Muslim women and prohibitions on wearing the headscarf, public opinion, work and education; (3) the impact of Islamophobia in Germany, namely psychological, social, legal and political policies. Islamophobia tidak hanya terjadi pada kalangan non-Muslim saja melainkan Islamophobia juga dialami oleh umat Islam yang tidak sependapat dengan pemikirannya. Islamophobia merupakan gejala psikis yang dialami penderita ketika mereka berhadapan dengan orang muslim. Penyebabnya bisa karena pengalaman yang tidak menyenangkan yang dialami oleh si penderita, ataupun karena terpengaruh oleh kabar yang memberitakan Islam sebagai agama yang keras, sehingga mereka merasa takut jika harus berhadapan dengan orang Islam. Tujuan dari penelitian ini adalah (1) mengetahui gambaran Islamophobia di Jerman; (2) menganalisis bentuk Islamophobia di Jerman; dan (3) menjabarkan dampak Islamophobia di Jerman. Peneliti menggunakan metode kualitatif deskritif dengan sumber data primer berupa berita online dan didukung dengan jurnal terkait sebagai data sekunder. Adapun hasil dari penelitian yakni (1) Gejala islamophobia di Jerman mengalami peningkatan yang signifikan di setiap tahunnya; (2) bentuk islamophobia yang ditemukan adalah adanya pembubaran masjid, terjadinya pelecehan perempuan muslimah dan larangan berjilbab, pendapat publik, pekerjaan dan pendidikan; (3) dampak dari Islamophobia di Jerman yakni dampak psikologis, sosial, kebijakan hukum dan politik.

Abstract

Artikel ini membahas tentang program penanggulangan narkotika dan obat-obatan berbahaya (narkoba) di Surabaya. Kebijakan sosial ini diimplementasikan oleh Bagian Kesejahteraan Rakyat (Kesra) Pemerintah Kota (Pemkot) Surabaya sepanjang tahun 2019. Kegiatan-kegiatan yang ada di dalamnya adalah amanat dari Instruksi Presiden (Inpres) Nomor 6 Tahun 2018 Rencana Aksi Nasional Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika dan Prekursor Narkotika (P4GN) Tahun 2018-2019. Ada banyak kegiatan yang telah dilakukan, di antaranya, sosialisasi pencegahan narkoba dan tes urine bagi para pegawai atau petugas di lingkup Pemkot Surabaya dan siswa-siswi sekolah negeri maupun swasta. Tujuan dari program ini adalah mencegah atau mengurangi penyebaran dan penyalahgunaan narkoba di Surabaya, yang tergolong kota besar di Indonesia, sehingga menjadi salah satu primadona para bandar narkoba. Secara umum, selain diemban Pemerintah Kota Surabaya, tugas P4GN di Surabaya merupakan tugas kolektif seluruh instansi publik, termasuk kepolisian, Tentara Nasional Indonesia, dan Badan Narkotika Nasional Surabaya. Juga tugas segenap elemen masyarakat. Artikel ini membahas tentang bagaimana program penanggulangan narkoba ini dijalankan di masyarakat oleh Pemkot Surabaya. Metode yang digunakan adalah kualitatif deskriptif dengan melihat bagaimana implementasi kebijakan ini dilaksanakan. Pengumpulan data memakai teknik observasi, wawancara, dan dokumentasi. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan pembuatan kesimpulan. Teori yang dipakai adalah dasar-dasar kebijakan publik, yang dihubungkan dengan konsep pembangunan sosial berkelanjutan Perserikatan Bangsa-Bangsa (PBB) dan konsep kemaslahatan umat yang digariskan ajaran Islam. Hasil dari studi ini menunjukkan, program penanggulangan narkoba Pemkot Surabaya memiliki kesesuaian dengan pembangunan sosial berkelanjutan dan semangat menumbuhkan kemaslahatan umat. This article discusses the narcotics and dangerous drugs countermeasures program in Surabaya. This social policy was implemented by the people's Welfare Section (Kesra) of the Surabaya City Government throughout 2019. The activities in it are mandated by Presidential Instruction (Inpres) number 6 of the 2018 National Action Plan for the Prevention and Eradication of abuse and illicit circulation of narcotics and Narcotics precursors (P4GN) in 2018-2019. Many activities have been carried out, including socialization of drug prevention and urine tests for employees or officers in the scope of the Surabaya city government and public and private school students. The purpose of this program is to prevent or reduce the spread and abuse of drugs in Surabaya, which is classified as a major city in Indonesia, so it has become one of the leading destinations for drug dealers. In general, in addition to being carried out by the Surabaya city government, the task of P4GN in Surabaya is the collective task of all public agencies, including the police, the Indonesian National Army, and the Surabaya National Narcotics Agency. Also, the study neko77 of all elements of society. This article discusses how the Drug Control program is run in the community by the Surabaya city government. The method used is descriptive qualitative by looking at how this policy is implemented—data collection using observation techniques, interviews, and documentation. Data analysis is done through data reduction, presentation, and conclusion making. The theory used is the basics of Public Policy, which is associated with the concept of sustainable social development of the United Nations (UN) and the concept of the benefit of the people outlined by the teachings of Islam. The results of this study indicate that the Surabaya city government's Drug Control program is sustainable social development and the spirit of growing the benefit of the people.

Abstract

The Constitutional Court’s growing involvement in regulatory matters has sparked intense debate, particularly following Decision No. 90/PUU-XXI/2023 on the age requirement for presidential and vice-presidential candidates. Issued near the candidate registration deadline, this ruling raised concerns about the Court's shift from a negative to a positive legislator. Previous studies have not adequately examined this transformation through the lens of classical justice theory, leaving a critical gap in constitutional discourse. This study aims to (1) assess whether the decision constitutes a positive legislator act, (2) evaluate it through classical justice theory, and (3) compare it with similar rulings. Using normative legal research, it adopts statutory, case, and conceptual approaches, with legal reasoning conducted through analogical and deductive interpretations of judicial precedents, constitutional norms, and principles of justice. The analysis reveals that the Court has increasingly assumed regulatory functions, with Decision No. 90 exemplifying this trend. However, it does not align with Platonic ideals of justice, lacking both moral and procedural fairness. The study concludes that the Court's expanded role poses constitutional risks and fuels ongoing debates on judicial activism versus legislative supremacy, while offering a fresh perspective through the application of classical justice theory. Meningkatnya keterlibatan Mahkamah Konstitusi dalam ranah regulasi telah memicu perdebatan yang intens, khususnya setelah Putusan No. 90/PUU-XXI/2023 terkait syarat usia calon presiden dan wakil presiden. Putusan ini dikeluarkan menjelang tenggat waktu pendaftaran calon, sehingga menimbulkan kekhawatiran mengenai pergeseran peran Mahkamah dari legislator negatif menjadi legislator positif. Studi-studi sebelumnya belum secara memadai mengeksplorasi transformasi ini melalui lensa teori keadilan klasik, sehingga menyisakan kekosongan penting dalam diskursus ketatanegaraan. Penelitian ini bertujuan untuk: (1) menilai apakah putusan tersebut merupakan tindakan legislator positif, (2) mengevaluasinya menggunakan teori keadilan klasik, dan (3) membandingkannya dengan putusan-putusan serupa. Dengan menggunakan metode penelitian hukum normatif, studi ini mengandalkan pendekatan perundang-undangan, kasus, dan konseptual, serta penalaran hukum melalui interpretasi analogis dan deduktif terhadap preseden yudisial, norma-norma konstitusional, dan prinsip-prinsip keadilan. Analisis menunjukkan bahwa Mahkamah semakin mengambil peran regulatif, dan Putusan No. 90 mencerminkan tren tersebut. Namun, putusan ini tidak sejalan dengan cita keadilan menurut Plato karena tidak mencerminkan keadilan moral maupun prosedural. Penelitian ini menyimpulkan bahwa perluasan peran Mahkamah menimbulkan risiko konstitusional dan turut memperkuat perdebatan mengenai aktivisme yudisial versus supremasi legislatif, sembari menawarkan perspektif baru melalui penerapan teori keadilan klasik.

Abstract

This study analyzes the restructuring of the Qur'anic Education Institution in Indonesia as a strategy to improve the quality of Islamic religious education. While previous studies have discussed the effectiveness of learning methods, few have comprehensively examined the institutional restructuring, including administrative, pedagogical, and parental participation aspects. Therefore, this study fills this gap by presenting an integrated approach to restructuring Qur'anic Education Institution. This study employs a qualitative approach with a field research method. Data were collected through participatory observation, in-depth interviews, and documentation, then analyzed using the Miles and Huberman model: data reduction, data presentation, and conclusion drawing. The findings indicate that Qur'anic Education Institution faces various challenges such as limited teaching staff, non-standardized administration system, and low participation in training programs facilitated by Mabin. The novelty of this study lies in identifying and implementing a community-based restructuring model that enhances teacher competence, improves the administration system, and strengthens collaboration with parents. The restructuring of Qur'anic Education Institution contributes significantly to improving the quality of religious education through a more effective teaching system, professional institutional management, and active stakeholders involvement. Penelitian ini bertujuan untuk menganalisis restrukturisasi Lembaga Pendidikan Al-Qur’an di Indonesia sebagai strategi peningkatan mutu pendidikan agama Islam. Meskipun berbagai studi sebelumnya telah membahas efektivitas metode pembelajaran, namun belum banyak yang mengkaji secara komprehensif proses restrukturisasi kelembagaan yang mencakup aspek administratif, pedagogis, dan partisipasi orang tua. Oleh karena itu, studi ini mengisi kekosongan tersebut dengan menyajikan pendekatan terpadu dalam penataan Lembaga Pendidikan Al-Qur’an. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian lapangan. Data dikumpulkan melalui observasi partisipatif, wawancara mendalam, dan studi dokumentasi, kemudian dianalisis menggunakan model Miles dan Huberman: reduksi data, penyajian data, serta penarikan kesimpulan. Temuan menunjukkan bahwa Lembaga Pendidikan Al-Qur’an menghadapi berbagai tantangan, seperti keterbatasan tenaga pendidik, sistem administrasi yang tidak terstandarisasi, dan rendahnya partisipasi dalam program pelatihan yang difasilitasi oleh Mabin. Kebaruan dari studi ini terletak pada identifikasi dan implementasi model restrukturisasi berbasis komunitas yang mencakup peningkatan kompetensi guru, pembenahan sistem administrasi, serta penguatan kolaborasi dengan orang tua. Restrukturisasi Lembaga Pendidikan Al-Qur’an berkontribusi signifikan terhadap peningkatan kualitas pendidikan agama melalui sistem pengajaran yang lebih efektif, manajemen kelembagaan yang profesional, dan keterlibatan aktif para pemangku kepentingan.

Abstract

The phenomenon of religious intolerance has recently become increasingly intractable and complex. Some records indicate that secondary-level institutions, state universities, and religious education institutions within communities are susceptible to radical ideologies. This research project aims to analyse the role of local wisdom, exemplified by the Hajat Sasih tradition observed by the Kampung Naga community, in fostering tolerance. The research method applied is quasi-qualitative, focusing on understanding the nature of tolerance and its implications for the formation of interfaith harmony in relation to the Hajat Sasih culture in Kampung Naga. To ensure the accuracy and reliability of the data, meticulous observation and in-depth interviews were employed as data collection techniques. The findings of this study can be summarised as follows: first, the community views the Hajat Sasih culture as a means of respecting and appreciating local wisdom. Second, the tolerance model applied is through the symbolism and meaning of the Hajat Sasih ceremony. Third, education in Kampung Naga facilitates the community's openness to external or foreign cultures while maintaining local customs. Fenomena intoleransi dalam beragama belakangan ini semakin menguat dan kompleksitas. Beberapa catatan telah diungkapkan bahwa lembaga jenjang menengah dan perguruan tinggi negeri serta lembaga pendidikan keagamaan di masyarakat terpapar paham radikalimse. Penelitian ini bertujuan untuk menganalisa dan menguatkan sikap toleransi yang dilakukan oleh kearifan lokal yakni masyarakat Kampung Naga melalui tradisi Hajat Sasih. Metode penelitian yang dilakukan oleh peneliti yakni kuasi kualitatif yang berfokus pada pemahaman toleransi dan implikasinya dalam pembentukan harmoni antar umat beragama dengan Kebudayaan Hajat Sasih di Kampung Naga. Teknik pengumpulan data yang diterapkan pada penelitian ini adalah observasi terhadap objek dengan hati-hati (meticulous observation) dan wawancara mendalam (in depth interview) yang digunakan untuk mendapatkan informasi yang akurat dari informan atau narasumber. Hasil temuan dalam penelitian ini yakni pertama, pandangan masyarakat terhadap budaya Hajat Sasih adalah menghormati dan menghargai adat kearifan lokal yang telah dijalankan oleh para sesepuh/leluhur. Kedua, model toleransi yang diterapkan yakni melalui simbolisasi dan makna upacara Hajat Sasih. Ketiga, peran pendidikan di Kampung Naga yang merealisasikan keterbukaannya terhadap dunia luar atau budaya asing dengan mempertahankan adat lokalnya.

Abstract

Kediri City has experienced a significant increase in agricultural land conversion. This issue remains a severe problem in agrarian development locally and nationally. Continuous eviction and conversion of agricultural land will reduce the country's food production capacity and hinder the achievement of food security. Previous research identifies farmer poverty as the main driver of agricultural land conversion. This study proposes an integrative 3 in 1 policy to prevent further conversion, encompassing farmer empowerment, land extensification reorganization, and regulatory reform. All three elements will be integrated into one sustainable agricultural policy. This research employs empirical legal methods with a sociological approach, collecting qualitative data from farmers in Kediri City and comparing it with existing theories, laws, and regulations. The findings indicate that farmers have not yet received optimal empowerment. Farmers tend to convert land because farming no longer ensures prosperity. High fertilizer prices, expensive labour costs, and uncertain harvest prices are various inhibiting factors. Thus, the 3 in 1 Policy could be an alternative to solve this problem. Kota Kediri mengalami peningkatan alih fungsi lahan pertanian yang begitu masif. Alih fungsi lahan pertanian masih menjadi persoalan yang sangat serius dalam pengembangan pertanian, baik lokal maupun nasional. Apabila setiap jumlah tanah pertanian yang ada itu terus menerus digusur dan dialihfungsikan, maka kemampuan negara untuk memproduksi pangan tentu juga akan terus menurun. Ketahanan pangan juga akan semakin sulit untuk tercapai. Dari penelitian terdahulu yang dilakukan, kemiskinan petani menjadi penyebab utama terjadinya alih fungsi lahan pertanian. Penelitian ini akan merekomendasikan gagasan tentang bagaimana alih fungsi lahan pertanian itu tidak terus menerus terjadi. Gagasan ini berwujud kebijakan integratif 3 in 1 policy. Gagasan ini meliputi aspek pemberdayaan petani, pengaturan ulang tentang ekstensifikasi, serta perubahan regulasi alih fungsi. Ketiganya akan berwujud dalam satu kebijakan pertanian yang berkelanjutan. Penelitian ini adalah penelitian yuridis empiris, dengan metode pendekatan sosiologis. Hasil penelitian menunjukkan, petani masih merasa belum mendapatkan pemberdayaan yang optimal. Petani cenderung mengalihfungsikan tanah, karena bertani tidak lagi mendatangkan kesejahteraan. Berbagai faktor penghambat yang terjadi adalah mahalnya harga pupuk, biaya pekerja yang makin mahal, serta harga hasil panen yang tidak menentu. Maka, gagasan 3 in 1 Policy bisa menjadi salah satu alternatif untuk menyelesaikan persoalan ini.

Abstract

This article examines changes in campaign patterns and the mobilization of political support through online media. This shift in campaign strategy provides competing political groups with opportunities to innovate in their use of digital media tools. Political contestation necessitates access to alternative information sources beyond mainstream media. However, social media, which allows individuals to autonomously convey political views and calls to action, carries the risk of political vulnerability through hate speech and misinformation. This paper employs a qualitative method, analyzing data through content analysis based on Norman Fairclough’s Critical Discourse Analysis model, which emphasizes textual, practical, and socio-cultural dimensions. The primary sources for this article are documents concerning evolving patterns of presidential election contestation in online media and activities interpreting political contestation. Socio-cultural analysis reveals that the voting public in the presidential election tends to acquire knowledge of diversity through social media rather than direct mobilization, potentially contributing to increased tensions in Indonesia’s political contestation. Artikel ini menggambarkan perubahan pola kampanye dan mobilisasi dukungan politik di melalui media online. Perubahan strategi kampanye tersebut memberikan peluang bagi kelompok-kelompok politik yang berkontestasi untuk lebih kreatif memanfaatkan instrumen media. Kontestasi politik sangat membutuhkan ketersediaan alternatif sumber-sumber informasi di luar media mainstream. Persoalannya, pemanfaatan media sosial yang sangat otonom bagi individu untuk menyampaikan pandangan dan ajakan politik, memiliki potensi kerawanan politik akibat adanya ujaran kebencian dan pelintiran kebenaran. Tulisan ini menggunakan metode kualitatif yang menjelaskan data dengan metode analisis isi menggunakan teori critical discourse analysis model Norman Fairclough, yang menitikberatkan pada analisis teks, praktik, dan sosial kultural. Sumber utama artikel ini adalah dokumen-dokumen terkait pergeseran pola kontestasi pemilihan presiden di media online dan aktivitas interpretasi kontestasi politik. Hasil analisis sosiokultural menjelaskan bahwa situasi masyarakat pemilih dalam pemilihan presiden memiliki kecenderungan mengambil pengetahuan keberagaman melalui media sosial daripada mobilisasi langsung, sehingga berpotensi memunculkan konflik dalam kontestasi politik di Indonesia.

Abstract

Intercultural communication disseminated on Instagram extends beyond visual content, encompassing culturally rich symbols that convey deep meanings. Despite its significance, this phenomenon has received limited scholarly attention. This study addresses this gap by examining intercultural communication practices on Instagram, focusing on language, culinary traditions, and performing arts content. Adopting a qualitative descriptive approach, the research explores how cultural elements are shared and represented through social media. The findings identify three primary contexts: (1) the use of native languages to introduce linguistic and cultural diversity; (2) the dissemination of traditional culinary content to reinforce cultural identity; and (3) the learning and sharing of traditional dance via Instagram as a strategy for preserving cultural heritage. These insights highlight Instagram’s role as an active, dynamic, and educational space for intercultural communication. Komunikasi antarbudaya yang tersebar melalui media sosial Instagram tidak hanya terbatas pada visualisasi konten, tetapi juga merepresentasikan simbol-simbol budaya yang sarat makna. Fenomena ini masih kurang mendapat perhatian dalam kajian ilmiah. Studi ini bertujuan mengisi kekosongan tersebut dengan menganalisis praktik komunikasi antarbudaya dalam Instagram yang berfokus pada konten bahasa, kuliner, dan seni pertunjukan. Studi ini menggunakan pendekatan deskriptif kualitatif, dengan mengeksplorasi elemen-elemen budaya didiseminasikan melalui media sosial Instagram. Hasil penelitian mengidentifikasi tiga konteks utama: (1) penggunaan bahasa asli oleh penutur asli untuk memperkenalkan keragaman linguistik dan budaya; (2) penyebaran konten kuliner tradisional sebagai media penguatan identitas budaya; dan (3) pembelajaran tarian tradisional melalui Instagram sebagai strategi pelestarian warisan budaya. Temuan ini menegaskan bahwa Instagram berfungsi sebagai ruang aktif untuk komunikasi antarbudaya yang dinamis dan edukatif.

Abstract

Various stakeholders, including the government, have often neglected the educational needs of physically challenged in-school adolescents in Nigeria. Empirical studies examining the relationship between academic impairment, social support, and resilient behavior in this population remain scarce, particularly within the Nigerian context. Therefore, this study investigated academic impairment and social support as predictors of resilient behavior among physically challenged in-school adolescents in Lagos and Ekiti States in South-West Nigeria. A cross-sectional research design was employed, and purposive sampling was used to select the two states. Data were collected from 374 physically challenged in-school adolescents using validated measurement scales. The data were analyzed using multiple regression and independent samples t-tests to test four hypotheses at a significance level of p < 0.01. The results showed that both academic impairment and support from significant others independently predicted resilient behavior. Furthermore, academic impairment and social support jointly predicted resilience. The findings highlight the crucial role of significant others as a source of social support. The study underscores the need for the government and stakeholders to enhance infrastructure in special schools to improve learning experiences. This research is novel as it is the first to examine these variables across two Nigerian states.

Abstract

Integrating science and religious knowledge is crucial in Islamic higher education, especially at UIN Sunan Ampel Surabaya, amid contemporary challenges that demand holistic approaches. While previous studies have addressed knowledge integration, few have explored its practical implementation in Islamic educational settings. This study investigates how Nurcholis Madjid’s thought contributes to integrating science and religion at this institution. Employing a qualitative approach with a literature review, data were collected from scholarly articles, books, and academic publications related to science-religion integration, focusing on Nurcholis Madjid’s perspectives. Data collection involved systematic searches across academic databases and libraries, followed by thematic analysis through coding, categorization, and synthesis to identify patterns supporting curriculum integration. The findings reveal that applying integration concepts at UIN Sunan Ampel enriches Islamic knowledge and cultivates students who are adaptive and responsive to modern developments. In conclusion, integrating science and religion enhances the relevance of Islamic education and promotes a more tolerant and inclusive society. Integrasi ilmu pengetahuan dan pengetahuan agama merupakan isu penting dalam pendidikan tinggi Islam, khususnya di UIN Sunan Ampel Surabaya, di tengah tantangan kontemporer yang membutuhkan pendekatan holistik. Meskipun studi sebelumnya telah membahas integrasi ilmu pengetahuan, sedikit yang mengeksplorasi implementasi praktisnya dalam lingkungan pendidikan Islam. Studi ini bertujuan untuk mengkaji bagaimana pemikiran Nurcholis Madjid berkontribusi pada integrasi ilmu pengetahuan dan agama di institusi tersebut. Dengan menggunakan metode kualitatif melalui tinjauan pustaka, data dikumpulkan dari artikel ilmiah, buku, dan publikasi akademik yang berkaitan dengan integrasi ilmu pengetahuan dan agama, khususnya yang berfokus pada perspektif Nurcholis Madjid. Proses pengumpulan data melibatkan pencarian sistematis di basis data akademik dan perpustakaan, kemudian dianalisis secara tematik melalui pengkodean, pengkategorian, dan sintesis untuk mengidentifikasi pola-pola yang mendukung integrasi dalam kurikulum. Temuan menunjukkan bahwa penerapan konsep integrasi di UIN Sunan Ampel memperkaya ilmu Islam dan membentuk mahasiswa yang adaptif terhadap perkembangan zaman. Kesimpulannya, integrasi ilmu pengetahuan dan agama meningkatkan relevansi pendidikan Islam masa kini dan mendorong masyarakat yang lebih toleran serta inklusif.
