Abstract

The development of digital technology offers significant opportunities for villages to optimize human resource potential in realizing the smart village concept. The implementation of digital technology at the village level is expected to improve public service quality, enhance governance transparency, and foster sustainable development innovation. However, in practice, limited digital literacy and insufficient leadership capacity among village officials remain major challenges. Village officials require digital leadership skills that not only focus on technological mastery but also encompass strategic vision, change management, and data-driven resource management. This community service program was designed to enhance the digital leadership capacity of village officials through a series of structured training activities. The implementation method consisted of three main stages: (1) a needs assessment survey to map digital literacy levels and identify challenges, (2) face-to-face training sessions focusing on digital leadership concepts, technology management, and strategies for digital-based public service delivery, and (3) post-training online mentoring to ensure sustainable implementation. The results indicate a significant improvement in understanding digital leadership concepts, skills in utilizing technology for village governance, and the emergence of creative initiatives from participants to develop digital-based village services. This training is expected to serve as an initial step toward building villages that are adaptive to digital transformation, equipped with competitive officials, and capable of managing change effectively. The sustainability of this program is crucial to strengthening the foundation for establishing independent and innovative smart villages.

Abstract

Although Islamic law has been the focus of numerous previous studies, research that specifically examines the dialectical relationship among fiqh, usul al-fiqh, and fatwa in contemporary Islamic legal thought remains limited. This study aims to analyze the interconnections among the three main components of the Islamic legal system, namely fiqh as the legal product, usul al-fiqh as the methodology of legal determination, and fatwa as the legal response to contemporary problems faced by the Muslim community. Using a library-based method with analytical-comparative and historical approaches, this study shows that fiqh is the result of scholars’ ijtihad in understanding the scriptural texts of the sharia through the methodologies formulated in usul al-fiqh, whereas fatwa represents the application of fiqh in responding to current issues. The findings indicate that these three elements are bound in a mutually influential dialectical relationship: usul al-fiqh provides the principles and methods for the mujtahid to produce fiqh rulings, fiqh serves as a key reference in the formulation of fatwa, and the evolution of fatwa can, in turn, influence the dynamics of fiqh and even the construction of usul al-fiqh itself. In the contemporary context, a comprehensive understanding of this relationship is crucial for formulating Islamic law that remains responsive to socio-historical developments while firmly rooted in sound sharia principles. This study recommends the development of usul al-fiqh methodologies capable of addressing modern challenges, the enhancement of fiqh ijtihad grounded in in-depth research, and the strengthening of credible and accountable fatwa institutions as strategic efforts to reinforce the relevance of contemporary Islamic law.

Abstract

The advancement of digital technology has significantly transformed how Muslims access, study, and disseminate Islamic knowledge. This transformation requires an ethical and epistemological framework to ensure that digitalization processes remain grounded in Islamic values. This study aims to address three main research questions: how Islamic digitalization is understood within the context of Islamic scholarship and civilization; how the legal maxim “Man ista‘jala qabla awānihi ‘uqiba bi ḥirmānih” (Whoever rushes before its time will be deprived of it) relates to the phenomenon of digital acceleration; and how the principle of Itqān Raqmī (Digital Perfection) can serve as a moral and academic foundation for developing an ethical and civilized Islamic digitalization. Employing a qualitative library research method, this study uses descriptive and hermeneutic analyses of both classical and contemporary Islamic literature, including works by al-Suyūṭī and al-Syāṭibī, as well as modern academic discussions on digital ethics and Islamic epistemology. The findings reveal that Islamic digitalization is not merely a technical process but an epistemological transformation that requires patience, precision, and scholarly responsibility. The maxim “Man ista‘jala qabla awānihi ‘uqiba bi ḥirmānih” provides a moral warning against hasty adoption of technology without proper validation and adab, while the principle of Itqān Raqmī promotes a paradigm of digital excellence emphasizing accuracy, professionalism, and barakah (divine blessing) in every process of digitalization. Therefore, integrating the values of patience and digital perfection forms the ethical foundation for realizing an Islamic digitalization that is scholarly, ethical, and civilizational.
