Abstract

Digital transformation has become a strategic requirement for improving bureaucratic effectiveness, yet its success is strongly influenced by human and cultural factors. This study analyzes the effect of digital transformation on employee performance with organizational commitment as a mediator and organizational culture as a moderator at the Secretariat of the Regional House of Representatives (DPRD) of Pesisir Barat Regency, Indonesia. The study employs a quantitative explanatory survey of 68 employees and analyzes the data using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The analytical framework is grounded in the Resource-Based View (RBV) and Behavioral Perspective to explain the role of digital capabilities, employee attitudes, and organizational values. The results show that digital transformation has a positive and significant effect on employee performance, both directly and indirectly through organizational commitment. Meanwhile, organizational culture weakens the effect of digital transformation on performance. These findings extend the literature on digital transformation in the public sector by integrating mediation and moderation mechanisms within a single empirical model in a legislative institution context in Indonesia.

Abstract

The main problem in developing the Police and Community Organization Partnership Forum Model in Bandar Lampung City is the absence of a structured and sustainable partnership in preventing political conflict, so that coordination and early detection of conflict have not been running optimally amidst local political dynamics. This study uses a qualitative descriptive method to describe the development of the Police and Community Organization Partnership Forum Model in preventing political conflict in Bandar Lampung City. Data were obtained through interviews and document studies. The results of the study indicate that the partnership forum serves as a forum for communication and cooperation between the National Police and community organizations in maintaining political stability, but its effectiveness is not optimal in terms of communication, participation, member capacity, coordination, and conflict prevention performance. The effectiveness of the forum is determined by interacting structural, institutional, social, and cultural factors, so a more systematic, measurable, and sustainable partnership model is needed.

Abstract

Penelitian ini bertujuan untuk mengkaji Pelaksanaan Tugas Satuan Polisi Pamong Praja Dalam Penertiban Pengemis di Polewali Mandar, dengan merumuskan dua permasalahan yaitu: 1) Bagaimana penertiban pengemis di Polewali Mandar, dan 2) Apa kendala satuan polisi pamong praja dalam melaksanakan penertiban pengemis di Polewali Mandar. Jenis penelitian ini adalah penelitian hukum empiris, atau juga disebut sebagai penelitian lapangan (kualitatif). Penelitian empiris merupakan metode penelitian hukum yang menggunakan fakta- fakta empiris yang diperoleh dari perilaku masyarakat, baik itu perilaku verbal yang didapat dari wawancara maupun perilaku nyata yang dilakukan melalui observasi atau pengamatan langsung. Hasil penelitian menunjukkan bahwa: 1) Penertiban pengemis di Polewali Mandar dilakukan melalui dua pendekatan utama, yaitu pengawasan dan penangkapan, sebagai upaya untuk menjaga ketertiban umum dan meningkatkan kesejahteraan masyarakat. Melalui pengawasan yang konsisten, Satpol PP dapat memetakan wilayah yang rawan menjadi tempat berkumpulnya pengemis, dan dengan penangkapan, mereka dapat menindaklanjuti dengan cepat terhadap pelanggaran yang terjadi. 2) Penertiban pengemis di Polewali Mandar menghadapi sejumlah kendala yang signifikan, yaitu kurangnya armada operasional, keterbatasan sumber daya dan personel, serta minimnya dukungan dari masyarakat. Kurangnya armada, seperti kendaraan operasional, menghambat mobilitas Satuan Polisi Pamong Praja (Satpol PP) dalam menjangkau wilayah-wilayah yang luas dan melakukan penertiban secara efektif. Keterbatasan sumber daya dan personel juga menambah beban kerja, membuat operasi penertiban kurang optimal, dan menyulitkan pelaksanaan tugas yang lebih menyeluruh.
