Abstract

Tujuan dari penelitian ini adalah untuk mengetahui status pengelolaan perikanan berbasis ekosistem (EAFM) pada domain sosial untuk komoditas perikanan karang di Distrik Kepulauan Ayau, Kabupaten Raja Ampat, Provinsi Papua Barat. Metode yang digunakan dalam penelitian ini adalah metode survey, observasi  dan wawancara. Hasil penelitian diperoleh bahwa dalam penelitian ini, untuk domain sosial meliputi indikator (1) partisipasi pemangku kepentingan bernilai 3/baik, (2) konflik perikanan bernilai 3/baik, dan (3) Pemanfaatan pengetahuan lokal dalam pengelolaan sumberdaya ikan (termasuk di dalamnya TEK/traditional ecological knowledge) bernilai 2,25 / cukup baik dengan rata-rata 2,42 atau cukup. Indikator yang perlu diprioritaskan untuk perbaikan dalam pengelolaan perikanan berkelanjutan karena berstatus sedang hingga buruk yaitu konflik perikanan dan pemanfatan pengetahuan lokal untuk domain sosial. Selain itu, kami mengamati bahwa masyarakat pendekatan dalam pengelolaan lainnya adalah berbasis masyarakat yang dikenal dengan istilah sasi. Sasi  di kampung  Rutum  sangat  ditentukan  oleh  peran  tokoh  adat  pelaksana  sasi  yang  diakui  masyarakat  setempat  Pendekatan ”Sasi” sebagai  pendekatan berbasis Pemimpin kharismatik dan dikenal dengan Istilah ”Kepala Suku” memiliki  otoritas   mutlak  berdasarkan  warisan  garis keturunan dalam pengelolaan perikanan di tingkat lokal untuk memelihara ”Sasi” di Pulau Rutum. Akhirnya, kami menyimpulkan bahwa stasus pengelolaan perikanan di Distrik Kepulauan Ayau sebagai kepulauan terluar Indonesia berada pada kondisi cukup dengan Analisa bendera berwarna kuning dan nilai rerata 2.

Abstract

To analyze the factors that affect the performance of posyandu in Pasar District. Analytical survey research with a cross sectional study design. The sample is 76 cadre coordinators using Cluster Proportional Random Sampling. The research instrument used a questionnaire. Descriptive and statistical data analysis, namely chi square and multiple logistic regression. posyandu whose cadres receive training will perform well (p=0.000). Posyandu whose cadres are rewarded according to their performance standards will comply (p=0.011). Posyandu with complete or supportive infrastructure will have good performance (p=0.000), Posyandu with combined financing sources will have good performance (p=0.001). The analysis using multiple logistic regression showed the variables of infrastructure (p=0.003; Exp.B=13,935), training (p=0.004; Exp.B=9.980), rewards (p=0.009; Exp.B=11,685) and sources of financing ( p=0.028; Exp.B=7.168) with 95% confidence level. There is an effect of training, rewards, infrastructure and sources of financing with posyandu performance. Suggestion: The health office includes cadres in training, increases cadre rewards, completes facilities and infrastructure and increases community participation to support posyandu financing.

Abstract

The simplest evaluation when it can gather information about the circumstances before and after the KUBE program is implemented.  Ternate City itself received an allocation of 50 Joint Business Groups (KUBE) with a ratio of 5 companions where one companion has the task and responsibility of accompanying 10 groups because for 1 group there are 10 beneficiaries with details of assistance of 20 million for each group, it is necessary to evaluate the program assistance so that it can see the shortcomings to be corrected.  The data analysis method used in this study is descriptive qualitative. Descriptive qualitative is a method used to explore findings in the field. The results showed that one government program that requires community participation is the Joint Business Group (KUBE) program for the poor to increase Productive Economic Enterprises (UEP), especially in increasing income, providing some of the needs that are needed, creating harmony in social relations between citizens, and as a forum for sharing experiences between members. Forthis reason, the companion is very important in providing knowledge, skills and experience to the fostered KUBE group. In practice, KUBE companions will provide an understanding to each member of KUBE social assistance recipients that there must be a sense of belonging to run a joint business so that they are independent of the business they are running because through this program they can be helped to start a business as a first step to achieve social welfare and economic improvement in a better direction.

Abstract

This study aims to evaluate the existing condition of UPT. The Petangis Livestock Breeding Center (BPT) in Batu Engau District, Paser Regency, analyzed the State Mainstay Buffalo Cattle program (SIKOMANDAN), which has been running in Paser Belengkong District and analyzed plans for implementing the SIKOMANDAN program at UPT. BPT Crying. This research is descriptive in nature, with the technique of selecting respondents using purposive sampling and using EXTAND analysis to evaluate the existing condition of the UPT. BPT Crying. The results showed that the condition of infrastructure and human resources was generally not optimal to support performance optimization, especially for the provision of superior cattle breeds. Considering that the SIKOMANDAN Program in Paser Belengkong District can increase the population and quality of cattle breeds, the implementation of the program at UPT. BPT Petangis needs to complete the facilities and materials for Artificial Insemination (AI), fulfilment of health workers (Veterinary Medicine), training for reproductive workers for Pregnancy Examination (Pkb), carrying capacity of operational costs and activity results to be reported to Isikhnas.

Abstract

This research was conducted to determine the role of the Longkali District Fire Unit in supporting the Paser Regency Fire Service and identifying inhibiting factors and supporting factors for fire services in the Longkali District. This research uses qualitative research methods using primary data and secondary data with data collection techniques through interviews, document studies, and direct observation so that the role of the Longkali District Fire Department is described. The District Fire Department (Damkar) was greatly helped by the existence of a Fire Task Force in the District, especially in Longkali District. With the condition of a large area and the position of Longkali District, it is the outermost district bordering PPU Regency so coordination is always carried out whether it is when a fire occurs or fire anticipation and prevention activities. However, with the limited personnel and facilities, and infrastructure, the role of the Longkali District Fire Task Force is seen as very helpful to the duties and functions of the District Damkar. There are several inhibiting factors and there are also supporting factors for the Longkali District Fire Task Force in carrying out its role so that researchers provide some suggestions or inputs to overcome these inhibiting factors including by forming volunteers in each village. Coordinating with the nearest Fire Task Force and improving skills for personnel by including education and training to add insight and ability. Optimizing existing budgets and trying to get additional budgets both sourced from government and private budgets.

Abstract

Pulau Rutum merupakan wilayah pesisir dan masih terpinggirkan, dengan mata pencaharian utama masyarakatnya adalah nelayan, dengan salah satu produk unggulannya adalah ikan asin. Kurangnya pengetahuan tentang proses pengemasan ikan asin yang baik serta belum adanya ketersedian alat untuk menunjang proses pengemasan tersebut  menyebabkan rendahnya nilai jual ikan asin Pulau Rutum. Untuk meningkatkan pengetahuan dan kemampuan ibu-ibu nelayan dalam pengemasan ikan asin serta dapat meningkatkan nilai jual ikan asin Pulau Rutum, maka Forum DIKTISORAYA melaksanakan kegiatan Pengabdian Kepada Masyarakat (PKM) mengenai pelatihan pengemasan ikan asin untuk ibu-ibu nelayan Pulau Rutum. Metode yang digunakan dalam kegiatan PKM ini adalah metode pendidikan masyarakat yaitu penyuluhan dan pelatihan. Hasil dari kegiatan ini adalah ibu-ibu nelayan Pulau Rutum telah memahami proses pengemasan dengan baik dan benar sehingga dapat mengemas ikan asin Pulau Rutum dengan baik agar dapat meningkatkan nilai jual dari produk ikan asin Pulau Rutum.

Abstract

The implementation of the electronic identity card (KTP-el) is part of an effort to accelerate and support the accuracy of the population data base in the district/city, province and national population data base. This research aims to analyze the implementation of the electronic identity card policy at the Population and Civil Registration Office of Malinau Regency and analyze the factors that support and hinder the implementation of the electronic identity card policy program at the Population and Civil Registration Office of Malinau Regency. This research was conducted using descriptive qualitative methods. The results showed that the Implementation of the Electronic Identity Card (KTP-el) Policy at the Population and Civil Registration Office of Malinau Regency has gone well. However, there are still obstacles in the process of recording and printing KTP-el that need to be overcome. There needs to be additional training and technical guidance to improve the knowledge of the apparatus in carrying out the system and policies that have been set.

Abstract

The move of the North Maluku Regional Police from Ternate City to Sofifi City is a significant change that has an impact on the National Police NCO recruitment service. The background to this research is based on the need to understand how moving locations affects the effectiveness of police services. The aim of this research is to evaluate the impact of the North Maluku Regional Police's move to Sofifi City on the National Police NCO recruitment service. This research focuses on how displacement affects selection processes, infrastructure, coordination, and responsiveness to community needs. The method used in this research is a qualitative method with a continuous analysis approach. Data was collected through in-depth interviews, field observations, and document analysis. Interviews were conducted with informants who had knowledge of the process of recruiting National Police NCOs and changing Polda locations. Observations were used to assess the condition of facilities and infrastructure at the Sofifi Regional Police Headquarters, while document analysis provided context for the policies and procedures implemented. The research results showed that the move of the North Maluku Regional Police to Sofifi City had an impact on several aspects of the National Police NCO reception service. Limited facilities and infrastructure at the Sofifi Regional Police Headquarters are the main challenges, which affect the efficiency and effectiveness of the selection process. Coordination between the Regional Police in Ternate and Sofifi also showed obstacles, which could cause delays and logistical difficulties. However, this move also offers opportunities for innovation and improvement, with the application of technology and new ideas that can improve the quality of service. In conclusion, to ensure the effectiveness of the National Police NCO recruitment service, efforts are needed to improve facilities, strengthen coordination, and make optimal use of technology . It is hoped that the recommendations from this research will help the North Maluku Regional Police in facing challenges and improving the effectiveness of services after moving to Sofifi City.

Abstract

This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running  there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working  with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions.

Abstract

Penelitian ini dilakukan untuk melihat transformasi program Gerakan Menuju Kota Cerdas (Smart City) dalam mendorong pelaksanaan E-Government di daerah yang berciri kepulauan untuk menciptakan tata kelola pemerintahan yang efektif, efisiensi dan akuntabel. Penelitian ini menggunakan pendekatan kualitatif dan dilaksanakan di Kabupaten Halmahera Selatan Provinsi Maluku Utara. Dalam memperoleh data lapangan, peneliti menggunakan instrumen wawancara, observasi dan studi dokumentasi. Sedangkan informan meliputi pimpinan OPD, Anggota DPRD, Camat, Tokoh Masyarakat. Analisis data menggunakan teknik analisis Spiral. Berdasarkan analisis data ditemukan Pemerintah Kabupaten Halmahera Selatan telah mentransformasi program Smart City untuk mendorong pelaksanaan E-Government dalam bentuk aplikasi layanan Labuha Smart City, namun dengan kondisi geografis Halmahera Selatan sebagai daerah kepulauan yang memiliki keterbatasan infrastruktur teknologi informasi maka program yang dilakukan masih di fokus pada dua layanan utama yakni Senyum Halsel yang berkaitan dengan layanan publik pemerintah kepada masyarakat dan layanan aplikasi Go-Smile yang merupakan sistem manajemen informasi lembaga yang masih difokuskan kawasan pusat pemerintahan Kabupaten Halmahera Selatan. Untuk mendorong percepatan transformasi E-Government secara maksimal maka perlu komitmen dari pemerintah daerah melalui pembentukan peraturan daerah yang dapat mendorong semua elemen berkomitmen terhadap pengembangan E-Government di daerah kepulauan sebab pemerintah daerah sendiri belum memiliki regulasi yang mengikat sehingga ketika terjadi pergantian kepemimpinan lokal ikut mengubah program E-Government.
