Abstract

This study examines the impact of human resource (HR) empowerment and the work environment on employee performance at the Regional Office of the Ministry of Law and Human Rights in Manokwari. The research addresses the critical importance of HR empowerment and a conducive work environment in enhancing employee productivity and efficiency. The study utilizes a quantitative survey method, distributing questionnaires to 100 employees, with the collected data analyzed through multiple linear regression to determine the influence of the independent variables on the dependent variable. Results indicate that both HR empowerment and the work environment significantly and positively affect employee performance. The study concludes that improving HR empowerment and work conditions are vital strategies for boosting performance in government agencies. Recommendations include the implementation of continuous empowerment programs and the enhancement of work facilities to further improve employee performance and overall organizational effectiveness.

Abstract

This study aims to evaluate the quality of services provided by the Family Planning and Population Control Office in Kepulauan Sula Regency in implementing the Family Planning Program. The program is designed to control population growth rates and to establish healthy, happy, and prosperous families. The research employs a qualitative descriptive method to explore and understand field phenomena through in-depth qualitative data collection. The findings indicate that the targets of the Family Planning Program in Kepulauan Sula Regency are categorized into two groups: direct and indirect targets. Direct targets include Couples of Childbearing Age (CBA) spread across 12 sub-districts, with the objective of reducing birth rates through effective and sustainable contraceptive use. Indirect targets involve program implementers and managers, aiming to lower birth rates through an integrated population policy approach. These findings have theoretical implications for understanding how population policies and family planning programs can be optimized to achieve the goal of quality family development, particularly in remote areas like Kepulauan Sula Regency.

Abstract

The transformation of sustainable policies through the integration of the Green Policy in state administration marks a critical step in responding to increasingly complex environmental challenges. This green policy seeks to systematically adopt sustainability principles in the process of policy making and government practice. The impacts include reducing the ecological footprint, promoting innovation in green technology, reducing dependence on non-renewable resources, and reducing carbon emissions. In addition, this approach also creates new economic opportunities and increases global competitiveness. The success of this transformation depends heavily on the synergy between the government, society, and the private sector. These efforts are expected to support the achievement of sustainable development goals and realise a better future for the environment and future generations.

Abstract

Setiap orang dalam organisasi tentu bekerja untuk pemenuhan kebutuhan. Pemenuhan kebutuhan dapat ditandai dengan rasa puas, baik puas terhadap gaji, puas dengan kesempatan promosi, puas dengan pekerjaan yang dijalani, puas dengan rekan kerja, dan puas dengan pengwasan yang dilakukan. Tidak semua orang dalam sebuah organisasi mengalami kepuasan-kepuasan tersebut. Kepuasan tentu memaknai keseluruhan proses manajemen. Organisasi dapat dinilai baik jika kepuasan pegawai terpenuhi. Penelitian ini bertujuan untuk mengetahui mendeskripsikan dan menganalisis Pengaruh kepemimpinan terhadap kepuasan kerja, Pengaruh kualitas pelayanan terhadap kepuasan kerja dan Pengaruh kepemimpinan dan kualitas pelayanan secara bersama-sama terhadap kepuasan kerja. Penentuan lokasi penelitian dilakukan dengan metode Studi Kasus. Jumlah sampel sebanyak 98 orang. Dari populasi pegawai yang berjumlah 98 yang diambil sebagai sampel berjumlah 50 terdiri dari 25 orang pegawai dan 25 orang Konsumen Pelayanan orang dengan ditentukan menggunakan metode Simple Random Sampling. Pengumpulan data dilakukan menggunakan teknik observasi, pencatatan, wawancara dengan bantuan kuesioner. Metode Analisis data menggunakan analisis statistik deskriptif, untuk mencari tahu seberapa kuatnya hubungan antar variabel melalui analisis korelasi dengan analisis regresi, dengan membuat perbandingan dengan membandingkan rata-rata data sampel atau populasi. Hasil penelitian menunjukkan bahwa Berdasarkan hasil analisis, dapat disimpulkan bahwa hipotesis yang menyatakan bahwa kepemimpinan berpengaruh terhadap kepuasan kerja pegawai di Kanwil Kementerian Hukum dan HAM Papua Barat dapat diterima. Hal ini didukung oleh nilai t hitung (8,609) yang signifikan, lebih besar dari nilai t tabel yang digunakan (1,992). Artinya, kepemimpinan memiliki pengaruh yang signifikan secara statistik terhadap kepuasan kerja pegawai di wilayah tersebut.

Abstract

The aim of this research is to find out and test whether there is an influence of employee engagement, organizational culture and employee loyalty together on the quality of public services at the Manokwari Class I Correctional Center. This research uses a quantitative approach because it is objective in testing hypotheses. This research was carried out at the Manokwari Class I Correctional Center. Data collection techniques include observation, interviews and questionnaires using descriptive statistical data analysis techniques. The research results show that employee engagement, organizational culture and employee loyalty have a very strong and significant influence on the quality of public services at the Manokwari Class I Correctional Center. In conclusion, team member engagement, organizational culture, and team member loyalty influence the quality of public services at the Manokwari Class I Correctional Center. Abstract

This research aims to determine ethical leadership and communication together on employee performance at the West Papua Regional Office of the Ministry of Law and Human Rights. This research uses a quantitative approach because it is objective in testing hypotheses. This research was carried out at the West Papua Ministry of Law and Human Rights Regional Office. Data collection techniques include observation, interviews, and questionnaires using descriptive statistical data analysis techniques. The research results, simultaneously that communication and Ethical Leadership have a significant influence on Employee Performance. Improved Communication and Ethical Leadership will increase Employee Performance on average. A positive regression coefficient value indicates that the relationship between the independent variable and the dependent variable is positive. This means that increasing the independent variable will increase the dependent variable. A large regression coefficient value indicates that the influence of the independent variable on the dependent variable is greater. In conclusion, Ethical Leadership and Communication have a significant and positive influence on Employee Performance. Keywords: Communication, Employee Performance, Ethical Leadership.

Abstract

This research analyzes the influence of transformational leadership, spiritual leadership, and motivation on employee performance at the Class IIB Sorong Correctional Institution. This type of research refers to a quantitative approach, using a questionnaire filled out by prison employees as respondents—data analysis techniques using descriptive statistical analysis. Research results show that transformational and spiritual leadership have a significant influence on employee performance, while motivation is also proven to play an important role in increasing performance effectiveness. In conclusion, transformational leadership, spiritual leadership, and motivation have a very significant influence on employee performance. Training that focuses on communication skills, strategic vision, and the ability to motivate teams can increase the effectiveness of transformational leadership. Abstract

This research aims to describe and analyze the Effectiveness of Electronic Procurement of Goods and Services (E-Procurement) at BPBJ SETDA Central Mamberamo Regency, to describe and analyze what factors support and hinder the Effectiveness of Electronic Procurement of Goods and Services (E-Procurement). Procurement) at BPBJ Central Mamberamo Regency. The method used in this research is a qualitative research method with data collection techniques namely interviews, observation, and documentation. The results of the study show that achieving goals in BPBJ services in Central Mamberamo Regency has been effective as seen from the achievement of work targets that have been achieved. So that the process of using the e-Procurement application has been maximized by all users and the auction process runs smoothly, integration in the Central Mamberamo Regency Regional Secretariat's BPBJ services has been carried out well, where the socialization carried out by BPBJ is direct and routinely carried out periodically, Central Mamberamo Regency Regional Secretariat's BPBJ has not yet fulfill aspects of good adaptation, because it is still constrained by inadequate internet networks and human resources. Supporting factors include increasing human resource capabilities, intensive training, and introducing a program to targets and factors. The obstacles to using e-procurement are PBJ Regional Secretariat of Central Mamberamo Regency, namely: Inadequate internet network, Medan in the Kobakma area which is difficult to reach, and virus problems which can interfere with the running of the application. Abstract

This research aims to partially test and identify the influence of work motivation on performance; to test and determine the impact of leadership style on performance partially; and to test and identify the influence of work motivation and leadership style on performance simultaneously at the Nduga Regency Agriculture and Food Security Service. This type of research is quantitative research, with a sample of 49 respondents. The research instrument used in this research is a questionnaire. The research results show that work motivation partially has a positive and significant effect on performance; Leadership style partially has a negative and significant effect on performance, work motivation, and leadership style simultaneously have a positive and significant effect on performance. Abstract

This study aims to determine the implementation of the assessment of 13 components of superior POLRI cultural human resources at POLRES Jayapura and what factors support and inhibit the implementation of the Implementation of the policy of assessing 13 components of superior POLRI cultural human resources at POLRES Jayapura. This study adopts a qualitative method. Data collected through interview distribution techniques. Data analysis techniques using the help of the N-Vivo application consist of word frequency, coding comparison diagrams, data presentation, drawing conclusions and checking validity, compiling conclusions and data validity. The results of the study prove that the factors that influence the success of the implementation of 13 components of superior Polri culture, the current level of implementation success is not optimal due to the lack of concern from personnel and personnel have the perception of feeling interfered with by the assessment of 13 components through real-time applications but they admit that application-based performance assessments are objective so they feel that the system is fair and can inhibit corruption in the Polri. Furthermore, supporting factors from work facilities and organizational climate as supporters of the realization of the implementation of the assessment of 13 components of Superior Human Resources of the Indonesian National Police, inhibiting factors consist of excessive work autonomy and gaps in insight between one personnel and another, as supporters of the realization of the implementation of the assessment of 13 components of Superior Human Resources of the Indonesian National Police.
