Abstract

The Paser Belengkong Animal Health Center Technical Implementation Unit (Puskeswan) was established in the context of developing animal health services and to support the prevention and control of strategic and contagious animal disease (zoonosis) programs. The concept of UPT Puskeswan Paser Belengkong is to be the spearhead of animal health services in its working area which is modern, advanced, effective, efficient, safe, comfortable. Therefore, to support the implementation of achieving these goals, it is necessary to know the extent of performance conditions and determine strategies for improving the performance of human resources for animal health services at UPT Puskeswan in Paser Belengkong District. Data analysis in this study uses SWOT analysis. SWOT stands for S: Strength, W: Weakness, O: Opportunity, T: Threts (threat). This SWOT analysis is basically a strategy by taking into account the organization's internal consisting of strengths and weaknesses and external conditions consisting of opportunities and threats. Internal conditions are conditions that are controllable (can be influenced/controlled), while external conditions are more uncontrollable (cannot be influenced/controlled). Based on the results of the SWOT research, it was concluded that the strategy for improving HR performance at UPT Puskeswan Paser Belengkong is a strategy: (1) HR arrangement according to work capacity; (2) Continue education (CE) or continuing education; (3) Increase promotion to the public.

Abstract

This study aims to determine the level of student satisfaction in the islands regarding distance education services. The population in this study are all UT’’s students spreaded across various regions in the province of North Maluku. The sampling method uses simple random sampling, as many as 74 students. Data collection is carried out through interviews with respondents with questionnaire aids whose questions relate to UT's level of expectation and service quality. The results show that: (1) of all aspects of distance education services organized by UPBJJ-UT Ternate, all of them had been categorized as very satisfying, where the highest level of satisfaction was that of general information services by 101.28% or in other words had exceeded student expectations. While teaching material services, although still in the category of very satisfying for students, the percentage of satisfaction level is lower than other service aspects which is 95.76%. (2) From all aspects of distance education services organized by UPBJJ-UT Ternate, teaching material services still have a level of gap between expectations and valuations conducted by students.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi peran serta aktor kolaboratif dalam mendorong pengembangan Desa Wisata Lapasi, serta untuk memahami urgensi kolaborasi dalam meningkatkan potensi pariwisata lokal. Penelitian ini mengadopsi pendekatan kualitatif dengan memanfaatkan sumber data dokumentasi, seperti studi literatur, data internet, dan observasi lapangan. Penggunaan perangkat lunak Nvivo 12 Plus telah memfasilitasi analisis mendalam dan sistematis terhadap informasi yang diperoleh, memberikan pemahaman yang komprehensif tentang dinamika kolaborasi dalam pengembangan Desa Wisata Lapasi. Temuan utama dari penelitian ini menunjukkan bahwa kolaborasi antara pemerintah daerah, pemerintah desa, masyarakat lokal, dan pelaku usaha memiliki peran krusial dalam pengembangan Desa Wisata Lapasi. Pembinaan dan pengembangan desa wisata, perlindungan kelestarian alam, pengembangan infrastruktur dan fasilitas, serta dorongan terhadap ekonomi lokal merupakan fokus utama upaya kolaboratif tersebut. Hal ini dapat membawa dampak positif yang signifikan bagi pertumbuhan dan daya saing desa wisata di masa depan. Pengalaman sukses Desa Wisata Lapasi dapat menjadi inspirasi bagi pemerintah lainnya untuk menerapkan model kolaboratif dalam pengembangan pariwisata lokal, memperkuat sinergi antara berbagai stakeholder, dan menciptakan dampak positif yang lebih luas bagi pembangunan daerah secara keseluruhan.

Abstract

This study examines the impact of human resource (HR) empowerment and the work environment on employee performance at the Regional Office of the Ministry of Law and Human Rights in Manokwari. The research addresses the critical importance of HR empowerment and a conducive work environment in enhancing employee productivity and efficiency. The study utilizes a quantitative survey method, distributing questionnaires to 100 employees, with the collected data analyzed through multiple linear regression to determine the influence of the independent variables on the dependent variable. Results indicate that both HR empowerment and the work environment significantly and positively affect employee performance. The study concludes that improving HR empowerment and work conditions are vital strategies for boosting performance in government agencies. Recommendations include the implementation of continuous empowerment programs and the enhancement of work facilities to further improve employee performance and overall organizational effectiveness.

Abstract

This study aims to examine the impact of online visitation service quality on the satisfaction of inmates at the Class III Women's Penitentiary in Manokwari. The background of this research highlights the importance of inmate rehabilitation programs based on the correctional system to develop well-rounded individuals, as stipulated by Law PAS-14.OT.02.02 of 2014 on Correctional Service Standards. Ensuring the rights of inmates, including visitation services, is essential for their well-being and reintegration. This quantitative study utilized a sample of 47 respondents. Data analysis was performed using multiple linear regression analysis, partial tests, and coefficient of determination tests. The findings indicate that the quality of online visitation services significantly influences inmate satisfaction. The study concludes by underscoring the necessity of enhancing visitation service quality to improve inmate satisfaction and support their reintegration process into society as responsible and productive members.

Abstract

Digital transformation has become a major driver of change in politics and governance in Indonesia. This study aims to examine the opportunities and challenges faced in the process of digitalizing the public sector in Indonesia. Using a qualitative approach with case studies and literature analysis, the research identifies several key aspects, including increased political participation through social media platforms, the evolution of e-governance, and the implications of cybersecurity and data privacy. The units of analysis include policies and practices of digitalization in the public sector. The study population consists of government agencies, active politicians on social media, and citizens participating in digital politics. A purposive sampling technique was used to select key government agencies, influential politicians on social media, and digitally active citizens. Data were collected through in-depth interviews and document analysis and analyzed using thematic analysis techniques. The findings indicate that digital technology creates new opportunities to enhance transparency, efficiency, and public participation in Indonesian governance. However, challenges such as the digital divide, cybersecurity threats, and data privacy protection remain. The results highlight the importance of adaptive policies and robust regulatory frameworks to maximize the benefits of digital transformation while addressing existing challenges.

Abstract

Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency is a guideline in the implementation of programs and policies to maintain and protect every citizen, especially the residents of Malinau Regency in order to avoid the use of alcoholic beverages and abuse in the social life of the community. The purpose of the research is to find out the Implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency, and to find out the obstacles and find solutions to overcome the obstacles faced by the Malinau Regency Regional Government in enforcing the regional regulations. This study uses qualitative descriptive research, to find out the population in this study is to use a sample to find out the extent of the implementation of the local regulation on the prohibition of alcoholic beverages in the community whether it has been fully implemented. This research instrument uses library study methods and field research which includes observation, interviews and documentation techniques. Method for Data Analysis in this study uses qualitative data analysis of an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawn. The results of the study illustrate that the problems faced in the implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency such as the lack of socialization carried out by the Regional Government to the community, the absence of financial support for agencies or implementing agencies in the context of socialization and implementers that are very lacking compared to the area of the area which is not in accordance with the number of implementers or implementers that exist. In addition, it is necessary to improve bureaucratic reform so that the purpose and implementation of the prohibition regulation can be more optimal.

Abstract

The purpose of this study is to analyze and identify community empowerment programs in improving appropriate technology at the Malinau Regency Community and Village Empowerment Office using the CIPP (Context, Input, Process, and Product) method. The method used uses a qualitative method with a survey design and in-depth interviews. Data was collected through interviews with resource persons of the head of the office, secretary, head of the field, staff of the empowerment office and the community. The results of data analysis show that the CIPP evaluation of the community empowerment program through appropriate technology in Malinau Regency shows effectiveness in increasing community independence and productivity despite various challenges. The input evaluation indicates the need for transparent management of funds and resources, active participation, and the use of technology that is appropriate to local conditions. In terms of process, program implementation adhered to SOPs, increased community safety and satisfaction, and training was effective in enhancing skills. The product evaluation showed that the program succeeded in increasing the capacity and independence of the institution and had a positive impact on community welfare. Challenges include limited access to technology, resources, and lack of training and collaboration, but enabling factors such as government support, planning, and distribution of tools remain key strengths in implementation.
