Abstract

The implementation of the National Education Standards (SNP) policy is the application of policies related to minimum criteria on relevant aspects to support the implementation of the national education system and must be met by organizers and/or educational units throughout the jurisdiction of the Unitary State of the Republic of Indonesia. The function of the National Education Standards is as a basis for education management which includes planning, implementation, and supervision of education in order to achieve the expected goals, namely the realization of quality education. While the purpose of the National Education Standards is to measure, evaluate, and assess the quality of education, the results of which will be a reference for compiling a program to improve the quality of education based on regional characteristics in each educational unit. This study aims to describe the implementation of the National Education Standards policy and the factors that influence the implementation of the National Education Standards policy at SMP Negeri 1 Mentarang, Mentarang District, Malinau Regency. The design of this study uses a descriptive research type with a qualitative approach. By describing or depicting the state of the research object at the present time, based on the facts that appear or as they are. Sources of information on places and informants have been selected based on certain considerations and taken based on research objectives. The informants in this study consisted of schools as implementers in the field, school committees, and students as target groups for the implementation of the National Education Standards policy as well as the Malinau Regency Education Office and School Supervisors as leading sectors that communicate, mobilize, and encourage the implementation of the National Education Standards policy and the Education Council as observers of education. Overall, the implementation of the National Education Standards policy at SMP Negeri 1 Mentarang has been fulfilled and can be seen from the data obtained. The results of the study indicate that the four factors that are the model for implementing public policy, namely communication, resources, disposition (attitudes), and organizational/bureaucratic structure have been implemented well as an effort to fulfill the National Education Standards policy at SMP Negeri 1 Mentarang, but need to be optimized, because these four factors can be obstacles to the implementation of the National Education Standards policy at SMP Negeri 1 Mentarang.

Abstract

Purpose – This study aims to examine the effect of strategy formulation and strategy implementation on improving the performance of tourist destinations, specifically Mount S in West Kutai Regency, East Kalimantan. The research investigates how strategic planning processes influence destination management and performance in an emerging tourism area. Methodology/approach – A quantitative descriptive approach was used, involving data collection through a closed questionnaire with a Likert scale. The survey targeted tourism stakeholders in West Kutai Regency, including government officials, local parliament (DPRD), community members, tourism awareness groups, managers, and tourists. Data analysis was performed using multiple linear regression with SPSS 22 software. Findings – The results reveal that both strategy formulation and strategy implementation have a positive and significant impact on the performance of Mount S tourist destination. The coefficient of determination (R²) indicates that 76.6% of the performance improvement is explained by these factors, emphasizing the importance of integrated strategy development and execution. Novelty/value – This research makes a significant contribution by exploring the dynamics of strategy formulation and implementation in a developing region of Indonesia, specifically West Kutai Regency. The study fills a gap in the existing literature by examining how these strategic processes can directly enhance the performance of emerging tourist destinations, an area that has been underexplored in the context of Indonesian tourism management.

Abstract

This study aims to explore the factors that support and hinder the implementation of housing policies in Central Mamberamo, which factors are used as input for the Central Mamberamo Regency Government to take corrective steps and this study is also a mediator for Papuan civil servants to know for sure and comprehensively the benefits of livable houses for the safety and security of Papuan civil servants so that they are always healthy and enthusiastic in their activities and productivity. Data were processed using source triangulation techniques. The results of this study found that the implementation of the housing service policy program for civil servants by the Housing and Settlement Area Service of the Central Mamberamo Regional Government. From the aspects; a) Policy content; the policy of Law No. 1 / 2011 is then continued by making PKP, the contents of PKP 1) show that the Perkim Service has strong authority covering the determination of the allocation of official housing and the form of official housing. Context of Implementation. 1) housing program includes a) Staff, Barracks type 36. b) echelon 3 & 4 officials, Barracks type 42. c) echelon 2 officials, single house type 45. 2) Benefits of the policy, a) saving housing costs b) increasing PSN motivation in working. c) discipline. d) safety and e) security of civil servants. Abstract

Local governments implement e-government programs as a form of bureaucratic reform to achieve good governance. However, the implementation of E-government in South Halmahera Regency, geographically an archipelagic area, has its challenges, which the authors make as problems in this study. To assist research analysis using e-government theory. This research is qualitative research with a descriptive approach to analyzing the N-VIVO 12 Plus software. Based on the findings, the South Halmahera district has implemented e-government to a low degree with various challenges, including the distribution of telecommunications technology network infrastructure is not evenly distributed, limited budget support, lack of telecommunications infrastructure, lack of skilled resources, limited supply of electricity networks, lack of training and knowledge transformation of the apparatus, limited public knowledge, low socialization of e-government programs, not maximal collaboration and synergy between stakeholders. In implementing e-government, it is considered to have benefits, while to encourage the strengthening of e-government implementation, the South Halmahera government has planned the Labuha Smart City.

Abstract

This study is entitled Implementation of the Governor's Regulation on Additional Employee Income on the Regional Personnel Agency of West Papua Province. This research is motivated by the author's interest in the Implementation of West Papua Governor Regulation Number 19 of 2023 concerning Additional Employee Income for State Civil Apparatus within the West Papua Provincial Government, which regulation was issued with the background of providing additional employee income aimed at improving employee performance, but there are still some employees who have not been able to achieve this goal. In this study, the author uses the George C. Edward III model theory consisting of communication, policy resources, disposition or attitude of implementers, and bureaucratic structure. The method used in this study is a qualitative research method with data collection techniques carried out by collecting primary and secondary data through interviews and observations, for secondary data obtained from official documents, in the form of activity reports and applicable laws and regulations. The results of the study indicate that the Implementation of the Policy on Providing Additional Income for Employees at the Regional Personnel Agency of West Papua Province is not yet optimal, the regulations that have been set are still new so that many employees do not understand, there still needs to be intensive socialization so that the policies that will be implemented can be understood by all employees.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh sumber daya manusia, kepemimpinan dan teknologi informasi di Kantor Wilayah (Kanwil) Kemenkumham Provinsi Papua Barat. Metode penelitian campuran diguanakan dalam penelitian ini dengan jumlah sampel sebanyak 100 orang, serta tiga informan yang memiliki kapasitas tentang masalah penelitian. Sedangkan teknik pengumpulan data menggunakan observasi, kuesioner, studi dokumen, dan wawancara. Data penelitian diukur dengan menggunakan skala likert dan selanjutnya dianalisis dengan menggunakan uji statistik koefisien jalur dengan bantuan program SmartPLS. Lebih lanjut, penulis juga melakukan wawancara untuk mendapatkan kedalaman masalah penelitian. Hasil penelitian menunjukkan bahwa sumber daya manusia, kepemimpinan dan teknologi informasi berpengaruh layanan publik kekayaan intelektual di Kanwil Kemenkumham Papua Barat, dengan persentase sebesar 81,3%. Sementara itu, hasil wawancara menemukan bahwa faktor sumber daya manusia, kepemimpinan dan teknologi informasi di Kanwil Kemenkumham Papua Barat sudah baik serta memiliki pengaruh terhadap kualitas layanan publik kekayaan intelektual. Kendati demikian, pada segi teknologi informasi, masih ditemukan masyarakat yang gagap teknologi serta teknologi informasi di Kanwil yang belum sepenuhnya sesuai dengan kebutuhan dan keinginan
