Abstract

Construction is a high-risk activity that can lead to accidents. Workplace accidents can be caused by unsafe behavior. One way to reduce workplace accidents is by establishing a safety culture. A safety culture can be formed through the presence of factors that shape a safety culture. This study aims to examine the relationship between factors that shape a safety culture and safety behavior. This study is descriptive, observational, and uses a cross-sectional design. The population in this study was 73 respondents, and data were collected using a questionnaire. The independent variables were management commitment, occupational safety and health regulations and procedures, communication, competence, worker involvement in occupational safety and health, and the worker's social environment, while the dependent variable was safety behavior. the results showed that factors that shape a safety culture with a strong but weak relationship to safety behavior were management commitment, occupational safety and health regulations and procedures, and worker involvement. Factors that shape a safety culture that have a strong relationship to safety behavior were communication (c = 0.414) and the worker's social environment (c = 0.477). It is recommended that companies optimize safety culture through communication and the social environment of workers by holding safety talks and safety inductions.

Abstract

The implementation of SIMMAP aims to produce a documented, transparent work process and reduce risk deviations. From a management strategy perspective, INKINDO's SIMMAP can be seen as an institutional instrument that strengthens the position of consulting firms in a value- and integrity-based government procurement system. With consistent and sustainable implementation, SIMMAP is expected to be able to become an organizational transformation tool that is adaptive to regulatory changes, transparency demands, and the competitiveness of the national and international construction services market. The SIMMAP Version 01 web application supports the implementation of a Quality Management and/or Anti-Bribery Integration System, facilitating document management for business entities. After registering, company admins can create child accounts according to quality management/anti-bribery standards. With an affordable subscription fee, SIMMAP users can also join a community to discuss and share implementation experiences, both for success stories and problem solving. SIMMAP provides online/offline usage support.

Abstract

PT. XYZ adalah perusahaan yang bergerak dibidang percetakan. perusahaan ini memiliki kantor pusat yang terletak di kota Pekanbaru dan memiliki lantai produksi yang berada di pallas. Dalam proses pekerjaan di PT. XYZmengandung potensi bahaya yang dapat menimbulkan kecelakaan kerja. Hal ini dapat dilihatdari tahun 2013sampai tahun 2015 yaitu 75 kasus kecelakaan pada pekerjaan bagian Perawatan, Pemotongan, Pelubangan,dan Printing yang berupa kecelakaan ringan,sedang, dan berat.Oleh karena itu perlu adanya pencegahan kecelakaan kerja yang dilakukan dengan mengidentifikasi faktor-faktor yang menjadi penyebab. Tujuan penelitian ini untuk mengetahui tingkat pencapaian manajemen kecelakaan kerja (SMK2) yaitu dengan menggunakan Frequency Rate, dan Saverity Rate. Untuk penyebab kecelakaan kerja diidentifikasi dengan menggunakan metode FTA (Fault Tree Analysis), kemudian analisa 5S (Seiri, Seiton, Seiso, Seiketsu, dan Shitsuke) yang dilakukan pada area produksi di PT. XYZ Printing.Hasil dari analisa di atas digunakan untuk upaya pencegahan kecelakaan kerja di PT. XYZdengan memberikan usulan perbaikan sesuai dengan 5S.

Studi sebelumnya dan terkait sangat penting untuk suatu riset dan artikel ilmiah. Studi sebelumnya atau terkait memperkuat teori dan fenomena hubungan atau pengaruh antar variabel. Dalam pekerjaan ini, faktor-faktor yang mempengaruhi kinerja karyawan seperti stres kerja, beban kerja, dan lingkungan kerja, diperiksa dalam literatur kinerja karyawan. Tujuan penulisan artikel ini adalah untuk membuat hipotesis tentang pengaruh antar variabel yang akan digunakan dalam penelitian selanjutnya. Berikut adalah hasil dari artikel tinjauan pustaka ini: l) Stres kerja mempengaruhi kinerja karyawan. 2) Beban kerja mempengaruhi kinerja karyawan. 3) Lingkungan kerja mempengaruhi kinerja karyawan.

Abstract

Unergonomic work postures in lightweight brick sorting work are one of the things that can cause the risk of musculoskeletal disorders if not corrected. The purpose of this study is to analyze work postures by applying the REBA method which can evaluate the overall work posture of lightweight brick workers so that recommendations can be obtained to avoid injuries to workers. The data used in the study were images of work postures taken through recordings while workers were performing their work activities. Then, the angles of each part of the neck, back, upper arms, forearms, wrists, wrist rotation, and feet were measured, then the weight of the load, coupling factor and activity score were measured. The results of the study showed that the work postures used by workers when sorting lightweight bricks must be immediately corrected because they show a high level of risk for injury with a REBA score of 10, which means it is included in risk level 4 (dangerous conditions). By reducing dangerous angles on the body parts, a better work posture was obtained with a REBA score of 5, which is included in risk level 3 (medium), thereby reducing the risk of injury to workers.

Abstract

This study aims to develop a systematic understanding of a decision-making model for material selection based on Systems Engineering Management (SEM), Multicriteria Decision Making (MCDM), and Value Engineering (VE) in road infrastructure projects in Timor Leste. Given the strategic role of road infrastructure in supporting economic growth in developing countries, appropriate material selection is a critical factor influencing cost efficiency, technical performance, and project sustainability. However, current material selection practices tend to be subjective and often fail to adequately consider multidimensional aspects such as life-cycle costs and environmental impacts. Therefore, the application of MCDM- and VE-based approaches is necessary to improve the quality and objectivity of decision-making in optimal material selection. Using a scoping review methodology, this study identifies and synthesizes existing literature on the application of SEM, MCDM, and VE in infrastructure projects, with a specific focus on material selection processes. The findings reveal that although MCDM methods such as AHP, TOPSIS, and VIKOR have been widely applied in infrastructure projects, the integration of SEM, MCDM, and VE into a structured and unified decision-making system remains limited, particularly in the context of developing countries such as Timor Leste. This gap indicates a significant opportunity to develop a more comprehensive decision-support model capable of enhancing cost efficiency, material quality, and the sustainability of infrastructure projects.From a theoretical perspective, this study contributes to the engineering management literature by strengthening the conceptual integration of SEM, MCDM, and VE in infrastructure material selection decision-making. From a practical standpoint, the findings are expected to provide a valuable foundation for the Roads Fund Infrastructure Timor Leste in developing a value-based decision model to support optimal material selection in their infrastructure projects. Future research is recommended to validate the proposed model through case studies or empirical simulations to assess its effectiveness and feasibility in real-world applications.

Abstract

The construction sector in Timor-Leste plays a vital role in supporting national development and economic growth, primarily through infrastructure projects financed by the government and international donors. However, the implementation of construction contracts in the country frequently encounters various nonconformities, such as delays, technical specification changes, differing interpretations of contract clauses, and cost overruns. These issues reflect weaknesses in contract management systems and the lack of systematic strategies to manage nonconformities during project execution. This study employs a Scoping Review approach to map globally reported strategies for managing construction contract nonconformities and to identify knowledge gaps in developing country contexts, particularly Timor-Leste. The review process follows the PRISMA-ScR guideline, encompassing literature searches in Scopus, ScienceDirect, Taylor & Francis, and Google Scholar databases covering publications from 2000 to 2025. The findings reveal that management strategies for contract nonconformities can be categorized into three main groups: preventive strategies (risk prevention through clear contract design and early communication), resolutive strategies (dispute handling via claims, mediation, and dispute boards), and adaptive strategies (contract flexibility and collaborative approaches). The study highlights the importance of adapting global best practices to the local context of Timor-Leste, taking into account institutional capacity, contractual regulations, and human resource competence. The findings are expected to serve as a foundation for developing more effective contract management policies and practices within Timor-Leste’s construction sector.

Abstract

Infrastructure development plays a crucial role in promoting economic growth and social welfare, particularly in developing countries such as Timor Leste. However, infrastructure projects in such contexts often face technical, managerial, and social challenges that limit their effectiveness and sustainability. One of the key issues identified is the limited integration of community participation within civil engineering management practices. This study aims to systematically map and analyze existing literature on participatory-based civil engineering management models for infrastructure development through a scoping review approach. This research adopts a qualitative scoping review methodology following established review frameworks to identify, select, and synthesize relevant peer-reviewed studies published over the past decade. Academic databases including Google Scholar, Scopus, and ScienceDirect were used to retrieve literature focusing on civil engineering management, community participation, and infrastructure development in developing countries. The selected studies were analyzed thematically to identify key trends, model components, and research gaps. The findings indicate that although community participation is widely recognized as an important factor in enhancing project relevance, sustainability, and social acceptance, its implementation within civil engineering management remains fragmented and largely confined to the planning stage. Moreover, existing models tend to emphasize technical and managerial efficiency while insufficiently integrating participatory and social dimensions. In the context of Timor Leste, these limitations are further compounded by institutional capacity constraints and post-conflict governance challenges. This study concludes that there is a critical need for a comprehensive and context-sensitive civil engineering management model that integrates technical rigor with meaningful community participation across all stages of infrastructure development. The results of this scoping review provide a conceptual foundation for future empirical research and offer practical insights for policymakers and practitioners aiming to achieve inclusive and sustainable infrastructure development in Timor Leste and similar developing country contexts.

Abstract

Organizational culture is part of an integrated system, whether it's a structured organization or an unstructured community. Most research on organizational culture discusses the relationship between culture and other variables within the organization, or how to measure culture within an organization. In an era of technological advancement, rapid change, and high complexity, a method is needed to effectively change organizational culture. This study attempts to examine three concepts that offer methods for changing organizational culture. All three concepts offer the same paradigm: that cultural change does not begin with changing something abstract and soft-system. Rather, cultural change needs to begin with changing something concrete and tangible. This includes procedures, work methods, infrastructure, and other artifacts within the company organization. These three concepts are then synthesized to produce a proposed concept. This proposed concept is expected to be easier to implement and understand for activists and researchers in the field of organizational culture.

Abstract

Construction waste consists of materials that are not desired directly or indirectly by the construction industry. This includes inert and non-biodegradable building materials such as sand, blocks, concrete, plaster, wood, iron, broken tiles, bricks, masonry, insulation, nails, electrical cables and reinforcement, as well as all residual materials (waste) originating from from the Construction Project Site.Data collection methods in this research were carried out by sending questionnaires via personal chat or via e-mail in the form of Google form to members of contractors, planning consultants, as well as construction supervision/management consultants and other parties operating in the territory of Indonesia, then the data The questionnaire was analyzed using Structural Equation Modeling (SEM) with the help of SPSS and AMOS programs.Factors that influence the reduction of construction waste include Contractual (X1) with an influence value of 0.154. Material Transportation (X2) with an influence value of 0.140. Material Storage (X4) with an influence value of 0.203. Use of Construction Materials (X6) with an influence value of 0.352. Professional Ethics (X7) with an influence value of 0.177. Managerial Action (X8) with an influence value of 0.329. Government Subsidies (X10) with an influence value of 0.337 and Government Regulatory Policy (X11) with an influence value of 0.294. Furthermore, factors that do not have a significant influence are Place Management and Planning (X3), Location Operations (X5) and Sustainability (X9). The most dominant factors influencing the reduction of construction waste include Use of Construction Materials (X6) with an influence value of 0.352 and government subsidies (X10) with an influence value of 0.337.
