Abstract

Penelitian ini bertujuan 1). untuk menganalisis Pengaruh Pengembangan karir terhadap Kinerja Pegawai pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar. 2). Untuk menganalisis pengaruh Tunjangan Kinerja terhadap Kinerja Pegawai pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar. 3). Untuk menganalisis pengaruh Kelas Jabatan terhadap Kinerja Pegawai pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar. 4). Untuk menganalisis pengaruh secara Simultan Pengembangan Karir Tunjangan Kinerja dan Kelas Jabatan terhadap Kinerja Pegawai pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar.dan 5). Untuk menganalisis Variabel yng dominan berpengaruh terhadap Kinerja Pegawai pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar Pendekatan penelitian ini menggunakan penelitian kuantitatif. Penelitian dilakukan pada Kantor Imigrasi Kelas I TPI Makassar dengan Populasi penelitian adalah pegawai Kantor Imigrasi Kelas I TPI Makassar yang berjumlah 122 orang. Pemilihan sampel dalam penelitian ini dilakukan dengan menggunakan tehnik sampling jenuh populasi sekaligus menjadi Sampel jadi jumlah sampel adalah 122 orang. Tehnik pengumpulan data menggunakan kusioner dan tehnik analisis data menggunakan tehnik analisis regresi berganda. Hasil Penelitian 1). Variabel Pengembangan Karir (X1) berpengaruh positif dan signifikan terhadap variable Kinerja Pegawai Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar. 2). variabel Kinerja Pegawai Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar. 3). variabel Jabatan Kelas (X3) berpengaruh positif dan signifikan terhadap variabel Kinerja Pegawai Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar. 4). Uji simultan menunjukkan Pengambangan Karir (X1) Tunjangan Kinerja (X2) Kelas Jabatan (X3) secara bersama- sama berpengaruh terhadap Kinerja Pegawi (Y) pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar.dan 5). Variabel yang paling dominan mempengaruhi Kinerja Pegawai pada Kantor Imigrasi Kelas I Khusus Tempat Pemeriksaan Imigrasi Makassar adalah Tunjangan Kinerja.

Abstract

Tujuan penelitian untuk menganalisis peran pemerintah terkait pemberian izin, penyediaan lahan, pemberian subsidi. Penelitian ini menggunakan pendekatan kualitatif, Sumber data yaitu sumber data primer dan sekunder. Metode pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Peran pemerintah dalam pemberian izin dalam pembangunan rumah ibadah di Kabupaten Mimika, terkait regulasi/kebijakan Perizinan mengacu pada aturan/regulasi pemerintah yang memang sudah ada; terkait Persyaratan Administratif, pemerintah daerah dalam pengurusan pembangunan rumah ibadah, syarat administrasi harus terpenuhi; terkait Penegakan Kebijakan Zonasi dan Tata Ruang, semua dokumen dan prosedur harus dipenuhi, barulah izin pembangunan rumah ibadah dapat diberikan. Peran pemerintah terkait Penyediaan lahan dalam pembangunan rumah ibadah; terkait Regulasi dan Kebijakan. cukup baik dijalankan oleh pemerintah setempat, Terkait Penyediaan lahan, walaupun agak sulit, tetapi diupayakan tersedia; terkait proses izin dan persetujuan dijalankan berdasarkan peraturan pemerintah daerah yang sudah berjalan. Peran pemerintah terkait pemberian subsidi dalam pembangunan rumah ibadah; Kebijakan yang mendukung dengan adanya kebijakan pemberian subsidi. Alokasi Anggaran sudah dilakukan, program bantuan subsidi sudah dilakukan, akan tetapi masih sangat minim. Masalah yang dihadapi antara lain: masalah tanah dan lokasi, persoalan perizinan dan regulasi, isu sosial dan keagamaan, keterbatasan anggaran daerah, keamanan dan ketertiban, dan konflik kepentingan. The purpose of the study is to analyze the role of the government in granting permits, land provision, and subsidies. This study uses a qualitative approach. Data sources are primary and secondary data sources. Data collection methods through observation, interviews, and documentation. The results of the study indicate that the role of the government in granting permits for the construction of houses of worship in Mimika Regency, related to licensing regulations/policies refers to existing government rules/regulations; related to Administrative Requirements, the local government in managing the construction of houses of worship, administrative requirements must be met; related to Enforcement of Zoning and Spatial Planning Policies, all documents and procedures must be met, only then can a permit for the construction of a house of worship be granted. The role of the government in the provision of land in the construction of houses of worship; related to Regulations and Policies. is quite well carried out by the local government, related to Land Provision, although it is rather difficult, it is attempted to be available; related to the permit and approval process is carried out based on existing local government regulations. The role of the government in the provision of subsidies in the construction of houses of worship; Policies that support the existence of subsidy policies. Budget allocation has been carried out, subsidy assistance programs have been carried out, but are still very minimal. The problems faced include: land and location issues, licensing and regulatory issues, social and religious issues, regional budget limitations, security and order, and conflicts of interest.

Abstract

Penelitian bertujuan mengidentifikasi kebijakan Dinas Kesehatan dalam penanganan gizi buruk pada balita di Kabupaten Sorong Selatan, Provinsi Papua Barat Daya dan mengkaji implementasi kebijakan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan lokasi penelitian di Kabupaten Sorong Selatan. Data diperoleh dari sumber primer dan sekunder melalui teknik observasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa kebijakan Dinas Kesehatan dalam menangani gizi buruk pada balita dilaksanakan melalui program penyuluhan kepada masyarakat terkait pentingnya gizi seimbang, pemberian vitamin, suplemen penambah nafsu makan, serta makanan bergizi seperti susu dan biskuit. Selain itu, dilakukan identifikasi penyebab gizi buruk, seperti pola makan, sanitasi, dan pola asuh, serta penyuluhan gizi kepada ibu hamil, anak-anak, dan remaja putri melalui kerja sama dengan puskesmas dan rumah sakit. Implementasi kebijakan dipengaruhi oleh empat aspek utama: komunikasi, sumber daya, disposisi (komitmen pelaksana), dan struktur birokrasi. Adapun faktor-faktor yang memengaruhi implementasi kebijakan terdiri atas faktor internal, yakni kapasitas sumber daya manusia, ketersediaan anggaran, fasilitas dan infrastruktur, serta sistem monitoring dan evaluasi; serta faktor eksternal, seperti kondisi geografis, kesadaran dan partisipasi masyarakat, budaya lokal, kemitraan lintas sektor, serta kondisi sosial ekonomi masyarakat. This study aims to identify the policies of the Health Office in addressing malnutrition among children under five in South Sorong Regency, Southwest Papua Province and examine the implementation of these policies. A qualitative research approach was employed, with the study conducted in South Sorong Regency. Data were collected from primary and secondary sources through observation and in-depth interviews The findings reveal that the Health Office’s policy in addressing malnutrition is carried out through community outreach programs focusing on balanced nutrition, the provision of vitamins, appetite stimulants, and nutritious food such as milk and biscuits. The approach also includes identifying the main causes of malnutrition—such as eating patterns, sanitation, and parenting—followed by education campaigns on nutrition for pregnant women, children, and adolescent girls in collaboration with local health centers and hospitals. Policy implementation is influenced by four key aspects: communication, resources, disposition (implementers’ commitment), and bureaucratic structure. Factors affecting implementation include internal factors such as human resource capacity, budget availability, facilities and infrastructure, and monitoring and evaluation systems; and external factors such as geographical conditions, community awareness and participation, local culture and customs, cross-sectoral partnerships, and socio-economic influences.

Abstract

Provinsi Maluku Utara merupakan daerah kepulauan dengan potensi budidaya perikanan yang sangat besar. Salah satu daerah yang berpotensi adalah Desa Kastela Kecamatan Ternate Selatan, Kota Ternate, Maluku Utara. Pengembangan budidaya ikan dengan sistem bioflok telah dikembangkan di Laboratorium Basah Fakultas Perikanan dan Ilmu Kelautan Universitas Khairun yang berlokasi Kelurahan Kastela, Kota Ternate. Kegiatan bina desa ini bertujuan untuk meningkatkan pengetahuan masyarakat mengenai potensi budidaya dengan memanfaatkan inovasi budidaya sistem bioflok sebagai upaya membangun bisnis perikanan budidaya di Kelurahan Kastela. Tahapan kegiatan bina desa ini meliputi: persiapan, pelaksanaan kegiatan, dan analisis data. Tahap persiapan yang dilakukan adalah melengkapi persyaratan administrasi izin dengan pemerintah Desa Kastela. Pelaksaanaan kegiatan untuk meningkatkan pengetahuan masyarakat mengenai potensi budidaya dengan memanfaatkan inovasi budidaya sistem bioflok dilakukan dengan metode ceramah (pemberian materi budidaya ikan). Untuk mengetahui keberhasilan kegiatan dilakukan tes berupa kuesioner sebelum dan setelah kegiatan. Materi yang diberikan mengenai potensi dan peluang perikanan budidaya, pengenalan budidaya sistem bioflok, manajemen kualitas air budidaya, serta manajemen kesehatan ikan. Hasil kegiatan ini menunjukkan adanya peningkatan pengetahuan peserta bina desa sebesar 64%. Dengan demikian, hasil kegiatan ini diharapkan mampu mendorong pengembangan budidaya perikanan di Kelurahan Kastela, Kota Ternate, Maluku Utara.

Abstract

The demands of the era of globalization of modern government systems require the management of changes in district/city governments to improve so that stakeholders can access maximum service. For this, an applicable work mechanism is needed through the design of a prototype model of Digital Transformation of Public Services e-Government. The type of research used is phenomenological and qualitative descriptive approach. The data collection method used is triangulation, namely: survey, interview, and document analysis. Data analysis uses data collection, data condensation, data presentation, verification and drawing conclusions. Research results: focus (1) The reality of the institutional structure and human resources of the Communication and Information Service still experiences various challenges and weaknesses that must be anticipated immediately, (2) Determinant factors in capacity development originating from internal sources, namely publication, polling up, and decision-making and external opportunities supported by the local government. Meanwhile, internal obstacles are the still strong interests of political parties and external challenges are that public participation is still lacking, and (3) Prototype model of Digital Transformation of Public Services e-Government, is actually a public right and at the same time an obligation of the government, Management of existing public services system, separately accommodates data exchange between institutions, and Management of public services according to regulations, which are guided by Law 37/2008, Law 25/2009 and Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform 27/2014 is a combination of complementary nomenclature.

Abstract

Penelitian ini bertujuan untuk mengetahui Pengaruh Kepemimpinan Terhadap Efektivitas Kerja Pegawai pada Badan Kepegawaian Pendidikan dan Pelatihan Daerah Kabupaten Luwu Timur. Aspek yang diteliti secara garis besar meliputi dua hal, yaitu kepemimpinan dan efektivitas kerja pegawai. Indikator yang digunakan untuk kepemimpinan adalah motivasi, Disiplin kerja, komunikasi dan pengambilan keputusan Sedangkan indikator untuk efektivitas kerja pegawai adalah Loyalitas Kerja, Ketepatan Waktu, Kreatifitas Kerja dan Prestasi Kerja. Metode penelitian yang digunakan adalah metode asosiatif kausal yang mana mencari hubungan sebab akibat, dengan teknik pengumpulan data melalui cara penyebaran angket, dan observasi, Dan ditunjang juga dengan sejumlah buku, karya ilmiah, dan arsip yang berhubungan dengan masalah yang ditelit, Jenis analisa data yang digunakan adalah jenis anlisa kuantitatif, dan Teknik analisis data yang digunakan adalah teknik korelasi product moment dan untuk mengetahui persen besarnya pengaruh kepemimpinan terhadap efektivitas kerja pegawai dan untuk mengetahui signifikan maka digunakan rumus t- hitung. Data diambil dan diperoleh dari 25 responden yang dilakukan melalui penyebaran angket. Hasil penelitian ini menunjukan bahwa ada hubungan positif dan signifikan antara kepemimpinan terhadap efektivitas kerja pegawai dan hubungannya ada pada kategori kuat, Berdasarkan hasil penelitian lapangan untuk uji signifikan 0,05% dengan responden 25 orang maka di uji dua pihak dan hasil t-tabel 2,069, dan ternyata t hitung 10,424 lebih besar dari t tabel 2,069 (10,424 ≥ 2,069) maka Ho ditolak artinya ada hubungan yang signifikan antara kepemimpinan dan efektivitas kerja pegawai pada Badan Kepegawaian Daerah Pendidikan dan Pelatihan Kabupaten Luwu Timur

Abstract

The goal to be achieved is to ensure that the Strategic Plan of Polewali District General Hospital, Polewali Mandar Regency, is well-directed and serves as a guideline in the preparation of the Annual Budget Plan. It aims to enhance human resources ready to serve in accordance with the Vision and Mission of Polewali District General Hospital, as well as to improve the welfare of actively contributing employees. The research method employed in this study is qualitative research using a descriptive approach. Data were obtained through instruments consisting of surveys, observations, focus group discussions, and in-depth interviews. Data were also acquired through documents from Polewali District General Hospital. The research findings indicate that (1) the performance of the hospital can be well-directed by improving service quality to the community according to 4 (four) perspective variables: financial perspective, customer perspective, internal business perspective, and growth and learning perspective, and (2) To enhance the effectiveness of hospital services, it is important to identify opportunities and threats, strengths, and weaknesses based on the analysis of the situation regarding three perspective variables.

Abstract

Abstract The supply of coconut crabs (Birgus latro Linnaeus, 1767) has been sourced from capture in the wild. Development efforts in aquaculture have succeeded in producing eggs. However, further development with larval maintenance failed because it was constrained by a low survival rate. This study aimed to identify the potential probiotic bacteria in coconut crabs. Coconut crab samples were collected from Moor Island, South Patani District, Central Halmahera Regency, North Maluku Province, Indonesia. The intestines of coconut crabs were taken as much as 1 g, then ground on a porcelain dish and added to Tri-Salt. The scouring liquid was taken in 0.1 ml and spread on a petri dish containing Nutrient Agar. The isolated used were marked with BL1, BL2, BL3, BL4, and BL5. Molecular identification was performed with sequencing and then analyzed using the Basic Local Alignment Search Tool (BLAST). The selection of isolates from the gastrointestinal tract of coconut crabs showed that the bacteria obtained were Enterobacter tabaci (BL1), Enterobacter hormaechei (BL2), Bacillus horneckiae (BL3), Pseudomonas stutzeri (BL4), and Acinetobacter variabilis (BL5). Further testing revealed that the bacteria A. variabilis (BL5) is a probiotic isolate in coconut crabs. Highlight Research The intestinal bacteria from coconut crabs identified were E. tabaci, E. hormaechei, B. horneckiae, P. stutzeri, and A. variabilis. The E. tabaci strain BL1, E. hormaechei strain BL2, B. Horneckiae strain BL3, and P. stutzeri strain BL4 are pathogenic bacteria. The A. variabilis strain BL5 is potential probiotics bacteria. The A. variabilis strain BL5 showed a better survival rate than other isolates.

Abstract

This research aims to understand and analyze delivery services in the Lantora Subdistrict. The study employs a qualitative method. Data collection techniques include interviews, questionnaires, observations, and documentation. The research findings indicate that the performance of the Lantora Subdistrict apparatus has been categorized as good. However, the quality of public services in the Lantora Subdistrict is categorized as less satisfactory because it does not yet meet the key indicators of public services, including: simplicity with a score of 41.67%, requirements with a score of 43.75%, clarity with a score of 37.5%, discipline with a score of 35.42%, responsibility with a score of 41.75%, officer's ability with a score of 54.17%, speed with a score of 52.08%, fairness with a score of 43.75%, politeness and friendliness with a score of 60.42%, reasonable fees with a score of 47.92%, certainty of fees with a score of 45.83%, certainty of schedule with a score of 37.5%, environmental comfort with a score of 41.67%, and service security with a score of 43.75%. In conclusion, overall, the quality of public services provided by the Lantora Subdistrict apparatus falls into the good category as indicated. However, the availability of facilities and infrastructure greatly supports community services to ensure that the services provided to the community are effective and meet most of the service indicators in accordance with Minister of State Apparatus Empowerment Decision No. 25 of 2004 Regarding the Community Satisfaction Index.
