Abstract

Penelitian bertujuan untuk menganalisis peran Dinas Sosial Kabupaten Sorong Selatan, Provinsi Papua Barat Daya, dalam upaya pengentasan kemiskinan melalui tiga pendekatan utama: Penyediaan Bantuan Sosial, Pemberdayaan Masyarakat, serta Penyuluhan dan Edukasi. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Dinas Sosial telah melaksanakan berbagai program bantuan sosial, seperti Program Keluarga Harapan (PKH) dan Bantuan Pangan Non-Tunai (BPNT), yang secara signifikan membantu masyarakat miskin memenuhi kebutuhan dasar. Namun, efektivitas program masih terkendala oleh ketidakakuratan data penerima, keterbatasan anggaran, dan tantangan geografis. Di sisi pemberdayaan, Dinas Sosial telah menyelenggarakan pelatihan keterampilan dan pendampingan usaha, meskipun belum berkelanjutan. Penyuluhan dan edukasi juga telah dilakukan untuk meningkatkan literasi ekonomi, tetapi dampaknya belum optimal akibat rendahnya partisipasi masyarakat. Studi ini merekomendasikan penguatan sistem pendataan, peningkatan koordinasi antar-stakeholder, dan integrasi teknologi untuk memperluas jangkauan program. Temuan penelitian ini memberikan kontribusi praktis bagi perumusan kebijakan pengentasan kemiskinan di daerah tertinggal. This study examines the role of the Social Service Office of South Sorong Regency, Southwest Papua Province, in poverty alleviation through three main approaches: Social Assistance Provision, Community Empowerment, and Counseling and Education. The research employs a descriptive qualitative method, with data collected through observation, in-depth interviews, and documentation studies. The findings indicate that the Social Service Office has implemented various social assistance programs, such as the Family Hope Program (PKH) and Non-Cash Food Assistance (BPNT), which significantly aid impoverished communities in meeting basic needs. However, program effectiveness is hindered by inaccurate beneficiary data, budget constraints, and geographical challenges. In terms of empowerment, the office has conducted skills training and business mentoring, though sustainability remains an issue. Counseling and education initiatives have been introduced to improve economic literacy, yet their impact is limited due to low community participation. The study recommends strengthening data systems, enhancing inter-stakeholder coordination, and integrating technology to expand program reach. These findings offer practical contributions to poverty alleviation policy formulation in underdeveloped regions.

Abstract

Penelitian bertujuan untuk menganalisis peran birokrasi pemerintah dalam penyelenggaraan pelayanan administrasi kependudukan di Kabupaten Ende, Nusa Tenggara Timur, dengan fokus pada penerbitan dokumen kependudukan seperti Kartu Tanda Penduduk (KTP), Kartu Keluarga (KK), dan Akta Kelahiran (AK). Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah Kabupaten Ende berperan sebagai regulator, penyedia layanan, dan fasilitator melalui inovasi berbasis digital seperti Sistem Informasi Kependudukan (SIK) dan Kelimutu Box. Namun, tantangan utama meliputi keterbatasan sarana prasarana, kompetensi SDM, dan kompleksitas birokrasi yang berdampak pada kualitas pelayanan. Temuan ini memberikan implikasi penting bagi perbaikan sistem administrasi kependudukan dengan menekankan pada peningkatan kapasitas SDM, modernisasi infrastruktur, dan penyederhanaan prosedur. This study examines the role of government bureaucracy in administering population administration services in Ende Regency, East Nusa Tenggara, focusing on the issuance of population documents such as Identity Cards (KTP), Family Cards (KK), and Birth Certificates (AK). The research employs a qualitative approach with data collection techniques through observation, in-depth interviews, and document studies. The findings reveal that the Ende Regency government acts as a regulator, service provider, and facilitator through digital innovations like the Population Information System (SIK) and Kelimutu Box. However, major challenges include inadequate infrastructure, human resource competencies, and bureaucratic complexity, which affect service quality. These findings highlight the need for improvements in population administration systems by emphasizing capacity building, infrastructure modernization, and procedural simplification.

Abstract

Penelitian bertujuan untuk menganalisis efektivitas pelayanan sosial dan pembinaan anak jalanan di Kabupaten Sorong Selatan, Provinsi Papua Barat Daya, serta mengidentifikasi faktor-faktor penghambat dalam implementasinya. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam dan studi dokumentasi terhadap enam informan yang dipilih secara purposif. Hasil penelitian menunjukkan bahwa penanganan anak jalanan di wilayah tersebut belum optimal meskipun melibatkan berbagai pemangku kepentingan, termasuk pemerintah, Lembaga Swadaya Masyarakat (LSM), dan panti sosial. Faktor utama yang menghambat efektivitas program antara lain ketiadaan Peraturan Daerah (Perda) khusus untuk penanganan anak jalanan, keterbatasan sumber daya manusia dan sarana prasarana, serta rendahnya kesadaran keluarga dalam pengasuhan berbasis agama dan budaya. Inovasi seperti rumah singgah dan kolaborasi antarstakeholder belum mampu menekan peningkatan jumlah anak jalanan secara signifikan. Temuan ini mengindikasikan perlunya kebijakan yang lebih komprehensif, peningkatan kapasitas SDM, dan pendekatan berbasis kearifan lokal untuk mencapai hasil yang berkelanjutan. This study aims to analyze the effectiveness of social services and coaching programs for street children in South Sorong Regency, West Papua Province, and identify the inhibiting factors in their implementation. A descriptive qualitative method was employed, with data collected through in-depth interviews and documentation studies involving six purposively selected informants. The results reveal that the handling of street children in the region remains suboptimal despite the involvement of various stakeholders, including the government, non-governmental organizations (NGOs), and social institutions. Key challenges include the absence of regional regulations (Perda) specific to street children, limited human and infrastructure resources, and low family awareness regarding child-rearing based on religious and cultural values. Innovations such as shelters and multi-stakeholder collaborations have yet to significantly reduce the number of street children. These findings underscore the need for more comprehensive policies, capacity-building initiatives, and local wisdom.

Abstract

Penelitian bertujuan untuk menganalisis sinergitas Dinas Pemberdayaan Masyarakat dan Desa dengan Badan Permusyawaratan Desa (BPD) dalam pembangunan desa di Kecamatan Teminabuan, Kabupaten Sorong Selatan. Menggunakan pendekatan kualitatif deskriptif-analitis, data dikumpulkan melalui observasi partisipatif, wawancara mendalam dengan aparat desa dan masyarakat, serta studi dokumentasi di Kampung Seyolo. Hasil penelitian mengungkapkan tiga temuan kunci: (1) Penyaluran aspirasi masyarakat dilakukan secara lisan dan tertulis melalui BPD sebagai mediator efektif; (2) BPD berperan strategis dalam menetapkan Peraturan Desa, mengawasi implementasinya, serta memantau Anggaran Pendapatan dan Belanja Desa (APBDes) dan keputusan Kepala Desa; (3) Pemberdayaan masyarakat tercapai melalui partisipasi aktif, akses informasi, penguatan kapasitas organisasi lokal, dan profesionalitas pelaku. Kendala utama teridentifikasi pada keterbatasan akses informasi di empat desa terpencil yang menghambat koordinasi. Simpulan penelitian menegaskan perlunya model sinergitas inklusif berbasis kolaborasi multistakeholder untuk memperkuat tata kelola desa yang akuntabel dan responsif. This study examines the synergy between the Community and Village Empowerment Office and the Village Consultative Body (BPD) in village development within Teminabuan District, South Sorong Regency. Employing a descriptive-analytical qualitative approach, data were collected through participatory observation, in-depth interviews with village officials and community members, and documentation studies in Seyolo Village. Key findings reveal: (1) Community aspirations are channeled verbally and in writing via BPD as an effective mediator; (2) BPD plays a strategic role in establishing Village Regulations, supervising their implementation, and monitoring the Village Revenue and Expenditure Budget (APBDes) and Village Head decisions; (3) Community empowerment is achieved through active participation, information access, local organizational capacity building, and professional actors. The primary constraint lies in limited information access across four remote villages, hindering coordination. The research concludes that an inclusive synergy model based on multi-stakeholder collaboration is essential to strengthen accountable and responsive village governance.

Abstract

Penelitian bertujuan untuk menganalisis pengaruh Karakteristik Individu, Komitmen Organisasi, dan Kedisplinan terhadap Kinerja Personil Satuan Intelkam Polres Gowa. Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan Ex Post Facto. Populasi penelitian mencakup seluruh personil Satuan Intelkam Polres Gowa sebanyak 46 orang, dengan teknik pengambilan sampel menggunakan sampling jenuh. Data dikumpulkan melalui kuesioner, observasi, dan studi pustaka, kemudian dianalisis menggunakan regresi linier berganda. Hasil penelitian menunjukkan bahwa: (1) Karakteristik Individu berpengaruh positif dan signifikan terhadap kinerja personil (nilai sig. 0,000); (2) Komitmen Organisasi berpengaruh positif dan signifikan (nilai sig. 0,022); (3) Kedisplinan berpengaruh positif dan signifikan (nilai sig. 0,031). Secara simultan, ketiga variabel tersebut berpengaruh signifikan terhadap kinerja (nilai sig. F 0,000), dengan Karakteristik Individu sebagai faktor dominan (koefisien beta 0,317). Temuan ini mengindikasikan bahwa peningkatan kinerja personil dapat dioptimalkan melalui pengembangan karakteristik individu, penguatan komitmen organisasi, dan penerapan disiplin kerja yang konsisten. Penelitian ini memberikan kontribusi praktis bagi manajemen sumber daya manusia di lingkungan kepolisian, khususnya dalam merancang strategi peningkatan kinerja berbasis faktor individu dan organisasi. Penelitian ini menganalisis pengaruh karakteristik individu, komitmen organisasi, dan kedisiplinan kerja terhadap kinerja personil Satuan Intelkam Polres Gowa. Menggunakan metode kuantitatif eksplanatif dengan pendekatan Ex Post Facto, data dikumpulkan melalui kuesioner terhadap 46 personel (sensus) serta observasi dan studi dokumentasi. Hasil analisis regresi linier berganda menunjukkan bahwa ketiga variabel berpengaruh positif dan signifikan secara parsial (nilai sig. <0.05) maupun simultan (sig. F 0.000). Karakteristik individu merupakan prediktor dominan (koefisien beta 0.317), diikuti oleh kedisiplinan kerja (0.236) dan komitmen organisasi (0.227). Temuan mengindikasikan bahwa pengembangan kemampuan, motivasi, dan sikap personil menjadi kunci utama peningkatan kinerja, didukung oleh penegakan disiplin dan penguatan komitmen organisasi. Implikasi praktisnya adalah perlunya desain pelatihan berbasis kompetensi, sistem reward untuk loyalitas, serta mekanisme pengawasan disiplin yang konsisten guna mengoptimalkan kinerja unit intelijen kepolisian. This study aims to analyze the influence of Individual Characteristics, Organizational Commitment, and Discipline on the Performance of Gowa Police Intelkam Unit Personnel. The research method used is quantitative with the Ex Post Facto approach. The research population includes all Gowa Police Intelkam Unit personnel totaling 46 people, with a sampling technique using saturated sampling. Data were collected through questionnaires, observations, and literature studies, then analyzed using multiple linear regression. The results of the study indicate that: (1) Individual Characteristics have a positive and significant effect on personnel performance (sig. value 0.000); (2) Organizational Commitment has a positive and significant effect (sig. value 0.022); (3) Discipline has a positive and significant effect (sig. value 0.031). Simultaneously, the three variables have a significant effect on performance (sig. F value 0.000), with Individual Characteristics as the dominant factor (beta coefficient 0.317). These findings indicate that improving personnel performance can be optimized through developing individual characteristics, strengthening organizational commitment, and implementing consistent work discipline. This study provides practical contributions to human resource management in the police environment, especially in designing performance improvement strategies based on individual and organizational factors. This study analyzes the influence of individual characteristics, organizational commitment, and work discipline on the performance of Gowa Police Intelligence Unit personnel. Individual characteristics are the dominant predictor (beta coefficient 0.317), followed by work discipline (0.236) and organizational commitment (0.227). The findings indicate that the development of personnel's abilities, motivation, and attitudes is the main key to improving performance, supported by discipline enforcement and strengthening organizational commitment. The practical implications are the need for competency-based training design, a reward system for loyalty, and a consistent discipline monitoring mechanism to optimize the performance of the police intelligence unit.

Abstract

Penelitian ini bertujuan untuk menganalisis mekanisme dan prosedur pengawasan serta pengendalian mutu Aparatur Sipil Negara (ASN) di Inspektorat Daerah Kota Makassar. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa mekanisme pengawasan ASN telah dilaksanakan secara sistematis, transparan, dan akuntabel, meliputi pengukuran kinerja berbasis indikator objektif, penetapan target terukur, evaluasi berkala, dan tindakan perbaikan yang didukung teknologi serta kepemimpinan. Pengendalian mutu ASN dilakukan melalui penetapan standar pengawasan yang jelas, evaluasi hasil kerja, dan tindakan korektif berbasis regulasi. Faktor pendukung meliputi komitmen pimpinan, penerapan sistem reward and punishment, pemanfaatan teknologi, dan Standar Operasional Prosedur (SOP) yang jelas. Sementara itu, faktor penghambat mencakup rendahnya integritas, keterbatasan sarana prasarana, lemahnya koordinasi antarinstansi, dan tekanan eksternal. Penelitian ini merekomendasikan peningkatan pemanfaatan teknologi, pembinaan integritas, dan penguatan koordinasi untuk optimalisasi pengawasan guna mendukung tata kelola pemerintahan yang bersih dan bebas dari korupsi, kolusi, dan nepotisme (KKN). This study aims to analyze the mechanisms and procedures of supervision and quality control of State Civil Apparatus (ASN) at the Regional Inspectorate of Makassar City. The research employs a qualitative method with data collection techniques through interviews, observation, and documentation studies. The results indicate that the supervision mechanism of ASN has been implemented systematically, transparently, and accountably, encompassing performance measurement based on objective indicators, setting measurable targets, periodic evaluations, and corrective actions supported by technology and leadership. Quality control of ASN is conducted through establishing clear supervision standards, evaluating work results, and regulatory-based corrective actions. Supporting factors include leadership commitment, the implementation of a reward and punishment system, technology utilization, and clear Standard Operating Procedures (SOP). Meanwhile, inhibiting factors involve low integrity, limited infrastructure, weak inter-agency coordination, and external pressures. This study recommends enhancing technology utilization, integrity training, and strengthening coordination to optimize supervision in support of clean and corruption-free governance.

Abstract

Penelitian ini bertujuan untuk mengkaji pengaruh kualitas pelayanan publik terhadap kepuasan masyarakat di Kantor Kecamatan Segeri, Kabupaten Pangkajene dan Kepulauan. Kualitas pelayanan diukur menggunakan lima dimensi Servqual, yaitu bukti fisik (tangibles), keandalan (reliability), daya tanggap (responsiveness), jaminan (assurance), dan empati (empathy). Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan studi kasus dan teknik total sampling terhadap seluruh 35 pegawai yang terlibat dalam pelayanan publik di kantor kecamatan. Data dikumpulkan melalui kuesioner, observasi, dan dokumentasi, kemudian dianalisis menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa kelima dimensi kualitas pelayanan secara parsial dan simultan berpengaruh positif dan signifikan terhadap kepuasan masyarakat. Dimensi daya tanggap dan keandalan menjadi faktor dominan yang mempengaruhi kepuasan. Studi ini menegaskan pentingnya peningkatan kualitas pelayanan dengan memperbaiki sarana prasarana, pelatihan kompetensi pegawai, dan penguatan mekanisme umpan balik masyarakat. Temuan ini memberikan kontribusi empiris pada pengembangan teori Servqual dalam konteks pelayanan publik di wilayah kepulauan dan menjadi acuan praktis bagi pembuat kebijakan untuk meningkatkan mutu layanan. Penelitian ini merekomendasikan penerapan sistem antrian elektronik dan sosialisasi prosedur pelayanan yang lebih baik guna mempercepat proses layanan dan meningkatkan keadilan bagi seluruh pengguna layanan. This study aims to examine the impact of public service quality on community satisfaction at the Segeri Subdistrict Office, Pangkajene and Islands Regency. Service quality was assessed using the five Servqual dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Employing a quantitative research design with a case study approach, total sampling was conducted involving all 35 employees engaged in public service delivery at the subdistrict office. Data were collected through questionnaires, observations, and document review, and analyzed using multiple linear regression. The results indicate that all five service quality dimensions have positive and significant effects on community satisfaction, both partially and simultaneously. Responsiveness and reliability emerged as the dominant factors influencing satisfaction. This study highlights the importance of enhancing service quality by improving infrastructure, staff competency training, and strengthening community feedback mechanisms. The findings contribute empirically to the development of the Servqual theory in the context of public service in island regions and offer practical guidance for policymakers to improve service standards. The study recommends implementing an electronic queue system and better procedural socialization to expedite services and ensure fairness for all service users.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Core Values Aparatur Sipil Negara (ASN), yaitu Berorientasi Pelayanan, Akuntabel, Kompeten, dan Harmonis, dalam rangka meningkatkan kualitas pelayanan publik di lingkup Sekretariat Daerah Kabupaten Sinjai. Core Values ASN yang dirumuskan melalui nilai BerAKHLAK merupakan landasan fundamental dalam membentuk karakter, etos kerja, dan integritas ASN sebagai pelayan publik yang profesional dan responsif. Penelitian ini menggunakan pendekatan Mix Method, yaitu kombinasi antara metode kualitatif dan kuantitatif. Data dikumpulkan melalui wawancara mendalam dengan pejabat struktural dan pegawai ASN, observasi langsung terhadap aktivitas pelayanan, serta telaah dokumen kebijakan dan laporan kinerja yang relevan. Hasil penelitian menunjukkan bahwa penerapan nilai-nilai ASN telah berjalan secara progresif dan berdampak positif terhadap penyelenggaraan pelayanan publik. Nilai Berorientasi Pelayanan meningkatkan kecepatan dan ketepatan layanan kepada masyarakat. Nilai Akuntabel memperkuat tanggung jawab dan transparansi dalam pelaksanaan tugas. Nilai Kompeten dikembangkan melalui pelatihan yang terstruktur, sementara nilai Harmonis mendukung terciptanya sinergi antar ASN. Keberhasilan implementasi Core Values ini tidak terlepas dari peran kepemimpinan yang visioner, dukungan budaya organisasi, infrastruktur memadai, dan sistem evaluasi yang konsisten. Secara keseluruhan, Core Values ASN terbukti memberikan kontribusi nyata terhadap peningkatan efektivitas dan kualitas pelayanan publik di Kabupaten Sinjai. This study aims to analyze the implementation of the Core Values of the State Civil Apparatus (ASN), namely Service Orientation, Accountability, Competence, and Harmony, in enhancing the quality of public services within the Regional Secretariat of Sinjai Regency. The ASN Core Values, formulated under the BerAKHLAK framework, serve as a foundational guideline for shaping the character, work ethic, and integrity of civil servants to ensure professional and responsive governance. The study adopts a Mixed Methods approach, combining qualitative and quantitative methodologies to obtain a comprehensive perspective. Data were collected through in-depth interviews with structural officials and civil servants, direct observation of service activities, and document analysis of relevant policies and performance reports. The findings indicate that the implementation of ASN values has progressed positively and contributes significantly to public service delivery. The Service Orientation value enhances the speed and accuracy of responses to public needs. Accountability strengthens transparency and responsibility in task execution. Competence is developed through structured training programs, while Harmony promotes collaboration among civil servants. The successful implementation is supported by visionary leadership, a conducive organizational culture, adequate infrastructure, and consistent evaluation mechanisms. Overall, the ASN Core Values significantly contribute to improving the effectiveness and quality of public service in Sinjai Regency.

Abstract

Diversification of processed fish into processed nugget and tofu meatball products is one of the new motivations to introduce to the Bubula Business group that fish which are usually fried, grilled, smoked, dried or cooked in whole form can be made into nutritious food or snacks that can be consumed by children. -children, adults and the elderly as well as diversification of processed fishery products such as fish nuggets and tofu-meatballs can be used as additional businesses to improve the economy of business groups. The objectives of this PKM activity are; 1). Introducing fish as a food ingredient that contains high nutritional aspects, 2). Provide an understanding of the benefits of fish for family health and children's intelligence, 3). Instill an interest in liking fish as daily food, 4). Increasing knowledge and skills in making diversified fishery products so as to increase consumption and the community's economy. This activity was carried out in July 2024 at the Bubula MSME Group, Jambula Village, involving 8 members of the Bubula MSME group and involving 6 Kubermas KKN students. The method used is conveying theory about fish nugget and meatball tofu products by distributing training modules to participants to facilitate understanding of the training material. This community service activity produces two new processed products, namely fish nuggets and meatball tofu which can provide many benefits for the Bubula MSME group, one of which is increasing the group's economic income and increasing fish consumption among families and the wider community. With training on the diversification of these two preparations for the Bubula MSME business group, it is hoped that it will become a new business to improve the family economy and increase fish consumption for all groups.

Abstract

Penelitian bertujuan untuk menganalisis pengaruh penerapan E-Government, budaya kerja, motivasi, serta sarana dan prasarana terhadap kinerja Aparatur Sipil Negara (ASN) di Badan Penanggulangan Bencana Daerah (BPBD) Kota Makassar. Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan survei melalui kuesioner yang disebarkan kepada 29 responden ASN di BPBD Kota Makassar. Data dianalisis menggunakan regresi linier berganda dengan bantuan program SPSS. Hasil penelitian menunjukkan bahwa penerapan E-Government berpengaruh positif dan signifikan terhadap kinerja ASN dengan nilai signifikansi 0,000. Selain itu, budaya kerja, motivasi, serta sarana dan prasarana juga berpengaruh signifikan terhadap kinerja dengan nilai signifikansi masing-masing sebesar 0,000; 0,000; dan 0,014. Uji F membuktikan bahwa keempat variabel tersebut berpengaruh secara simultan terhadap kinerja ASN. Temuan ini mengindikasikan bahwa optimalisasi E-Government, peningkatan budaya kerja, motivasi, dan penyediaan sarana-prasarana yang memadai dapat menjadi strategi efektif untuk meningkatkan kinerja ASN di BPBD Kota Makassar. Penelitian ini memberikan kontribusi praktis bagi pengambil kebijakan dalam merancang program peningkatan kinerja aparatur di sektor penanggulangan bencana. This study aims to analyze the influence of E-Government implementation, work culture, motivation, and facilities on the performance of Civil Servants (ASN) at the Regional Disaster Management Agency (BPBD) of Makassar City. A quantitative research method was employed, utilizing a survey approach with questionnaires distributed to 29 ASN respondents at BPBD Makassar. Data were analyzed using multiple linear regression with the assistance of SPSS. The results indicate that E-Government implementation has a positive and significant effect on performance, with a significance value of 0.000. Additionally, work culture, motivation, and facilities also significantly influence performance, with significance values of 0.000, 0.000, and 0.014, respectively. The F-test confirms that these variables collectively impact ASN performance. These findings suggest that optimizing E-Government, enhancing work culture, motivation, and providing adequate facilities can be effective strategies to improve ASN performance at BPBD Makassar. This study provides practical contributions for policymakers in designing programs to enhance civil servant performance in the disaster management sector.
