Abstract

Purpose: The main purpose of this research is to investigate how bureaucratic behavior influences employee performance at Kecamatan Salahutu office. Methodology: This research employs a quantitative approach with a descriptive design to analyze the impact of bureaucratic behavior on employee performance. The quantitative approach was chosen because it allows for the objective measurement of variables and statistical analysis to identify relationships between independent and dependent variables. Results: The results of this study indicate a significant relationship between bureaucratic behavior and employee performance at Kecamatan Salahutu. High validity and reliability of the instruments used ensure accurate measurement of both variables. The findings demonstrate consistent improvement in employee performance when bureaucratic behavior aligns with effective practices, supporting the importance of fostering positive organizational behavior. Limitations: The limitations of this study include a limited sample size and a focus on a single district, which may affect the generalizability of the findings. Additionally, future research could explore other factors influencing bureaucratic behavior and employee performance. Contribution: This study contributes to understanding the impact of bureaucratic behavior on employee performance, providing insights for improving public service quality and fostering better organizational practices.

Abstract

This Community Service activity focuses on the digitalization of village administration in Waiheru Village, Baguala District, Ambon City, to enhance public service efficiency. Through digitalization, village administrative processes are expected to become faster, more transparent, and more accurate. The implementation of digital systems enables the community to access public services online, reducing reliance on manual systems that are slow and prone to data errors. However, the digitalization process faces several challenges, including limited technological infrastructure, low digital literacy among village officials, and the digital divide within the community. Proposed solutions include digital literacy training, technological infrastructure enhancement, and public outreach initiatives. The expected outcomes include increased community participation in public services, improved accountability, and greater transparency at the village level. This digitalization effort is envisioned as a model for other villages, fostering a more efficient and responsive village governance system that meets the needs of its residents.

Abstract

Penelitian ini menganalisis kebijakan dana desa dalam mendukung program pemberdayaan masyarakat untuk penanganan stunting di Kecamatan Amahai, Kabupaten Maluku Tengah. Stunting, yang disebabkan oleh kurangnya asupan gizi pada anak, menjadi masalah kesehatan serius yang berdampak pada pertumbuhan dan perkembangan anak. Kebijakan dana desa diarahkan untuk meningkatkan kesejahteraan masyarakat dengan cara mengalokasikan dana untuk program-program kesehatan, seperti penyuluhan gizi, pemberian makanan tambahan, dan perbaikan akses layanan kesehatan. Pendekatan partisipatif dan kerjasama lintas sektor dipandang sebagai kunci keberhasilan implementasi program ini. Evaluasi terhadap kebijakan ini menunjukkan bahwa alokasi dana desa yang tepat serta pelibatan masyarakat secara aktif mampu memberikan dampak positif dalam menurunkan angka stunting di Kecamatan Amahai. Kebijakan ini juga diharapkan dapat terus berlanjut dengan pengawasan yang transparan dan akuntabel untuk mencapai target jangka panjang dalam peningkatan kualitas hidup masyarakat.

Abstract

Permasalahan dalam pelayanan di Kantor Camat Marlasi seringkali terkait dengan sejumlah aspek kritis yang memengaruhi kualitas layanan publik, Berupa (1). keterampilan dan kompetensi, (2) Manajemen Waktu, (3) Beban Kerja, (4). Etika dalam PelayanaN Publik. Penelitian ini mengadopsi pendekatan deskriptif kualitatif untuk menganalisis kinerja pegawai dalam pelayanan publik di Kecamatan Marlasi, Kabupaten Kepulauan Aru. Lokasi penelitian berfokus di Kecamatan Marlasi, Kabupaten Kepulauan Aru. Informan penelitian terdiri dari pegawai di Kantor Camat Marlasi yang terlibat dalam proses pelayanan publik, seperti administratif, perizinan, dan kegiatan lainnya. Selain itu, masyarakat yang menjadi pengguna layanan di kecamatan tersebut juga menjadi informan penting untuk mendapatkan perspektif mereka terhadap kinerja pegawai. Penelitian menyoroti pentingnya evaluasi kompetensi pegawai di Kantor Camat Marlasi, Kepulauan Aru. Keahlian teknis, keterampilan interpersonal, dan pengetahuan menjadi pondasi utama untuk tugas administratif dan pelayanan kepada masyarakat. Camat Marlasi menegaskan bahwa kompetensi, terutama pengetahuan aturan administrasi dan keterampilan teknis, kunci dalam pelayanan yang memuaskan, sesuai teori manajemen sumber daya manusia. Keterampilan interpersonal juga penting dalam pelayanan publik, didukung oleh teori komunikasi organisasi. Analisis kompetensi, termasuk pemahaman pengetahuan teknis, kepatuhan aturan, dan e-government, mencerminkan pendekatan modern. Identifikasi pengembangan melalui analisis kompetensi mendukung pendekatan pembinaan sumber daya manusia. Kesimpulannya, penekanan pada kompetensi dan etika pegawai di Kantor Camat Marlasi dapat meningkatkan kualitas layanan publik dan membangun kepercayaan masyarakat.

Abstract

This study aims to analyze the influence of human resource quality and infrastructure support on digital public service innovation in villages across Ambon City. The background of this research lies in the growing need for public services that are faster, more transparent, and accountable through the adoption of digital technology at the village level. A quantitative approach with multiple linear regression analysis was employed, using data collected from surveys of village officials and service users. The findings reveal that human resource quality has a positive and significant effect on digital public service innovation. This highlights the crucial role of competence, skills, and digital literacy among village officials in managing technology-based service systems. Furthermore, infrastructure support also shows a significant influence, particularly in terms of internet accessibility, technological equipment, and adequate supporting facilities. The simultaneous test (F-test) indicates that human resource quality and infrastructure support jointly contribute to the enhancement of digital public service innovation. In conclusion, strengthening the capacity of village officials and providing sufficient infrastructure development are essential strategies for driving the transformation of public services toward a more effective, efficient, and community-oriented digital governance system at the village level.

Abstract

This study examines the effect of implementing an e-government system on the accessibility of public health services at the BPJS Kesehatan Ambon Branch. The research is motivated by the need to transform public services digitally, particularly in archipelagic areas like Ambon, which face geographic obstacles in service distribution. Digital platforms such as Mobile JKN, PANDAWA, and the official BPJS Kesehatan website have been developed to extend service coverage and efficiency. Using a quantitative method with a simple linear regression analysis, this study collected data from 70 respondents who actively use BPJS Kesehatan's digital services. The findings reveal that the implementation of the e-government system has a statistically significant positive impact on health service accessibility. The regression results show a determination coefficient (R²) value of 0.378, meaning 37.8% of the variation in accessibility can be explained by the implementation quality. This confirms the proposed hypothesis that improved e-government implementation enhances access to health services. The regression coefficient for e-government implementation is 0.425. These results underscore the relevance of improving digital infrastructure and educating users to optimize the use of BPJS Kesehatan's e-services, ensuring more inclusive, responsive, and efficient public health service delivery—particularly in regions where physical access remains a challenge due to geographical dispersion.

Abstract

Ambon City Regulation Law No. 2 of 2011, in CHAPTER 1 Article 1 paragraph 12, clarifies that restaurant tax pertains to the services provided by restaurants. Additionally, in Article 1 paragraph 13, it defines a restaurant as an establishment offering food and/or beverages, encompassing cafeterias, stalls, bars, and similar entities, including food/catering services. Sections 12 and 13 specify that the restaurant tax is calculated based on the payment received or due to the restaurant (Article 12), and the tax rate is set at 10% (Article 13). The restaurant tax significantly contributes to the growth of local own-source revenue in Ambon City, as evidenced by research data showing a consistent annual increase. However, there remains a need for governmental (tax officer) evaluation to enhance public awareness (taxpayers), particularly concerning restaurant taxes, ensuring sustained and escalating local own-source revenue through this tax

Abstract

The quality of public services provided by government bureaucracy has significantly fallen short of expectations, particularly when considering accountability, responsibility, service orientation, and effectiveness. One of the evident issues is the apparent negligence towards the importance of service users in the implementation of public services. Given the analyzed background problems, the primary research question revolves around understanding the performance of the government sub-district Lamuru in delivering public services. To address this question, the research aims to investigate the performance of the government sub-district Bone in public services and identify the determining factors influencing this performance. The study employs a descriptive-analytic technique for treatment and analysis. The data sources for this research include civil servants working in the sub-district Lamuru office and members of the public. The selection of data sources utilizes random sampling, resulting in a sample size of 80 individuals. Upon analyzing the data, the research concludes that the service quality from the apparatus performance in the sub-district Lamuru is deemed good, yet there is still room for improvement to optimize the overall effectiveness of public services.

Abstract

Kurikulum terbaru saat ini adalah kurikulum merdeka dan hampir semua jenjang sekolah sudah menerapkan kurikulum merdeka meskipun bukan sekolah penggerak. Di samping itu, mulai tahun 2021, Ujian Nasional direvisi menjadi Asesmen Kompetensi Minimum (AKM), di mana dalam Asesmen Kompetensi Minimum salah satunya terdiri dari kemampuan literasi numerasi. Pengabdian ini didasari karena kurang efektifnya pembelajaran dan tingkat kemampuan literasi numerasi siswa di MTS Basuki Rahmat Kepulauan Aru yang termasuk daerah kepulauan dan perbatasan. Menghadapi hal tersebut, guru harus bisa melakukan pembelajaran yang berbasis kemampuan literasi numerasi. Oleh karena itu pada pengabdian ini memberikan pembelajaran kepada siswa MTS Basuki Rahmat kepulauan Aru dengan tujuan untuk mengembangkan kemampuan literasi numerasi siswa. Ketika guru sudah menguasai literasi numerasi tentunya dalam proses pembelajaran dapat menyampaikan materi pembelajaran terkait literasi numerasi dengan baik. Pada pengabdian kepada masyarakat ini, tim pengabdian berkolaborasi dengan MTS Basuki Rahmat yang ada di Kepulauan Aru. Metode pelaksanaan pengabdian ini yaitu tim pengabdi memberikan materi tentang pembelajaran berbasis literasi numerasi. Siswa diberikan pengetahuan tentang literasi numerasi yang bermanfaat untuk menambah kemampuan atau kompetensi literasi numerasi siswa sehingga nantinya akan berdampak kepada peningkatan literasi numerasi siswa. Dari kegiatan yang dilaksanakan terjadi pengembangan kemampuan literasi numerasi siswa. Di samping itu, siswa merasa tertarik dan senang dengan pembelajaran yang diberikan.

Abstract

This study explores public service management in archipelagic regions through a systematic literature review of research published over the last five years. Archipelagic regions present unique challenges due to geographical isolation, limited resources, and infrastructure disparities, which directly affect the accessibility and effectiveness of public services. By synthesizing findings from five key studies, including empirical case studies and policy reports, this review highlights four critical themes: geography-based governance, alternative governance arrangements in resource-deficient contexts, community participation, and digital transformation. The analysis reveals that geography plays a central role in shaping governance models, requiring adaptive and decentralized approaches that acknowledge the realities of small island contexts. Furthermore, innovative governance structures are necessary when resources are scarce, with community-based and multi-actor collaboration emerging as viable strategies. Public participation also proves essential in enhancing trust, legitimacy, and sustainability of services, particularly in small island nations. At the same time, digitalization offers significant opportunities for bridging service gaps, but infrastructure inequalities remain a major obstacle. This review concludes that effective public service management in archipelagic regions requires a hybrid model that combines geographic sensitivity, participatory practices, and digital innovation. Nevertheless, the study is limited by its reliance on secondary literature and the absence of primary field data. Future research should include empirical investigations to provide more operational insights into policy and practice tailored for diverse island communities.
